Chidambaram, Principal Scientific Advisor to the Government of India, Chairman of the Scientific Advisory Committee to the Cabinet and former Chairman, Atomic Energy Commission, sharing his experiences with a team of young officers. In the first technical article Shri N.K. Pandey and colleagues have discussed the extraction kinetics of ruthenium with tri n-butyl phosphate/dodecane system. In the second technical article Shri Dipak Kumar Baisnab and colleagues have described the experimental studies of the effect of external perturbation such as substrate induced strain, applied current and magnetic field on Pr0.5Ca0.5MnO3 on YBa2Cu3O7 thin film heterostructures. -

DAVID KAISER* Cold War requisitions, scientific manpower, and the production of American physicists after World War II 1. RAYMOND BIRGE’S “MAIN OBJECTIVE” “THE MAIN OBJECTIVE of this department of physics,” Raymond Birge wrote in late May 1955, “is to train Ph.D.’s in physics.” Birge— iconic, somber, a displaced Yankee who traced his New England ancestry nine generations back—had been chair of Berkeley’s physics department for twenty-two years; by the mid-1950s, it was the nation’s largest. At the time he explained his department’s “main objec- tive,” Birge was the retiring president of the American Physical Society (APS). Birge and his colleagues in Berkeley’s physics department had emphasized the importance of its graduate program many times before in annual budget requests to the university administration and in funding reports to private industries; it would be easy to read such remarks as thinly-veiled requests for more funding, since training physics Ph.D.s became expensive after World War II. Hébert 2008 Acknowledgments At a cocktail party after an academic conference not long ago, I found myself in conversation with another anthropologist who had attended my paper presentation earlier that day. He told me that he had been fascinated to learn that something as “mundane” as salmon could be linked to so many important sociocultural processes. Mundane? My head spun with confusion as I tried to reciprocate chatty pleasantries. How could anyone conceive of salmon as “mundane”? I was so confused by the mere suggestion that any chance of probing his comment further passed me by. As I drifted away from the conversation, it occurred to me that a great many people probably deem salmon as mundane as any other food product, even if they may consider Alaskan salmon fishing a bit more exotic. At that moment, I realized that I was the one who carried with me a particularly pronounced sense of salmon’s significance—one that I shared with, and no doubt learned from, the people with whom I conducted research. The cocktail-party exchange made clear to me how much I had thoroughly adopted some of the very assumptions I had set out simply to study. It also made me smile, because it revealed how successful those I got to know during my fieldwork had been in transforming me from an observer into something more of a participant. -

The consequences of a nuclear test are far from easy to bear, however: economic sanctions can be crippling and nuclear capability automatically makes one a nuclear target. Why, then, do states test nuclear weapons? This thesis aims to determine the answer to this question using India as a model. It is well known that India tested nuclear weapons in 1974 and in 1998, but less well known are the near-tests of 1983, 1995, and 1996. This thesis examines the situation in these years and the details of the nuclear decisions based on four hypotheses: technical concerns, security and power, domestic politics, and norms and ideas.
