NVE har behandlet meldingen om Skreifjella vindkraftverk i medhold av plan- og bygningslovens forskrift om konsekvensutredninger. Vindkraftprosjektet er lokalisert i Østre Toten kommune, Oppland fylke. KU program for tiltaket ble meddelt 21.12.2011. Skreifjella vindkraftverk er planlagt med inntil 70 vindturbiner, som vil gi en total installert effekt på inntil 140MW. Vindkraftverket er planlagt med tre separate delområder, lokalisert på Skreifjella, også kjent som Totenåsen, i Østre Toten kommune. Planområdets samlede størrelse er planlagt til 13,7km2. Vindkraftverket er planlagt med nettilknytning ned til nytt bryter/koblingsanlegg nord for Skjeppsjøen på eksisterende 132kV kraftledning Vardal-Minne. NVE konstaterer at det knyttes usikkerhet til vindressursene i planområdet på Skreifjella. NVE legger derfor til grunn at produksjonskostnadene i dette prosjektet kan bli høye sammenlignet med allerede konsesjonsgitte vindkraftprosjekter. Når også miljøvirkninger i vid forstand inkluderes i vurderingen er Skreifjella vindkraftverk etter NVEs oppfatning ikke et samfunnsøkonomisk lønnsomt prosjekt.     Oppdatert etter fastsettelse av handlingsprogrammet juli 2018. Jernbanesektorens handlingsprogram: Hedmark og Oppland: Flere avganger på både Gjøvik- og Dovrebanen I jernbanesektorens handlingsprogram fram til 2029 legges det opp til en betydelig styrking av togtilbudet i Innlandet. Stikkord er dobbeltsporutbygging, kryssingsspor og nytt signalanlegg. I tillegg satses det mye på godstrafikken. Jernbanedirektoratet legger opp til at skal gjennomføres et betydelig løft i togtrafikken i Innlandet de kommende årene. Fjerntogtilbudet på Dovrebanen og regiontogtilbudet på Rørosbanen og Raumabanen konkurranseutsettes som del av Trafikkpakke 2. Konkurransegrunnlaget ble gjort tilgjengelig i mars 2018, og trafikkstart er planlagt i juni 2020. Samarbeid Jernbanedirektoratet legger opp til et nært samarbeid med fylker og kommuner, og er i dialog med Hedmark og Oppland fylkeskommuner om billettsamarbeid for lokale reiser Elverum–Hamar– Lillehammer. Dovrebanen På Dovrebanen videreføres intercity-utbyggingen med byggestart på neste delstrekning fra Venjar til Langset i år, og i 2019 legges det opp til byggestart videre nordover. Målet er to tog i timen til Hamar i 2026 og mer enn 15 minutter raskere reisetid, slik at togreisen Hamar–Oslo kommer ned mot én time. Gevinsten i reisetid vil også gjelde for stasjonene nord for Hamar. For å øke ombordkapasiteten på intercity-togene fra Lillehammer skal det bygges et nytt hensettingsanlegg på Hove, som vil gjøre det mulig å kjøre flere avganger med doble togsett. Konkurransegrunnlaget for Trafikkpakke 2 omfatter opsjoner som tilbyderne skal prissette i sine tilbud. Dette inkluderer ny avgang hver vei Oslo–Trondheim mandag til fredag for jevnere frekvens på Dovrebanen. Det er satt i gang en utredning av totimersintervall på fjerntogene Oslo–Trondheim.

    DOVRE On historic paths among wild reindeer and alpine plants 2° 3° Dovre National Park Dovre National Park A sense of history over the National Park The Dovre National Park consists of plateaus and hiker-friendly, rounded summits that reach 1700 metres. Most of the park is above the tree line. The landscape around the highest peaks has an arctic character with remnants of permafrost. The park boasts numerous alpine plants, both common and rarer ones. The bird life is also varied and rich. The park is part of a larger area where wild reindeer roam. For some years, the reindeer have been used as an environmental indicator of the current state of the Norwegian mountains. ”United and loyal until the mountains of Dovre crumble”, the constitutional assembly at Eidsvoll declared in 1814. The expression alludes to some thing unshakeable, and symbolises unity and concord. Dovre and Dovrefjell holds a key posi- tion as a national rallying point and a mark of ultra-Norwegianism. Several famous poets and musicians, like Henrik Ibsen, Edvard Grieg and Aasmund Olavsson Vinje, have derived inspiration from this area. Henrik Ibsen’s ”Peer Gynt” with Edvard Grieg’s incidental music to the Hall of the Mountain King has made the massif a symbol famed far beyond the boundaries of Norway. Current global warming has revealed an example of such a pass at Lendbreen, Norway. Artefacts exposed by the melting ice indicate usage from c. AD 300–1500, with a peak in activity c. AD 1000 during the Viking Age—a time of increased mobility, political centralisation and grow- ing trade and urbanisation in Northern Europe. Lendbreen provides new information concerning the socio-economic factors that influenced high- elevation travel, and increases our understanding of the role of mountain passes in inter- and intra- regional communication and exchange. Glacial archaeology has developed to rescue artefacts exposed by this process (Dixon et al. 2014), with archaeologists studying melting ice sites in North America, the Alps and Scandinavia (e.g. Hare et al. 2012;Hafner2015;Piløet al. 2018). This research is revealing past trends in high-elevation hunting, transhumance and travel asso- ciated with social, economic and ecological mechanisms.

Bakgrunn Deler av kommunegrensen mellom Gjøvik og Vestre Toten kommuner går gjennom arealene i Raufoss Industripark. Totalt areal i industriparken er 2.900 dekar, hvorav 1800 dekar er i Vestre Toten og 1100 dekar er i Gjøvik. Arealene eies i sin helhet av Raufoss Næringspark ANS. Til nå uutbygde deler av parken ligger i stor grad i Gjøvik kommune. Parken er avgrenset med industrigjerde rundt området, og inneholder om lag 350 bygninger, 40-50 bedrifter og ca. 2 600 ansatte. Vestre Toten kommune har hovedansvar for infrastruktur (vei, vann og avløp) i parken. Daværende Fylkesmannen i Oppland mottok 20. mars 2018 et initiativ fra Raufoss Næringspark ANS om utredning av en grensejustering, slik at hele Raufoss Industripark blir liggende i Vestre Toten kommune. Bakgrunnen for initiativet var et ønske om å legge til rette for best mulig fremtidig utvikling av Raufoss Industripark. Initiativet vektlegger bl.a. at det er en ulempe for Raufoss Næringspark å måtte forholde seg til to planavdelinger for plan- og byggesaker, at næringsparken er avhengig av en aktiv og initiativrik vertskommune, det oppleves som lite hensiktsmessig å måtte forholde seg til flere vertskommuner, og at næringsparken opplever at det er et misforhold mellom hvem som tilrettelegger for virksomhet i industriparken, og hvem som får inntektene fra den.
