2018 VOTING GUIDE

SEIU’s political program is a member-driven process that helps fund good contracts, win policy changes that impact our lives, and elect leaders that will defend our union against attacks.

Member representatives are elected to the CAPE (Local 503) or COPE (Local 49) boards. These member-leaders interview candidates and vote on endorsements. CAPE/COPE leaders will also, in many cases, volunteer to help candidates get elected by phone banking, canvassing or organizing events for the campaign. Through the support of members who make voluntary contributions to the CAPE/COPE political action committees, SEIU members are often able to make a fnancial contribution to the support the candidate’s campaign as well.

The people elected to represent Oregonians in Salem and Washington D.C. impact the lives of working families, and it is important that working families have a voice in the process.

BALLOT TITLE: Allows local bonds for fnancing affordable housing Measure 105 with nongovernmental entities. Requires voter approval, annual BALLOT TITLE: Repeals law limiting use of state/local law audits. enforcement resources to enforce federal immigration laws

IMPACT ON SEIU MEMBERS: This measure will make it easier for IMPACT ON SEIU MEMBERS: Measure 105 will lead to Oregonians local governments to raise money for affordable housing. Many SEIU being profled or detained because of the color of their skin or members struggle to keep up with rising housing costs, and a COLA because they have an accent. No matter if you are white, black or or wage increase is only so valuable if housing costs go up faster. brown we all agree no one should be discriminated against. Voting SEIU MEMBER no will stop profling and keep local law enforcement resources ENDORSEMENT: YES! focused on local issues. SEIU MEMBER Measure 103 ENDORSEMENT: NO!

BALLOT TITLE: Amends Constitution: Prohibits taxes/fees based on transactions for “groceries” (defned) enacted or amended after Measure 106 September 2017 BALLOT TITLE: Amends Constitution: Prohibits spending “public funds” (defned) directly/indirectly for “abortion” (defned); IMPACT ON SEIU MEMBERS: Measure 103 would add broad, permanent, and untested tax loopholes for specifc corporations into exceptions; reduces abortion access our state’s constitution. They say it’s about keeping groceries free, IMPACT ON SEIU MEMBERS: Measure 106 is dangerous but the amendment is so poorly written that it defnes vape pens constitutional amendment that cuts access to reproductive healthcare and soda as groceries, but not diapers, soap, or medicine -- items services, including abortion, for low-income women and public that SEIU members buy everyday. Once these loopholes are in the employees. It sets a dangerous precedent of letting government pick constitution, it’s very hard to fx them. and choose what types of healthcare SEIU members can receive, and SEIU MEMBER interferes with public employees bargained benefts. ENDORSEMENT: NO! SEIU MEMBER ENDORSEMENT: NO! Measure 104

BALLOT TITLE: Amends Constitution: Expands (beyond taxes) application of requirement that three-ffths legislative majority approve bills raising revenue

IMPACT ON SEIU MEMBERS: Measure 104 is another unnecessary constitutional amendment. Oregon already requires a supermajority to raise taxes. What this amendment would really do is lock loopholes and perks for big corporations into the state Constitution and create more gridlock in Salem. These loopholes and perks come out of the funding for services that SEIU members provide and rely on, services like healthcare and education. SEIU MEMBER ENDORSEMENT: NO!
