Seventy-Seventh Convention of Synod of the Anglican Diocese of Calgary

Friday, October 13, 2017 and Saturday, October 14, 2017

Registration on Friday will be held at: Holy Trinity Anglican Church, 18 Hidden Creek Road NW, Calgary www.htacc.org from 4:00 pm until 6:45 pm

Late Registration on Saturday morning will be held at: Canadian Croatian Cultural Centre, 3020 – 12th Street NE, Calgary www.croatiancentre.ca from 8:00 am until 8:45 am

1. Clergy are responsible for providing the Lay Delegates representing their parishes with a Certificate of Election on the form provided by the Synod Office (page 10). This form must be presented by the Delegate in person at the time of registration. Orientation for Synod delegates should take place in the local parish.

2. Fees are $90 for each clergy and lay delegate, and $45 for Observers. These are due by September 8 at the Diocesan office. The Pre-Payment form is found on page 12. Please make cheque payable to “The Anglican Diocese of Calgary”. After September 8, the fee will be $120 per member.

3. Travel and accommodation are not included in the registration fee. If you would like billeting information, please contact [email protected].

4. Lunch will be provided for all members of Synod on Saturday. A small morning snack will be available before Synod convenes, and beverages will be available throughout the day on Saturday. Dinner is not provided on Friday or Saturday. If you have special dietary needs, please notify the Diocesan Office at [email protected]

5. Parking is available at both Holy Trinity and the Canadian Croatian Cultural Centre.

6. Please bring your own copy of this Convening Circular with you; there will not be copies available during Synod. A finalized Agenda prepared by the Synod Steering Committee will be electronically displayed throughout Synod.

7. Minutes of the 75th and 76th Diocesan Synods are available on the Diocesan Website at www.calgary.anglican.ca – Documents - Synods

Synod Procedure and Decorum

The Synod Steering Committee wishes to advise the Synod delegates that this Synod will be conducted pursuant to the provisions of our Constitution and Canon 2, found below:

CANON 2 – RULES OF ORDER OF THE CONVENTION OF SYNOD

CHAIR OF THE CONVENTION

1. The is the Chair of Synod and shall preside at all Conventions of Synod. In the absence of the Bishop, the chair shall be, in the following order: the Co-Adjutor, if any, or Suffragan, if any, or Assistant Bishop; or the Dean; or the Executive Officer; or the in order of seniority of appointment. In all cases, the chair of Synod may delegate this function to an officer eligible under the Constitution to preside.

ORDER OF PROCEEDINGS

2. The order of proceedings of any Regular Convention of the Synod shall be as fixed by the Synod Steering Committee and shall include the following matters:

(a) Worship; (b) Call to order; (c) Bishop's Charge; (d) Report of Synod Steering Committee regarding Credentials and Registration; (e) Appointment of Clerical and Lay Recorders; (f) Approval of the Minutes of the preceding convention or session; (g) Report of Synod Steering Committee regarding nominations for elected positions of Synod; (h) Appointment of Committees; (i) Election of Members of General Synod and Provincial Synod; (j) If required, appointment of an Auditor; (k) Presentation of memorials and petitions; (l) Report of the Diocesan Council, Committees of Synod and Sub-Committees; (m) Report of Secretary of Synod; (n) Presentation of notices of motion; (o) Consideration of motions; (p) New and unfinished business; and (q) Response to the Bishop’s Charge.

3. The final item of business shall be the reading of the Acts of the Convention of Synod and the expression of assent or dissent thereto by the Bishop.

RULES OF ORDER

4. The chair shall preserve order and decorum, and shall decide questions of order. When called upon to explain a point of order, the chair shall state the rule applicable to the case without argument or comment. Any question of procedure not covered by these rules shall be decided by the chair in accordance with Robert’s Rules of Order.

2017 Convening Circular Page 5 77th Convention of Synod of the Anglican Diocese of Calgary 5. Every member of Synod before speaking shall rise and shall address the chair. When two or more members rise at the same time the chair shall name the member who is to speak first.

6. No member of Synod shall walk out of or across the house when the chair is putting a question, nor pass between a member who is speaking and the chair. No member shall interrupt a member who is speaking except to raise a point of order.

7. In the case of an equality of votes, the chair shall have only the casting vote, unless recourse is had under the Constitution to a vote by Orders in which case the chair is permitted to vote in the applicable Order.

8. No member save the mover of a resolution or amendment who, as mover, is entitled to reply, shall speak more than once on the same question except by permission of the Synod.

9. When Synod sits as a committee of the whole, no member may speak more than twice on the same subject, except by permission of the chair.

10. A member may, of right, require the motion under discussion to be read at any time during the debate, but not so as to interrupt a member speaking.

11. A member called to order shall sit down, unless permitted to explain.

MOTIONS

12. (a) Notices of motion from the floor shall be submitted in writing to a Recorder of Synod and may be given at any time prior to the deadline established by the Synod Steering Committee.

(b) No substantive motion shall be put or debated unless it is in writing, and properly moved and seconded.

(c) A substantive motion from the floor of Synod may not be debated, unless by consent of two thirds of the members present.

(d) Votes of thanks, resolutions of condolence or congratulations, motions for the disposal of reports and motions on questions of procedure and order shall not be regarded as substantive motions, and shall be exempt from the operation of sections (a), (b), and (c) of this rule.

(e) A motion shall be worded in affirmative terms, shall express fully and unambiguously the intent of the mover, and shall not be preceded by a preamble or other expression of opinion.

13. (a) A motion to adjourn shall always be in order, and shall be decided without debate.

(b) A motion to lay on the table or to divide shall be decided without debate.

(c) A motion to suspend a rule of order shall take precedence over all other motions and shall be decided without debate.

(d) No rule of order shall be suspended except upon the affirmative vote of two-thirds of the members present.

2017 Convening Circular Page 6 77th Convention of Synod of the Anglican Diocese of Calgary (e) No part or provision of the Constitution shall be suspended except upon the prior recommendation of the Diocesan Council and the affirmative vote of two-thirds of the members present voting by Orders.

(f) No part or provision of any Canon shall be suspended except upon the prior recommendation of the Diocesan Council and the affirmative vote of two-thirds of the members present unless a vote by Orders is demanded according to the rules for voting at a Convention of Synod.

14. (a) No more than one amendment to an amendment shall be before Synod at any one time. If a sub-amendment and/or an amendment is lost, the amendment or the main motion, as applicable, is subject to further amendment.

(b) A sub-amendment or an amendment having been adopted by vote of Synod, the amendment or the motion, as amended, is again subject to amendment; until all amendments offered have been disposed of.

15. A motion that has been read from the chair shall be deemed to be in the possession of the Synod, but it may be withdrawn at any time before decision or amendment, with the consent of Synod.

16. When a question is under debate, the chair shall receive no other motion unless it be to amend the question under debate, to postpone it to a certain day, to lay it upon the table, to refer it to a committee, to consider it clause by clause, to divide upon it, to move to Committee of the Whole, or to adjourn the session.

17. A question once determined may not be brought up again in the same Convention without the unanimous consent of the Synod.

18. If required by at least five members of Synod of each order, the names of those who voted for and against a question shall be recorded in the minutes.

19. Petitions, memorials and other papers addressed to the Synod shall be circulated to the Members of Synod and may be considered only if presented by a Member of the Synod.

ELECTIONS

20. (a) The Bishop shall appoint scrutineers and a member of the Synod Steering Committee as the election officer.

(b) The Synod Steering Committee shall determine the method of voting, whether by paper ballot or other means.

(c) The election officer shall:

i) Ensure that the scrutineers are accommodated and provided with such supplies and equipment as may be necessary in the fulfillment of their duties; ii) Receive and check returns from the scrutineers; iii) Prepare lists of the results of the balloting; iv) Submit a signed statement of election results to the Bishop; and v) Deliver the used ballots, if applicable, to the Secretary.

SPECIAL COMMITTEES

21. (a) All special committees shall be named by the chair unless otherwise ordered.

2017 Convening Circular Page 7 77th Convention of Synod of the Anglican Diocese of Calgary (b) The person who is named first in the appointment of a special committee shall be the convener of the committee.

(c) Special committees shall appoint one of their members to chair the committee.

(d) A majority of the members of a special committee shall be a quorum competent to transact business.

(e) The Bishop shall be a voting member of all special committees.

(f) The Bishop shall, by appointment, fill a vacancy on any special committee from among the members of Synod, if the Bishop deems it advisable.

22. (a) The report of any committee shall be in writing and signed by the chair of the committee and shall be in the hands of the Secretary at least 6 weeks prior to the opening day of Synod.

(b) The chair of the committee shall explain to the Synod the bearing of any portion of the committee’s report if required to do so.

(c) Reports of committees shall be received and dealt with in due course unless ordered to be reconsidered.

(d) Substantive motions contained in committee reports shall be taken as notices of motion, and dealt with according to rule of order number 12.

23. No decision or policy of the Diocesan Council implemented or substantially completed shall be retroactively affected by any variation or rejection approved by Synod, but on the contrary, such approved motion of variation or rejection shall be limited to a prospective effect only and the Diocesan Council shall be bound thereby.

A reminder that in order to keep to our agenda, a mover of the motion has three minutes to speak, and the seconder has two minutes. Other members of Synod speaking to the motion will have two minutes each. The mover may speak a second time for two minutes. Doing so closes the debate.

It is the goal of the Steering Committee to ensure that we may all benefit from a productive and enjoyable Synod experience.

Dear Brothers and Sisters in Christ: Welcome to the 77th Synod of the Anglican Diocese of Calgary! I thank you for being willing to serve our Lord and his Church by your participation in the important event in the life of the Diocese. Alongside of the governance work which comes as part of any Synod gathering, our thematic focus will be on healing and reconciliation, particularly in relation to our Indigenous sisters and brothers in this post-Truth and Reconciliation time. Our Indigenous Bishop Sidney Black will be presenting on Indigenous Ministry as will our guest speaker Bishop Lydia Mamakwa from Mishamokweesh. Whether in our thematic focus or our governance work, I am reminded that the core of our purpose is to pursue a deeper discipleship of Jesus and to fulfill his call to mission (“Go into all the world and make disciples…”) a pursuit which must always be grounded in scripture, prayer and an openness to the movement of the Holy Spirit. As we prepare for this gathering, please do hold the Synod and all our delegates in your prayers. May God’s grace and peace be with you.

Guest Speaker: The Right Rev. Lydia Mamakwa

The Rt. Rev. Lydia Mamakwa was born in a tiny isolated settlement of Big Beaver House, in the far north of Ontario and grew up there until the age of 8. In May 1965, the whole settlement moved to a new location which is now known as Kingfisher Lake First Nation, where Bishop Lydia continued to live with her parents and grandparents. At the age of 14, Bishop Lydia went to the Mennonite residential school where she gained valuable spiritual knowledge as Bible teaching as part of the school’s daily curriculum. Bishop Lydia went back to Kingfisher Lake and started a family but in later years, sought to finish her high school and some post secondary education. She is a graduate of the ‘Train an Indigenous Priest’ and Diploma in Indigenous Anglican Theology. She has been in ordained ministry for 23 years and was elected to the episcopacy in March 2010 and is currently Diocesan Bishop of the Indigenous Spiritual Ministry of Mishamikoweesh. Bishop Lydia continues to live in Kingfisher Lake First Nation with her husband James and son Jeremy.

Reports (Part One)

A&F Committee

The Administration & Finance (“A&F”) Committee currently consists of seven members, including the Executive Officer and Director of Finance. The Committee meets quarterly to review and to provide recommendations on administrative and financial matters to the Diocesan Council for approval. Since the Synod of 2014, the following recommendations have been made to the Diocesan Council for approval:  Quarterly Financial Reports  Reviewed Financial Statements - 2014, 2015, 2016  Diocesan Budgets - 2015, 2016, 2017  Diocesan Compensation Guidelines - 2015, 2016, 2017  Apportionment and Parish Support Grants - 2015, 2016, 2017 The Consolidated Investment Fund continues to be used for investment of long-term parish & Diocesan funds including the proceeds of sale of property assets. The A&F Committee reviews the quarterly investment committee report. We appreciate the support of the Diocesan staff and a special thanks to Stephen Koning and The Ven. Barry Foster for their hard work and expertise.

Anglican Church Women

Women in the Diocese of Calgary continue to meet and draw strength while we share information and ideas as we gather together in prayer, work and stewardship. Many of the local ACW groups are growing smaller or changing, but the Diocesan Anglican Church Women's organization continues to provide a way for all women to meet and share ideas.

Our conference in 2016 saw us celebrate our 125th Anniversary. Our ACW quilt was finished in time for this celebration. Please take a look at it in the display area. We started by looking at our past with an introduction from Anne Davidson (retired Archivist), followed by a speaking theatre presentation of our history (in which Archbishop Greg participated) and a tribute to all of our Past Presidents. In the afternoon, we had a couple of presentations on where we see ourselves in the future: Mary-Margaret (age 10); Darlene – new to Anglican faith; Sara Gateman – Youth delegate at Synod, and Rev. Clara King – a new priest to our diocese. The last day we took a look at “Where We are Now” presented by our retired Chaplain Rev. Jeannie Hunter. The weekend culminated with a luncheon attended by some special guests: The Most Reverend Gregory Kerr-Wilson, The Right Reverend Derek Hoskin, Mayor Naheed Nenshi, visitors representing our sisters in Christ and our National ACW First Vice-President Margaret Warwick (who attended the full weekend). The Thank offering went to Halo Helicopter Rescue which operates out of Medicine Hat (inside the Diocese) and the Northern Clergy Family Fund (outside

2017 Convening Circular Page 14 77th Convention of Synod of the Anglican Diocese of Calgary the Diocese). Our 2016 Prayer Partner was the Diocese of the Yukon. We give thanks for the leadership of our president Linda Anderson.

The 2017 Conference focused on “Companions on the Journey” with two speakers from the Anglican Church Women Association (ACWA) from our Companion Diocese of the Windward Islands. Janice Glasgow and Sheree-Ann Auld showed us some pictures of the Islands and spoke of the things that we do the same, as well as different, within our Anglican Church Women’s groups. This year also saw a changing of the guard as Susan Redpath took over from Linda Anderson as President; Rev. Betty Piwowar from Rev Jeannie Hunter as Chaplain plus a new vice-president, Margaret Newton. The Thank offering went to Kairos (within the Diocese) and ACWA in the Windward Islands (outside the Diocese). This year we also had another chance to join together with women from across Canada at our first ever National Gathering for all Anglican Church Women, June 15-18, held at Redeemer University College, Ancaster, Ontario. Four women from our diocese attended at this great get-together. During the President’s conference which happened just before the National Gathering, the Calgary Diocesan Anglican Church Women were picked to pray for the ACW of the Diocese of Caladonia.

Anglican Fellowship of Prayer

Anglican Fellowship of Prayer’s goal is to encourage prayer in the life of the church, empowering individuals and the community to deepen our prayer life with Christ as we pray together for God’s will for our lives, our church and the world. Prayer is conversation with God. Our present core committee members are: the Most Rev. Gregory Kerr-Wilson, the Rev. Bonnie Luft, the Rev. Kyle Norman, Mrs. Betty Nadurak, Mrs. Jeanne Mosca and the Rev. Joan Schellenberger. Our committee consists of the core members and all the AFP parish representatives. Meetings always included a time of prayer, fellowship and planning for our conferences. Each year we hold a conference in June and one in November; and in September we hold a Diocesan Parish Representatives or potential representative’s day of learning and sharing. Canon Gene Packwood, the Rev. Chris Roth, the Rev. Pilar Gateman, the Rev. Howard Thornton, the Rev. Dr. Chris Nojonen, the Rev. Emmanuel Joseph, Friar Bob Mitchell (OFM), the Rev. Bonnie Luft, the Rev. Joan Schellenberger and the Rev. Julienne Hendrickson. For each Diocesan Synod the Anglican Fellowship of Prayer has upheld the whole of the Synod in continual prayer. We were praying before Synod started and all through Friday, May 9 and Saturday May 10, 2014 Diocesan Synod. Thank you to all who spend many hours in prayer especially to Mrs Betty Nadurak, Mrs. Esther Jackson and Mr. Wayne Power for their planning and organization of this. Our upcoming conference will be held on November 25, 2017 at St. Francis of Assisi, Airdrie. Please watch for further details. We will continue to have our three conferences each year and we hope to develop a list of all the various prayer groups, prayer ministry groups, etc. at all of our parishes, so we can continue to grow and support each other in God’s call for us as a Diocese. Prayer is essential to all that we do and it draws us closer to God and to each other as we follow the guidance of God’s Holy Spirit. We know many parishes already have a very active prayer life and various ministries groups. Hopefully, we are available to assist you with anything you need to start or further what God is already doing. Anglican Fellowship of Prayer has many resource materials available. Together as a faithful community of prayer, we can experience the wonders of God’s grace as we grow together in Christ’s love. Shalom!

The day-to-day work within the office of the Archivist is fairly routine, but is never boring, as there is always an interesting story to be heard from those making a request. There are frequent needs for replacement certificates for Baptismal, Confirmation, or Marriage celebrations, and occasionally requests for information about burial documentation of a family member. Rarely, other information is needed about the life of a parish over the years or its clergy leaders. These come to me, in a myriad of ways, and are dealt with as efficiently as possible. The efficacy of sharing such information is completely based on what we have within our Archived holdings, which are housed for us through the generosity of the University of Calgary, Special Collections Department. Since my last official report to Synod, in 2014, much has evolved. By the end of the calendar year 2014, our Diocesan Truth and Reconciliation Commission (TRC) requirements were completed and submitted in a digitized format, as per the Commission’s request. Supported through the Diocese, I was grateful to have been able to hire an Archives student who assisted in completing this important task. In early 2016, we invited Canon Trevor Powell, Archivist and Registrar of the Diocese of Qu’Appelle and Archivist of the Ecclesiastical Province of Rupert’s Land to come for a working visit with our Synod staff. As my mentor and friend, he agreed to lead us in many working sessions to guide our knowledge on record keeping in this electronic age.

2017 Convening Circular Page 16 77th Convention of Synod of the Anglican Diocese of Calgary In November 2016, I attended a National Archivist meeting in Toronto to report on our Diocesan progress and to learn with fellow Archivists what was evolving for the record keeping within the Church. Over all my years in this role, we have continued a project begun by a former Archivist, The Rev. John Pilling, to update our clergy information and record keeping. Quite frequently, we have requests for information about former clergy who have served in this Diocese, and while there had been many renditions of this information, we needed to collate it and make it somewhat more accessible, which has now been completed thanks to the hard work and editing skills of Carol Tubman. I am pleased to report that the task of accessioning all outstanding materials is now up to date. The stored boxes at the University and the many boxes at the Synod office, have been read, collated and organized and accessioned into our Finding Aids and holdings, becoming an important addition to our Archived records. Please remember that Parish Registers are the legal resource of your parish life and are necessary to enable us to issue replacement certificates. Our Archives depends on your record keeping and your submission of completed registers to be housed within our collection. Our continued ability to tell the story of our Diocese, depends on your collection and submission of this information, and so I encourage you to be vigilant and thoughtful and to collect information about your parish life that will help us to preserve your history and enhance our collective story. One of the many Archivists who offers me support and hospitality every time I visit the University, advised me that “we are the keepers of the very history of whatever group we represent”. With this in mind, the Archives NEEDS your thoughtfully collated, culled and submitted documents to preserve the history of the parish in which you serve. Please pay attention to these details and especially in this digital age, where almost nothing gets committed to paper. If you are in doubt, ask for guidance. I can only search and recover that which has been submitted to the safekeeping of our Archives.

Calgary Anglican Cursillo

The Cursillo Movement in the Calgary Diocese remains moderately successful. I was appointed lay Director in June of 2015 and found I had big shoes to fill after the retirement of Stew Perram at that time. In 2014, there were 53 new Cursillistas; 20 men and 33 women attended the four weekends that were held. In 2015, there were 35 new Cursillistas, 13 men and 22 women. In 2016, there were 37 new Cursillistas, 19 men and 18 women. As far as I know, this was the first time that the number of men attending was slightly higher than the number of women. All the weekends are held at Entheos and they all start on Thursday evening and end Sunday afternoon. Each weekend is gender specific. No co-ed weekends have been held nor are any planned for the near future. The usual time slots we have from Entheos are: last weekend in April for the men and first weekend of May for the women in the spring, and the last weekend in October for the men and the first weekend of November for the women. This varies by about a week, depending on Entheos’ schedule. We are very fortunate to have the beautiful facility of Entheos as our venue for the weekends. Their staff continue to be very flexible and allow us to cater to people with disabilities, allergies and various dietary needs.

2017 Convening Circular Page 17 77th Convention of Synod of the Anglican Diocese of Calgary All positions on the Calgary Secretariat are filled with very capable Cursillistas. We welcomed two female members in January 2017 to the previously all-male committee. More female members will be encouraged. There are eleven members on the Secretariat and a non-voting member as the webmaster. The representative to CACS, Wendy Goodall, also attends as a non-voting person. Secretariat members will be voted on for a three-year term with an option to be voted on for a further three-year term. After six years, they must step down from the Secretariat for at least one year before they can again hold office. This falls in line with the CACS mandate. Over the past year or so, the Calgary Cursillo weekends have focused on getting “back to basics.” Some of the extras such as fiesta have been eliminated or reduced, to try and retain the authentic Cursillo Weekend. Time lines for the weekend are frequently modified to adjust to these changing schedules. This remains as an on-going process. The sponsors have been given information about their roles and advised to choose candidates with the potential for leadership and stewardship in their respective parishes. The motto “Make a friend, be a friend, bring that friend to Christ” is important. I remember the Rev. Gene Packwood saying that whenever members of his parish attended Cursillo, they came back useful. Ultreyas are held on a monthly basis in Calgary, and the Lethbridge/Fort Macleod area, excluding July and August. Occasional Ultreyas are held in Brocket, Sundre, Rocky Mountain House, Red Deer, Canmore and Lethbridge. Medicine Hat will be starting an Ultreya, but the details are not known at this time. Each Ultreya has a speaker and a group reunion segment. The emphasis of Ultreya is to encourage grouping for each Cursillista. Information about Ultreyas is on the Calgary Cursillo website (www.cursillo.ab.ca). This website also includes a process to ask about joining a group or forming a group reunion, as well as being a place to express an interest in working on a team. A Day of Deeper Understanding was held in the spring of 2017. This meeting was held to explain what a “Day of Deeper Understanding” is all about, and to plan the next one. Another DDU is being planned for this September/October. It is hoped that there will be at least two per year. Cursillo weekends have been attended by Anglicans as well as quite a few people from other denominations. Many candidates have been from the Alliance and Lutheran communities, among others. We welcome all Christians to these weekends. We look to Christ for guidance and we are optimistic that He will continue to support each of us in the Cursillo community.

Calgary Council of Churches

The Calgary Council of Churches is the local expression of the Canadian Council of Churches, based in Toronto and, in turn, the World Council of Churches, based in Geneva. Our mission is to encourage an ecumenical spirit and foster a sense of unity, to facilitate the exchange of ideas and to plan projects amongst the city's Christian churches. Our main event each year is to organize the Week of Prayer for Christian Unity. The Week of Prayer for Christian Unity is organized by the World Council of Churches and has its roots in the beginning of the last century. It takes place every year from approximately the 18th (Feast of the Confession of Peter) to the 25th of January (Feast of the Conversion of St. Paul). Interestingly, both evangelical and mainline movements were a part of the uptake of the Week from the beginning. The Week of Prayer began recently (the 1960's) in Calgary and

Like the originators, and all the Christians praying during the Week, the focus is on our unity in the person of Jesus Christ: "that they may all be one, just as you, Father, are in me, and I in you, that they also may be in us, so that the world may believe that you have sent me," (Jn. 17:21). This year's theme for the Week comes from Germany and is: "Reconciliation – the love of Christ compels us" and focusses on the theme of the 500th Anniversary of the Protestant Reformation. More information on the week and the activities planned will soon be posted on our website www.prayeryyc.com In 2017/2018 the Council is also encouraging as many Calgary churches as possible to host or attend a Blanket Exercise. Developed in response to the 1996 Report of the Royal Commission on Aboriginal Peoples—which recommended education on Canadian-Indigenous history as one of the key steps to reconciliation, the Blanket Exercise covers over 500 years of history in 1.5- hour participatory workshop. Blanket Exercise participants take on the roles of Indigenous peoples in Canada. Standing on blankets that represent the land, they walk through pre-contact, treaty-making, colonization, and resistance. They are directed by facilitators representing a narrator (or narrators) and the European colonizers. Participants are drawn into the experience by reading scrolls and carrying cards which ultimately determine their outcomes. By engaging on an emotional and intellectual level, the Blanket Exercise effectively educates and increases empathy. Ideally, the exercise is followed by a debriefing session in which participants have the opportunity to discuss the experience as a group. This often takes the form of a talking circle. More information about the Blanket Exercise is available on the Kairos website www.kairosblanketexercise.org. Member denominations are entitled to appoint representatives to the Calgary Council of Churches. For a number of years, I have served as the Anglican representative. I also continue to serve as both Secretary and Treasurer. The Anglican Church is entitled to a second Anglican representative, so if anyone is interested in joining me in this ministry please be in touch. We meet in Calgary usually at Ambrose University or at the Calgary Pastoral Centre on Tuesday or Wednesday afternoons. For the past number of years, Father Adrian Martens of the Roman Catholic Diocese has ably served us as President. Recently, The Rev. Daranne Harris, of the Evangelical Lutheran Church and Bethany Care Society has taken over as President.

Committee on Ministry

In early 2013, the Bishop formed a Committee on Ministry (BCoM). The initial focus of that committee was to address concerns related to the introduction of a formation process for Licenced Lay Ministry (LLM) to replace the previous Licenced Lay Reader program in the Diocese. Committee members included: Bishop Greg Kerr-Wilson, the Rev. Deacon Larry Nicolay, the Rev. Dr. Norman Knowles, the Rev. Dr. Jane Rowland, the Rev. Pilar Gateman, the Rev. Clara King and finally myself. This group met at least monthly since their inaugural meeting in March, 2013. The Committee reached consensus on several items. The term Licensed Lay Reader no longer adequately represented the role needed for the future of the Anglican Church in our Diocese. It seemed more appropriate that former Lay Readers should be considered as either Liturgical Assistants (LAs) or as Licenced Lay Ministers (LLMs) depending on the scope of their role within the parish and/or the liturgy. Secondly, the Committee recognized that the formation process for these roles required consistency. Parishes need to play a crucial part in the discernment and affirmation of a person’s gifts and calling. Once the process is underway, the Diocese will participate in the process of determining

This will include licensing of that ministry where necessary and providing training resources when required. Areas of diocesan licensing could include: Officiating at Public Services, Preaching, Catechist and the Public Distribution of Reserved Sacrament. A comprehensive document outlining a process for identifying those who may require diocesan licensing has been developed by the Committee. This document and the background work leading to its development were rolled out through Saturday morning workshops. In late 2016 and early 2017, these workshops were held in Claresholm, Red Deer and Strathmore. The Bishop and several members of the Committee participated in the presentation of these materials at each workshop. Implementation of the formation process for Licensed Lay Ministry (LLM) in the Diocese of Calgary has been passed on to the Calgary School of Ministry and Mission (CSMM). The CSMM will be a “virtual” school managed by a registrar and directed by a Board appointed by the Bishop. The Board is comprised of the Rev. Clara King and myself as co-chairs. Other members include: Carmen Maier (St. James, Calgary), Rob Petkau (Holy Trinity), the Rev. Gordon Pontifex (Meota Parish), the Rev. James Robinson (St. Augustine, Lethbridge), the Rev. Deacon Elizabeth Short (All Saints, Cochrane) and Jennifer Solem (St. Paul, Calgary). The Board met for the first time in August, 2017. The Bishop’s Committee on Ministry plans to next focus on the Diaconate and its role in the future of our Diocese and the Anglican Church of Canada. Current members include: Bishop Greg Kerr-Wilson, Larry Nicolay, Elizabeth Short, Sean Krausert & myself, and the Rev. Fergus Tyson., The first meeting to discuss this new direction is scheduled for September, 2017.

We have had two exciting events since our last report. Bishop Leopold invited Archbishop Kerr-Wilson to attend the Synod of the Windward Islands in October of 2016. As he was unable to attend because of prior commitments he was represented by Wygiera. I also attended. The Synod was in Grenada and took place October 16 – 20, 2016. The first evening saw the opening service at the church of St. George, the first service to be held there since it was devastated by Hurricane Ivan in 2004. A new roof is in place and windows are in the process of being put in. Reconstruction continued with limited funds. It was, however, a high point for myself having been involved in leading worship in the ruins of the chapel on my previous visits. In the interim, Sunday Worship was held in the Anglican school next to the church. The theme for the Synod was, “As a Shoot from the Root: Mission from the Life of the Local Church.” The theme was for us to explore in light of the Five Marks of Mission. Each day Archdeacon Wygiera led the Synod in a reflection. His thoughts were well received and acknowledged. The first day was given to elections, reports, and the usual mundane workings of

2017 Convening Circular Page 20 77th Convention of Synod of the Anglican Diocese of Calgary a Synod. The Five points of Mission were explored over the days of October 18 and 19. There was a focus group for each mark of mission. Each group looked at how the marks could be integrated into the life of their diocese. I chose to align myself with Step 5 as I felt that was the most universal of the steps. We were welcomed to contribute to our group. Noel chose to visit each of the groups. During the last day there was a sharing of the works of the focus groups. The morning after the close of Synod, we travelled to St. Vincent. I then travelled to the island of Bequia and Noel, the town of Barouille and the parishes of the leeward side of the island where we each engaged in worship services on the Sunday. Noel was able to also see Bequia for a half day before we returned home. In April 2017, we hosted two women from the Diocese of the Windward Islands to visit our diocese and to speak at the Annual Diocesan Conference. Janice Glasgow is President of the ACWA in St. Vincent and Sherri-Anne Mark is the Island of Grenada ACWA president. The WI has two women’s groups: the long time historical Mother’s Union and the newer Anglican Church Women’s Association. Our committee led a leadership conference for the ACWA at their request in St. Vincent in 2015. During the ladies’ visit this year, ideas were exchanged to the benefit of both groups The ladies visited Calgary, Canmore, Banff, Rimbey, Bentley and Cochrane. They were billeted in Canmore by myself and then in Bentley with the Bergs. We have learned not to move our visitors around too much and to limit the distances to be travelled. They met with local ACWs in Canmore and Rimbey. In both 2016 and 2017, the Bergs tried to bring a young adult to Canada to work for the summer as a volunteer at Camp Kuriokos. Both times he was refused a visa by his government in Bequia. This happened even after we had a letter of invitation from our archbishop and a guarantee that all his accommodation and travel would be paid. Our future plans are to support an after-school tutorial program in Bequia and to send members of our diocese to do workshops as requested by them for January 2018. Representatives from our committee, AFP, ACW Indigenous Communities and others have expressed interest in sharing their talents. We very much wish for both dioceses to share ideas and talents, so that we can learn from each other in our ministries.

Metro Alliance for the Common Good

MACG is a community organization with the goal of bringing together many voices from the community of Calgary to tackle the big issues of the day. Over the past three years membership has gone from 10 organizations to almost 40 – from Churches, Synagogues, Union, Not-for-Profits and more. The idea of community organizing is to bring organizations who are all trying to do good things for their members and their communities together so that their united voices will be too hard to ignore.

2017 Convening Circular Page 30 77th Convention of Synod of the Anglican Diocese of Calgary MACG endeavours to use the principles and techniques of community organizing to effectively address the real issues facing Calgarians and our member organizations. In the past year we completed our first listening campaign, and held our first discernment assembly. We have chosen to focus on reconciliation between indigenous and non-indigenous people and supports for seniors. We formed two research action teams, both of which have engaged in research and have narrowed down the specific issues they will tackle. The Seniors Team has chosen to focus on helping people become aware of and access the supports that already exists for seniors, and we are working with the city to develop a plan for how this can happen. The seniors team is also focused on having a sliding scale and verified contractors so that people can access non-medical home supports to help them stay in their homes. The Greater Edmonton Alliance participated in a pilot project in Edmonton which was successful at providing such services and we are exploring how something similar could happen in Calgary. Our Reconciliation Team is focusing on land being set aside for an Indigenous Gathering Place in Calgary and how we can provide education rooted in relationships to help us address our colonial legacy. Both teams are in the process of meeting with decision-makers and other key players, with the aim of moving these issues forward. We are asking the delegates at this assembly to endorse these focuses. We are also exploring the possibility of taking on a third issue – economic pressures and poverty. At the first meeting organized on this issue we were happily surprised when twice as many people came as we were expecting, but anticipated funding has not yet materialized which will be necessary if we are to continue this work. As always we continue to seek out other community minded organizations to add their voice to the chorus. We are excited about the two chosen issues, reconciliation with indigenous people and helping seniors remain in their homes with access to care and we look forward to responding to other societal issues in the days ahead. Theme of Synod

At the heart of the Gospel of Jesus Christ is the good news that in and through Jesus, God has reconciled and is reconciling the world to himself. Another way of saying that, is that in Christ Jesus salvation has come to the world – for salvation is at its heart about wholeness; a wholeness that can only come from God, and through our communion with God in Jesus Christ, by the indwelling of the Holy Spirit. To be whole as human beings, according to the Gospel, is to be one with Christ, just as he and the Father are one. But wholeness is never an individual endeavor. In our fragmented and individualistic world it can be easy to forget that we are created not only by God and for God, but also for one another; to be one with each other as “I (Jesus) and the Father are one”. A “whole” human being for followers of Jesus is one who is fully in communion with God and with their sisters and brothers in Christ.

The Theme for our Synod is “Toward Healing and Reconciliation”. The particular reference for us in this time of our life in the Diocese is our relationship with our Indigenous brothers and sisters. The recognition of the harm and alienation created, not only by the residential schools but also through the broader sweep of our history since Europeans came to North America has led the Anglican Church in Canada to walk a different path with Indigenous peoples – a journey which began some decades ago, but which has been slow and at times difficult and arduous. In the Diocese of Calgary, the consecration of Sidney Black as our Indigenous Bishop for Treaty 7 territory serves as a both a practical step and as a symbol of our desire and intention to walk in a new way as partners in the Gospel.

We are privileged to have as our guest speaker for this Synod, the Right Reverend Lydia Mamakwa, the Bishop of the Spiritual Ministry of Mishamokweesh. She and Bishop Sidney will both speak to us about the work of ministry that they are doing as the Indigenous Church within the Anglican Church of Canada moves toward self-determination, and how we can partner with them in this important work.

We look forward to sharing this time with them and to hearing the wisdom they will bring to our life and work as we gather in this Synod.

James Allen

Raised in ranching country near Cochrane Alberta, Jim graduated from Cochrane High School. His Advanced Education includes a Fish and Wildlife Technology Diploma, Lakeland College; BSc Environmental Geography, University of Waterloo; and MSc Environmental Design, University of Alberta. Jim worked 25 years as a wildlife biologist and another 15 years as wildlife manager for the Alberta Provincial Government in various locations including Red Deer, Drumheller, Rocky Mountain House, Edson, Edmonton and now again in Rocky Mountain House. In 1994, he was baptized into the at St Magloire Anglican Church. Drumheller. Elected and appointed positions in the church community:  1995 to 1996 – Vestry member. St Magloire Anglican Church. Drumheller.  1998 to 2000 – Vestry Member. Holy Trinity Anglican Church. Rocky Mountain House.  2000 to 2005 – Peoples Warden. Holy Trinity Anglican Church. David Besplug

My name is David Besplug from St. Augustine in Lethbridge Alberta. I'm 26, and have attended St. Augustine’s my whole life. I really enjoy my life in the parish as it seems more and more like a second family as the years go on. I am a member of parish council, and have helped out on various other occasions for the church. I work as an apprentice at the local VW dealership, and enjoy music, art, bikes, and of course cars.

The Rev. Kersi Bird

Kersi is the of St. Barnabas in Calgary. She grew up in Winnipeg, studied politics at UBC and completed her M. Div at Trinity College in Toronto. Since moving to the Diocese of Calgary in 2003 she has also served the parishes of Christ Church, Elbow Park and the Church of the Good Shepherd, Calgary. In the past, Kersi has been involved in Synod planning, ACW chaplaincy and was elected to Provincial Synod. For the past number of years she has co-chaired the Post-Ordination Training for new clergy with her colleague, The Rev. Fergus Tyson. She enjoys collaborating with others and would like to contribute positively to the life of our community.

René Boeré

Rene has been married to Brenda for 32 happy years; they have four grown children and one grandchild. He has been a member of St. Augustine Anglican Parish, Lethbridge since 2000. He is active as a Sunday school teacher for most of this time (adult classes in earlier years, for the past 7 or 8 years co-teaching the wonderful pre-school and kindergarten class.) For about ten years, he spearheaded a series of Lenten Studies that covered a wide range of spiritual and theological topics. He has been elected to the Diocesan Synod for about 5 years and was a delegate at the most recent National General Synod.

Sophia David

My name is Sophia David. I have been an Anglican my whole life. I work in Veterinary medicine as an anesthetist. I have led many professional development activities for Vet techs within our professional association. I enjoy travelling and reading. I am married with 4 children and we enjoy camping together. I have served on Cursillo weekends, as church warden, treasurer and council member as well as helping with VBS programs and youth activities.

The Rev. Pilar Gateman

I am the priest at Christ Church in Fort Macleod and the Regional Dean of the High River Deanery. I am currently working on my Doctor of Ministry and am enjoying that a great deal. In the Diocese, I have been involved with the Committee on Ministry, Legislative Committee, Cursillo and Working Group for Families, Children and Youth. I serve as the ACPO secretary for the province of Rupert’s Land. Outside of the Diocese I volunteer as an R.C.M.P. chaplain and love spending time with my three children and husband waterskiing, kayaking, camping and walking.

Sara Gateman

My name is Sara Gateman. I am 20 years old. I am currently in my third year of university at the University of Lethbridge taking a Biochemistry Undergrad degree. I will be going on from there to take my DVM in order to practice Veterinary Medicine. I live in Lethbridge Alberta and I attend church in Fort Macleod where I lead the youth group. I've attended General Synod once before and would be honoured to attend again.

Having grown up in the Anglican Diocese of Calgary, I currently reside in Millarville with my wife and family. Millarville is very central to the Meota Parish which is composed of St. George’s, Turner Valley; Christ Church, Millarville; and St. James’, Priddis, where I am the Incumbent. This will be my first experience as a delegate to General Synod.

Kim Getty

My name is Kim Getty and I am a teacher and a married mother of 5 children. I have been involved in the Anglican church for 20 years. I have served on parish councils, led youth and children ministries, outreach, pastoral care, led book/bible studies and coordinated social media. In the Diocese I have been a part of the Working Group on Youth, Families and Children.

Beth Golia

I have been in the Diocese of Calgary for 23 years. I am a longtime Cursillista and I have been involved with Christ Church in Fort Macleod for the last eight years, including Parish Council.

Dr. Mervin C. Hamblin

I am a retired scientist (chemistry) and was employed by the Department of National Defence. I am in my mid-eighties and have lived in Medicine Hat for the last twenty-five years. My wife and I have been quite active at St. Barnabas. I have served on the Parish Council, been a People’s Warden, have previously served a number of years as a Synod Delegate, and spent several years as an elected member of the Diocesan Council. During my career with DND I was Head of Chemistry and then Director of Research at the Suffield Research Laboratories and also worked at DND Headquarters in Ottawa. In addition, I enjoyed postings in scientific liaison for DND in Washington, DC and London, UK. I was also Scientific Advisor to the Department of External (Foreign) Affairs working on a comprehensive treaty to ban chemical weapons under the United Nations in Geneva Switzerland, where I spent the last three and a half years of the negotiations.

Carol Hayes (General Synod Lay Delegate Nominee)

Carol Hayes is inspired by the shared possibilities for the future of the Anglican Church, both locally and nationally, hence her desire to participate again, as a delegate at the next General Synod. She was a delegate at the 2016 General Synod, an experience she found to be both faith-inspiring and challenging. She would like to participate as a delegate, once again, because she feels her past attendance gave her a wider understanding on the complicated issues for the national church around the proposed changes to the marriage cannon that were voted on at the last gathering. Carol is currently a lay member of Provincial Executive Council for the Province of Rupert’s Land. She has also been a lay member of the Diocesan Council for three terms. During this time, she served on the Management Committee, Visioning Committee, the Episcopal Search Committee and Co-chair of the Working Group on Youth and Young Families. In the past, she

Carol also has a certification in Spiritual Director and is a Stephen Ministry graduate.

Carol Hayes (Diocesan Council Lay Delegate Nominee)

Carol Hayes was a recent lay delegate participant at General Synod. She is currently a lay member of Provincial Executive Council for the Province of Rupert’s Land. She has also been a lay member of the Diocesan Council for 3 terms. Mutey Ikuku

Growing up in Nigeria, my childhood and the church were virtually intertwined. From my baptism to my recent confirmation, my relationship with the church has been of the upmost importance. I was baptised as an Anglican, but I attended Catholic churches up until the summer of 2010 when I first stepped foot into St. Martin’s. There was a time in my life where my relationship with the Church wasn’t as strong as it should’ve been. That all changed after I attended a youth camp at Sorrento where I got a chance to interact with other Anglican youth and see how they approached their relationship with God. Confirmation was also a very key step in bettering my understanding of the Church. I would like to be nominated as youth delegate for the Provincial Synod because it would be an unforgettable experience. I would intermingle with high-ranking members of the church while also acquiring key information pertaining to the procedures of the church. Being part of such an important convention would be an extremely important and memorable milestone in my relationship with the Church.

The Very Rev. Leighton Lee

The Very Rev. Leighton Lee was installed as fourteenth Dean of Calgary in February 2016. He was appointed Priest-in-Charge of the Cathedral Church of the Redeemer in 2006 and was subsequently appointed Rector in 2009. He previously worked in rural ministry as Assistant Curate in the Highwood Parish. Leighton was born in Norwalk, Connecticut and raised in Calgary. He graduated from the University of Calgary in 1995 with a BA in Art History and the General Theological Seminary in

While at General, he was awarded the Bishop of Newark Preaching Prize, given annually for a student sermon judged on the basis of content, delivery, theological consistency and biblical integrity. He is responsible for the overall administration of the Cathedral parish’s liturgical and spiritual life as well as the execution of various diocesan, civic and national events. Since his appointment he has focused on renewing the Cathedral’s ministries of Music, Liturgy, and Hospitality. He also serves on Diocesan Executive, The Property Committee, and the Synod Steering Committee and is a member of the Archbishop’s Senior Staff. He is also a member of the North American Cathedral Deans Conference and a Director of the Trinity Place Foundation of Alberta. His interests include Classical Music (particularly opera, choral and vocal), hymnody, French cooking, the City of and the Pipe Organ.

The Rev. Bonnie Luft

Being part of the conversation is the first step to overcoming and learning from the challenges that face our diocese. Reverend Bonnie Luft feels a call to serve on the council to ensure all views are heard as the diocese moves together in unity and harmony. As a member of the Clergy of the Anglican Church of Canada for eleven years, Rev. Bonnie Luft is the Priest-in-Charge at St. Francis of Assisi in Airdrie and at St. Augustine’s in Calgary. She serves on the Anglican Fellowship of Prayer committee and often as Spiritual Director on Cursillo retreats. Since last being elected to the Diocesan Council in 2002, Rev. Bonnie has met and served community members in various towns and cities from Sundre, north of Calgary, to the Tsuu T’ina Nation, south of Calgary. She expanded her theological knowledge by earning a Master of Divinity Degree with High Honours at Ambrose University Seminary. Rev. Bonnie has also developed her skills as a leader and shared her spiritual gift of administration by serving as an elected synod delegate, as delegate for the Provincial Synod, and as alternate-delegate for the National General Synod.

Michael McAuliffe

I am excited about the opportunity to be considered for Provincial and General Synod. Having spent most of my life in the Evangelical church, the ACoC, specifically St. Luke, Red Deer, has been my home for the past three years. While taking a course from Prairie College in the final year of my degree, I was struck by the legacy of St. Cyprian in using the tradition of the church to maintain unity in the face of unprecedented fracturing. It seems to me that the Anglican Communion globally finds itself with a similar set of tools in approaching both the diversity of the church and the challenges of our day. This played a key role in my decision pursue reception into the Anglican Communion, while remaining closely tied to the Evangelical church. Since then, I have grown in my appreciation for the diversity of my own congregation, as well as the Anglican form of worship. I presently serve as an intercessor and reader, and on parish council. I am on the lookout for other ways my set of skills and gifts could be of use to my parish, and continue to serve within the church I grew up in as a youth leader.

Elizabeth McLennan is a lifelong Anglican and has been a social justice advocate since the late 1960s. Elizabeth has completed the Education for Ministry program, participated in the Cursillo movement and is an active member of the parish of St. Laurence where she serves in several lay ministry roles. She has a particular focus on pastoral and end of life care. Elizabeth is a retired Calgary-based communications consultant, freelance writer and journalist whose work has taken her across Canada, the continental USA, New Zealand and the former Yugoslavia. Her professional specialties are: strategic communications planning, issues management, media relations, government relations and crisis communications.

The Rev. Bob Mummery

Deacon Bob Mummery is a member of Holy Nativity Anglican Church in Calgary since 1975, have served on the Diocesan Executive Committee under two different , Licensed Lay Reader (1979-2014), Diocesan Stewardship Officer (1989-1993), Warden of Lay Readers (2007-2014), served on Provincial Executive Committee (2010-2014), ordained Deacon in 2014, currently a member of the Bishop’s Committee on Ministry, a Board member of the Diocesan School of Ministry and Mission, a member of the Interfaith Habitat for Ministry committee, a regular preacher at St Paul’s, Sundance, a regular liturgical assistant and occasional preacher at Holy Nativity, Lake Bonavista, a volunteer providing music at the L ’Arche Calgary community coffee house, and is one of two on-call Anglican chaplains in the Calgary region AHS hospitals, who also provide services for several retirement and extended care facilities. Bob has had a secular career in domestic and international hydrocarbon exploration since 1973. During his first 25 years in the industry, he worked for several oil and gas exploration and production companies. He has held a variety of management positions including Executive Vice-President. He has owned and managed a sole proprietor geoscience consulting company since 1998. Bob has served on the board of two public traded oil & gas exploration companies and served as member and co-chair of advisory committees for the Federal government. Having served in a variety of roles in the Church and the secular world, locally and in diverse geographic settings, Bob feels that he can offer a broad perspective and understanding on faith related issues facing the Anglican Church in general and our Diocese in particular. It is his hope that he be considered as a candidate to represent our Diocese at Provincial Synod.

Paisley Newburn

When my family began attending St. Martin’s Anglican many years ago, we immediately fell in love with the community that we found there. We became active members of the church, and my siblings and I attended Sunday School (which was often taught by our mother). As an adolescent I joined the youth group and, under the direction of Jill Thompson, participated in mission trips across Canada with a group of friends that continues to be close. All of these experiences came full circle when I took on the role of youth program coordinator at St. Martin’s in July of 2016. In this role I am responsible for planning weekly faith-centered activities for the youth group, as well as coordinating with St. Peter’s youth group for fun events. We also conduct an annual missions trip to Sorrento Centre during the May long weekend. I would like to be considered for the position of Youth Delegate to General Synod because an experience such as this one would allow me to explore my own faith, to learn from the larger Anglican community and to learn more about how the church works in general. Perhaps more importantly, I would use this opportunity to bring the results of my learning back home to

This is, at the core, why I would like to present myself as a candidate: because the experience of General Synod would be invaluable not only to myself on an individual level, but would also be made vital to the youth of my home diocese and beyond.

The Rev. Kyle Norman

Reverend Kyle Norman has been the rector at The Anglican Parish of Holy Cross for the past eight years. He is a member of the Strategic Communication Committee of the Diocese, as well as a member of the Anglican Fellowship of Prayer. Due to his involvement with the AFP, Reverend Kyle has been a speaker at a number of conferences. In addition to being a past delegate to Provincial Synod, and General Synod, most recently Reverend Kyle served as a blogger at ‘The Community’, writing about the linkage between popular culture and spirituality. He is currently taking doctoral studies through Tyndale University and Seminary in the area of Spiritual Formation. Rev Kyle’s particular interest is in the Spiritual Formation of Community, with a focus on the role of prayer.

The Rev. Canon Erin Phillips

The Rev. Canon Erin Phillips is the chaplain for Ecumenical Campus Ministry at the University of Lethbridge and Lethbridge College, and the Incumbent at St. Theodore’s Anglican Church in Taber. Before beginning at St. Theo’s she served Church of the Ascension in Coaldale for twenty years. Through the chaplaincy she has also been involved in ministry in the Lutheran, United and Presbyterian churches of southern Alberta and has served on the Synod Council of the Alberta Synod of the Evangelical Lutheran Church in Canada as the Anglican rep. She was a member of the committee establishing a permanent diaconate for the Diocese, has organized many lay reader training events in the southern end of the Diocese, has written for the Sower, and is actively involved in refugee and poverty work in Lethbridge.

The Rev. Gordon Pontifex

After holding numerous lay positions with St. Magloire Anglican Church in Drumheller, I am now the Assistant Priest in Meota Parish (St. James’, Priddis; Christ Church, Millarville; St. George’s, Turner Valley). I have never attended Provincial Synod and I am looking forward to the opportunity to do so for the first time.

The Rev. Canon James Robinson

James was raised in southern Alberta and was baptized in St. Augustine, Lethbridge and confirmed in St. Peter, Calgary. Undergraduate studies at the University of Lethbridge and Middlesex University in London, England led to a professional acting career in England and Canada. A growing sense of call to ordained ministry culminated in a M.Div. from Wycliffe College, U. of T., ordination to the diaconate (1986) and the priesthood (1987). He has served as Assistant Curate, St. Peter’s, Calgary (1986-1990), Rector of Mountainview Parish, Olds and Sundre, (1990-1997) and St. Augustine’s, Lethbridge (1997-present). In this diocese James has served in numerous capacities including Cursillo and TEC weekends, member of Diocesan Candidates Committee, member of Bishop’s Advisory Committee for Appointments, Regional

At the national level, James served as a member of the Early Adolescent Working Group, as a delegate to the 2001, 2004, 2007, 2010, and 2016 General Synods, on the Council of General Synod for 2 three year terms (2004-2007, 2007-2010) and on the nomination committee for the Anglican Award of Merit. He currently serves on the board of the diocesan Calgary School for Mission and Ministry. James is married to Judith, a professional actress and teacher.

The Rev. Chris Roth

I am the newly appointed priest at St. Leonard-on-the-Hill in Red Deer. I also serve as the Regional Dean for the Red Deer/Drumheller deanery. I have served a number of communities, including St. Augustine's in Lethbridge, St. Timothy in Edmonton, and the rural parishes of St. Mark in Innisfail and St. Mary and St. Timothy in Sylvan Lake. I am very thankful for all these communities who have helped me to grasp (even in a small way) the blessings, diversity, and challenges faced by our churches. I have a particular interest in contemplating what the church will look like in 50 years (thus an interest in children and youth), as well as an interest in the intentional spiritual formation of disciples.

The Rev. Dr. Jane Rowland, PhD.

Jane serves as the Incumbent at St Peter’s Calgary. Her work for the diocese has included serving as Regional Dean for Palliser, sitting on the Bishop’s Committee on Ministry, and participating in the national Vital and Healthy Parish Consultations. She has served on several terms on Diocesan Council, and as a General Synod delegate in 2013 and 2016. Personal interests include art, creativity, urban gardening, tramping in the woods, and academic theology.

Alan Stewart

Alan Stewart is an accountant who currently has his own accounting practice specializing in small to medium businesses as a part time CFO. He is on the Calgary Chapter for FEI (Financial Executives International). He currently sits on parish council for Holy Nativity Anglican Church. As well, he grew up serving in many roles within the Church as his mother is a former Archdeacon within the Anglican Church. He believes it is vital for the Anglican Church to hear and have representation from those with young children like himself, particularly given the aging demographics of the Anglican Church and that is why he would like to serve on Diocesan Council.

Jill Stroud

I have been a member of St. Barnabas, Calgary since 1999. During that time I have served on Council for a total of 9 years. In addition, I graduated from EFM in 2010 and am also a lay assistant and a choir member. I am fully committed to the life of my inner-city parish, the vitality of the Diocese and the spiritual health of the National church. I am deeply passionate about achieving equality for all members

Tony Teare

I am a member of the parish of St. Michael, Canmore, where I have lived for the past twelve years. Prior to that, I worshiped at St Laurence, Calgary. I am a retired Chartered Accountant and spent over 40 years as an executive officer of various companies in the oil and gas industry. I have served as a warden, treasurer, on parish council and offered financial and budgeting advice for two parishes. I have completed the Education for Ministry program, and the four-year lay readers program and am actively involved in Lay ministry at St Michael’s. I am a member of the Cursillio community. I have previously been a member of Diocesan Council for the Diocese of Calgary and served a three-year term on the Council of General Synod of the Anglican Church of Canada. I am married to Jennifer Teare and have two children and two grandchildren.

Meagan Thorlakson

I am a member of the Parish of St. Augustine in Lethbridge, AB. I have been a member of the church since 2014 and after feeling a connection with the Anglican Church and St. Augustine’s, I was baptized in early 2015. I became increasingly involved in the church through service and musical worship and was soon asked to be a member of Parish Council. Now in my second year of this role, I have just finished the organization of the photo directory, an important document that contributes greatly to the community of our Parish. I attended the Diocesan Special Synod earlier in this year and really appreciated the opportunity to carefully consider, pray, and have a voice in the decisions of the church. I come from a very politically involved family and therefore always seek to have a full understanding of the situation and vote not for my best interests, but those of the church that can be in service of our Heavenly Father.

Sheila Vanderputten

Sheila has been a parishioner of St. James, Calgary for many years, where she has been privileged to serve that community in several positions as Warden, Worship Leader, and Hospitality Coordinator. She is currently a member of the prayer team, hospitality team and a study group leader. At the Diocesan level she served two terms on the Diocesan Council and has been a Lay Member of 4 General Synods (Montreal, St. Catherine's, Winnipeg and Halifax) and one Provincial Synod (Regina). She was also a member of the Search Committee for our current Bishop, and was on the Anglican Essentials Board for a season. Sheila and her husband Allen live on small acreage just outside Calgary, where they indulge in home renovations, gardening and chasing after marauding grandchildren and grand-dogs.

Ken Wells was born and raised in Lethbridge and has been involved in Church in The Diocese of Calgary most of his life. His early involvement included Sunday school, choir, server’s guild and youth group. As a young man, he and his wife, Joanne, worked with youth and involved themselves in other ministries of the church including being lay delegates to Synod. After various educational adventures, Ken attended seminary at the College of Emmanuel and St. Chad in Saskatoon. In 1987, he was ordained Deacon and then Priest and has worked in three parishes since. Along with parish work, this has included planning and running a Church Camp (for six years); designing a workshop for use in small church ministry (Special Synod), a number of Synod planning committees, and numerous parish and diocesan events as required. He has been a Regional Dean, and for 15 years Archdeacon of Macleod; he is on Diocesan Executive Council and has attended Provincial Synod on four different occasions. Ken takes a keen interest in the work and ministry of the Province of Rupert’s Land, and would like to attend yet again.

Provincial Synod 2015 and General Synod 2016 Reports

Provincial Synod: 48th Synod of the Ecclesiastical Province of Rupert’s Land June 18 – 21, 2015 Watrous, SK

Provincial Synod began with worship, appointments, and the election of our Bishop, Gregory Kerr-Wilson, as the new Metropolitan of Rupert’s Land. Our time at Synod was then filled with worship, prayer, study, and conversation with people from diverse regions and communities that make up our ecclesiastical province. We heard reports, elected people to positions on various provincial committees and structures, and we also participated in presentations and workshops which focused on the 5 Marks of Mission. We had much opportunity to engage with, and learn about people of diverse backgrounds, particularly in sessions facilitated by First Nations delegates and participants. There was time for relaxing and socializing throughout our time as our pace was intentionally slowed to give us opportunities to appreciate each other more. The salt water pools of the Manitou Springs Resort, and the country dinner and square dance were certainly appreciated elements of our time together that helped to foster our sense of connectedness with each other. The Synod closed with Eucharist and the installation of Archbishop Gregory Kerr-Wilson as Metropolitan of Rupert’s Land.

Many resolutions were presented to the General Synod. Some were procedural, some were reception of notices, memorials, reports and courtesies. All resolutions but one were carried. This province would embody Indigenous ways of decision-making and working together.  Acknowledging United Nations Declaration on the Rights of Indigenous Peoples (which includes an understanding that Indigenous people will be duly consulted in matters affecting them.)  Enabling General Synod to be a signatory for the United Nations Principles of Responsible Investing.  Direction for General Synod investments (reflecting the church’s understanding of environmental/social responsibilities).  Marriage Canon (first of two votes, second to be taken in 2019). PWRDF

The Primate's World Relief and Development Fund Since Synod 2014 The Primate’s World Relief and Development Fund (PWRDF) has been active in its mandate as” the Canadian Anglican response for emergency relief, refugees, development and justice. And it is making a difference in the world”.

PWRDF works with Action by Churches Together (ACT) alliance to provide aid to partners on the ground in times of worldwide humanitarian disasters. Over the past 3 years Calgary parishes have generously donated to relief funds which have been disbursed to the Philippines, Vanuatu, Nepal, Burundi, Iraq, Ecuador, South Sudan, Haiti. Peru and most recently, East Africa famine relief. In most cases the initial emergency help is followed up by more long term development assistance.

Closer to home, funds have been sent in response to wildfires in Saskatoon, in Fort McMurray ($280,000) and to the Diocese of The Territory of The People, ($5000 so far - an ongoing appeal). Just Generation, the youth wing of PWRDF, have a particular concern for the community of Pikangikum First Nations in northern Ontario. They have forged good relationships with people there and have raised awareness and funds that have gone towards upgrading housing to habitable standards. This work is ongoing.

As the world faces an unprecedented number of refugees PWRDF has been actively supporting Syrian refugees in refugee camps throughout Europe and the Middle East. The Diocese has participated in the annual ‘Ride For Refuge’ every September with a ‘Calgary Anglicans’ team, and some parish teams raising money in a sponsored cycle ride. Another Calgary fundraiser was held in December 2016 at the Ten Thousand Villages, North store who opened their doors especially for PWRDF and donated 15% of their day’s takings for our refugee work.

The majority of PWRDF’s effort continues to be on Development work with grassroots overseas partners. A key program from 2015 is ‘All Mothers and Children Count’ which is increasing the

2017 Convening Circular Page 51 77th Convention of Synod of the Anglican Diocese of Calgary access to health and nutrition of mothers and young children in some 350 villages across Burundi, Mozambique, Rwanda and Tanzania. Some projects in this program are significantly supported by a five year 6:1 funding agreement with Global Affairs Canada.

In February 2015 the three year ‘Fred Says’ campaign was launched. The goal of this campaign was primarily educational; to move people to understand food security. To this end, together with The Canadian Food Grains Bank (CFGB), a three day workshop was held in Calgary with support of the Bishop. Participants reported that they felt they had a much deeper understanding of the complex issues surrounding our food and the causes that lead to one in nine people to go to bed hungry worldwide. This learning event enabled each participant to share their knowledge with their parishes.

PWRDF is one of 15 Canadian church-based agencies which comprise the membership of CFGB. Each has their own equity account that grows through designated donations. Anglican donations to CFGB go into the PWRDF account. As of June 2017, Anglican donations and PWRDF donations to CFGB totaled $492,000 over a six year period. Projects supported by CFGB receive matching funds from Global Affairs Canada, often at a ratio of 4:1. A goal of PWRDF is to grow our equity and they are looking to the dioceses to encourage and support farmers to register growing operations with CFGB. This could be an outreach project that rural parishes might like to consider,

Donors in The Calgary Diocese continue to donate approximately $230,000 a year to PWRDF. This figure has been fairly steady over the past three years.

Most parishes in the diocese have a PWRDF representative and these volunteers are invaluable to the Fund. They keep their congregations informed and promote the work of PWRDF through education and their enthusiasm for this important work and I realize that a lot is being done in the parishes that I don’t always hear about. There are many excellent materials which they are asked to order annually but are also available at any time as needed. The Lent and Advent booklets have been well used as have the popular ‘Super Friends’ children’s resources.

As Diocesan rep I have spoken, preached and presented at churches throughout the diocese and welcome invitations to visit. My role is to support the parish reps and all Anglicans in the diocese and am happy to help in any way I can.

Rural Ministry

The Rural Ministry Committee was formed in response to Sid Holt’s motion at Synod 75 to “investigate the challenges facing rural parishes”. Formed in Spring 2015, the members of the Rural Ministry Committee are the Rev. Clara King (Chair and Rural Missioner for the Diocese of Calgary), Ronda Holt (Holy Trinity Pine Lake / Parkland Parish), Gerald Ingeveld (St. Cuthbert & St. George, Sundre), the Ven. Noel Wygiera (St. Luke Red Deer), and the Rev. Carolyn Langford (until her retirement). The Ven. Barry Foster has walked along side us in an advisory capacity. Over the past two and a half years, we have identified several factors that contribute to the challenges facing rural parishes over which we, the Diocese, might indeed have some power to affect. While demographic changes (the aging population) and economic changes

2017 Convening Circular Page 53 77th Convention of Synod of the Anglican Diocese of Calgary (urbanization and the collapse of family farming) are indeed factors in the struggles of rural parishes, these are not the only challenges rural parishes face. While each parish is unique, with its own unique history and unique individuals, there appear to be patterns in the struggles faced by rural parishes. The Diocese may be able to address these patterns through new ministry initiatives, carefully discerned and implemented, in order to enhance rural parishes’ resilience in the face of demographic and economic challenges. We hope to work closely with Diocesan Council to explore these realizations and discern what opportunities God is opening in our midst and calling us to follow.

Strategic Communications Committee

The Strategic Communication Committee has been diligently working behind the scenes to encourage and support diocesan communication. We continue to work with the diocesan website to ensure that it is user-friendly, dynamic, and reflective of our needs. The DCIN and DCNS are the mechanisms by which up-to-date information is disseminated throughout the Diocese. The Committee encourages parishioners, and parishes, to sign up to these services, and make the announcements available in their parishes. More users will create more content, thus ensuring the DCNS and DCIN to be a dynamic mode of communication. Sign up is done through the diocesan website, under the ‘E- News’ tab. The Strategic Communication Committee will continue to look at the matter of a diocesan publication. Issues such as readership, forum, content and cost will continue to inform our discussions. No decision has been made as of this date. On behalf of the Diocese, I wish to thank all who have served on the Strategic Communication Committee, both past and present. Secretary-Treasurer Report In accordance with the Canons of the Synod of the Diocese of Calgary, the accounts of the Diocese for the years 2013, 2014, 2015 and 2016 have been reviewed by the Diocesan Auditor and approved by the Diocesan Council. The financial statements for 2013 and 2014 were subsequently distributed to a member of each parish corporation. In each case, the corporation members are asked to share this information with other members of the corporation and any other interested individuals in their parishes. The financial statements for 2015 and 2016 were made available electronically to those parishes that requested access to them. The following report is a summary (by fund) of the financial statements for all four years (2013 through 2016) with comparative 2012 amounts where applicable. As can be seen in the Operating Fund Statement of Operations, the unrestricted accumulated surplus for the Diocesan Operating Fund increased from $844,980 at the beginning of 2013 to $891,656 at the end of that year and then declined slightly to $888,134 at the end of 2014, then increased to $949,360 at the end of 2015, and finally increased slightly again to $977,974 at the end of 2016. Diocesan Services for Parishes In the early 1990’s, the Diocese began offering an Insurance Plan to the congregations of the Diocese. Since then additional services have been instituted to provide administrative support for parishes. At the present time, there are four Diocesan Services that are available. They are as follows:  Diocesan Insurance Plan: Provides property and liability insurance tailored to the activities of a parish.  Diocesan Payroll Service: Provides centralized payroll processing for all parish employees (both clergy and lay).  Diocesan Pre-Authorized Payment Service: Provides for automatic payment from parishes to the Diocese of payroll, insurance, apportionment, and other amounts.  Diocesan Pre-Authorized Donation Service: Provides for the automatic withdrawal of monthly donations from parishioners bank accounts and deposit to the parish bank account.

The following table summarizes the various Diocesan services used by each congregation in the Diocese. In addition to the above services, the Diocesan Office assists parishes in a couple of other ways. One is operating an investment account to receive donations of securities on behalf of parishes and the Diocese. Further information about this is included below under “Planned Giving Fact Sheets” (see below). Another initiative is the development of an agreement form that can be used by a parish to establish a Parish Endowment Fund within the Diocese’s Consolidated Investment Fund (CIF). The excellent investment returns generated by the CIF (see below) means that parishes can share in those returns by letting the Diocese manage those long-term investments. Additional information (including a sample agreement form) is available from the Diocesan Office.

Consolidated Investment Fund The Diocese operates a Consolidated Investment Fund for the use of congregations that have surplus long-term funds to invest (including endowment funds, see above). At the end of 2016, the total market value of the more than 100 accounts in the Fund was over $17.8 million (compared to a book value of more than $15.4 million). Since early in 2003, the Consolidated Investment Fund (CIF) has been managed by Mawer Investment Management Ltd. of Calgary under the direction of the Diocesan Investment Com- mittee, a sub-committee of the Administration and Finance Committee. A “fact sheet” providing additional details about the Consolidated Investment Fund is included. Further details about the Fund can also be found in the audited financial statements of the Diocese.

Planned Giving The Diocesan Office continues to support the ministry of planned giving both for itself and on behalf of the parishes of the Diocese. As mentioned above (under Diocesan Services for Parishes), the Diocese has established an investment account with a securities dealer to enable the processing of planned gifts of securities. As well, an agreement was developed that can be used by parishes wishing to establish an endowment fund to receive planned gifts. Both of these initiatives were undertaken to encourage planned gifts for parishes within the Diocese. In addition, three “fact sheets” about different methods of making “planned gifts” have been produced by the Diocesan Office. The first is a two-page brochure on bequests that includes sample wording to include in wills. For those who already have a will, it would be advisable to contact a legal advisor in order to add a codicil. The wording and form of the codicil (or

Alternatively, a new will can be completed. A second fact sheet is about donations of life insurance and the various ways that can occur. Depending on the way it is done, life insurance can be either a present gift (with an immediate charitable donation receipt) or a gift that is deferred until the death benefit is paid. The third fact sheet describes gifts of securities using the Diocese’s investment account to facilitate donations of publicly traded securities. There are significant tax advantages to a donor to transfer securities to the Church rather than sell the security and donate the cash. The fact sheet explains how the Diocese handles these transactions. In 2016, the Diocesan Office processed 14 donations of securities totaling over $160,000 on behalf of six parishes at no administrative cost to those parishes. The Diocesan Consolidated Investment Fund Many years ago the Diocese of Calgary established a Consolidated Investment Fund (the “Fund”) to hold trust funds and other long term funds of the Diocese and its parishes in a managed portfolio of securities. Currently the Fund has nearly $18 million invested in it. Purpose The primary purpose of the Fund is to hold all capital moneys acquired by the Diocese from donations, bequests, endowments or other segregated amounts that are to be administered for specific long-term purposes. These funds are held under the terms of trusts established by donors or by other agreements. In addition, parishes in the Diocese are encouraged to use the Fund to hold their similar capital amounts segregated for long-term investment purposes. Investment Management Mawer Investment Management currently acts as Investment Manager of the Fund. The Investment Manager has responsibility to invest the capital amounts and retained earnings in appropriate securities to achieve sound financial returns of interest, dividends and capital gains. The Investment Manager has been instructed to avoid undue financial risk in any investment and to avoid specific investments in situations of inappropriate social or political consequences. The Diocesan Director of Finance is responsible for direct liaison with and supervision of the Investment Manager. Reporting to the Diocesan Administration & Finance Committee, the Investment Committee of the Diocese meets regularly to review the strategy and performance of the Investment Manager. Investment Policy The Diocesan Investment Committee may revise the Investment Policy of the Fund from time to time. Currently, the Investment Manager is directed as follows:  Invest to achieve sound, long-term financial returns.  Invest the largest part of the fund (40% to 70%) in fixed income securities such as bonds, debentures, and preferred shares.  Invest 30% to 50% of the Fund in equities (such as common shares) and up to 15% in short-term securities (such as treasury bills).  Limit investment risk by … avoiding excess concentration in single investments (limiting investment in any corporation to a maximum of 5% of the market value of the Fund); buying fixed income or preferred dividend securities with diversified maturities and credit ratings no less than “BBB” (or equivalent) as calculated by a responsible rating agency; and avoiding speculative investments. Investment Performance The rate of return for the Fund for the past few years is shown in the following table:

Administration The Diocesan Office establishes an account record for each investment account. The quarterly earnings of the Fund and the quarterly realized capital gains or losses are pro-rated to each account during the annual updating of the account records. 2017 Convening Circular Page 73 77th Convention of Synod of the Anglican Diocese of Calgary Accounts can be opened by completing an “account information form” (available from the Diocesan Office) and making an initial deposit of $10,000 or more. Additional contributions to investment accounts may come to the Diocesan Office at any time. All deposits to the Fund purchase “units” in the Fund as valued at the market value at the beginning of each calendar quarter. Similarly, withdrawals from an investment account will liquidate Fund “units” at the value established as of the start of the quarter. Requests for withdrawals can be made at any time but, depending on the amount being withdrawn, it can take up to two or three weeks for withdrawals to be processed. Parish deposits and withdrawals made during a quarter (rather than at the start of the quarter) may be adjusted to account for variations in “unit” values and earning of income where the effects of the actual timing are significant. Deposits to and withdrawals from the Fund are coordinated through the Diocesan Office. The Auditors of the Diocese of Calgary review the accounts of the Consolidated Investment Fund during their annual review of the Diocese’s financial statements.

Financial Reporting Financial information concerning the Fund (and many of the individual accounts that are held in it) is included in the notes accompanying the Diocese’s annual financial statements. The Diocese’s financial statements are available to each Parish in the Diocese after they are externally reviewed and then approved by the Diocesan Council each year. BEQUESTS A Will is perhaps one of the most important documents you will sign in your lifetime. It enables you to direct how the assets of your lifetime will be distributed to the beneficiaries of your choice after your death. Gifts by a Will to charities are becoming an increasingly important part of Canadian philanthropic tradition because they allow individuals to make significant gifts that might not have been possible during their lifetime. A bequest is a direction by a Will to give property to specified beneficiaries. When writing the wording for a bequest there are two parts to consider: the form of the bequest and the purpose of the bequest. There are basically four types of forms that can be used but many possible purposes. Both the form and the purpose should be specified. Sample clauses for a will and other considerations are provided on the other side of this sheet. You will also need to know the legal name of the Diocese. Although the name “The Anglican Diocese of Calgary” is a registered trade name that is in general use, the legal name of the Diocese is actually: The Synod of the Diocese of Calgary

Forms of a Bequest: Specific bequest: Instructs that a beneficiary is to receive a stated sum of money or a specific piece of property or a particular asset (such as a quantity of publicly traded shares) or a specified portion of the estate. Residual bequest: Designates to a beneficiary all or a portion of whatever remains after all debts, taxes, administrative expenses, and any other specific bequests have been paid. Contingent bequest: Takes effect only if the primary intention cannot be met (e.g. if the primary beneficiary did not survive the donor). This ensures that the property will pass to the charity rather than to unintended beneficiaries. Bequest subject to a trust: Establishes a trust through a Will whereby one or more named beneficiaries receive income for life. Upon the death of the beneficiaries of the trust, all or a portion of the remaining capital in the trust goes to the charity.

Purposes of a Bequest: Your charitable bequest to the Diocese can:  be given for the general purposes or the highest priorities of the Diocese (unrestricted)  be designated for a specific program or parish (restricted)  be directed to the establishment of a permanent endowment fund which will continue to support the work of the Diocese and its ministry in perpetuity

It is respectfully requested that you be mindful of the need for flexibility on the part of the Diocese when drafting the purpose of your bequest. Sample Will Clauses The attached clauses are intended to help you and your legal advisor when you wish to make a gift to the Diocese through your Will.

Unrestricted: Specific Bequest “I give to the Synod of the Diocese of Calgary all of my shares in ABC Company (or the sum of $50,000) to be used for the general purposes of the Diocese.” (may also add “at the discretion of the Executive Committee of the Diocese” or “at the discretion of the Bishop”)

Unrestricted: Residual Bequest “I give to the Synod of the Diocese of Calgary thirty percent (30%) of the residue of my estate, to be used for the general purposes of the Diocese.”

Restricted: Specific Bequest “I give to the Synod of the Diocese of Calgary the sum of $100,000 to establish an endowment fund, of which up to 5% of the previous year-end’s market value is to be used annually to create and maintain a program for ministry in the area of ______, to be known as the ______Ministry, within the Diocese.”

Other Considerations Over time the needs of the Diocese may change due to program revisions, developing research interests and other considerations. For this reason, we recommend the inclusion of the following “power to vary” clause, especially in the case of an endowment bequest. “In the event that unforeseen circumstances make the specific use of this bequest no longer practicable or desirable, the Executive Committee of the Synod of the Diocese of Calgary is hereby authorized to make changes in its use in keeping as far as possible with the spirit and general intent of this bequest.” In consideration of the administrative capabilities of the Diocese, it is respectfully requested that bequests to establish separate endowments only be used for gifts of $10,000 or more. Endowment bequests of lower amounts can often be accommodated through the use of one or more of existing Diocesan endowments. Please contact the Diocese for further information. There are various taxation benefits associated with providing for the Diocese in your Will. These would depend on your individual circumstances and should always be discussed in more detail with your family and your own financial and legal advisors. In particular, the donation of retirement plan (RRSP or RRIF) residual accumula- tions by way of a bequest may offer significant income tax advantages. If you already have a will but would like to change it to include a gift to your church, you can do so by amending your will or adding a codicil. In this case there are many different situations that can arise and so you are encouraged to contact your legal advisor to ensure that your bequest to the church is stated correctly. Life Insurance Perhaps the second most common way to enable a charitable gift (after bequests) is through the use of life insurance. There are several different ways that life insurance can be used to structure a charitable gift. The two most common are to donate a life insurance policy (the Diocese becomes the owner as well as the beneficiary of the policy) or to donate the life insurance proceeds. When using life insurance for your charitable gift, you will need to know the legal name of the Diocese. Although the name “The Anglican Diocese of Calgary” is a registered trade name that is in general use, the legal name of the Diocese is actually: The Synod of the Diocese of Calgary

Gift of a Life Insurance Policy (Present Gift): To donate a life insurance policy, you would name the Diocese as both the owner and the beneficiary of the policy. If you are donating an existing policy, the Diocese can issue a charitable donation receipt for the cash surrender value of the policy (including any accumulated dividends or interest and less any outstanding policy loans). If you are donating a new life insurance policy then there will not be a charitable donation receipt at the time of the transfer (no cash surrender value). In either case (existing policy or new policy), the Diocese will issue a charitable donation receipt for the amount of any premiums paid after the transfer is made. For an existing policy there may not be any further premiums required after the transfer to the Diocese. For a new policy, the premiums could be one or a few large payments at the time of and shortly after the transfer or they could be regular monthly premiums over an extended period. Note that, unlike the making of a bequest in a will or the donation of life insurance proceeds, naming the Diocese as the owner of a policy is irrevocable, that is, it cannot be changed. Note also that the transfer of an existing policy is a taxable disposition and there may be income tax consequences. If there are premiums due on a life insurance policy that the Diocese owns and the donor is no longer able to pay them, there are several courses of action. First, the Diocese may be able to reduce the death benefit so the insurance remains in force without any more premiums. Otherwise, the Diocese could decide to pay the premiums to maintain full coverage or a decision could be made to cancel the policy and receive the cash surrender value.

Gift of the Life Insurance Proceeds (Deferred Gift): If you name the Diocese as the beneficiary of a life insurance policy, then there would not be any benefit paid to the Diocese until the time of death but you would retain full control over any future changes to the policy. Also, the Diocese could not issue any charitable donation receipts, even after the benefit is paid. This is because government regulations require that ownership of the policy must be assigned irrevocably to the Diocese and the Diocese must be named as the beneficiary of the policy before it can be considered as a charitable gift. An alternative structure for this type of gift would be to name the Diocese as a beneficiary of a bequest in a will and name the estate as the beneficiary of the life insurance proceeds. In this case, the Diocese could issue a charitable donation receipt to the estate for the amount of the bequest. Careful consideration should be given to these two alternatives, as there will be differences in the income tax and probate treatment of each. Gifts of Securities A gift of publicly traded securities to a registered charitable organization can result in significant tax advan- tages to the donor. As a registered charity The Anglican Diocese of Calgary can accept these donations in kind and issue the appropriate charitable donation receipt to the donor. To arrange for a donation of securities in kind, the donor will need to complete two letters, both of which are available from the Diocesan Office. The first letter, to the donor’s financial institution, is a request to the institution to transfer the securities. The second letter, to the Diocese, is a direction establishing the trust conditions (if any) under which the Diocese must accept the gift. If there are no trust conditions (i.e. the Diocese is at liberty to treat the gift as an “undesignated” gift), the second letter is not required. Please note that these letters are only applicable if the securities to be donated are held in electronic form. If the securities are held in certificate (paper) form, please contact the Diocesan Office for further instructions. The process for making a gift of securities involves up to five parties – the donor, the donor’s financial institution, the Diocese, the Diocese’s investment institution (TD Waterhouse), and the eventual beneficiary (e.g. the parish that will receive the proceeds of the gift). The donor’s financial institution will actually transfer the securities to the Diocese’s investment account at TD Waterhouse. The gift is made to the Diocese under a trust designation that it is forwarded to the eventual beneficiary (e.g. a parish, or a specific Diocesan account such as the Vision Fund). To ensure that the various parties are aware of the details of the transaction, copies of each letter are sent to the other institution. To complete these letters, it may be helpful to know that, although the name “The Anglican Diocese of Calgary” is a registered trade name that is in general use, the legal name of the Diocese is actually: The Synod of the Diocese of Calgary Letter of Transfer: The Letter of Transfer is a letter addressed to the donor’s financial institution. (If you have received the docu- ments by e-mail, the file name for this letter is GiftSecuritiesTransfer.doc.) Complete the letter with the name and

indicated at the top of the letter. The is shown as, for example, “John Doe, Account 1234567” and the might be something like “100 shares of Bell Canada Class A preferred stock”. A copy of this letter is also sent to the Diocese. Letter of Direction: The Letter of Direction is a letter addressed to the Diocese. (If you have received the documents by e-mail, the file name for this letter is GiftSecuritiesDirection.doc.) Complete the letter using the same name and as were used in the Letter of Transfer. The actual trust condition for the gift is inserted in the body of the second paragraph of the letter. In most situations, it will be relatively straightforward to insert the appropriate wording (e.g. “transfer the net proceeds of sale to the Parish of Building Fund”). Other situations may require that you discuss the trust conditions with the Diocesan Office to develop the appropriate wording to ensure that your wishes can be met. A copy of this letter is also sent to the donor’s financial institution.
