Housing Desegregation in the Era of Deregulation Christopher Bonastia hen Jimmy Carter was sworn into the nation’s highest office on January 20, 1977, Civil Rights supporters mustered some hope. In “The State of Black WAmerica—1977,” the Urban League reflected this tempered optimism: After eight years of a national Administration that blacks—rightly or wrongly—regarded as hostile to their needs and aspirations, they now feel that 1977 might bring a change in direction and that possibly the same type of moral leadership that led the nation to accept the legiti- macy of black demands for equality during the 60s, might once again be present in Washington.1 While 94 percent of Black voters supported Carter, the intensity with which the administration would address issues of racial inequality was unclear. As Hugh Davis Graham notes, Carter “stepped into a policy stream that since the late 1960s had carried two conflicting currents”: the “white backlash” politics ex- emplified by Nixon’s “Southern strategy,” and “the quiet mobilization of a com- prehensive regime of civil rights regulation. By the mid-1970s, the expanded civil rights coalition, under the adept coordination of the Leadership Confer- ence on Civil Rights, had won bipartisan respect in Congress for its ability to mobilize constituency group support.” However, Civil Rights gains tended to come in “complex areas little understood by the general public, such as employee testing and minority hiring tables,” rather than in high-profile issues such as housing desegregation.2 While housing had ranked high on Carter’s list of legislative priorities, his focus was on bolstering construction, home ownership, public housing, and rent subsidies rather than fair-housing issues.3 Ironically, fair-housing proponents would have been pleased if HUD’s commitment to desegregation under Carter Christopher Bonastia is a professor of sociology at Lehman College and the City University of New York Graduate Center and the associate director of honors programs at Lehman College. -

Morial in September 1993 to discuss the issues component of his campaign for mayor, ideas poured out of him for an hour and a half, and I took copious notes. “We need an Inspector General,” he said, “and we need Charter Revision”—the two ideas linked from this first campaign convening. -

RECORD GROUP 1 JUDICIAL RECORDS OF THE FRENCH SUPERIOR COUNCIL Acc. #'s 1848, 1867 1714-1769, n.d. 108 ln. ft (216 boxes); 8 oversize boxes These criminal and civil records, which comprise the heart of the museum’s manuscript collection, are an invaluable source for researching Louisiana’s colonial history. They record the social, political and economic lives of rich and poor, female and male, slave and free, African, Native, European and American colonials. Although the majority of the cases deal with attempts by creditors to recover unpaid debts, the colonial collection includes many successions. These documents often contain a wealth of biographical information concerning Louisiana’s colonial inhabitants. Estate inventories, records of commercial transactions, correspondence and copies of wills, marriage contracts and baptismal, marriage and burial records may be included in a succession document. This study guide, prepared by the Southern Institute for Education and Research, is for teachers who intend to use A House Divided as an instructional resource in the classroom. This period in our history is little known by subsequent generations, black or white, despite the fact that participants in that epoch often live nearby. Students of today have little or no inkling of racial segregation as it was practiced and enforced in this city only thirty years ago. This is an unpardonable lapse in memory and responsibility. The Civil Rights period represents the great divide in our city, the divide between the past in which segregation was the law and degradation the rule, and the future in which hope is too often obscured by race, poverty, crime, and fear. It is impossible to understand present-day New Orleans without an understanding of the events which occurred so recently in the city and with such dramatic results. The documentary A House Divided focuses on the years in New Orleans between 1950 and 1965. -

New Orleans' new disaster plan: Get out of town; New hurricane plan stresses evacuation, not shelters CNN.com May 2, 2006 NEW ORLEANS, Louisiana (AP) -- Mayor Ray Nagin unveiled a new evacuation strategy for New Orleans on Tuesday that relies more on buses and trains and eliminates the Superdome and Convention Center as shelters. "There will be no shelter of last resort," Nagin declared. The mayor, facing a runoff election May 20, has been widely criticized for failing to get the city's most vulnerable residents out of town as Hurricane Katrina approached. (Watch mayor's new plan for new hurricane season -- 1:29) The Superdome and Morial Convention Center became a scene of misery for days after the August 29 hurricane as thousands of evacuees, many of them ill or elderly, languished with shortages of food and water. In the future, Nagin said, the Convention Center will be a staging point for evacuations, not a shelter. "Amtrak trains will also be used for evacuation purposes, which we're really excited about," Nagin said. He said federal Homeland Security Secretary Michael Chertoff had cleared the way for the use of passenger trains. Nagin added that the city's communications infrastructure is being beefed up and that contingency for communication failures had been developed. The new plan also touches on a heart-wrenching decision evacuees faced ahead of Katrina: To board the buses, they had to leave their pets, and some refused to go without them. In the future, evacuees will be allowed to bring pets with them as long as they have some type of cage to safely put them in. -

Poynter Legislative Research Library Louisiana House of Representatives 1 2 PREFACE This publication is a result of research largely drawn from Journals of the Louisiana House of Representatives and Annual Reports of the Louisiana Secretary of State. Other information was obtained from the book, A Look at Louisiana's First Century: 1804-1903, by Leroy Willie, and used with the author's permission. The David R. Poynter Legislative Research Library also maintains a database of House of Representatives membership from 1900 to the present at http://drplibrary.legis.la.gov . In addition to the information included in this biographical listing the database includes death dates when known, district numbers, links to resolutions honoring a representative, citations to resolutions prior to their availability on the legislative website, committee membership, and photographs. The database is an ongoing project and more information is included for recent years. Early research reveals that the term county is interchanged with parish in many sources until 1815. In 1805 the Territory of Orleans was divided into counties. By 1807 an act was passed that divided the Orleans Territory into parishes as well. The counties were not abolished by the act. Both terms were used at the same time until 1845, when a new constitution was adopted and the term "parish" was used as the official political subdivision. The legislature was elected every two years until 1880, when a sitting legislature was elected every four years thereafter. (See the chart near the end of this document.) The War of 1812 started in June of 1812 and continued until a peace treaty in December of 1814. -
