Hood Mountain Regional Park and Open Space Preserve – Lawson Expansion Master Plan (Lawson Expansion Master Plan) Project Location. The Lawson Expansion is located adjacent to Hood Mountain Regional Park and Open Space Preserve, east of the City of Santa Rosa in unincorporated Sonoma County, California. The project site includes two vacant parcels (Assessor Parcel Numbers (APN) 030-030-002 and 030-110-007) totaling 273 acres. Project Description. Sonoma County Regional Parks (Regional Parks) proposes to adopt and implement a proposed Master Plan/Resource Management Plan (MP/RMP) for the 247 acre Lawson Expansion (project site) that has recently been added to the Hood Mountain Regional Park and Open Space Preserve (Hood Mountain). The Lawson Expansion encompasses approximately 247 acres of open space that includes grasslands, oak woodlands, mixed evergreen forest and chaparral. The diverse landscape and topography provides spectacular views and opportunities for a variety of visitor experiences. The planning process has studied the opportunities for the public to enjoy the site and to enhance and protect its unique and sensitive environment. This Initial Study evaluates the potential environmental effects of implementing the proposed draft MP/RMP. Findings. It is hereby determined that, based on the information contained in the attached Initial Study, the project would not have a significant adverse effect on the environment. Mitigation measures necessary to avoid the potentially significant effects on the environment are included in the attached Initial Study, which is hereby incorporated and fully made part of this Mitigated Negative Declaration. BIOLOGICAL RESOURCES The parks in the Study Area are home to a wide range of biological habitats and species. This EIR section (1) describes the setting section for biological resources within the Study Area, (2) evaluates the potential impacts to biological resources related to implementation of the Wildfire Hazard Reduction and Resource Management Plan (the proposed project), and recommends appropriate mitigation measures where necessary. The reader should note that this section focuses on biological resources and conditions that are particularly relevant to the issue of wildfire hazard reduction. In the following developed shoreline parks, wildfire hazards are very low and fuel modification activities are not expected to be undertaken: Point Isabel; Middle Harbor Shoreline Park; Robert W. Crown Memorial State Beach; and Martin Luther King Jr. Regional Shoreline. Vegetation in these shoreline parks is confined to irrigated landscaping, coastal strand, or coastal salt marsh which do not provide highly combustible fuels nor would they be subject to wildfire conditions.

    Coastal Scrub Climate Change Vulnerability Assessment for the Santa Cruz Mountains Climate Adaptation Project This document represents an initial evaluation of mid-century climate change vulnerability for coastal scrub in the Santa Cruz Mountains region based on expert input during an October 2019 vulnerability assessment workshop as well as information in the scientific literature. Habitat Description Coastal scrub ecosystems are typically dominated by drought-deciduous or semi-evergreen shrubs with shallow root systems, and are distributed within areas influenced by cooler ocean breezes and coastal fog1. Coastal scrub composition and distribution are strongly influenced by salt deposition, water availability, and post-disturbance succession, as well as soils and topography. As a result, species dominance and composition can vary significantly across sites1–3. In the Santa Cruz Mountains region, commonly associated species include coyote brush (Baccharis pilularis), brambles (Rubus spp.), coffeeberry (Frangula californica), poison oak (Toxicodendron diversilobum), California sagebrush (Artemisia californica), yellow bush lupine (Lupinus arboreus), seaside woolly-sunflower (Eriophyllum staechadifolium), and sticky monkey-flower (Mimulus aurantiacus)1,3,4. Understory species composition and relative abundance are strongly influenced by canopy gaps that allow greater light penetration, and typically include a mix of annual and perennial grasses and forbs1,2,4. It ranges in height from 1 to 12 feet, depending upon the subspecies and location (Bogler, D. 2016, Robbins et al., 1970). The stems are dark brown, hairless and shiny; they may be scurfy and are usually resinous and sticky. Leaves are alternate and either lacking or with a short petiole, they are broadly ovate or wedge shaped from ½ to 1 inch long. The leaf blades have 1 or 3 nerves, are hairless, with glands and are resinous. Leaf margins are variable, wavy margined or coarsely toothed with 3 to 8 teeth on each side or entire. The plants are generally dioecious. Female flower heads are discoid and many flowered, without ray florets. They are 0.16 to 0.25 inch long, and clustered at branch tips or in leaf axils. Male flowers are slightly smaller. Seeds (cypselae, technically fruits) are 0.039 to 0.079 inch long and 10 nerved, with a white feathery pappus 0.24 to 0.39 inch- long. The bloom period is from August to December and seed is produced in late fall through early spring.

HANSON DEPARTMENT OF ENTOMOLOGY, OREGON STATE UNIVERSITY, CORVALLIS, OREGON 97331 ABSTRACT The first through fifth instars of the gypsy moth were tested for development to adults on 326 species of dicotyledonous plants in laboratory feeding trials. Among accepted plants, differences in suitability were documented by measuring female pupal weights. The majority of accepted plants belong to the subclasses Dilleniidae, Hamamelidae, and Rosidae. Species of oak, maple, alder, madrone, eucalyptus, poplar, and sumac were highly suitable. Plants belonging to the Asteridae, Caryophyllidae, and Magnoliidae were mostly rejected. Foliage type, new or old, and instar influenced host plant suitability. Larvae of various instars were able to pupate after feeding on foliage of 147 plant species. Of these, 1.01 were accepted by first instars. Larvae from the first through fifth instar failed to molt on foliage of 151 species. Minor feeding occurred on 67 of these species. In general, larvae accepted new foliage on evergreen species more readily than old foliage. The results of these trials were combined with results from three previous studies to provide data on feeding responses of gypsy moth larvae on a total of 658 species, 286 genera, and 106 families of dicots. Allelochemic compositions of these plants were tabulated from available literature and compared with acceptance or rejection by gypsy moth. Plants accepted by gypsy moth generally contain tannins, but lack alkaloids, iridoid monoterpenes, sesquiterpenoids, diterpenoids, and glucosinolates. 2 PREFACE This research was funded through grants from USDA Forest Service cooperative agreement no.
