A warm welcome to the 4th International Conference on Social and Political Affairs (ICoCSPA) 2018!

This yearly conference is held by the Faculty of Social and Political Sciences, Universitas Airlangga (Unair), . It is part of our university’s strong com- mitment to foster academic discussions and increase scholarly publications in the field of social and political studies.

This year’s conference theme is “Empowerment and Impairment in the Global Dig- ital Age”. The advancement of digital information technologies, with the Internet as its catalyst, has been known to accelerate the pace of global integration. McLuhan believed that the technological force will eventually create ‘a global village’. Other scholar claimed that the development of communication technologies has driven the industrial society towards the so-called ‘information society’, where opportu- nities and power belong to those having access to information. Further, it has also been argued that the development of digital information technologies has led our society to the post-truth era where facts, myths and lies collide.

These developments demand our critical attention to uncover: how has digital information technologies actually altered the struggle of power in various societ- ies? How has the technological force facilitated the emergence of a new source of power? Who have been actually benefited? And Who have been disadvantaged?

We are fortunate that in this year conference we have reputable scholars to share and discuss their critical insights on how globalization and digital information tech- nologies have impacted our societies. Prof. Ronald A Lukens-Bull from The Uni- versity of North Florida, will discuss the issue of “Digital Religion, Fanaticism and Terrorism” in today society. Subsequently, A/Prof. Cheryll Ruth Soriano from , will present her study about “Digital Labour Solidarity” in South- east Asia. Next, we will have Prof. Ariel Heryanto FAHA from to deliver a talk about “Social Media and Identity politics in Indonesia”. Finally, representing the Indonesian government, Prof. Henry Subiakto as an Advisor to the Minister of Communication and Informatics will offer a debate titled “The Indo- nesian Communication Policies: Empower or Impaired Democracy”.

Indeed, with 2018 as a “political year” for the Indonesian society, this topic has a significant relevance. Besides that, we also had inspiring papers concerning the impacts of globalization and digital technologies on education, local development and the empowerment of marginalized communities.

We would like to thank to Universitas Airlangga and the Faculty of Social and Polit- ical Sciences for the financial support to the conference. At first glance, the world today looks very different than it did 10,15, or 20 years ago. Communication is faster and cheaper. Media is cheaper to produce and distribute. Logistics can be worked out quickly with just a text message. Extreme religion seems to be on the rise and with it religious violence. It might appear that the explosion of digital media and communication is related to increases religious violence, or at the very least has changed its nature. This is an empirical question. This presentation will explore the contours of potential research on this topic and the ways in which the digital world has and hasn’t change the way religious ideas, communities, and learning are constructed and conducted. It will give an overview of the operationalization of key concepts, key methods, and core theoretical ap- proaches for such a project.

Lukens-Bull has written significant works on the Anthropology of Islam. His 1999 theoretical article, “Between Text and Practice: Considerations in the Anthropo- logical Study of Islam,” Marburg Journal of Religion 4 (2): 10-20, 1999 has been reprinted and widely cited. Lukens-Bull addressed methodological and ethical is- sues in his 2007 article “Lost in a Sea of Subjectivity: The Subject Position of the Researcher in the Anthropology of Islam,” Contemporary Islam: Dynamics of Muslim Life. 1(2):173-192. His ethnographic research has focused on Islamic ed- ucation in Indonesia starting with traditional Islamic education in A Peaceful Ji- had: Negotiating Modernity and Identity in Muslim (Palgrave McMillan, 2005), which examines how this community is engaging globalization through curriculum revisions. More recently, Lukens-Bull has held a Fulbright Senior Scholar grant which allowed him to examine Islamic higher education and the debates surround- ing curriculum shift which in the current political climate leads to accusations of apostasy and in extreme cases barely veiled death threats. Theoretically, this work is important in understanding counter-radical discourses within the context of oth- er Islamic discourse. This was published in 2013 as Islamic Higher : Continuity and Conflict (Palgrave McMillan, 2013).

His current research looks at the history and contemporary practices of GP Ansor, a youth movement with militia elements associated with Nahdlatul Ulama, the largest Islamic organization in Indonesia.

Lukens-Bull regularly mentors undergraduates on research projects. Five have received University of North Florida funding to conduct their research; two have presented at the American Anthropological Association meetings; and one has published their research in a venue outside the university.

The increasing global connectivity and the relative affordability of technology have heralded the rise of digitally-mediated service work and the gig economy. Digital platform workers engage in digitally-mediated work through online labor platforms and microwork intermediaries (i.e. Upwork, Sama Source, Onlinejobs.ph). Mar- keted as a geographically-flexible and competitive source of income, digital labor emerges to be a highly attractive option in countries such as the Philippines where employment conditions are fraught with financial stagnation and socio-economic tensions. The paper draws from an ethnographic inquiry on online freelancing in the Philippines, examining the experiences of Filipinos who engage in digital labor and how the different levels of social, cultural, economic and spatial capitals pos- sessed and developed by online freelance workers enable them to move across different fields and rungs of the gig economy. While dominant literature examines platform labor as reinstating unequal power relationships between countries gen- erating labor demand (i.e. Global North) and the source of labor supply (Global South), we are also witnessing the emergence of new forms of social stratifica- tion amongst local digital platform workers, representing finely-tuned gradations of reputational, economic and cultural capital. The paper explores a framework for understanding this emergence of asymmetries (and social mobility) in the local gig economy foregrounded by existing class structures, gender roles, and cultural divides and highlights the role played by local and global structures in shaping this divide. Moving from asymmetries, the presentation will also reflect on emerging forms of solidarity amongst digital workers in Facebook communities.

Cheryll Ruth Soriano is Associate and Chair of the Department of Com- munication in De La Salle University. Her research interests lie in community, al- ternative, and activist new media as well as on digital inequalities, focusing on the media used and produced by cultural activists and marginal populations and the political, social, and spatial contexts underlying these new media engagements. She leads a study on the social ecology of internet access and use by youth in low-income communities in Manila and also begins research examining emerging forms of digital labor in the Global South. Her research works appear in journals such as Media, Culture and Society, The Information Society, and Communica- tion, Culture & Critique, among others. Her co-edited book, Asian Perspectives on Digital Culture: Emerging Phenomena, Enduring Concepts (with A/P Sun Sun Lim) was published in 2016 under Routledge’s Internationalising Media Studies series. Cheryll has a Ph.D in Communications and New Media from the of Singapore.

Fake news and hate speech have troubled many Indonesians in the last few years. However, they often seem to have been misunderstood, distorted and overstated in public debates. They are not new, unique to contemporary Indonesia, or primar- ily attributable to social media. They can be seen as recent symptoms of a much older and deeper social problem that confronts Indonesia since its inception. This is part of a bigger story of the seductive but potentially toxic ideas of originality, authenticity and purity. This brief presentation calls for a broader view of the above issue, and a shift of our focus of analysis from selected clever but hateful trouble makers to the broader problem of this postcolonial society.

Ariel Heryanto is Herb Feith Professor for the Study of Indonesia. In addition to his work with the Herb Feith Foundation and with Anthropology at the School of Social Sciences, he serves as Deputy Director of the Monash Asia Institute.

Ariel’s long-standing contribution to the international scholarly community has been distributed in three broad and related areas: (i) the everyday politics of identi- ty; (ii) trans-regional collaborations for building a post-Cold War Asian studies; and (iii) a search for innovative dialogues between area studies and the “new human- ities”, particularly cultural studies, media studies, and postcolonial studies. While Indonesia is the country he knows best, he is keen on comparative studies across Asia and beyond.

He is the author of Identity and Pleasure; the politics of Indonesian screen culture, Singapore: NUS Press (2014); State Terrorism and Political Identity in Indonesia: Fatally Belonging, London: Routledge (2007), editor of Popular Culture in Indone- sia: Fluid Identities in Post-Authoritarian Politics, London & New York: Routledge (2008), and co-editor of Pop Culture Formations Across East Asia, Seoul: Jimoon- dang (2010).

Prof. Henry Subiakto The Indonesian Ministry of Communication & Informatics Digital communication technologies make the activities of producing, mining and even leaking data becomes easy. Another critical problem of the Internet-based communication is that it facilitated anonymity, allowing many perpetrators of po- litical communication hide their identities to avoid taking responsibility for the in- accuracy of information they produced and shared. The advancement of digital technologies has also given rise to various new business models, which further led to a potential “clash” the old or conventional one. Clearly, these developments demand significant regulatory adjustments. The existing regulations need to be revised, while some new policies need to be formulated, in that that they should be fair and impartial for all parties, endorsing transparency and openness. The Indonesian government, besides setting up an appropriate regulatory approach, also encourage the development of national OTT business, in order to compete with global OTT companies. The government has also revised the Information and Electronic Transaction Law (ITE) and some Government Regulations (PP) to justify the mechanism for blocking illegal content on the Internet.

Prof. Dr. Henry Subiakto, MA. is a communication scholar of Universitas Airlangga who became Advisor to the Minister of Communication and Informtics on Mass Media and Communication Affairs between 2007 and 2016. After that, he has been appointed Minister Advisor on Law and Regulation Affairs. The current Indo- nesian Minister of Communication and Informatics, Rudiantara, himself named him as one of the ‘Magnificent Seven’ at the ministry.

Biography

Dahlan Iskan ( born August 17, 1951 in Magetan) is the former CEO of Indonesian newspaper publisher, Jawa Pos Group. He was the CEO of Indonesia’s State Electricity Company, (PLN) from December 23, 2009 to October, 2011. He was Indonesia’s minister for State-owned enterprises in the period October 2011 to October 2014.

Dahlan is known for his unorthodox, often personalised, approach to solving in- ternal bureaucratic problems and inefficiencies within stated-owned enterprises (SOEs). Over time, he came to have been seen as a somewhat controversial fig- ure. His style as a minister sometimes attracted criticism from members of the Indonesian parliament (MPs). He responded vigorously to criticisms from parlia- mentarians by threatening to expose details of payments allegedly made by SOEs in order to be able to meet MPs in parliamentary commission hearings. He also supported the Indonesian development of an environmentally friendly car, one of which he often drove himself. However, in a much-publicised incident, he crashed one of the electric cars.

Dahlan Iskan is also the author of “No such thing as Can’t”, the biography of Kar- maka Surjaudaja, the founder of bank OCBC NISP in Indonesia which has close links with OCBC (Overseas-Chinese Banking Corporation).

After completing his term as minister for State Owned Enterprises, he is now traveling to some countries to harvest ideas on the area of his interest such as sustainable energy while reporting his observation and analysis in JPNN.

Abstract: Most rural inhabitants rely on livelihoods in the agricultural sector. One of the suc- cess factors of farming is the availability of water for agriculture. Generally water for agricultural irrigation in Bengawan Solo river basin is managed by HIPPA-Himpunan Petani Pemakai Air or Water User Association with pompanization. However there are HIPPA who can not manage irrigation agriculture due to limited capital. There- fore, the water management in this village is taken by the businessman. One of the successful impacts of managing agricultural irrigation and farming in the village is the emergence of non-agricultural economic activities in rural areas. For that pur- pose, the research was conducted in 2017-2018 with a qualitative approach on the impact of agricultural irrigation management system and rural non-farm activities. The results concluded that the impact of success in managing agricultural irriga- tion and farming provides opportunities for non-farm activities in rural areas. Non- farm activities in rural areas are directly or indirectly related to agricultural activities. Keywords: agricultural irrigation systems, non-farm activities, rural areas.

Accountability is a duty to explain the leader’s performance of an organization to sides that have the right. On the stage of reporting and accountability Village Fund we could said that Tumang Village and Berumbung Baru Village have done it appropriate to Minister of Finance Regulation Num- ber 49/PMK.07/2016. There were several differences and similarities related to the stage of reporting and accountability, like the inhibiting factors and the dy- namics that began from the stage of report composing, stage of agreement, stage of reporting to Regent/Mayor by Subdistrict Head between both of villages. As a strategic coastal area adjacent to the implemen- tation of asymmetric decentralization in accordance with the central government policy in Pasir Limau Kapas [Palika] sub-district experienced various obstacles. Among the major obstacles are policy overlap, an inconsistency of local and cen- tral government, weak coordination between central and regional agencies and minimal budget support. Based on these obstacles, this paper aims, first, to ex- plain the implementation of asymmetric decentralization in Palika as a strategic coastal area on the border. Second, explain the main obstacles of local govern- ment to implement asymmetris decentralization as a strategic coastal area on the border. This study uses legal politics and decentralized politics as a theoretical framework. The study concludes that, firstly, the central government’s inconsis- tency in implementing asymmetris decentralization as a strategic policy to build border areas is part of decentralized political practice. Second, due to central intervention to the regions, the main obstacle to implementing this policy of de- centralization is the overlapping regulation between regions and centers indicating if the [central-local] government inconsistency appears prominent if observed on the basis of minimal budget support. The economic, social and political institutions formed by globalization become homog- eny. The ultimate goal of globalization is the more equitable welfare and distribu- tion of wealth. Unfortunately not all parties benefit from globalization. Globalization gives rise to a lame distribution and many groups become more vulnerable. One of the disadvantaged groups is indigenous people. Indigenous societies develop their own economic, social and political institutions. They also have magical re- ligious ties to the areas where they grow and live. Therefore, indigenous people become threatened when the seas and forests they occupy are exploited because of industry needs. However, in some areas these indigenous societies have suc- ceeded in developing a social order that fortifies them from outside influences and in certain cases managed to keep nature more sustainable. In Indonesia, the practice is known as sasi. The people of Maluku and Papua develop sasi in the management of sustainable natural resources. Sasi is considered successful to conserve natural resources. Departure from here, the problem raised in this research is how the local community through their social institutions can adapt in globalization situation. Through the exploration of the Liponsoso Keputih, a shelter for people with social-welfare problems in Surabaya, this paper looks at the panop- ticon mechanism employed by the shelter and the form of resistance which is carried out by residents to understand how the relationship between the state apparatus and the ordinary people in the state-funded shelter. It describes the everyday politics through which power and subjectification are undergone and reproduced in the daily activities. By using the qualitative technique, this research observes the everyday politics in Liponsos Keputih and interviewing persons who relate to the information that this research needs. This work concludes that the state domination over the people in the state-funded social facilities remains al- though the demand for alteration approach to the people has been blown up since the 1998 political and bureaucratic reformation. It is depicted in the surveillance technique and social control inside the shelter which posit the occupants as the subject of the working power. Preparation of develop- ment planning involves not only the Regional Development Planning Board and the DPRD (Local Parlement) but also involving elements of community groups, related bureaucracy and technocrats who have both practical and scientific ex- pertise in developing and providing problem-solving for urban areas. Using qual- itative methods supported the use of secondary literature that emphasizes the characteristics of a phenomenon that is studied more specifically to be able to build a conclusion how the political process and development planning in the city of Mojokerto. The results of this study provide an overview of how the imple- mentation process of development planning carried out by the city government and how the role and involvement of all subjects in the process of preparation. Mohammad Isa Gautama Sociology Department, Universitas Negeri Padang - Padang, Indonesia Abstract: The convergence of new media offer new ways of profiling and message dissem- ination, bringing about changes in the media and political culture that have led to a modernisation of political communication. In this third age of political communi- cation, it is interesting to examine how politicians build their image through digital media, in this case social media. In Indonesia, in 27 June 2018 there are 271 re- gions that organize Local Elections. This research will take two samples of political selfie conducted by two contestants: candidate of West Java Governor, Ridwan Kamil, and Governor Candidate, Ganjar Pranowo during the cam- paign period, April-May 2018. The reason for the selection of these provinces are due to the most elected province and personally are the most active contestants in social media during the campaign. Researcher will examine the political selfie phenomena and what is the goals and implicit meaning of the photos uploaded on their instagram account. New media critical theories will be used, mainly based on Pippa Norris of Postmodern Campaigning. The results shows that both politicians have different styles of political selfie, although both aims to build political branding and sense of intimacy with the audience. Abstract: Regarding the potentials of Facebook in bringing positive changes in civic and political life of the people, there is disagreement among scholars. Optimists be- lieve that social networking sites (SNSs) have changed the political and social life worldwide (Attia et al., 2011). These sites have influenced political environ- ments and induced social changes in various countries (Cook, 2010; Marandi et al., 2010; Shaheen, 2008; Guobin, 2010; Smeltzer&Keddy, 2010). Particularly, Facebook has provided new opportunities for citizens to engage, discuss and debate in the political realm (Crompton, 2008). Likewise other countries, Face- book has transformed socio-political scenario of Pakistan as well. Academics reported that Pakistani youth use Facebook for social and political purposes (Mahmood, Zakar&Zakar, 2018; Mahmood, Bhutta, ulHaq, 2018, Mahmood, 2017, Mahmood, 2016). This study examined a relationship between Facebook use and civic participation of Pakistani youth. The data were collected from uni- versity students studying in different universities of Lahore. The results indicat- ed that Pakistani university participate in various civic activities. The study also found that Facebook use of students was correlated with their civic participation.

Beginner voter behavior generally tends to be rational and has the ability to access various media to obtain information. With different characters, net generation can easily get their political education through social media, one of them through instagram. Political education that can be ob- tained by net generation through instagram can be political information, political news that is viral, the introduction of political figures and can reduce the attitude of political apathy so that net generation can become active political participant. In this philosophy public service is a liability based on a spir- it of devotion known as yadnya term. The application of information and com- munication technology in the public service is expected to realize a transparent and accountable service in addition to improving the quality in terms of efficien- cy and effectiveness. The focus of this research is to measure the effectiveness of e-Sewaka Dharma implementation in Denpasar City Government Office. This study used a sample of 100 respondents with non probability sampling technique that is incidental sampling type. The analytical technique used is descriptive statis- tics. Variable used is effectiveness with 3 dimension that is production, efficiency and satisfaction. As many as 51.625% of respondents stated effective on the dimension of production, 54.687% of respondents stated effective on the dimen- sion of efficiency, and 53.861% of respondents stated effective on the dimension of satisfaction of e - Sewaka Dharma. Abstract: Election in Indonesia means two kinds of election participants, namely political parties and Independent. This research is intended to see the process of Indepen- dent election participants who will register themselves to become DPD member candidates who are required to use the applications already provided by the KPU namely the Information Systems of Independent Election Candidates (SIPPP). Prospective independent election participants must collect identity cards and sig- natures, as well as enter the data into the application. This study used descriptive qualitative. The focus of this research is the reception of prospective independent election participants who will register themselves to become members of the DPD.

The result of this research is the rule of using SIPPP application enough to make DPD member candidate difficulty. As a result of the use of the application DPD candidates are required to recruit additional personnel to input data in physical form to SIPPP ap- plication. With this rule feared there will be DPD member candidates who do not qual- ify to be election participants because they are unable to meet those requirements.

This study differs from previous research focusing on improving the quality of DPT using AIMQQuality method through analysis of DPT quality gap before and after SIDALIH use using Wilcoxon Match Pairs Test. The problem formulation in this research is how SIDALIH benefit in ensuring equality among citizens. The concept used is democratic elections with parameters of equality between citizens in the election. The research meth- od used is descriptive analytical with qualitative approach. Primary data obtained from interviews on research subjects, while secondary data obtained from written documents, news and access https://sidalih.kpu.go.id/ from the internet. The re- sults show that SIDALIH is useful in ensuring equality among citizens in elections with transparency indicators. However, there is no room for people accessing SIDALIH to respond and correct data that is not correct/accurate. Needs SIDALIH improvements so that people who feel less than correct voter data can provide feedback. So the equality of citizens in the election can be guaranteed through SIDALIH. The method in this study uses qualitative description and shows that state control limits political participation in the era of digital democracy. Some actors in digital democracy are severely dis- advantaged by the control of the state. The purpose of the state itself is not to limit freedom in democracy but to freedom in democracy not to harm the rights of others. This is because the mass media is one of the channels to obtain political information. Interestingly, the mass media are always actively involved in the reporting of candidates who compete in the election. Thus, the phenomenon that can occur is the unequal amount of news from each candidate in the mass media. At the time of the general election, mass media in North Sumatra province also wrote information about the gover- nor candidate. This study describes the state of the news distribution in terms of quantity. This study has found that there are variations in the reporting of governor candidates in terms of numbers. In some cases there is a phenomenon where the mass media only focus on one candidate. Meanwhile, other candidates are rarely reported. But this study does not want to prove whether the mass media has sided with one of the candidates or not. This study concludes that the trend of partisanship has emerged from the news of candidates that can be seen from the quantity. This phenomenon brings great uncertainty both in domestic and international politics. Modern liberal democra- cies are not able to provide citizens with full access to participation in political life: that is why the gray electoral zone is growing every year, and populist movements and leaders come to power in a number of countries. The article is devoted to the phenomenon of contemporary populism. Attempts at its conceptualization give rise to a contradiction: populism is often described as a phenomenon completely ineradicable, but marginal, receding when the situation is normalized; and at the same time, in discourses that interpret modernity in the categories of post-politics, postmodernism, post-democracy, post-ideology, etc., populism appears as a sys- tem-forming element of the modern political field. The development of Whatsapp has allegedly changed the pattern of formal and informal communi- cation in several government organizations in Indonesia. Research on the utiliza- tion of Whatsapp has been done a lot, but has not found much research on its implications for communication in government organizations. Using the human relations approach of organizational communication, the aims of this research is to describe how the use of Whatsapp has changed the form of organization- al communication on the staff of the Audit Board of the Republic of Indonesia (BPK-RI) representative office in Yogyakarta (DIY). The method used in this re- search is interview and documentation. Interview conducted on officials of BPK representative office in DIY who use Whatsapp, while the documentation is to collect the contents of Whatsapp conversations among the users. Data were analyzed using interactive analysis model of Miles and Huberman. The results indicate that the use of Whatsapp has changed the form of formal and informal communication related to the implementation of duties on the staff. The pres- ence of Whatsapp as well as various features provided in it also make the pro- cess of knowledge sharing and coordination in work become faster and easier. Indragiri Hulu Re- gency is the only regency in Indonesia to be piloting an Open Government Indone- sia (OGI) project with the target to maximize the use of the website for the needs of alternative media information. Based on the assessment of Forum Indonesia untuk Transparansi Anggaran (FITRA) in 2013 Indragiri Hulu Regency scored 23 below the maximum score of 100. This study aims to determine the budget trans- parency of Indragiri Hulu Regency government through its official website. This study uses a qualitative method. The findings of this study indicate that the Indra- giri Hulu Regency government has an official website and accessible, but the web- site does not encounter any special content of budget transparency. As for the publication of budget documents remain to be done but in different content. Fur- thermore, Indragiri Hulu Regency government also does not update budget doc- uments regularly on its official website. This is due to the absence of awareness of local government and the absence of strict sanctions so that people has not be able to access information on the implementation process of local budget policy. One of the me- dia employed by National Election Commission (KPU) as the election organizer is called Political Party Informational System (SIPOL) as a system to help KPU during registration and verification process. In current digital era where everything is conducted via internet, SIPOL is expected to assist KPU’s service toward po- litical parties, as well as to improve transparency during administration process. On the contrary, SIPOL draws some controversies instead. Some political par- ties, which failed during the administration process, prosecute SIPOL to Election Supervisory Board (BAWASLU). What went wrong in SIPOL and why did it keep being supported? This article aims to deepen the analysis about how SIPOL can help improve transparency among political parties; however, during its implemen- tation, it triggers pros and cons between political parties and election organizers instead. It employed qualitative method with descriptive analysis. The data were collected through literature reviews and online data search. The findings indicated that SIPOL, as a web-based informational technology, can provide a space for transparency and administrative discipline; however, it is not aligned with political parties’ preparedness to face the advancement of informational technology. The government transparency can be accommodated through the website, but the last two are difficult to do through the website. Public participation and collabo- ration can be achieved through the interactive nature of social media, including instagram. As other social media, instagram has a uniqueness. Department of Communication Science, Universitas Sebelas Maret,Surakarta - Indonesia Abstract: For the case occurring to the Local Government of Wonogiri District, the office ac- tivities such as delivering official letter between agencies and sub-districts are still using courier service. Meanwhile, the distance between the city and the sub-dis- trict is not close. Although ITC is available, its availability has not been able to replace the conventional way to streamline the activity of correspondence that takes several days. Some research on the use of ICTs that have been conducted previously shows that various factors such as infrastructure, digital literacy and leadership are the keys of succesfull implemetation of ICT. This research used qualitative approach to know what efforts have been performed by the local gov- ernment in introducing ICT specially the e-office and also the challenges to its implementation. The data collection was conducted by using interview and doc- umentation study to Department of Communications and Informatics of Wonogiri District as the institution in charge of ICT. The data analysis was performed by using descriptive and interpretation analysis. The findings showed that training efforts have been carried out to introduce ICT to all agencies. Study of Social Support through Social Media for Migrant Worker’s Children Puspita Titisari Saraswati Nisa Kurnia Illahiati Communication Department, Universitas Airlangga - Surabaya, Indonesia Abstract: This research focuses on adolescent children of migrant workers in terms of their use of Facebook in everyday life. Adolescents children of migrant workers are so- called “left-behind children” because of they are raised in the absence of one or both parents who looking for job as low-wage workers overseas. The absence of parents as a primary agent of socialization in adolescent everyday life, for some teenagers most likely to experience poor mental health. The transition from child- hood toward adulthood can lead teenager facing problems of exploration identi- ties of themselves. Based on result of the analysis, researcher find some adoles- cents children of migrant workers are worried about people’s negative thinking about their self. In this case, they do not make too much personal information available in their Facebook. While the others are faced with a personal problem, they can solve it by updating status through their Facebook. The status message is published with the sole aim to get social support from friends or acquaintances. 44 4th International Conference on Contemporary Social and Political Affairs Surabaya, August 13-14th 2018 | Airlangga University - Surabaya, Indonesia Indonesian newspaper in Hong Kong and Migrant Activism Irfan Wahyudi Abstract: Hong Kong is listed as one of the most popular countries for Indonesian migrant workers. In 2012, more than 160,000 Indonesian migrant domestic workers (IM- DWs) live in Hong Kong, and 70 per cent of them are women. Hong Kong is the premium destination for IMDWs because of its moderately higher salaries, good laws and regulations, and its ambience of independence. The IMDWs can also ac- cess multiple forms of media, ranging from print media to the Internet. This writing specifically discuss about the use of print media as the tool of migrant advocacy.

There are four existing newspapers in Hong Kong: Suara, Apa Kabar Plus, Koran Indonesia (KINDO), and Berita Indonesia. All Indonesian newspapers in Hong Kong depend on advertising to meet their running costs. Each newspaper allocates around half its pages to advertising. The existence of newspapers helps the IMDW community to stay abreast of recent news and infor- mation about their community and livelihood in Hong Kong. Newspaper journal- ists also actively contribute to migrant activities and are influential in the capacity building of IMDWs. Nevertheless, conflicts between newspaper journalists and migrant organisations have affected the newspapers’ credibility. Distrust declared by migrant activists about several Indonesian free newspapers in Hong Kong has been a major driver of IMDWs publishing their own version of print media, namely Vokal and Sinar Migran.

The methodology used is ethnography. Fieldwork conducted in Hong Kong Spe- cial Administrative Region (SAR) in 2013 and 2014. Participant observations, in- depth interviews, and focus group discussions were conducted in this research. Keywords: newspaper, community, migrant, activism, ethnography

This understanding is related to the environmental con- ditions and local communities, especially women in Rembang. The background of this research is the existence of permit for establishment of cement factory by Rembang Regency Government and Central Java Provincial Government for PT. Cement Indonesia. The Society think the permit does not consider the existence of people who depend on nature around the environment. The problem of this re- search is the women’s knowledge of nature. This study discusses how the move- ment and the strategy of rembang mothers are, to preserve nature on the slopes of the Pegunungan Kendeng Utara, District of Rembang, Rembang Regency, Central Java. This study uses a critical paradigm and is analyzed with social con- struction theory, social movement and ecofeminism. The data in this study is the primary data which is obtained directly from the research subjects. The subjects of the study were 9 women, called 9 Kartini, who were the actors of the cement establishment rejection. The collected data is the subject’s answer to the open interview. Observation is done by making records of events that occur during the field research. Observation also aims to describe the phenomena that researcher wants to observe. The construction which constructed woman as mother earth is internalization stage which become base of knowledge of mothers in Regency of Rembang. Basically the construction of women as Mother Earth is formed through the process of internalization, externalization and objectivication. Gender equality is a form of externalization process of mothers in Rembang. Their action is a form of objectification process. The purpose of this study is to explain the assistance to the SIWI community who have concern for the con- dition of children working in the worst jobs sectors for children. This research is descriptive research using qualitative method. Research location in Surabaya with data collection in the form of observation, indepth interview and FGD. Infor- mants for this research were PRTA, community leaders, Dinas Pengembangan Sumber Daya Manusia dan Kebudayaan, Child Protection Institution, Dinsos- nakertrans and Education Office. This study resulted in more vulnerable domestic workers exploited and socially excluded, as they were treated like an employ- er’s property. With this SIWI community they can gather together, share stories about their daily lives, knowledge, and skills to gain information and access to their better jobs and not become domestic workers anymore. The implications of this study are that access to basic services and policy advocacy at various levels should be enhanced to ensure the realization of child labor protection. 4th International Conference on Contemporary Social and Political Affairs 47 Surabaya, August 13-14th 2018 | Airlangga University - Surabaya, Indonesia (Not) a Reality in a Documentary: A Case of “Hazardous Child Labor on Indonesian Tobacco Farms” Documentary IGAK Satrya Wibawa Department of Communication, Universitas Airlangga - Surabaya, Indonesia School of Media, Creative Art and Social Inquiry, Curtin University - Perth, Australia Abstract: This paper discusses how documentary presents its claimed fact as a narrative and is justified as a narrative in two documentaries about child’ labour in Indo- nesian tobacco industries. Indonesian Human Rights Watch (HRW) released the film “Hazardous Child Labor on Indonesian Tobacco Farms” on youtube in 24 May 2016. The documentary film is used as a campaign on child labor cases in tobacco plantations in Indonesia. This documentary film stands against child labour by presenting negative aspects of child labor. The film urges the govern- ment and society to end the practices. Then on November 8, 2016, Narasi In- donesia, a local production house, which claims as a genuine supporter of local tobacco industry, launched a documentary film entitled “TABAYYUN: Hazardous Child Labor on Indonesian Tobacco Farms Documentary”. The film presents a rebuttal of the documentary content released by HRW, and implies that the HRW version of the film presents incorrect data and fabricates the presentation of facts. The dialectics between the two films reflects what Michael Renov (1993) has -ar gued that every documentary will claim his own “truth” by coupling connectivity with history that transcends the analogical genre of narrative fiction. David Bor- dwell and Kristin Thompson define that the documentary film is a film that does not manipulate characters, space and time in narrative. However, in this case, Narasi Indonesia claims that their content is a genuine fact and reality to encoun- ter HRW’s version of fact and reality. This paper will describe how these two documentaries creates a discourse of fact and reality to endorse their own truth.

Roonkaseam, N., Muekthong, T., Kaewkamthong, P., Paileeklee, S., & Peungchuer, K.,2017) to examine the pattern and media recep- tion behavior of target groups in the community and to develop appropriate communication strategy in enhancing community participation in drug abuse prevention and solving drug problems in Thailand. It further aimed to develop communication media models to enhance community participation,based on participatory communication and observatory study, literature review, and secondary data collection from the media archive of the Office of the Narcotics Control Board (ONCB) from June to August 2017.

This paper focuses in the area of developing, creating, and testing two sets of prototype motion-graph- ics as a communication tool to enhance the community’s participation in drug prevention. It was based on the results of a previous study and data collection in order to emphasize the structure of the motion work based on gaining attention, specific objectives, activating prior knowledge, introducing new information guidance learning, eliciting responses, audience awareness, and application. The prototypes were exhibited for the same group or target audience and in depth feedback was collect- ed through interviews with the focus group. Results indicate that most community members have received only one-way communication on drug prevention campaign from ONCB who has delivered the media to various communities. The appropriate communication strategy for the community should rely on the receiver’s perception and need; conveying the impact of drug abuse, legal punishment and recommendation on how to prevent family members from using drugs. The use of motion-graphic as a communication media resolved several issues identified from previous usage of provided media by the ONCB such as it gained attention from young participants, delivered clearer massages and was easier for audience to remember the information in visual format along with narrative voice over. This situation gave us view that Youtube is still the most used and liked social media channel, followed closely by Facebook and Whatsapp. Vlogger phenomenon are also getting stronger among Indonesian young people, proven by the increasing number of content production on You- tube ranged from artists, public figures and ordinary people, which then popularly called as Youtuber. One of the popular Youtuber is Raditya Dika whose subscriber reached more than 3.3 million, and estimated income per year around USD 46 thousand to USD 739 thousand. The problem that arise is about the violation of copyright in background music that are used by Indonesian Youtuber. This re- search tries to dig further data about youtube policy in protecting copyright issue in in that area. This research uses content analysis method on 30 videos from top 10 Youtuber in Indonesia as the unit of analysis. Result show that some of the Youtuber still violates the copyright issue while using background music on their Youtube materials production. Abstract: Since 2011, the Indonesian FTA TV industry has been forced towards digital mi- gration due to the need to increase broadband services. However, the main ob- stacle for implementing digital TV migration in Indonesia is that the current Broad- casting Law No.32 (2002) does not acknowledge ‘multiplex operators’ which are going to be part of digital broadcasting system, especially as the one to hold spectrum licences. In response to this legal absence, the Indonesian legislature (DPR) and the Ministry of Communication and Informatics (Kominfo) have con- sidered amendment to the Broadcasting Law as crucially necessary. This paper, therefore, aims to examine the drafts of Broadcasting Law amendment proposed by both the DPR and the Ministry of Kominfo. By applying qualitative policy doc- ument analysis and literature review, this paper will examine how multiplexing and multiplex operators are proposed to be regulated? What aspects of multiplexing and multiplex operators that have been overlooked and therefore left unregulated? How this plan of multiplexing arrangement will potentially impact public interest, competition and media diversity in Indonesia. Finally, how these policy documents reflect the understanding of Indonesian policymakers on the issue of digital broad- casting migration. This is the main question when the emerging of Internet brought negative excess in our daily life specifically in the field of privacy. Speaking of the Internet, Big Data is increasingly used as the main source in predicting Internet user’s behavior by collecting and processing user’s personal data. Those prediction will enable and transform society insight in the digitalized era. As a result, there is no doubt that big data is a valuable tool to generate money for business entity, to predict consumer behavior, to predict certain criminal activity in the security field, and even further, able to control citi- zen behavior in every aspect of life. Thus, the debate over the use of Big Data is whether it leads to disruption of the right to privacy. In addition, there is a relativity view of the right to privacy, while one society considers privacy as important thing, it could be less important in another society. Abstract: City branding is the identity of the city that contains the pride of the population against the city. This pride, for example, can be found in uploads in social me- dia, especially on instagram. Therefore, a search of these accounts to determine its potential in forming city branding. Qualitative content analysis is performed to identify the strategy of these accounts: insta-Pinrang, pinrangkeren and pin- rangupdate to popularize the tourist spots in Pinrang. Furthermore, recognized the potential of these accounts in ecotourism development objectives and the establishment of city branding Pinrang. The results of this study can be a ref- erence for development planners on strategies used in social media to popu- larize the natural attractions and their potential in the formation of city branding.

This is important for the community because the development of local tourism has a very close relationship with the social welfare and economic growth of the region. This can be indicated by the indication that the area that has complete tourist attractions can have a better level of social welfare and economic growth. The research here uses an online search method of selecting and ways of government, in this case the Government of West Java, choosing and advertising tourist attractions in West Java. The research findings show that besides design- ing and implementing tourism development plans, the West Java government also involves the community, employers and even the Indonesian central government in the region. Abstract: As a developing country Indonesia faces many societal problems including those related to inequality. To address this problem, the government invite the private sectors to contribute more to reducing inequality with their CSR practices, in- cluding the tobacco industry which has a dominant presence in the country. This study investigates the response of the local community in Indonesia towards the CSR practices conducted by the tobacco industry. Case study method is used in three different research settings. The data were gathered using interviews and focus groups discussion with local communities. The result shows the apprecia- tion and possible emotional response of gratitude from those benefited from the tobacco industry’s CSR initiatives hence generating support towards the con- troversial industry. This is due to the perceived failure of the state in delivering good governance to the people. (Brown, Oday, and McLeod, 2015, PP 124) explane that disabilities who work with tools such as sticks, wheelchairs, communication devices, and tools that help people with visual impairments to access information.

Equally important, transportation also has a role in increasing productivity. “If the city is able to provide mass transprotation, it will greatly assist the community in cost efficiency and be able to support productivity” (Istiyanto and Mulamin, 2017, PP 100). journey that takes a long time, congestion, and vehicle speed disclosure to reach deposit target become obstacles in mobility transportation needs. Likewise, for the disability, some are unlikely to ride private vehicles like the visually impaired and deformed in the weight category. So online transportation becomes an efficient alternative in supporting the mobility of the blind who mostly work as a therapist. By using an existing device phone, they can easily access it for faster services.

The digital market in Indonesia presents new challeng-es for current competition, such as Grab, Go- jek, AirBnB, etc. In order to meet rising demand, market place have attempted to adapt themselves to the new changes and challenges. This is a face of global capitalism that is very old but at the same time fundamentally new. It is considering old because of its objective to relentless competition in the pursuit of profit, and the pursuit of individual satisfac-tion (deferred or immediate) is its driving engine. But it is fundamentally new because it is drove by technologies in information and communication that are at the root of new productivity sources, new orga- nizational forms, and the construction of a global economy. Social development today is determined by the ability to establish a synergistic interaction between technological innovation and human values, leading to a new set of organizations and institutions that create positive feedback loops between productivity, flexibility, solidar-ity, safety, participation and accountability, in a new model of development that could be socially and environmentally sustainable in mostly digital era. The emergence of digital society is part of the consequences of this new form of global capitalism. This study analyz-es how new global capitalism and the emergence of digital society manifested in a vulnerable era of globalization with asymmetric in-formation dissemination in Indonesia. The concept of Transnational Capitalis Class (TCC) explained by Leslie Sklair is used to explain the phenomenon of glob- al capitalism in the digital era, particularly in Indonesia. This study argues that global capitalism in digital socie-ty era is the innovation of the old version of global capitalism. However the using of technology particularly in information, communi- ca-tion and transportation sectors is an inevitable phenomenon yet not everybody could get access into the internet generally. As a result, the closure led to economic loss for South Korean companies for approximately 2 trillion won. KIC and its political implications were significant to be examined since itwasthe only remaining bilateral cooperation between the two Koreas as they had been divided post Korean War in 1953. T this research paper aims to examine the rea- sons behind the decision that has been taken by South Korea in closing the KIC in 2016. This research is an explanative research by using qualitative data analy- sis. The theoretical framework that used is foreign policy and the rational choice theories. This paper finds that South Korea response to North Korean nuclear test in 2016 regarding the role of KIC was different compared to previous nuclear test in 2006, 2009 and 2013. Regarding the last three nuclear tests, South Korea had never interrupted the operationalisation of this complex, until 2016. On the contrary, North Korea was the one who usually disrupts this complex they even choose to close the KIC in 2009 and 2013. This research reveals four determi- nants that influence South Korea decision to close KIC, those are North Korean government revenue, nuclear proliferation, the political tension between two Ko- reas, and pressure from the United States. Looking at the situation, India in fact has reached the stage of what is called the information economy, which is a typical economic style of developed countries. Using the diaspora role approach as a state development actor, the authors have a thesis that the success of India in addressing the problems of human capital needs relates to their success in utilizing the diaspora that acts as a technological and knowledge transfer initiator, an additional number of human capital, and transnational bridges between multi- national and state enterprises - the country is advancing with India. Ac- cording to article 18, Law of Consumer Protection states that application of stan- dard clause requires to take heed of some restrictions that is listed under the Law in relation to the objective of preventing consumers who are not familiar of the law to incur loss. In regards to that, in Indonesia, for the agreement to have an ideal value of verification based on Burgerlijk Wetboek article 1870, business people in general will ask for the agreement to be taken to notary to change its status into authentic deed.Issues will arise if the standard form contract between the business people and their consumers is initiated without the authentic deed status. Therefore, the restriction in the Law of Consumer Protection article 18 could be applied. However, when the standard form contract status has been changed into authentic deed, the condition of Law of Consumer Protection article 18 could no longer be applicable. This issue arises based on normative jurisdiction review whereby the terms and conditions of the standard form contract have to be concluded by business people before the consumers agree with the contract. Nevertheless, authentic deed especially notary deed often states, either by im- plicitly or explicitly, that the whole contract formation is initiated in the presence of the notary, and not made priorly by business people. This fact is justified by the characteristic of authentic deed that has an ideal strength of verification in the jus- tification by notary as the general officials if some events have actually taken place.

The era in which archives created is not printed on paper. Archives are also unwittingly created by themselves through the daily virtual activi- ties. It can be observed through the phenomenon of social media usage, which to- day most youths have it, even depending on its function. This paper aims to analyze the born-digital archival concept that occurs on youth behavior that have been em- bedded in this digital age. This paper uses a qualitative approach, the data in this paper are obtained through literature studies and observations of social phenom- ena in Indonesia. Then the data obtained are collected, analyzed, interpreted, and presented descriptively. The result of the paper shows that youth’s habits and de- pendence on social media today unconsciously leave records and create digital-ar- chives. The need for recognition, and the identity seeking become the main factor of youth’s dependence on social media that also forms the born-digital archives.

The purpose of this research is to understand the tendency of adolescents in using social media in the digital era. This study was conducted by the quantitative-explanatory method and the research was done in three areas in East Java, namely: Surabaya, Kediri and Pasuruan. The results of this study indicate that the tendency of adolescents in us- ing online-based social media is quite high. It showed more than 50% of respon- dents using online social media such as Instagram (80.8%), Facebook (55.8%), Line (63.8%), Youtube (77.8%) and Whatsapp (87.5%). From various types of on- line social media, Instagram became the most widely used application, compared to Twitter which currently abandoned by the teenagers, especially high school students. The survey results demonstrate that 20% or equivalent to 83 from 400 respondents said they still use social media. Facebook as one of the longest on- line social media presence in the community is still often used by the teenagers with the total amount of 55.6% or equivalent to 223 of 400 respondents. The Indonesian young generation who born in the millennial era is referred to as a golden generation which also served as the demographic bonus. It is because they are expected to bring the development and integrity to this nation. However, the demographic bonus could be a burden for the countries, particularly when that generation lack of competitiveness and even causing the disintegra- tion within this nation. This study was conducted by a quantitative-explanatory method in three areas in East Java, namely: Surabaya, Pasuruan, and Kediri. The population of this study are senior high school students both in public and private schools which based on Islam, Christianity and Catholicism with the total sample of 400 students. The results of this study show that student’s tolerance attitudes and behaviours are not significant. It is due to the exposure of various social media that they accessed which the knowledge about multicultural values are insignifi- cant as well. Social media is used by Korean Fans in Indonesia to show and introduce their self as a fans in Fans Kingdom (Fandom), a term for Korean Boyband/Girlband fans commu- nity. One of the social media that used by fans is facebook. There are so many accounts in facebook that is used for competiting and showing about how up- date they are in their idol. This research is qualitative that will explained in de- scriptive about the using of social media facebook by fandom “EXO-L” (fans of Korean boyband EXO) as their self-represetation. Data were obtained through depth-interview with several Indonesian Fans that joined EXO-L fandom in Face- book group, and also obtained through abservation, documentation, and literature study. The result of this research are descriptive analysis based on three modes of self-representation in social media: visual, written, and quantitative. Self-repre- sentation is shown by EXO-L through their posting and another activity in face- book that represents or has represented their self, feelings, thoughts, and actions. When many com- mercial radios have entertainment and news formats, with pop music. Radio Jodhipati FM chose its positioning as a Javanese culture radio, with 100% Java- nese programs and using Java language. This positioning started in 2004, based on the strong demand of radio listeners who want to listen to broadcasts of leather puppet (wayang kulit) programs. Utilization of internet, streaming broadcast, face- book and whatsapp makes the interaction of listeners with radio managers be- come closer and more familiar. The adaptability that radio Jodhipati FM has in uti- lizing communications technology is proving several theories, including: Marshall McLuhan’s determinism of technology, encoding and decoding from Stuart Hall, mediamorphosis from Roger Fidler, sociology of the audience of Walter Benjamin and the network society of Manuel Castells. This qualitative research collects data through virtual ethnography, by engaging in a virtual world for the purpose of iden- tifying the behavior and social relations of Jodhipati FM radio listeners within the network society. Equipped with participant observation and in-depth interviews. Radio listeners are no longer passive, they are increasingly instrumental in the process of radio programming as well as in the selection of communications tech- nology used for broadcasting. Some of the Jodhipati FM radio programs are the result of the discussion and the work of the listeners. Includes the use of stream- ing broadcasts, so that Java culture programs can be heard to foreign countries. The purpose of this study is to examine how to know the shift of women’s occupation from offline to online in the information society. The de- scriptive qualitative approach performed in this study is used to describe the shift in occupations experienced by women to obtain equality through online business. This paper found that through information technology, women have transformed from workers who previously worked in companies to owners of online business- es. It can be seen that after running an online business, their experiences satis- faction which provides greater economic revenues and freedom in expressing her creativity. In addition, they also becomes better known by the society, and can help women in her neighborhood. Artaria Social Sciences Study Program, Universitas Airlangga - Surabaya, Indonesia Abstract: Gender identity in Indonesia remains problematical, as cases of transgender sham- ing occurred every now and then. The development of Indonesian gender identity is built on binary assumptions that women and men are the only two genders in social construction, no third or fourth gender. However, it was socially accepted that there were other genders beyond the binary existing genders, even from the beginning of the 18th century in the classic La Galigo texts of the ancient Bugis in South ; who recognized five types of gender. In general, transgender is constructed as a transvestite in its popular term—the male in female appearance. However, there is also cases of priawan, females who prefer to look like males. Priawan are biologically females. They have not been well recognized in public dis- course. This research was conducted in Jakarta and Surabaya because they are urban areas that represent big cities in Indonesia. There were five respondents be- ing interviewed using snowball sampling technique and semi structured questions. In this study we find that someone can not automatically assign gender definitions according to their biological sex. Using the theoretical performance approach of Buttler, these priawan form their subjective identity through the construction of self-identity. On the way to the construction of self-identity, the priawan also suffer harassment from the society, the workplace and even their family. We conclude that priawan belong to the 3rd gender in which the body remains females but they feel and represent themselves as males. LGBT people in Indonesia become a minority group that makes the LGBT isolated or shunned in the environment. Controversy LGBT phe- nomenon can be transmitted to others become one of the reasons why people in Indonesia feel the need to stay away from the people. This negative view affects the LGBT to reach the coming out, is the process by which LGBT tells others about their sexual orientation. LGBT people in Gorontalo conduct activities fo- cused on the prevention of HIV and Aids among LGBT and the general public who cooperate with local government so that the realization of community life (lgbt) that behaves healthily, skillfully and socially in Gorontalo Province. The method used in this research is interview and documentation. Interviews were conducted on Binthe Pelangi Gorontalo members while the documentation was to document all the activities that the resource person did. Data were analyzed using Miles and Huberman interactive analysis model. The results of the study indicate that the effect of the implementation of social activities conducted by LGBT people can have a positive impact because it is very helpful for LGBT people to comeout. This paper is intended to reveal how the practice of girl marriage could be elim- inated by using a gender mainstreaming strategy. This paper will also dismantle the actors that support the ongoing practice of girl marriage. This paper is based on research conducted in poor villages in the province of East Java, namely in Sampang Regency and Ponorogo Regency. This study is a feminist perspective research with research subjects of parents, community leaders, formal leaders, and leaders of women’s organizations. Data collection techniques used in the study were in depth interview technique on 20 informants and interviews using questionnaires on 200 respondents. This study shows that the practice of girl marriage is still supported by the respected informal leaders, mainly male lead- ers. Implementing gender mainstreaming strategy could reduce the practice of girl marriage in poor village since gender mainstreaming strategy is based on local wisdom. In addition, this gender mainstreaming strategy empowers wom- en as agents of change, whose women are the ‘victims’ of the girl marriage. Gay men need to express their homosexual feeling despite re- sistance from society. The paper is based on qualitative and quantitative research to describe and assess the current use of social media in Indonesia, paying specif- ic attention to how it is transforming sexual negotiation among gay men and other MSM. Its objective is to gain an understanding of how online social interactions are transforming gay and MSM Indonesians’ experience of sexuality, identity and community. The findings demonstrate how participants are very committed to so- cial media shown by the degree of openness in declaring their sexual orientation. Specifically, this research discovers that social media is used mostly by youth to find partners and connect to other gay men as a means to construct their sense of community and belonging. Interestingly, one of the results also reveals the fa- vorable reception of gay men toward women when it comes to sexual relation. It comes in an emotionally attractive and interactive form through movies, audios, or other forms of media. Storytelling builds communica- tion through child communities that allows us to learn the cultural background of the children. Through social and emotional experience, storytelling can help the development of spoken language and improve the literacy skills of early childhood and build cultural literacy awareness. Broadly speaking, digital storytelling is a literacy strategy that can be suited to the characteristics of children through the use of information technology in any kinds of learning. Several articles, illustrating the study of the effect of storytelling techniques in improving children’s emotional literacy, contributed to the idea of this research. This research applied a qualitative approach with descriptive data analysis and interpretation analysis to determine the effect of the use of digital storytelling in building emotional literacy and so- cial skill in early childhood in Wonogiri District. The data were collected by us- ing documentation and interview. The results show that when children use digital storytelling, it can help them in assuming their oral, reading and writing abilities. Storying stretches the child’s imagination, encouraging children to learn different ways of thinking. The digital era is one of social and cultural phe- nomena, sometimes social and cultural practices can change in this era, including storytelling. This study aims to analyze the role of digital storytelling in children’s education in kindergarten. This study uses a qualitative approach, where the data obtained from the interviews of children in kindergarten together with their parents after doing storytelling activities in digital form. The data obtained is then reviewed and analyzed with some related literature, so that it can be deduced to interpret the results. The results show that storytelling in digital form is very effective for children who grow in the digital world today, with this method they are more en- thusiastic in learning. Storytelling in digital form makes it easy to remember the storyline that occurs, the effect is what they watch applied to their daily lives. How did the parents control their children’s usage of the internet and how did their children react were questions to be answered in this study. The study used a qualitative ap- proach in order to get the natural settings in which there are many behaviors and events occurred. This study also used a communicative theory of interactionism, because the theory could lead the researchers on the structure, regulation and parental procedures that could have a significant impact on family education. This study found that in order to carry out their functions as the guide, the parents al- ways make themselves available for the children. To that end, the parents, among others, absorb and collect the aspirations of the children; accommodate and fol- low up the aspirations and complaints; and give morally and psychologically to the children. What is the basis for them to make rational choice to pursue their work and how life they live in the library world. The phenomenon of school librarians is very important because the perception and the image of the librarian as a profession is not well perceived. This research uses qualitative approach, with phenomenology study, and in-depth interview. The total of six respondents who are the librarians served as the information reseources through interview by using the Max Weber Rational Action theory guidelines. The results showed that the actor chose the profession as a school librarian, they always consider all the risks particularly when it comes to the benefit which generates from this profession. The actors realizes that the tools are able to be well managed and maximized for greater profit. Researchers classify the rationality of actors into three types, those are instrumental rationality, value-oriented rationality, and substantive rationality. All actions taken by the school librarians aim to benefit by maximizing all the tools and resources they have. A school librarian in choosing his profession always involves rationality so that in his daily life they always consider the maximization of the benefit that they receives. The sampling technique used in this research is random with explanative quanti- tative method. The results obtained from the calculation of the first hypothesis can be seen that there is a significant influence between the quality of service to library usage with t count> t table 2.091> 1.98. Calculations obtained from the second hypothesis can be seen that there is a significant influence between the quality of service to reader satisfaction with t count> t table 5.963> 1.98. Calculations obtained from the third hypothesis can be seen that there is a significant influence between library usage to the reader satisfaction with t count> t table 4.862> 1.98. The last hypothesis there is influence between service quality variable to satisfac- tion of user with library usage as intervening variable with result of direct influence 0,490 and indirect influence 0,080 however, the influence of indirect variable still must be considered because it will produce bigger total influence that is 0,57. Nurul Sari Communication Department, Universitas Airlangga - Surabaya, Indonesia Abstract: This research evaluates the implementation of Broadband Learning Center (BLC) program as Surabaya city’s Information Communication Technology (ICT) devel- opment in building Smart Community as one of the crucial part in Surabaya smart city establishment. Surabaya government, BLC as ICT facilities, and community as the city people, are necessary to be integrated as three main dimensions aim- ing at smaty city. The study applied case study approach. Data was gathered by in depth interviews and observations. Interviews were conducted to BLC coor- dinator in government institution, representations of BLC facilitator in 5 parts of the city areas which provides BLC facility, and representations of youth, women, and aging community as BLC users. Observation was held in BLC spots while its activies are running. Remarkably, the study indicates that the program performs digital literation innitiatives which establish community ability to understand and to use information from digital sources. However, it has been challenged by the conception of digital literation in boosting smart community which should enable community to connect and interact with, also making use of information. Abstract: Hate speech considered as one of the problems in digital media, including Twit- ter. College students as the active users or netizens seem necessary to protect themselves from it. Hate speech cases that discovered in Twitter perhaps avoided by mastering digital literacy. Therefore, this research aims to find out the digital literacy competencies of netizens activity in Twitter on Communication Science’s students of Yogyakarta. The method used in this research was qualitative by gathered data through the in-depth interview then analyzed using Paul Gilster’s theory about Digital Literacy. The result of this research stated that Communication Science’s students of Gadjah Mada University Yogyakarta have digital literacy competencies based on four competencies. They are internet searching, hypertext navigation yet still need improvement on content evaluation and knowledge assembly competencies since they tend to critical on their interest and not assembling the knowledge yet from others media to find the new one. Unfortunately, media institutions perpetuate the stig- ma through impressions of reality that seem to reflect the real lives of the PWD. We studied the PWD’s representation on the reality shows in Indonesia—“Mikrofon Pelunas Hutang” and “Minta Tolong New Season”. We used semiotic analysis of John Fiske by looking at the depiction of PWDs in the reality shows. The data are analyzed by looking at 3 processes in the representation, ie.: at the level of reality, the level of representation, and the ideology level. Recent studies show that the microblogging platform has the ability for its users- either groups or individuals- to use frames in order to bring attention to specific issues. By mapping the conversations about autism on Twitter for 6 months period (November 2017- January 2018 and March-May 2018), the intended findings later will be expected to give further insights on (1) how the top- ics of autism are framed and (2) how autistic people are portrayed on Twitter. Using DiscoverText (a text and social data analytics software) and Twitter API search, tweets were generated using certain keywords related with autism in Indonesian language, such as “autism”, “autistic”, “special needs” and “neurodiversity”. The analysis later will be done by applying the traditional and progressive models of disability developed by Clogston (1994) as a framework to investigate the domi- nant frames on Twitter conversations about autism in Indonesia. Presumably, the expected result will point more on the traditional perspectives, which focus more on the disabled individual’s differences from others in society. On the other side, digital-based services are expected to increase the independence and the participation of citizens. Sidoarjo has a maternal and neonatal care service which is digitally based and multi-actor to collaborate. This study aims to describe the community empowerment through maternal and neonatal care service in Sidoarjo. Empowerment of communities means increased control over life and coping skills. This research employed qualitative method with the purposive technique to deter- mine the informants. This research finds that the maternal and neonatal care service made communities gain new abilities and ways to participate in the network of gov- ernment. The communities through multi-stage processes gain better networking, communication, cooperation, and increase the competence of communities to act as the influential participant in public service. In this case, communities viewed as subjects or actors who have abilities to develop. Communities not just as an object who lack to participate, but also actors who involved in the public services process. Abstract: This study aims to describe the service innovation strategy for elderly patients conducted by Pandian Community Health Center, Sumenep Regency, Madura. The background of this study is the large number of elderly patients in Pandian Community Health Center, even increasing every year. When compare with gen- eral patients, the number of elderly patients reach 36%. The results of this study indicate that the service innovation strategy implemented by Pandian Community Health Center consists of five things as described by Mulgan & Albury (2003), namely innovation of product, process, method, system, and policy. Product in- novation is through a special service for elderly called “Elderly Friendly”. Process innovation is through the acceleration of service time by providing a special queue number. Method innovation is through the provision of special rooms and doctors for elderly. System innovation is through integrated services for the elderly. Lastly, policy innovation is a motto “Giving Service Courteously and Friendly” and a work culture of “Smile, Friendly and Spry”. Abstract: The purpose of this study is (a) to describe the prevention of tropical diseases of dengue hemorrhagic fever based on the behavior and local culture of the commu- nity; (b). formulate a strategic health policy for the prevention of tropical diseases of dengue hemorrhagic fever; (c) create a model for combating tropical dengue fe- ver based on the behavior and local culture of the community. This departed from the phenomenon of tropical diseases caused by dengue virus carried by mosquito vectors causing almost as many as 129,179 people were infected, of which 1,240 died. The theory used is the cultural approach and behavior of the community. The research method used is descriptive qualitative. Research locations in Jom- bang Regency and Malang Regency. Data collection techniques with in-depth interview, observation and documentation methods. Checking the validity of the data is used data source triangulation techniques. Data analysis techniques using interactive data analysis techniques of qualitative models. The results of the study are (a) local behaviors and culture that are oriented to- wards “clean culture” are key in preventing dengue fever, (b) preparation of sanita- tion fever-based dengue fever management policies in the community, (c) behav- ioral models for dengue tropical diseases local culture. This study examines the background issue of junior high school students who perform cyberbullying and how the reactions arise from victims of cyberbullying. To analyze directly Peter L. Bererger’s social theories and symbolic violence by Pierre Bour- dieu, in his analysis of the three-dimensional Berger of Externalization, Objectifica- tion and Internalization while Bourdieu uses three concepts: Habitus, Environment and capital. This research uses the qualitative method, descriptive type and social paradigm. Obtained findings of interaction data from selected keyword informants with a snowball. The results of research used are the habits and environments that are able to provide benefits in the use of social media for junior high school stu- dents with supported capital or tools to access the internet. Cyberbullying through direct attack and by proxy. Direct attacks include insulting messages and tasks while account proxy is over. In general, compared to countries with similar demographic, Indonesia is still con- sidered capable of managing issues arising from differences in racial, ethnic and religious identities. Challenges and obstacles arise in managing of inter-identity, cross-community relations. The lessons from the founding fathers has been traced back as the source to build a strong, peaceful yet pluralistic society. The rising of Islamic fundamentalism and radicalism are admitted of the toughest challeng- es. The label of Islam is burdened in addressing the phenomenon. It apparently has potential conflict, the peaceful harmony is at stake, even among the Muslim. Social media platforms has been serving positive and negative roles to the issue as the post-truth society is growing bigger. There are some concerns about the negative trends in cyberspace can undermine the foundation of harmony among religious communities in Indonesia. As the Huntington prognosis about the clash of civilization, Indonesia has been expected to restrain the conflict as the peaceful face of Islam. This study focuses on the adoption of the multi-use of social media platforms from Yufid Network for the purpose of effective da’wah. The method used in this study is descriptive qualitative, by collecting actual information in detail de- scribing the symptoms as well as identifying problems and checking the events that are happening. Yufid Network utilizes the large number of social media us- ers in Indonesia as a strategy to reach its target of da’wah. Based on the re- sults of the study, with the nature of social media that is easily accessible to anyone and anywhere, Yufid Network tries to give a non-rigid approach so as not to impress patronizing, so it can be accepted by anyone who accesses it. Therefore, among the many shortcomings of social media, Muslims need to adopt the advantages of social media to increase the scale of da’wah to so- ciety. Spiritual needs are obtained from various paths, one of them through religion. Some people study the Islamic religion and finally choose to embrace the religion of Islam as their life guidance in the process of meeting the needs of spirituality. The purpose of this study was to determine the behaviour of information seeking among Mualaf at Al Falah Mosque Surabaya. This research uses the approach of Information Search Process theory. This theory explains the existence of initiation, selection, exploration, formulation, collection and presen- tation in every process of information seeking among the Mualaf. The research method used is quantitative descriptive with the number of respondents 30 peo- ple who mualaf in Muhtadin Institution Masjid Al Falah Surabaya. The number of Mualaf in Indonesia in 2016 was 2491 people. There is an increase in the number of Mualaf around 5-6 percent from the previous year. The number is expected to continue to increase given the current many studies about the religion of Islam. The number of Mualaf who make a pledge at Al Falah Mosque Surabaya in 2017 was recorded at 161 people. The result of the research shows the involvement of each stage of Information Search Process of information seeking behaviour among the Mualaf registered and active in Muhtadin Institute of Masjid Al Falah Surabaya. The conclusions of this study indicate that Mualaf in Surabaya begins the information seeking from the urge to become a Muslim. Good Muslims then encourage Mualaf to search information through information channels deemed appropriate to their information needs. Satisfaction after sharing information with fellow Mualaf is the end result of the information seeking process. I analyze this problem by us- ing the globalization theory from Appadurai who argue that mediascapes play an increasingly influential role in the possible identities and lives that individual imagine for themselves. Democracy is an ideal system for developed countries to be practiced in developing countries or third world countries. The wave of democracy that struck third world countries including the State of Indonesia, brought the impact of the entry-era of globaliza- tion. Democracy is the main door of the globalization era. A democracy based on freedom and human rights has a tremendous impact on the dynamics of so- ciety. Especially freedom in utilizing social media. The freedom of social media in posing positive or negative issues poses a lighter in the development of religious populism. One of the evidences of the development of religious populism is the existence of a social media account called MCA (Muslin Cyber Army). MCA utilizes social media in channeling aspirations related to political issues. So this research will question related to social media utilization by MCA so that able to change mindset from society related to political issue. The methods we use are social media analysis and literature studies. MCA movement is indicated to have a polit- ical content, because the content that is disseminated always tangent to political issues. So it can be said that virtual democracy impact on the growth of religious populist movement in society as well as MCA.

The development of information-communication technology today has given rise to new challenges in the contemporary Indonesian society. On the one hand, it has opened the communication space among citizens in a more demo- cratic way. On the other hand, it has also raised a number of issues. One such issue is the rise of primordialism through social media. A number of studies have shown an increasing trend of primordialism based on religious, ethnic, and class identity through social media. There are ongoing process of production and reproduction of false information on social media for a particular interest. Fake news, hoax and slander spread through social media. Furthermore, facts and truth seem no longer important. In a post-truth society, the most important thing is to convince the mass- es for a certain goal. Using critical discourse analysis method, the author analyzes the netizen conversations on the election of Governor of Jakarta in 2017 as a case study of identity politics in Indonesia. Furthermore, it is observed as the global phenomenon that cyberspace became a significant site of such contestation, where disinformation and hate are frequently rampant (Bradshaw and Howard, 2017). In particular, Indonesia has recently witnessed the rise of political figures who embrace the aspiration of dissatisfied people, in which conservative Islamist group is one of the notable contestants among others who attacking each other in cyberspace by frequent use of social media and fake news. Nowadays, mass media tend to comply with the interests and policies of the media owners. This phenomenon is likely to increase, particularly if the media owners hold a position as a chairperson of a political party. This situation often contradicts the journalists’ personal beliefs. At the same time, the journalists are required to decide whether being obedient to the editorial policy or to uphold their values. This study aims to investigate the experience of jour- nalists in the process of verification in the post-truth era. Therefore, the research question is: how the journalists’ experience in the verification process must be interpreted? Moreover, amidst the overwhelming exposure of information in the digital age, journalists tend to spend more time looking for news updates rather than verifying new facts. Media phenomenology method will be used in this re- search. The main focus of this study is the experience of the respondents. The hypothesis of this research is journalists tend to follow the ideology of the media owners with economic imperatives as the reason. 4th International Conference on Contemporary Social and Political Affairs 107 Surabaya, August 13-14th 2018 | Airlangga University - Surabaya, Indonesia Being Reporter, Propagator, and Spectator of the Earthquake: The Use of Social Media in the Wake of Earthquake in Two Regions of the East Java Province Rachmah Ida Department of Communication, Universitas Airlangga - Surabaya, Indonesia Abstract: In times of panic and anxiety following the earthquake incidents in 2017 and 2018, the residents of the Malang and Blitar regions turn to social media to spread infor- mation about the fallout from the disaster, and to keep up with stories and rumours that ignite panic. This paper discusses the use of social media during the earth- quake incidents, and the post-disaster relief process by the residents in those two regions. After talked to the informants of this research and did some interviews, I found that the residents have played various “roles” as users of social media during the earthquake disaster in their village region. Some used social media to spread information about the incidents and reporting how the rescue teams and the volunteers turned out and helped victims; while others propagated rumours and shared jokes in the form of memes. At the same time, some other residents had turned to social media as a “spectator” or “consumer” of the disaster, and were busy finding and reading stories of panic and experiences shared by other users.

Several days later, a video about a group of Muslim women wearing Burqa raised public attention. They encouraged people who passed by to embrace themselves. The act symbolizes the sense of security in the society, regardless the outfit of the group was highly associated with the previous terror act. Such movement was perceived as self-assurance measure, displayed that terrorist had failed to spread fear in the targeted society nor raised insecurity and negative labelling to people who wear Burqa. According to Kurzman (2011), terrorism executed by group who possess limited resource, thus their resistance aimed to create fear and insecurity to particular group. This article argues that social media activity in responding the bombings is an effort to combat the feeling of being terrorized by considering the attack irrelevant. Data collected by observation on internet platform and literature review. Authors apply the post-truth theory to analyse the distortion of reality por- trayed in social media after the attack. Surabaya people refuse to perceive the fact that the bombing had influenced their daily activities, even though the tragedy had never happened in the city. In the post-truth era, objective reality is no longer relevant. Instead of being sensed, truth is more likely being constructed until it was widely believed in the community. At this point, social media is a platform for the contestation of truth. Therefore, it is intriguing to observe the role of social media in creating and/or obscuring truth in society, in this sense is the case of terrorism.

Eka Wenats Wuryanta Anjany Via Hartanty Department of Communication Studies, Paramadina University Abstract: A media revolution in Indonesia is transforming, fundamentally and irrevocably, the nature of journalism and its ethics. The means to publish is now in the hands of citizens, while the internet encourages new forms of journalism that are interactive and immediate. Professional journalists share the journalistic sphere with tweeters, bloggers, citizen journalists, and social media users. Amid every revolution, new pos- sibilities emerge while old practices are threatened. The economics of professional journalism and Citizen’s Media struggles as audiences migrate online. Shrinkage of newsrooms creates concern for the future of journalism and truth. The challenge is greater than specific problems, such as how newsrooms canverify content from citizens. The revolution requires us to rethink assumptions. What can ethics mean for a profession that must provide instant news and analysis; where everyone with a modem is a publisher? The media revolution has created ethical tensions on two levels. On the first level, there is a tension between traditional journalism and online media. On the second level, there is a tension between parochial and global journalism. If journalism or online media have global impact, what are its global re- sponsibilities? Should media ethics reformulate its aims and norms so as to guide a media and truth that is now global in reach and impact? What would that look like?

One of the breakthroughs that is apparent in contem- porary international society is inter-regional cooperation between European Union (EU) and Association of Southeast Asian Nations (ASEAN). The regional instit tions were established to survive in the internationally globalized world by expanding the member states’ economic and security capacity via regional cooperation. As the world develops and the dynamics of international politics is becoming more complicated and unpredictable, inter-national cooperation is no longer adequate and interregional cooperation becomes a new possibility. Here, the authors will open the paper by providing the background of both ASEAN and EU cooperation in which they emphasized the common interest in major aspects, the benefits that both had gained followed with brief explanation of obstacles in 50 years of their cooperation, and the digital inclusion in inter-regional cooperation between ASEAN and EU that brings many benefits to both sides from the technological aspect to economic and security aspect. Among the various responses, turkey became the one who strongly opposed the Russian Federation’s decision in Crimea, and openly declared its stance to support Ukraine in this territorial dispute. Turkey’s foreign policy as stated before is quite contradictory to the reality that the relationship between Turkey and Russia is at a pretty good level. The closeness of their relations indicated by the number of cooperation woven by both countries, one of these cooperation is in the field of nuclear energy. There was also a fairly intense meetings between Erdogan and Vladimir Putin during that period. Under these conditions, it is almost impossible for Turkey to take a very opposite stand against Russia in a dispute that does not even affect Turkey directly. Therefore, in this paper, the author attempts to analyze Turkish foreign policy through the level of analysis of the mass media and public opinion by looking at the extent to which the mass media can influence public opinion against Crimea which can ultimately be used to pressure the government. The mass media and public opinion level of analysis is very interesting to use in this case because it can explain Turkey’s foreign policy from different perspectives, coupled with the giant media in Turkey quite contrary to the Erdogan regime. The regimes exhibit pathologies of dysfunctional ruling bar- gains severe lack of economic opportunity, political representation and basic free- doms of expression and from discrimination which will either necessitate reform or precipitate political decay. Within this dynamic, digital platforms have enabled a thickening of Gulf civil society, with information flows and enhanced social interac- tion extending and empowering popular voice: the digital of media has politicised society. The diffusion of opinion and the emerging solidarity between various sec- tions of society on fundamental political terms such as opposing corruption and supporting liberal reform appears to outpace the brutal, though comparatively limited crackdown. As a collective consciousness develops in cyberspace, tradi- tional government strategies of targeting ‘pivotal’ constituents with redistributed hand-outs will have less effect in legitimising the regimes. The expansion of virtual space grows disproportionately to the narrowing of physical space: whilst this threatens the authoritarian regimes, it also destabilises social order as without accommodating institutional development to match, advancing social mobilisation will lead to political decay. The paper concludes that the intensive use of digital media among citizens’ of the Arab Gulf countries indicates that the internet has the potential to be a multivocal platform through which every segment of the so- ciety can have their voices heard. With limited availability of published literature in the field pertaining to the usage of digital media by the people of the Arab Gulf countries, the paper aims to understand The impact of digital media on the politi- cal systems of Saudi Arabia and Bahrain will be determined by the broader social infrastructure and corresponding institutional framework. 114 4th International Conference on Contemporary Social and Political Affairs Surabaya, August 13-14th 2018 | Airlangga University - Surabaya, Indonesia The Future Roadmap for The Relationship between the Islamic Republic of Iran and the Palestinian Hamas Movement AL Madani Muhamad Muttaqien Department of International Relations, Universitas Airlangga - Surabaya, Indonesia Abstract: The roadmap for the relationship between the Islamic Republic of Iran and the Palestinian Hamas movement is one of the most important factors that will have a regional and international influence on the Middle East in general and the Palestinian issue in particular, Since by reading the past and present of the Hamas-Iranian relationship can predict the future shape of the relationship between the parties, The problem here is that the relationship between the Islamic Republic of Iran and the Palestinian Hamas movement is based on several regional and international variables, especially when it comes to forming axis on a religious basis, whether it is the axis of Sunni moderation and the mainly Shiite resistance.

The relationship between the Islamic Republic of Iran and the Palestinian Hamas movement varies according to the nature of the Iranian and Hamas behavior in dealing with the regional events in par- ticular. Sometimes we see the relationship between the two sides warm when events occur inside the Palestinian territories, and sometimes we see normal relations between the two parties in the case of temporary stability inside the Palestinian territories , And sometimes a bad relationship between Iran and Hamas, especially when it comes to regional events in the Middle East. So the Methodology based on Iranian-Hamas behavior towards events in the Middle East and predict the future relationship between both sides.

The theoretical frame work is about the process of predicting international relations is ambiguous and dangerous due to the rapid change in the factors surrounding international relations, whether at the local or international levels, or at the level of the countries progress in scientific and technological fields. The scientists in the field of international relations divided into two parts on the concept of prediction in international relations. The first is to believe that the prediction in international relations is difficult and inaccurate due to the frequent international and political variables and the pace of change from time to time, the axis of international relations lies in the analysis and interpretation of modern political phenom- ena or the old and not predict what will happen in future. However, future options can be determined by relying on specific circumstances and a specific time period.

In this article, the researcher argues the options related to the relationship between Iran and Hamas, both at the regional and international level, especially with regard to the mutual interest between Iran and Hamas, and the impact of these options on the internal Palestinian situation, how Iran will deal with the Palestinian issue with regard to its nuclear standoff in the face of the United States of America. Yunus, S.IP., MA Study Program of International Relations, Universitas Airlangga - Surabaya, Indonesia Abstract: China Peaceful Rise is policy orientation which was established back in Hu jintao adminstration in 2003. This concept is created to gain interest through peaceful and non-confrontational means. The IMF’s reform is one of the major agendas in IMF, containing the IMF’s attempts to reform itself in two rounds: Major Reform of quotas by changing composition of quotas and voting rights of members and by changing the position of government structures within the IMF. On October 14, 2014, the IMF Reform faced a problem against the United States. USA, the only country that have veto, blocked the outcome of the IMF Reform. Because of this rejection, European constituents although as the US alliances such as Japan made a confrontational effort by not involving the USA in the reforms. Regarding these background, this research tried to explain how the application of CPR in the IMF Reform. From the research results, it was found that the application of CPR in the IMF Reform was done by overcoming US allegations against its currency ma- nipulation policy (RMB) and gaining legitimacy role in the IMF Reform. In address- ing the allegations of RMB manipulation, China demonstrated a commitment to the IMF Reform by signaling China’s expenditures in the IMF Reform and the direct monitoring of the IMF on RMB through multilateral surveillance and SDR monitor- ing. Second, China gained the legitimacy of its demands at the IMF by utilizing the G-20, BRICS and its executive directors who served as voices, suppressors and framers of the IMF Reform. Global civil society is manifested in transnational advocacy networks in the form of various NGOs. International Environmental Non-Governmental Organization (IENGO) has become increasingly influential since the Rio Jeneiro conference in 1992. This paper seeks to investi- gate the pattern of NGO diplomacy in three countries, namely China, Brazil and Indonesia. Transnational advocacy networks apply boomerang pattern strategies to pressure governments by carrying out information politics, symbolic politics, political leverage and accountability politics. It works through those four functions aimed at changing the position of the Three Gorges Dam of China from the weak ecological modernization to be more accommodative both socially and environ- mentally. Although not a democratic country, China’s position has changed slight- ly, it begin to see social and environmental aspects of its economic development. This strategy is also implemented by environmental NGO networks to drive a soy moratorium in Brazil aimed at mitigating deforestation of the Amazon forest. Ex- amples of cases in Indonesia are somewhat different than those in China and Brazil, because they show a mismatch between IENGO and local communities in conservation, as well as overlapping of international environmental regimes, inter- national trade and regional regimes of coconut oil plantations palm oil. In one of the cases in Indonesia, barriers to cooperation between government and NGOs, as well as differences in values and information between global and local perspec- tives in conservation management resulted in unjust conservation policy. The area closest to the conflict area is generally the destination for the forced migrants to get pro- tection from the conflict. Indonesia has also become a shelter for asylum seekers and refugees to get protection although relatively far for the conflict area. There are 13 detention centers throughout Indonesia for asylum seekers or refugees With the increase of forced migration experiencing by ethnic Rohingya, the number of refugees and asylum seeker who inhabit at the detention centers or temporary shelters in Indonesia is also increasing. Instead of making Indonesia is the main or final destination, these refugees and asylum seekers tend to come to Indonesia is as a transit country. Actually, Indonesia has a long tradition of hosting refu- gees and asylum seekers although this country has not ratified the 1951 Refugee Convention on Refugees. Today, there are some 13.800 refugees registered with UNHCR in Indonesia. At the end of December 2017, UNHCR announced that most of the refugees comes from this area i.e, Afghanistan (55%), Somalia (11 %) and Iraq (6%). Currently, Indonesia has faced the problem not only to manage the increasing number of refugees and asylum seekers, but also to deal with situation in which countries that normally accept the refugees such as Australia, Canada and the United States are reducing its acceptance. They are drastically decreasing the quota because of security, social, politics or economic reasons. This impact of this policy directly affect to the refugees life and Indonesia as a transit country. Refugees has experienced a longer time or even denial for their acceptance to the destination countries. At the same time, Indonesia has carried this burden to look after the refugees who do not aim to stay permanently in Indonesia or to return to their conflict countries. Yet under the same conditions repatriation or deportation is something that Indonesia can not do. Based on this problems, therefore, it is necessary to examine thoroughly the impact of this condition in Indonesia. As a transit country, what kind of challenge and burden that Indonesia have to carried on ? To what extend does Indonesia able to deal with the problem?
