That it also be added that Councillors C A Green and R Hughes gave their apologies for the meeting of the 30 November 2005 due to other Council business and that Councillor McIlveen gave her apologies for the same meeting due to her being on holiday. 344 PLANNING AND DEVELOPMENT COMMITTEE - 22 DECEMBER 2005 378 DECLARATIONS OF INTEREST (1) The following Members present, by virtue of them also being Town or Community Councillors, had interests in the undermentioned property/land so stated. Councillor D Buttle - P/05/1215/OUT - As a trustee of Maesteg RFC and the applicants are closely connected to the club. Councillor K R T Deere - P/05/1319/FUL - Due to her involvement in being instructed in the sale of any properties that may be erected at this site. Councillor P A Hacking - P/05/1323/FUL - As the applicant is known to her. Councillor K T Rowlands - P/05/1215/OUT - As the applicant is the daughter of a close acquaintance of his. Councillor J H Tildesley - P/05/507/OUT - Due to him being an Elder of the Brackla Tabernacle Church. All the above Members left the meeting when the applications they had declared an interest in were considered. 379 TOWN AND COUNTRY PLANNING ACT 1990 PLANNING APPLICATIONS GRANTED CONDITIONALLY RESOLVED: That the following applications be granted, subject to the Conditions contained in the report of the Executive Director - Environment:- Code No. Proposal P/05/1130/FUL Land Adj.to Trederwyn Off Evans Street and Station Road,Kenfig Hill, Bridgend - 46 2 storey houses and 20 flat units(2 storey blocks); Assoc. highway/infrastrucuture works aff. footpaths 14 & 16 Pyle. P/05/1293/OUT 25 Llwydarth Road, Maesteg, Bridgend CF34 9EU - Outline consent for one dwelling in garden. A Mr Parry addressed the Committee and outlined reasons why he felt the following application should be refused. 346 PLANNING AND DEVELOPMENT COMMITTEE - 22 DECEMBER 2005 P/05/1338/FUL The Elms, West Road, Nottage, Porthcawl CF36 3SS - 5 New houses -(one 5-bed detached; two 3-bed semi-det; one 2-bed det; and one 2-bed detached bungalow). P/05/1390/FUL 17B Broadlands, Bridgend - Erect 9 houses, 1 bungalow and 8 flats with parking. P/05/1494/FUL 2 Picton Avenue, Porthcawl CF36 3AJ - Conversion of 2 No. flats into 3 No. flats. P/05/1525/FUL Hillside, Derllwyn Road, Tondu Bridgend CF32 9DL - Two storey and single storey extensions to rear and detached garage (re-sub of P/05/699/FUL) 380 TOWN AND COUNTRY PLANNING ACT 1990 PLANNING APPLICATIONS REFUSED RESOLVED: (1) That the following applications be refused, for the reasons detailed in the report of the Executive Director - Environment:- Code No. Proposal P/05/1425/FUL Land adj. Isfryn Ind. Estate, Blackmill, Bridgend CF35 6EQ - Erect 26 dwellings with associated highways and engineering works. Mr H Lewis addressed the Committee and outlined reasons why he considered the following application should be refused. (2) That the following applications be refused, for the reasons given thereafter:- P/05/1141/FUL Side garden of 11 St. Maddocks Cl., Brackla, Bridgend CF31 2BL - Two bedroom property including 2 No. car parking spaces 1. If the application was granted, this would contravene criteria 7 of Policy EV45 of the Unitary Development Plan. P/05/1458/FUL Embassy Cinema Car Park - Permanent siting of burger trailer 3 Mt x 2 Mt x 2.5mt (8.00am - 5.00pm Mon to Sat) in applicant's name. 1. The proposed development would generate a greater intensity of short term parking on Brewery Lane to the detriment of highway safety. Contrary to Policy T2 of the Unitary Development Plan. 2. The proposals would reduce the availability of long term parking spaces at this location to serve the town centre to the detriment of highway amenity, which is contrary to Policy T2 of the Unitary Development Plan. 347 PLANNING AND DEVELOPMENT COMMITTEE - 22 DECEMBER 2005 381 TOWN AND COUNTRY PLANNING ACT 1990 PLANNING APPLICATIONS WITHDRAWN RESOLVED: That it be noted that the following application has been withdrawn:- Code No. Proposal P/05/1319/FUL 163 West Road, Nottage, Porthcawl CF36 3RT - Demolish existing bungalow and erect 2 No. 3 bed detached houses. 382 TOWN AND COUNTRY PLANNING ACT 1990 PLANNING APPLICATIONS DEFERRED RESOLVED: That the following application be deferred to the next meeting of the Committee, to allow re-consultations to be undertaken in response to amended plans that have been received:- Code No. Proposal P/05/1032/FUL Land at Tynycoed Farm, Sarn, Bridgend - Construct 37 Dwellings and associated works (affecting footpaths 3 and 4 St. Brides Minor). 383 TOWN AND COUNTRY PLANNING ACT 1990 SITE INSPECTIONS RESOLVED: (1) That the following applications be deferred for one month, in order that Members of the Committee can inspect the sites as detailed, together with appropriate Officers:- Code No. Proposal P/05/1131/FUL The Old Garage, Laleston, A48 Junction, Laleston, Bridgend CF32 0LY - Change of use to monumental sculptors. Reason: Where the visual and traffic impact of the proposed development is likely to be significant and which can only be fully appreciated on site. A Mr Davies addressed the Committee and outlined reasons why he felt the application below should be refused, or alternately, be subject of a site visit. Mr Maddock, the applicant responded by giving reasons why he felt the application should be granted.
