Ganga Prasad Ghimire May 2020 ii Abstract Gender discrimination issue is one of the major topics of discussion in the Hindu community of Nepal. The old culture of Hinduism regarding gender discrimination among schoolgirls has gained attention for researchers over the years. To investigate their status, this research is mainly concerned. The base of this research is the field observation of school, the residences, and the community of the area. The researcher has sought data from the students, parents, teachers, local people, and priests. As the secondary source, local newspapers, the portfolio from local FM, TV health related organizations, and religious committees were also consulted. The data collected are analyzed and presented in the explanatory form in adherence to the hegemonic masculinity theory. From the observations, questionnaires, focus group discussion, semi structure interview showed that there is no legal problem related to gender discrimination in Nepal, yet domestic and cultural influences lead to gender discrimination in Nepal. The result of the research also revealed that in Hindu cultural practices, gender-based discrimination is privileged in the Nepalese education system: overt or covert. From the equality perspectives in the Hindu community, the research emphasizes the need for wide exposure of people and communities who practice the respect of women and equality. The suggestion is also highlighted that the crux of the inequality which is in the family and community level. The intervention has to be initiated from the family level, through awareness; launching the educational program to tie up into income generation and IT access in the rural areas. The research recommends the formulation or amendments of gender friendly policies from central, provincial and local levels, assessment of frequent monitoring and evaluation mechanism of the gender related issues and assurance of proper functioning of rules and regulations through awareness in households, communities, and schools. The hope of religious equality beaten when the constitution barred to religious conversion. Though conversion is not allowed, different Christian organizations are conducting missionary activities. Consequently, police actions are increased against Christians on the charge of conversion. Christians are raising voice against state interference in religion. They are demanding conversion right if the state is secular. Secularism has been interpreted as a right to convert people, other features of secularism has become minor.

Over the last six year, IIDS has carried-out several studies on different aspects of social exclusion and discrimination of the historically marginalized social groups, such as the Scheduled Caste, Schedule Tribes and Religious Minorities in India and other parts of the sub-continent. The Working Paper Series disseminates empirical findings of the ongoing research and conceptual development on issues pertaining to the forms and nature of social exclusion and discrimination. Some of our papers also critically examine inclusive policies for the marginalized social groups. This Working Paper “Caste Based Discrimination in Nepal” has been taken out from our report on Caste Based Discrimination in South Asia. Drawn from the country report of Nepal, the paper provides insights to a number of historical markers that have been responsible for re-structuring of the State including the practice of caste-based discrimination and untouchability against Dalits in Nepal. Nepal has been conducting population censuses almost decennially and the census 2011 is the eleventh one. It is a great pleasure for the government of Nepal to successfully conduct the census amid political transition. The census 2011 has been historical event in many ways. It has successfully applied an ambitious questionnaire through which numerous demographic, social and economic information have been collected. Census workforce has been ever more inclusive with more than forty percent female interviewers, caste/ethnicities and backward classes being participated in the census process. Most financial resources and expertise used for the census were national. Nevertheless, important catalytic inputs were provided by UNFPA, UNWOMEN, UNDP, DANIDA, US Census Bureau etc. The census 2011 has once again proved that Nepal has capacity to undertake such a huge statistical operation with quality. The professional competency of the staff of the CBS has been remarkable. On this occasion, I would like to congratulate Central Bureau of Statistics and the CBS team led by Mr.Uttam Narayan Malla, Director General of the Bureau. I focus on particular instances of border crossing in each chapter, beginning with the exile of deposed sovereigns of small states that spanned the interface of the lower Himalayan foothills and Gangetic plains in the late eighteenth century. The flight of exiled sovereigns and the varied terms of their resettlement around the border region—a process spread over several decades—proved as significant in defining the new borderland between the East India Company and Nepal as the treaty penned after the Anglo-Nepal War of 1814 to 1816. Subsequent chapters consider cross-border movements of bandits, shifting cultivators, soldiers, gendered subjects, laborers, and, later, a developing professional class who became early Nepali nationalist spokesmen. Given that the India-Nepal border remained open without a significant military presence throughout the colonial and even into the contemporary period, I argue that ordinary people engaged with and shaped forms of political belonging and subject status through the always present option of mobility.

The Population Monograph of Nepal 2014, an analytical report of the census 2011 presented in three volumes contains in-depth analysis of different topics related to the population of the country prepared by the eminent professionals dealing with such issues in their professional work. The first volume contains 12 chapters related to the population dynamics of Nepal, such as size and structure of the population, nuptiality, fertility, mortality, migration and population projections. The second volume contains 10 chapters on social demography dealing with caste/ethnicity, language, ageing, socioeconomic characteristics, status of gender, education, adolescents and youth, children and disability.
