To meet the increased power demand and to improve the grid stations and transmission lines infrastructure MEPCO decided to approach the loaning agencies through Government of Pakistan like Asian Development Bank, World Bank and other financing sources to arrange financing. Asian Development Bank (ADB) has agreed to support the program through a mult-tranche financing facility (MFF) to be implemented in three tranches i.e. Tranche-I, II, III &IV. 1.3 Scope of Work Tranche - III is financing 11 subprojects (10 subprojects in the original scope and 1 additional subproject from the loan savings). The detail of the subprojects is as under. i. Construction of 2 new 132 KV grid stations and allied transmission lines i.e. Chunnawala 132 KV Grid Station and Mubarakpur 132 KV Grid Station. ii. Conversion of 5 grid substations from 66kV to 132kV & allied transmission lines. i.e. Chak 83/12-L, Dharanwala, Faqirwali, Fortabbas, & Shah Sadar Din. iii. Augmentation of 3 grid stations i.e. Lodhran 132KVGS, Burewala old 132 KVGS and Bahawalpur 132KVGrid Station. iv. Conversion of Yazman Grid Station from 66KV to 132KV and allied transmission line (Note: Yazman is from Tranche –III savings) 1.4 Physical Progress of Grid Stations: • Civil works have been completed in all tranche-III subprojects. All substations have been completed and energized. (Annex –III) 1.5 Transmission Lines: • All transmission lines under tranche-III subprojects are completed and functional. (Annex- III) 4 5 1.6 Status of Crops/Trees Compensation: • Crops/trees compensation has been paid to all affected persons under tranche – III. Each activity i.e. foundation, erection & stringing is given below in subproject-wise. Details are given in annex (IV). PROJECT WISE SUMMARY OF THE PROJECTS UNDER ADB TRANCHE - III 2.1 Mubarakpur 132KV New Grid Station and allied Transmission Line MEPCO has purchase 6 acres of land from a landowner on voluntary sale basis against negotiated price for construction of new grid station and compensation payment has been paid to the affected persons. Consequently, land has been transferred to MEPCO. 5 6 Photo 1. Land purchased from land owner(s) (Muhammad Saleem S/o Abdul Sattar) transferred to MEPCO for construction of 132 KV New Grid Station Mubarakpur. Therefore, no social impacts were associated with the construction of grid station. However, there were some minor social impacts associated with the construction of 1.5 km transmission line that were mitigated and compensated. All civil works of both grid station and allied transmission line are completed and compensation of all three stages have been paid to the affected persons. Only crops of 12 landowners were affected during foundation, erection and stringing activities and there was no tree cut down. All 12 affected persons were paid crops compensation of Rs. 268,128. Paid voucher showing names and amounts for concrete works is given below. 6 7 Photo.2 Crops compensation paid to the affected persons for concrete works F/F Mubarkpur 7 8 2.2 Chunnawala 132KV New Grid Station and allied Transmission Line (Social Monitoring) MEPCO has acquired 11 acres of land from provincial government for construction of new grid station and land has been transferred to MEPCO. (Annex- II). Therefore no social impacts associated with the construction of grid station. However, there were some minor social impacts associated with the construction of 26 km transmission line that were compensated. Grid and transmission works are 100% completed. Crops compensation has been paid to all affected persons of all stages except in tower location number (99). The owner of said tower location took stay order and this tower was erected on the direction of honorable court. Crops compensation cheques were prepared but owner of the land refused to receive the crops/trees compensation cheques. Foundation and erection activities were conducted parallel which affect 110 persons and they were paid Rs. 887,420 and stringing activities affected the crops/trees of 90 persons and they were paid 1,128,036 as crops/trees compensation. Contractor has been provided translated EMP and Summary of LARP. He has also been provided public awareness material/literature and format of information for the disclosure at project site. For the public awareness summary of LARP and some basic questions related to the project impacts, process and methodology of crops compensation and rehabilitation program for the project had been discussed with the affected persons during public consultation. 2.3 Fortabbas Conversion of 66kV to 132KV Grid Station and allied Transmission Line (Social Monitoring) This project has been completed and the GS is energized.
