And so I apologize for the generalizations I am about to make, but sincerely hope that those who have helped me maintain some semblance of sanity these past three years know who they are. First and foremost, I thank those individuals from the hills, no matter where they "actually" live, who opened up their homes and their world, and shared many hours of conversation with me. My intention was to represent your voices correctly, and well. I hope I have done so. I also hope that in the places where I appear critical, my criticism is taken in the way in which it is intended, from one friend to another. So to all "Hill People"— wherever you are located—Thank you\ There are several individuals who deserve specific mention. These include my major professor and friend. Mike Bell, and my employer and friend, Steve Padgitt. I am quite proud to say I am a student of Mike Bell's (in fact at times I flaunt it). Mike has not only accepted my unconventional ways but encourages them. He has patiently sat, listened, and offered advice for hours while I muddle not only through thoughts of analysis but also thoughts on life. Steve Padgitt as well has accepted my unconventional ways, and has wholeheartedly supported me through this venture. The importance Steve places on students first, and their research assistantship duties second is exemplary, as is the trust he has placed in me, and the opportunities he has given me these past 5+ years. Every graduate student should be so lucky to work with Mike and Steve. Everyone would also do well to have friends like Joan Steffen-Baker, Renea Miller, Wendy Wintersteen, and Robert Waggoner. Without Renea and Joan I'd still be mired in transcribing of tapes and sitting at the computer trying to figure out why my page numbers aren't centered. These two helped me in the less exciting work in this piece, but their work builds the foundation of it. Yet "science" in that conventional sense at times erects boundaries, when my attempt throughout this work is to tear some boundaries down. For those who were willing to accept this different way of "doing science," I sincerely thank you. These include my additional committee members, Jackie Litt, Pete Korsching, Clare Hinrichs, and Mark Chidister. Their insightful comments on this work already have my mind reeling about the direction I will take this dissertation into its final product. Thank you all. vii ABSTRACT In the 1970's a new landform appeared in western Iowa—the "Loess Hills." The hills were there before, but scientists, primarily geologists, were the first to give these landscape features this specific name and document their boundaries. These hills, said the scientists, are significant because they are one of only a few landforms in the world made wholly of wind-blown glacial deposits, called loess, which were left after the last ice age ended millennia ago. Until the late I980's and early 1990's, most residents in the area called the area "the bluffs" or "the hills." Yet use of the new name is on the increase with each year. The primary goal of my research was to study this collective space called the Loess Hills, searching an answer to the question: When proclamations are made by natural scientists and the constitution of a place occurs, what are the social consequences? With the new name—a purely scientific name—a new array of social dynamics has emerged within the area. Identifying these dynamics, and the larger social processes which have occurred during and with this name change, are the principal issues I examine, using ethnographic research. The principal dynamics stem from the interactions between external actors (scientists, journalists, tourists, and the State) and the residents of the region. Issues of power and democracy have emerged from these interactions. Residents are now grappling with the scientific facts surrounding the hills. A change in collective identity, from "hill people" to "Hill People" has also arisen.

At about the same time the U.S. Department of Agriculture WSDA) had established a number of Conservation Experiment Stations across the country, one of which was located at nearby La Crosse, Wisconsin.' Determining how effective individual conservation efforts and public programs for research, technical assistance and cost sharing have been in reducing soil erosion in a broad region like MLRA 105 was a main object ofthis interdisciplinary study. A second object was to illustrate a methodology whereby long-term changes in erosion conditions as determined for this region might also be applied in other regions. The present study was greatly facilitated by the help of others in planning the work and helping access the large body of required documents and data, much of which is archival and not in the published literature. In the Department of Agculture Lane Price and Jeffrey Goebel of the Resources Inventory Division of NRCS helped outline a general strategy for applying the USLE to 1930 conditions and using USLE data from the 1992 National Resources Inventory to approximate current conditions. EXECUTIVE SUMMARY The Platte River is a low gradient, eighth order river located in southwest Iowa and northwest Missouri. The Platte River originates in Union County, Iowa and flows southward for about 200 miles where it empties into the Missouri River near the town of Farley, Missouri. The watershed contains 2,419 square miles with 786 square miles (32.5%) in Iowa and 1,633 square miles (67.5%) in Missouri and lies within the Dissected Till Plains physiographic region. The average annual discharge for the Platte River at Sharps Station (98% of the drainage basin) is 1,925 cubic feet per second. There are 435 third order and larger streams within the basin, and major tributaries include the 102 River, Third Fork, Honey Creek, Castile Creek, and the Little Platte River.

    NEBRASKA : THE COR NHUSKER STATE 25 LAND AND CLIMATE10 Size Nebraska measures 459 miles (740 kilometers) across at its widest point, following a diagonal from southeast to northwest. Nebraska’s total area, including land and water, is 77,358 square miles (200,358 square kilometers) — almost 20 percent larger than New England. The state’s land area alone is 76,878 square miles (199,113 square kilometers). Nebraska ranks 16th among the states in land and water area and 15th in land area alone. Elevation Nebraska’s elevation rises gradually from southeast to northwest in a series of roll- ing plateaus. The lowest point, 840 feet (256 meters) above sea level, is in southeastern Richardson County at the Missouri River. The highest point, 5,424 feet (1,654 meters) above sea level, is in southwestern Kimball County. Nebraska’s average elevation is 2,600 feet (793 meters). Geographic Regions Nebraska has two major geographic regions — the Dissected Till Plains and the Great Plains. The Great Plains can be divided into smaller areas, among them the Loess Plains, the Loess Hills, the Sandhills and the High Plains. The Dissected Till Plains formed when Ice Age glaciers left behind a rich soil- forming material, called till, over the eastern fifth of the state. Windblown dust (loess) later settled on the till, and over the years, streams dissected the region, forming a roll- ing terrain. Along the Missouri River, the terrain includes bluffs and river-deposited lowlands. This combination makes the Dissected Till Plains well-suited for farming. The Great Plains stretch west across the rest of the state.

    PESD MLRA 108D LOESS UPLAND PRAIRIE Provisional Ecological Site Description An ecological site description (ESD) at the provisional status represents the lowest tier of documentation that is releasable to the public. The ESD contains a grouping of units based on site scale, soils, and ecology within a major land resource area that respond similarly to ecological processes. It has 1) enough information to distinguish it from similar and associated ecological sites and 2) a draft state-and-transition model capturing the ecological processes, vegetative states, and plant communities as they are currently conceptualized. The provisional ESD has undergone both quality control and quality assurance protocols. However, little, if any, field level data have been collected. It is expected that the provisional ESD will continue to be refined towards an approved status.
