The committee discussed and deliberated that the project file should be closed and be opened only after request from the project proponent. The file shall not be treated as pending at SEAC. The matter will be discussed only after submission of online request on prescribed online portal. 2. The committee discussed the matter and directed the project proponent to submit following information: 1. Project proponent should provide the raw data of test reports including free silica in area sample. 2. The information related to ecology study should be provided. This project does not attract any of the general conditions applicable on mining projects specified in EIA Notification 14/09/2006. 7. The mining operation will not be carried out in safety zone of any bridge or embankment or in eco- fragile zone such as habitat of any wild fauna. 8. There is no litigation pending in any court regarding this project. 9. The project proposal falls under category–1(a) of EIA Notification, 2006 (as amended). RESOLUTION AGAINST AGENDA NO-04 The committee discussed the matter and recommended grant of environmental clearance for the project proposal along with general and specific conditions as annexed at annexure-2 & 3 to these minutes regarding mining project. The committee also stipulated following specific conditions: 1. Environment management in according to environmental status and impact of the project. 2. Selection of plants for green belt should be on the basis of pollution removal index. 3. No mining activity should be carried out in-stream channel as per SSMMG, 2016. 4. Pakka motorable haul road to be maintained by the project proponent. 5. A separate Environmental Management Cell with suitable qualified personnel shall be set-up under the control of a Senior Executive, who will report directly to the Head of the Organization. 6. Permission from the competent authority regarding evacuation route should be taken. 7. Project proponent should ensure survival of tree saplings. Mortality should be replaced from time to time. 8. Site Pit photographs should be submitted with date, time and point-coordinate within 15 days. 9. One month monitoring report of the area for air quality, water quality, Noise level. Besides flora & fauna should be examined twice a week and be submitted within 45 days for a record. 10. Provision for cylinder to workers should be made for cooking. The capacity of trucks/tractor for loading purpose will be in tonnes as per Transport Department applicable norms and standard fixed by the Government. 12. Provide suitable mask to the workers. 13. Approach road kaccha is to be made motarable and tree saplings to be planted on both sides of the road. 14. Indigenous plants should be planted according to CPCB guidelines and in consultation with local Divisional Forest Officer. 15. The project proponent shall in 2 years conduct detailed replenishment study duly authenticated by a QCI-NABET accredited consultant, and the District Mines Officer. 16. Provision for two toilets and hand pumps should be made at mining site. 17. Drinking water for workers would be provided by tankers. 18. Mining should be done by Bar scalping methods extraction (typically 0.3 -0.6 m or 1 - 2 ft) as per sustainable sand mining management guidelines 2016. 19. A buffer/safe zone shall be maintained from the habitation as per mining guidelines. 20. Corporate Environmental Responsibility (CER) plan with minimum Rs. 1.7 Lakh/annum shall be prepared by the project proponent and the details of the various heads of expenditure to be submitted as per the guidelines provided in the recent CER notification No.

Laboratory Services 8.1 Haemoglobin Test ‐ State level As can be seen from the graph, hemoglobin test is being carried out at almost every FRU studied However, 10 percent medical colleges do not provide the basic Hb test. Division wise‐ As the graph shows, 96 percent of the FRUs on an average are offering this service, with as many as 13 divisions having 100 percent FRUs contacted providing basic Hb test. Hemoglobin test is not available at District Women Hospital (Mau), District Women Hospital (Budaun), CHC Partawal (Maharajganj), CHC Kasia (Kushinagar), CHC Ghatampur (Kanpur Nagar) and CHC Dewa (Barabanki). 132 8.2 CBC Test ‐ State level Complete Blood Count (CBC) test is being offered at very few FRUs. While none of the sub‐divisional hospitals are having this facility, only 25 percent of the BMCs, 42 percent of the CHCs and less than half of the DWHs contacted are offering this facility. Division wise‐ As per the graph above, only 46 percent of the 206 FRUs studied across the state are offering CBC (Complete Blood Count) test service. None of the FRUs in Jhansi division is having this service. While 29 percent of the health facilities in Moradabad division are offering this service, most others are only a shade better. Mirzapur (83%) followed by Gorakhpur (73%) are having maximum FRUs with this facility. PREFACE Districtwise village statistics have been published at most of the Censuses. A list showing the population of villages in each district was published after the 1891 Census. No such list was brought out in 1901. In 1911 Village Directories were prepared for all districts, but could be published only for 13 on account of the outbreak of the First World War. At the 1921 Census they were published for all districts in the form of District Census Statistics. In 1931 they were compiled for all districts, but were not published owing to financial stringency, leading to loss of valuable data. At the 1941 Census even though restricted tabulation was undertaken on account of the Second World War, yet the utility of District Census Statis­ tics was recognized and they were published. At the Census of 1951 two volumes were brought out for each district-the District Census Handbook and the District Population Statistics. Government have decided to conti­ nue the publication of District Census Handbooks. The 1961 District Census Handbooks contain more data than ever published before. Village Directories, besides giving the popUlation of villages by industrial catego­ ries, also contain useful information about schools, hospitals, post offices, etc. As revised District Gazetteers are going to be published., introductory matter in the District Census Handbooks has been given in brief to avoid duplication.
