INTRODUCTION A. Project Description: 1. The West Bengal Drinking Water Sector Improvement Project (WBDWSIP or the Project) aims to provide safe, reliable and continuous drinking water as per Government of India’s standard to about 6 million people in the arsenic, fluoride, and salinity-affected selected areas of North 24 Parganas, South 24 Parganas, East Medinipur and Bankura districts in accordance with the Vision 2020 of Government of West Bengal and Government of India Strategy for Drinking Water Supply. The Project will ensure drinking water security through 24/7 piped water supply schemes in the areas covered. The Project will have the following key outputs: (i) Drinking water infrastructure expanded and upgraded in North 24 and South 24 Parganas, East Medinipur and Bankura; and (ii) Smart water management, capacity building for operational sustainability and sanitation planning achieved. 2. The project, WBDWSIP, has been divided into subprojects that will undertake Bulk Water Supply and distribution in selected blocks of North 24 Parganas, South 24 Parganas, Bankura and East Medinipur. The subprojects are further sub-divided into packages. 3. The district of Bankura has high concentration of fluoride and iron in groundwater, including the blocks of Mejia and Gangajalghati. The blocks are reported to have recurrence of Fluoride contamination in groundwater. The subproject (package WW/BK/03) is for bulk water supply components in the community development blocks of Mejia and Gangajalghati. The package includes the following civil works components: (i) construction of 36 MLD raw water intake point, (ii) 16.4 km raw water transmission mains, (iii) water treatment plant (WTP) of 36 MLD capacity, (iv) 146.56 km of clear water transmission mains. B. Scope of this Report: 4. This land acquisition and resettlement due diligence report (DDR) for the Package No. WW/BK/03 is prepared for bulk water supply in Mejia and Gangajalghati Block. This report is prepared based on the latest available design and information for the package as on February 2020 from Design Supervision and Institutional Support Consultant (DSISC) and approved by Project Implementation Unit (PIU) and. A due diligence process has been conducted to examine the land acquisition and resettlement issues in detail. This report describes the findings and provides copies of relevant documents, community consultations and photographs. This land acquisition and resettlement DDR needs to be considered along with the Resettlement Framework prepared for this project. This updated (draft) Due Diligence Report (DDR) will be further updated and reconfirmed for final Involuntary Resettlement impacts after completion of Detailed Measurement Survey (DMS) in sections ready for implementation.1 1 Detailed measurement survey will be jointly conducted by Assistant Safeguards Officer (Social) at the Environmental and Social Safeguards unit of the PIU, consultants and contractors prior to implementation at each site/stretch of alignment. Design Supervision and Institutional Support Consultant (DSISC) and contractor will be responsible for conducting DMS and DSISC Social Safeguard Specialist will update the social safeguards document for this packagebased on the results of DMS, prior to implementation of civil works. This can be undertaken for the package as a whole, or, using a sectional approach. ADB’s clearace on the updated report based on DMS will be sought prior to start of civil works for each section. 4 5. During detailed measurement survey, Involuntary Resettlement impacts will be further assessed and if required, a Resettlement Plan prepared and submitted to ADB for approval. The final document will be reviewed and disclosed on Implementing Agency (IA) and ADB websites. No civil works should be awarded before the completion of final document (DDR or resettlement plan implementation) in accordance with the loan agreement. The Implementing Agency is responsible to hand over the project land/site to the contractor free of encumbrance. II. SUBPROJECT DESCRIPTION A. About the subproject area: 6. As per information available in the subproject appraisal report, a population of 32902 out of total 86,188 population in Mejia Community Development Block and a population of 36081 out of 180,974 population in Gangajalghati has existing piped water supply coverage. Piped water supply is based on ground / sub-surface water source. The source of raw water for the Mejia and Bharah piped water supply scheme is the sub-surface water of Damodar river. The raw water source for Gangajalghati PWSS is the Gangdua dam on Sali river, whereas the same for Charadihi PWSS is the river bed of Sali river. Both the schemes are based on per capita supply levels of 40 lpcd. 7. The raw water is pumped from the intake to the water treatment plant. The capacity of the WTP is 1.45 MLD. The WTP is an existing one and is situated at Keshiara village of Gangajalghati Block. The WTP consists of an intake well, raw water channel, horizontal baffled flocculator, tube settler and 4 pressure filters. Treated water is proposed to be pumped to a 350 Kl overhead tank for further distribution. 8. The impact of ground
