V.—STATUTES AND REGULATIONS. During the past year many alterations have been made in the Statutes and Regulations. These are fully set forth in the Appendix to this Report. The most important are those which concern Degrees in CivU and Mining Engineering. The course for CivU Engineering has been recast, and a new and separate course has been prescribed for Mining Engineering. 424 ANNUAL REPORT, 1899-1900.

VI.—ELECTION OF CHANCELLOR AND VICE- CHANCELLOR. On the 28th May, 1900, the Honourable Sir John Madden, K.C.M.G., B.A., LL.D., and the Honourable Sir Henry Wrixon, K.C.M.G., M.A., were respectively re-elected ChanceUor and Vice-ChanceUor for the ensuing year.

VH.—COUNCIL ELECTIONS. Dr. David Grant, M.A., M.D.. Ch.M., was on the 3rd January elected a member of the CouncU in the place of Dr. James Jackson, M.D. A vacancy has also occurred by the termination of the period of office of Mr. A. W. Howitt, who is not seeking re­ election. This vacancy has not yet been fiUed.

VTJI.—CHAIR OP GEOLOGY AND MINERALOGY. This Chair, which became vacant by the death of' Sir Frederick McCoy, has been fiUed by the appoint­ ment, on the 11th of December, 1899, of Dr. John Walter Gregory. In the previous August the Council requested the Agent-General, Sir Andrew Clarke, to invite applications for the offloe, and asked his assistance and that of Sir Archibald Qeike, P.R.S., etc., etc, Direc­ tor-General of the Geological Survey of Great Britain and Ireland, Professor Judd, F.B.S., Dean of the Royal CoUege of Science, S. Kensington, Professor Marr, F.R.S., Professor of Geology in the University of Cambridge, Professor Lapworth, F.R.S., Professor of Geology in the Mason College, Birming­ ham, in examining the testimonials of candidates and in forming a judgment on their relative fitness to dis­ charge the duties of the Professorship. The Committee met on 23rd October, and had the applications of thirteen candidates placed before them. From these, after fuU consideration, they unanimously selected three names.

The following extract from the Report of the Committee shows the high opinion entertained by the Committee of the qualifications of Dr. Gregory for the Professorship:— "The Committee desires to express its opinion that the claims of Dr. Gregory are so far above those of any of the other candidates as to' place him entirely apart. His distinguished academic career, and his subsequent wide and varied experience in many parts of the world, mark him out as excep- tionaUy qualified for a Professorial Chair in a University. His original researches have shown him to be a thoroughly equipped Geologist. He is an able Palaeontologist, trained by long practice both in the museum and in the field. He is likewise an exceUent Mineralogist and Petrographer. He has travelled widely, not only in the British Isles, but in the Alps, the , Central and Eastern Africa, and Spitzbergen. The original papers pub­ lished by him and his volume on his African experience show him to possess powers of a very high order both in observation and description. He lectures and speaks well, and his enthusiasm for his subject attracts students and would thus advance greatly the progress of Geology in Australia."

The CouncU thanked the Agent-General and the Committee for their trouble in the selection of such eligible candidates, and expressed its satisfaction at having been enabled to appoint so distinguished a Scientist as Dr. Gregory to the important Chair of Geology and Mineralogy. Dr. Gregory arrived in Melbourne' on 18th day of February, and at once entered on the duties of his office. 426 ANNUAL REPORT, 1899-1900.

IX.—LEAVE OP ABSENCE. COUNCIL. Leave of absence was granted to :— (a) The ChanceUor, Sir. John Madden, during the time he is acting as Administrator of the Govern­ ment. (4) The Right Rev. Bishop Goe, from the 2nd October. 1899, to the end of the year, on account of illness. TEACHING STAFF. Leave of absence was granted to:— (a) Professor Kemot, the Professor of Engineering, from the 18th of July, 1900, to the commencement of Lectures in March, 1901. The foUowing arrangements have been made for the performance of the work during the absence of the Professor: (1) Lectures, Demonstrations and Excursions to be given by Mr. T. W. Fowler, M.C.E., as far as the. subjects of Civil Engineering Parts I. and II. are concerned. (2) Lectures, Demonstrations and Excursions to be given by Mr. J. B. Lewis, M.C.E., as far as Applied Mechanics and Mechanical Engineering are con­ cerned. (3) Messrs. Fowler and Lewis to act as First Examiners in the subjects in which they lecture respectively, and Professor Warren, of Sydney, to act as Co-Examiner, (4) Mr. H. W. L. TisdaU, M.C.E., to act as Assistant, and take charge of the First Year Office work, and Second Year Surveying Field work. (A) Mr. W. E. CornwaU, the Lecturer in Classics and Matriculation Examiner in Greek and Latin, was granted leave from the last day of the Third Term, 1899, to the beginning of the First Term, 1900. Mr. H. Darnley Naylor, B.A., was appointed in Mr. Cornwall's place as Matriculation Examiner, and it ANNUAL REPORT, 1899-1000. 427 was decided that Professor Tucker should act as sole Examiner in the Annual Examinations. (b) Mr. Cornwall was also granted leave of absence for the year 1900, and Mr. H. W. AUen, M.A., was appointed as his locum lenens. (c) Mr. E. F. J. Love, the Demonstrator and Assistant Lecturer in Natural Philosophy, was, in consequence of Ul-health, relieved of a portion of his duties, and Mr. W. H. Steele, M.A., was appointed in his stead to deUver the lectures on Natural Philo­ sophy, Part I., during the Third Term of last year. (d) Dr. BaUs-Headley, the Lecturer on Obstetric Medicine and Diseases of Women and Children, was, owing to iU-health, granted leave of absence for the Third Term, and Dr. Eothwell Adam was appointed to lecture in his stead. (e) Subject to suitable arrangements being made at the proper time for the performance of his work during his absence Professor Gregory was granted leave of absence during 1903 to enable him to accept the post of Head of the Scientific Staff of the National Antarctic Expedition now being organised by the Royal Society of London, and the Royal Geographical Society. (f) The CouncU, on the recommendation of the Faculty of Medicine, granted leave of absence to any Professor or Lecturer in the Medical School desiring to attend the Medical Congress held at Brisbane, from the 18th to the 23th September, 1899.

X.—LECTURERS AND DEMONSTRATORS. The gentlemen holding office as Lecturers and Demonstrators last year were re-appointed with the exception of Dr. Balls-Headley, who resigned the Lectnrership on Obstetric Medicine and Diseases of Women and Children, and Dr. David Grant, the Lecturer on Materia Medica, Medical Botany, and Elementary Therapeutics, whose office was abolished owing to a change in the Medical curriculum. Resolutions were passed by the Council expressive of regret that the long and valuable services of these gentlemen have been lost to the University. 428 ANNUAL REPORT, 1899-1900.

Smith, M.B., B.S., as a Demon­ strator in Anatomy. (g) Dr. D. S. Buchanan, Mr. P. W. Dickins, M.B., and T. F. Ryan, M.B., as Honorary Assistant Demonstrators in Anatomy. XI.—BACTERIOLOGY. The appointment of a Lecturer in Bacteriology was made owing to the.rapidly increasing usefulness of bacteriological research, both in the domain of pre­ ventive medicine, and in that of technical mycology, as appUed to arts, manufactures, and agriculture. During the past year a large amount of bacteriolo­ gical work has been done for the Board of Health, the Department of Agriculture, the Metropolitan Board of Works, the Melbourne City Council, and other public bodies. The Council having no funds available for fitting up the recently completed Bacteriological buildings, applied to the Government for a sum of money for the purpose. The Hon. the Treasurer has provided .£500 for the fittings of two of the rooms for bacterio­ logical work, but a further sum of .£2000 wUl be required to thoroughly equip the Department. A communication was received through Dr. Cherry from the School of Pathology in the University CoUege, London, stating that a Colonial FeUowship, for research in Bacteriology, has been founded in the Thompson Yates Laboratories of that CoUege, of the value of .£100 per annum. XIII.—MEDICAL FACULTY— CONSTITUTION. Under the provision of the new Statute concerning the constitution of the Faculty of Medicine Dr. G. T. Howard and Mr. C. S. Ryan were appointed in the Faculty as representatives of the Medical and Surgical Staff of the Melbourne Hospital, Mr. H. M. O'Hara as representative of the Staff of the Alfred Hospital, and Mr. M. U. O'Sullivan as representative of the Staff of the Women's Hospital. The CouncU has resolved also to appoint additional members of the Faculty to represent the foUowing special Departments:— (a) Materia Medica and Pharmacy. XIV.—MEDICAL INSTITUTIONS RECOGNISED. On the recommendations of the Faculty of Medicine the foUowing Institutions were recognised under the provisions of Regulations XIV., XV. and XVII.:— As General Hospitals. The Melbourne Hospital. The Alfred HospitaL As a School of Pharmacy. The Melbourne CoUege of Pharmacy. For Practical Gynaecology. The Women's Hospital, Melbourne. For Mental Diseases. The Asylum for the Insane at Kew. The Yarra Bend Asylum for the Insane. XV.—CLINICAL TEACHING. In compliance with the requirements of the new Medical Curriculum, the Council has provided for the current year a subvention of .£200 to . be appro­ priated as salary to Clinical Tutors for Second and Third Year Students at the Melbourne Hospital. But the University has determined that at the close of the current year all such subvention' shall cease, the fees for Hospital attendance and CUnical teaching to be imposed by the Hospital authorities, whUe only fees of strictly University character wUl be coUected at the University. A substantial reduction has been made in the University fees of Medical Students, 432 ANNUAL REPORT, 1899-1900. and it is anticipated that corresponding fees wiU be imposed at the Hospitals. This procedure wiU simplify University accounts, and wiU define more clearly the responsibilities pertaining to the Staff of the Hospital.

XVI.—RECOGNITION OP WORK DONE AT THE MELBOURNE MEDICAL SCHOOL. A letter was received from the Registrar of the School of Physic, Trinity CoUege, Dublin, intimating that the Board of Trinity College is prepared to recognise two consecutive Anni Medici taken in the University of Melbourne at any period during the five years' curriculum as qualifying for admission to the Examinations in the School of Physic in Trinity CoUege, Dublin.

XVH.—CONCESSIONS TO ENGINEERING GRADUATES. At the request of the Engineering Students the CouncU approached the various Government Boards of Examiners in Engineering and Surveying with a view to obtaining further privileges for Graduates in Engineering of this University. As the result of negotiations between the Council and these bodies, the Surveyors' Board of Victoria has consented to allow Bachelors of CivU Engineer­ ing to proceed to the Board's examination (carrying the legal qualification as Land Surveyor) on producing evidence of 12 months' experience, instead of two years as formerly. The CouncU did not seek for any concessions from the Municipal Surveyors' Board or the Mining Surveyors' Board, the Regulations of such Boards being considered satisfactory at present. The Water Supply Board is in favour of the repre­ sentation of the Engineering Faculty on the Boards, provided that such Boards be represented on the Faculty. ANNUAL REPORT, 1899-1990. 433

XVIIL—PORTRAITS. Mr. Clarence Wilson, son of Sir Samuel Wilson, offered to present to the University a f uU length portrait of bis late father. This offer was accepted with thanks, and the portrait has since been received, and placed in the WUson Hall. A number of subscribers presented to the Uni­ versity a portrait of the late ChanceUor, Sir Anthony Colling Brownless. XIX.—DONATIONS. In response to the request of Professor Gregory, Mr. E. F. Mr. Louis Horwitz, Barrister and Solicitor at Hamilton, presented to the University nine volumes of the Victorian Statutes, revised and annotated by him. The CouncU passed resolutions thanking these gentlemen for their valuable donations.

XX.—BOWEN PEIZE, 1901. - On the recommendation of the Professorial Board, it was resolved that Professors Elkington, Laurie and Moore be appointed Examiners for this prize; the subject of the Essay being "Factory Legislation in Australasia."

XXL—MOLLISON SCHOLAESHIP. On the recommendation of the Professorial Board the foUowing gentlemen were appointed Examiners for the MoIUson Scholarship in Arabic and Hindu­ stani for the Examination held, in the year 1900:— Arabic—Mr. M. A communication has been received through the Agent-General stating that, pending the establish­ ment of a Federal Defence Department for Australia, the Secretary of State for War has consented to a temporary renewal of the system by which a yearly nomination to the Eoyal. The upper limit of age for Candidates wiU now be 20 years.

XXIV.—LONDON EXHIBITION SCIENCE EESEAECH SCHOLAESHIPS. A letter has been received from Major-General EUis communicating the decision of Her Majesty's Commissioners for the Exhibition of 1851, to award in future Probationary Bursaries in those cases where the nominee of an Institution invited to recommend a Science Scholar appears not to be immediately qualified for a Scholarship, but gives promise of becoming so after a year's experience of research work. A letter was also received stating that the Com­ missioners had resolved to adopt the recommendation of the CouncU that Mr. Bertram DiUon Steele, B.Sc, be appointed to a Science Research Scholarship for the present year.

XXV.—THE ROYAL SOCIETY OF LONDON. Professor Spencer, the Professor of Biology in this University, has been nominated by the CouncU of the Royal Society of London for election as a FeUow of that Society. The CouncU cordially congratulated the Professor, and expressed its gratification on the honour conferred on him, and through him on the University.

XXVI.—ROYAL COMMISSION ON TECHNICAL EDUCATION. Mr. W. Thwaites and Mr. A. W. Howitt were appointed to give evidence before the Commission on the question of the proposed affiliation of the Schools of Mines and the requirements of the University Mining School.

XXVII.—BUILDING AND APPARATUS GRANTS. At the urgent representation of 'the CouncU the Government increased the grant for buUdings and apparatus from £15,000 to £18,000. As soon as possible tenders for the proposed buUdings and fittings were called for, and were accepted as foUows :— (1). THE ENGINEERING SCHOOL— Messrs. Swansea Bros. - - £4402 (2). LECTURE THEATRES AT THE MEDICAL SCHOOL— Messrs. Swanson Bros. - - 3362 (3). THE PHTBIOLOOICAL LABORATORY— Messrs. Swanson Bros. - - 1782 (4). THE PATHOLOGICAL LABORATORY— Messrs. Swanson Bros. - - 2885 (5). THE PATHOLOGICAL MUSEUM— Messrs. Kinniard and McMullen 1879 Total - • - £14,310

The contracts for the erection of these buildings were signed on the 2nd of October, and the buildings were completed by the end of June. The amount expended on Fittings and Apparatus is, up to the present time, £1650, but a further sum of at least £8000 wUl be required for fitting up the Bacterio­ logical and Pathological Laboratories and the Lecture Theatres. The Government has promised to provide the sum of £2500 for the Bacteriological Laboratory, of which £500 has been received ; £1000 has been reserved for Sewerage works, and £800 for the Architects' Commission.

XXVIII.—REDUCTION IN ANNUAL GRANT. Last year the Council appUed to the Government for an increased grant of £2300 in order to pay the Professors, the Lecturers, the Officers and Servants of the University, the salaries they received before ANNUAL REPORT, 1899-1900. 437 reductions were made. The Government increased the grant by £1000, and this sum has been appUed to the payment to the Professors of their increments in fuU. The CouncU again reluctantly calls attention to the insufficiency of the Maintenance Grant. The great extension of the University in aU directions renders an increased expenditure imperative, and the result is a debit balance of £2650 9s. 10d., notwith­ standing the continued exercise of the most rigid economy XXIX.—ACCOUNTS.
