The following question is posed: “Can we devise a standard set of physical units likely to be recognized by an extraterrestrial intelligent civilization?” A system of universal scientific units based upon the root mean square charge radius of the proton (Lu), rest mass of the electron (Mu) and vibration period of the super-cooled cesium atom (Tu) is proposed. This might improve recognition and understanding of any scientific numbers encoded in an intelligent signal. Key words: Macrohistory, Human expansion into space, Extra-terrestrial civilisations Introduction This paper continues a train of thought begun in an earlier paper (Voros 2006) where an approach to macro-social analysis based on the idea of "nesting" social-analytical perspectives was described and demonstrated (the essence of which, for convenience, is briefly summarised here). In that paper, essential use was made of a typology of social-analytical perspectives proposed by Johan Galtung (1997b), who suggested that human systems could be viewed or studied at three main levels of analysis: the level of the individual person; the level of social systems; and the level of world systems. Distinctions can be made between different foci of study. The focus may be on the stages and causes of change through time (termed diachronic), or it could be at some specific point in time (termed synchronic). As well, the focus may be on a specific single case (termed idiographic), in contrast to seeking regularities, patterns, or generalised "laws" (termed nomo- thetic). In this way, there are four main types of perspectives found at any particular level of analy- sis. Radio signals have been identified as a means for interstellar communication about 60 years ago. And the Square Kilometer Array will be capable of detecting extrasolar radio sources analogous to terrestrial high-power radars out to several tens of light years. The ultimate question is: will we be able to understand the message or, vice versa, if we submit a message to extraterrestrial intelligence first, how can we make sure that they will understand us? Here I report on the largest blind experiment of a pretend radio message received on Earth from beyond the solar system. I posted a sequence of about two million binary digits (‘0’ and ‘1’) to the social media that encoded a configuration frame, two slides with mathematical content, and four images along with spatial and temporal information about their contents. Six questions were asked that would need to be answered to document the successful decryption of the message. Within a month after the posting, over 300 replies were received in total, including comments and requests for hints, 66 of which contained the correct solutions.

    [ 1 ] Hello from Earth Finn Brunton Human beings write a great deal about the essence of matter. It would be nice for matter to begin to write about the human mind. — Lichtenberg Do Two Tape Recorders Communicate? J. C. R. Licklider and Robert Taylor coauthored a landmark paper in 1968: “The Computer as a Communication Device.” It was a major public step in shifting the understanding of what computers are for: from massive specialized calculators to communications platforms for the interaction of many users augmented by computation. It is part of the same cultural and technological moment as Douglas Engelbart’s Mother of All Demos, a theatrical happening (part tech- nology showcase, part live science fiction film) at the 1968 Fall Joint Computer Conference that displayed mice, outliners, real-time doc- ument collaboration and word processing, the nuances of linked documents, and other hallmarks of interactive and interpersonal computing (Bardini 2000, 138–42). (It’s part of the same long event of inventing interaction that included Kay, Papert, and Piaget, so elegantly chronicled and analyzed by my colleague Mercedes Bunz in chapter 2 of this book.) Like Engelbart’s showcase, Licklider and 2 Taylor’s article was only partially about the technology itself—about the metal, glass, and code: it was also a vehicle for communicating a feeling. With a background in experimental psychology, Licklider was always conscious of the human in the newly emerging loop that En- gelbart (1962, 2) called the “whole system” of people and machines. Licklider (1988, 30) documented his thought process, folding himself in as an experimental subject, a test pilot, one of the first people to be sitting at the computer console “four or five hours a day.” He wrote about the feeling of hitting the “brain–desk barrier,” assimilating the new assembly of information pulled together and presented by this networked library-computer (Licklider 1965, 102).

    Book Review: Extraterrestrial Languages Daniel Oberhaus Reviewed by John I Davies The search for extraterrestrial intelligence (SETI) and possible communication with extraterrestrial intelligence (CETI) are naturally of interest in wider interstellar studies - though i4is has not been involved in this field directly. If we are to understand ETI we must have a means of information interpretation. If the pulsar "beep" had contained some pattern it would have been necessary to interpret it. In this book Daniel Oberhaus demonstrates that a journalist can "do science". John Davies takes a look at a major addition to the subject. 1 Introduction Principium has featured SETI in major articles since Retrospective: The Search for Extraterrestrial Intelligence, in Issue 5, June/July 2013 but the topic of extraterrestrial languages has only been dealt with occasionally, for example in the review of the film, Arrival, by Patrick Mahon, in Issue 16, February 2017. Mr Oberhaus' presentation at IAC 2019 was summarised in Chomsky in the cosmos: Lessons from neurolinguistics for the design of messages for extraterrestrial intelligence in Issue 29, May 2020. So we largely enter uncharted waters in this review.
