Karnataka Urban Water Supply Modernization Project

Introduction:

The World Bank assisted “Karnataka Urban Water Sector Improvement Project” (KUWASIP) aimed at providing continuous water supply on a 24X7 basis in the urban towns and cities in Karnataka. Initially, the project was piloted in selected five demonstration zones in the three project cities of Hubballi-Dharwad, Belagavi, and Kalaburagi which ended in 2011. Following the success of the pilot initiatives, city-wise scale up, “Karnataka Urban Water Supply Modernization Project” (KUWSMP) commenced in 2016 with a financial outlay of US $ 279 million.

Karnataka Urban Infrastructure Finance Corporation (KUIDFC) on behalf of the Government of Karnataka is preparing the Karnataka Urban Water Supply Modernisation Project (KUWSMP). The project involves modernizing water supply systems and capacity for providing continuous piped water supply in the three cities of Hubballi-Dharwad, Kalaburgi and Belagavi. Now, the Hubballi-Dharwad is being taken up with restructuring of project. Hence, the ESA and RFP are updated.

Project Area: Hubballi- Dharwad city is located on an undulating plain, presently a vast stretch of black cotton soil. Being a regional head quarter of Government, it is an important city in the northern part of Karnataka. Hubballi-Dharwad is having 67 Municipal administrative wards with a total area of 213 sq.km. Water to Hubballi-Dharwad City is supplied from Saundatti Renuka Sagar Dam Capacity 37.731 TMC , situated about 62 kms from the city and is located at 150 20 N latitude & 750 13 E longitude & Dharwad is situated at 150 25 N latitude & 750 3 E longitude. The altitude of the twin cities varies from 764m to 593m with Dharwad being at higher elevation 750 meters above the mean sea level. The twin city is located along National Highway NH.4 between Pune-Bengaluru cities and is at a distance of about 400 km from the state capital, Bengaluru. A Miraj-Benagaluru railway line is also passes through the city. An International Airport located at about 8 Km from Hubballi city centre towards its west. Thus, Hubballi-Dharwad is connected with the major city in Karnataka state as well as cities in Mahrashtra & Andhra Pradesh states. Thus, it a major market place for different commodities.

Project Description:

KUWSMP will support the Government of Karnataka (GoK) and the participating urban local body to achieve the project development objective to "Improve water service quality to a continuous supply (24x7) across Hubballi-Dharwad city through the establishment of institutionally and financially sustainable service delivery arrangements at ULB level". The key project activities include financing goods and services to improve water supply systems in the entire city to 24X7 by investing in improved capacity to meet water demand, reduced non-revenue water, network expansion, setting up of city level water utility and hiring an Operator to strengthen and manage the systems for a duration of 12 years. The operator will also strengthen the city level institutions. The Project period would be of 12 years, consisting of a design & implementation period of 5 years (the “transition phase” to convert the system to continuous pressurized supply and operate & maintain the existing system) and sustain the operation & management period of 7 years – comprising the 4 year transition phase and a further 7 years when the supply is continuous and pressurized. As part of project preparation detailed assessment was carried out by M/s Tata Consulting Engineers to understand the physical and capital investments required for providing continuous water supply to Hubballi-Dharwad.

Preliminary Assessment of public utilities:

The objectives of preliminary Assessment;  To identify public utilities like, trees crops and any structures likely to be affecting under Raw Water Rising Main, Pure Water Mains proposed under the proposed continuous water supply scheme.  To identify likely impacts of shifting/ relocation of the utilities.  Precautionary measures /steps to be taken during laying pipeline by the contractor.  To coordinate with various departments for seeking necessary approvals.  To conduct Public Consultations with the en-route villages and other places where new OHTs proposed under raw water rising mains to understand the concerns/issues and extension of their fullest support.  To conduct public consultations wherever new ELSRs/GLSRs proposed for demolition.

The Social Intermediation and Communication Unit (SICU) of KUIDFC, head office and PIU Hubballi-Dharwad had accomplished the task of preliminary assessment of public utilities, trees, crops, structures coming under Raw Water Raising Main, Pure Water Mains to various ELSRs and GLSRs and facilitation of Public Consultations in the en-route villages of KUWSMP of Hubballi - Dharwad city. The Preliminary assessment was carried out on the basis of the maps provided by the TCE Consultants. The team has assessed the public utilities coming under both sides of the road wherever the pipe line was proposed by the TCE. In this regard, the team insisted the technical wing once again for further verification of the utilities assessed before finalization of document.

Public Consultations conducted at Hireulligeri en-route village coming under Raw Water Rising Main from Saundatti Intake Well to Amminabhavi WTP of Hubbali - Dharwad 24X7 continuous water supply

Name of the Enroute village: Hireulligeri, Dharwad-Dist Date of public consultation: 16.02.2019. Place of Meeting: Shri. Ganapati Temple, Hireulligeri Number of persons participated: 21 members (attendance sheet attached)

Steps followed:

1. Communicated the officials of Gram Panchayath and elected representatives and leaders of the village by the staff of Supporting Organizations well in advance. 2. Finalised tentative date, time and place of the meeting 3. Reminded the officials of the concerned Gram Panchayath for information to the public

It was decided to conduct public consultations in the en route villages coming under raw water rising main from Malaprabha Intake Well as per the decisions taken during the World Bank Team visited to Project towns from 26-11-2018 to 30-11-2018. In this regard KUIDFC had informed the Project Implementation Unit, KUWSMP, Hubballi for effective organization of publication consultations in the en-route villages coming under raw water rising from Saundatti Intake Well to Amminabhavi WTP. The PIU had informed the Support Organization for communication to the villagers about the objective of public consultations well in advance. The staff of Support Organization have fixed the date and time of the meeting after consultations with the villagers.

Smt. Geeta Manjunath , Grama Panchayat President, Hireulligeri village chaired the meeting and other GP members of the village also presented. Sri. D.F. Hoolimani, Panchayat Development Officer of the Grama Panchayat has organized the public consultations on the request of the officials of KUIDFC. Some of the key, influential and decision makers of the village also presented during the meeting.

General procedures for submission application and compensation pattern from various Departments

1. Forest Department:

1 Submission of application to the concerned Deputy Conservator of Forests of the respective divisions stating the details of trees likely to be affected in the area of laying of proposed pipe line. 2 Officials will be visiting to the spot for verification after 15 days of submission of formal request. 3 Verification of the trees identified by the officials of the Forest Department 4 Plantation of 10 trees for every 1 affecting tree 5 Deciding the value of trees on the basis of width and height of the tree and payment NAV by cheque 6 Prior permission to be obtained from the officials before cutting of affecting trees. 7 After payment of applicable fees the works can be commenced after 21-30 days Process to be followed for obtaining permission for land for construction of water tank a) Submission of online application as per the Forest Conservation Act -1980. b) Applications can be obtained from www.forest.nic.in and online submission of application to the concerned sections of the Forest Department. c) The purpose of land required to be mentioned in the application d) The officials of the Forest Department will be inspecting the proposed land/site and ensuring for public purpose. e) Submission of proposal to the government of for approval

2. Department of Horticulture: i. Request application to be submitted to Deputy Director, Horticulture Department duly providing the details of the horticultural related trees likely to be affected during laying of proposed pipe line ii. Attachment of RTC of the identified trees to be obtained from the owner of the site and submission of Horticulture Department iii. Joint valuation of trees coming under road side planted/developed by the private agencies. iv. After joint verification by the Revenue and Horticulture Department for fixation of the value of the trees. v. Obtaining licence from Horticulture department for cutting the trees.

2. Department of Agriculture:

1. Submission of the request application to the Deputy Director, Agriculture Department with duly attaching the details of lands identified for crop losses 2. Attachment of RTC of the land identified and submission to Agriculture Department. 3. Finalization of compensation amount as per verification report of the crop losses of the guidelines of Government
