Introduction Most of Karnataka’s major agricultural area is semi-arid, with average precipitation ranging from 400 mm to 750 mm a year. These lands are subject to periodic droughts, severe soil erosion, erratic rainfall, and depleting groundwater. Nearly 80% of agricultural land in Karnataka is drought-prone. The watershed concept for development of rainfed agriculture has gained importance and it has been demonstrated that watershed development approaches are very effective in improving livelihoods in dryland areas. Karnataka has a unique opportunity to build on the success of the World Bank-supported Karnataka Watershed Development Project (also known as Sujala), which was implemented during 2001-2009. It generated substantial positive lessons and best practices in integrated watershed management. Government of India and Government of Karnataka intended to develop a new project model in order to successfully converge the Government of India’s Integrated Watershed Management Program (IWMP) with the ongoing Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) financed soil and water conservation activities. This departure from the previous project will involve supplementing/ complementing the project resources with that of the MNREGA. For this, a new project model is needed to successfully demonstrate and scale up convergence of a watershed approach with the MNREGA. Initially, plans had been drawn up aimed at scaling up the efforts made under the earlier project but with a greater science based approach and convergence with MNREGA as the focal points. The Bank’s assistance included financing of the field level investments. This in mind, project preparation started comprising several preparatory studies had started. Subsequently, towards the end, it was decided that Bank’s assistance will not cover field level investments, but rather confined to activities akin to ‘technical assistance’. The preparatory studies, including the Social Assessment, hence were designed and executed keeping in mind the initial PDO and the Project Components thereof. Later, some adjustments have been made to reflect the changes, viz., current PDO and components. 2. Social Assessment Social assessment (SA) ensures that development initiatives contribute to inclusive development and poverty reduction. It is an approach for incorporating social analyses and participatory processes into project design and implementation. SA helps to make the project responsive to social development concerns including seeking to enhance benefits for the poor and vulnerable people while minimizing or mitigating risks and adverse impacts. The specific objectives of the SA were: To carry out a socio-economic, cultural and political/institutional analysis to identify potential social impacts of the proposed development of the project; To identify principal stakeholders, carry out consultations that are well documented and develop institutional framework for transparent and participatory implementation; Centre for Management and Social Research Development Support Specialists 1 Social Assessment Report Karnataka Watershed Development Project-II (Sujala III) Screen the proposed investment and assess whether there will be any adverse social impacts and to determine the applicability of policies relating to involuntary resettlement and Indigenous Peoples policies, and, To ensure that results of the SA provide inputs for participatory implementation. As the first municipal president of Jagalur, the Imam put much effort into providing civic amenities. He was the chairman of the Chitradurga District Board from 1936 to 1940. He was appointed as a private minister during the Mysore Maharaja's era and was the recipient of the ‘Mushir-ul-Mul’ Award by the Maharaja for his efficient handling of railway, irrigation, philanthropy, education, cooperation, police and industry. In 1957 he contested from the Chitradurga constituency and was a member of the Lok Sabha. Chitradurga, a backward district, has been admired by people for its many public works such as roads, bridges and drinking water wells. Introduction : After the pre-independent era of India and the post-independent politicians were simple-minded politician, chauffeur of the Karnataka Unification Movement, the leader of the four-party opposition in the Mysore government, Jagalur Mohammed Imam, a pioneer of efficiency and honesty and social concern.

INTRODUCTION A great Maratha warrior by name Appaji Rao had rendered great service to Hyder Ali Khan in capturing Chitradurga fort. Hyder Ali Khan was very much pleased with Appaji Rao, who had made great sacrifices in the wars waged by him. Davanagere was handed over to Appaji Rao as a Jahagir. It was a very small village of about 500 houses in its perview. Appaji Rao had to toil for the upliftment of this area by inviting Maratha businessmen from neighbouring Maharastra. A large number of Marathas arrived at this place to carry on business in silk, brasserie and other materials. In due course, due to the incessant efforts of Appaji Rao, the Davanagere village grew into a city. Businessmen from neigbouring areas also migrated to try their fortunes in the growing city were successful beyond imagination in earning and shaping their future careers. These circumstances created an opportunity for the perennial growth of the town in modern days. The word ‘Davanager’ is derived from “Davanagere”, which means a rope in kannada language which was used for tying the horses by the villages. Around 1811 A.D., this area came to be called as ‘Davanagere’. Davanagere district occupies 12th place in Karnataka State with a population of 17,89,693 as per the general census of 2001. The following table demonstrates the block wise population of Davanagere district and the rate of literacy. The DDMP has been formed keeping in view of past experiences, suiting to the needs under the able leadership of Deputy Commissioner and in co-operation of all other departments and public at large.

Writing concerning this caste the Census Superintendent, 1871* records that "a book has been written by a native to show that the Pallis (Pullies or Vanniar) of the south are descendants of the fire races (Agnikulas) of the Kshatriyas, and that the Tamil Pullies were at one time the shepherd kings of Egypt." At the time of the census, 1871, a petition was submitted to Government by representatives of the caste, praying that they might be classified as Kshatriyas, and twenty years later, in con- nection with the census, 1891, a book entitled ' Vannikula ' Vilakkam : a treatise on the Vanniya caste, was compiled by Mr. T. Aiyakannu Nayakar, in support of the caste claim to be returned as Kshatriyas, for details concerning which claim I must refer the reader to the book itself. In 1907, a book entitled Varuna Darpanam (Mirror of Castes) was published, in which an attempt is made to connect the caste with the Pallavas. Kulasekhara, one of the early Travancore kings, and one of the most renowned Alwars reverenced by the Sri Vaishnava community in Southern India, is claimed by the Pallis as a king of their caste.
