Singh, Scientist- ‘D’ North Western Region Chandigarh September 2016 2 FOREWORD Central Ground Water Board has been monitoring ground water levels and ground water quality of the country since 1968 to depict the spatial and temporal variation of ground water regime. The changes in water levels and quality are result of the development pattern of the ground water resources for irrigation and drinking water needs. Analyses of water level fluctuations are aimed at observing seasonal, annual and decadal variations. Therefore, the accurate monitoring of the ground water levels and its quality both in time and space are the main pre-requisites for assessment, scientific development and planning of this vital resource. Central Ground Water Board, North Western Region, Chandigarh has established Ground Water Observation Wells (GWOW) in Haryana State for monitoring the water levels. As on 31.03.2015, there were 964 Ground Water Observation Wells which included 481 dug wells and 488 piezometers for monitoring phreatic and deeper aquifers. In order to strengthen the ground water monitoring mechanism for better insight into ground water development scenario, additional ground water observation wells were established and integrated with ground water monitoring database. -

HPCL is a Government of India Enterprise with a Navratna Status, and a Forbes 2000 and Global Fortune 500 company. It had originally been incorporated as a company under the Indian Companies Act 1913. It is listed on the Bombay Stock exchange (BSE) and National Stock Exchange (NSE), India HPCL owns and operates two major POL Depots in the state of Haryana at “Rewari” in Rewari District and “Bahadurgarh” in Jhajjar District. The receipt of products at these locations is primarily through HMEL refinery and coastal storage Depot at Mundra. Two major cross country Pipelines have been implemented viz. L. Kundu Assistant Professor in Political Science, M.K.J.K. College, Rohtak (Haryana)-India Abstract: The success of democracy depends upon free and fair elections. Elections serve as a means of communication between the public and government. It is a process through which leaders are selected by vote for a political office. The 73rd Constitutional Amendment Act, 1992 marked a new era in the democratic set up of the country as it created Panchayati Raj Institutions (PRIs) as third tier of the federal set up. It gives considerable attention to the nature of elections for the three levels of panchayati raj institutions. Direct elections are specified for seats at all levels. The act provides for one additional potential avenue of representation and accountability of local government. Unopposed elections are the reflection of mature democratic trend.
