THE ATTORNEY GENERAL'S NINTH ANNUAL REPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVED CIVIL RIGHTS CRIME ACT OF 2007 AND THIRD ANNUALREPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVEDCIVIL RIGHTS CRIMES REAUTHORIZATION ACT OF 2016 March 1, 2021 INTRODUCTION This is the ninth annual Report (Report) submitted to Congress pursuant to the Emmett Till Unsolved Civil Rights Crime Act of2007 (Till Act or Act), 1 as well as the third Report submitted pursuant to the Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016 (Reauthorization Act). 2 This Report includes information about the Department of Justice's (Department) activities in the time period since the eighth Till Act Report, and second Reauthorization Report, which was dated June 2019. Section I of this Report summarizes the historical efforts of the Department to prosecute cases involving racial violence and describes the genesis of its Cold Case Int~~ative. It also provides an overview ofthe factual and legal challenges that federal prosecutors face in their "efforts to secure justice in unsolved Civil Rights-era homicides. Section II ofthe Report presents the progress made since the last Report. It includes a chart ofthe progress made on cases reported under the initial Till Act and under the Reauthorization Act. Section III of the Report provides a brief overview of the cases the Department has closed or referred for preliminary investigation since its last Report. This course begins with the assumption that women’s activism and issues of human rights and economic justice were integral elements of the African American freedom movement that spanned the twentieth century. The civil rights movement of the 1950s and 1960s looks different in this light, less distinctive chronologically and regionally, and suffused with issues not traditionally regarded as central to “civil rights” politics. This was more than simply a heroic battle against southern segregation, violence and disfranchisement. It was more than a series of dramatic, publicized confrontations that led to national policy breakthroughs. It was also a mass movement of ordinary people, intensely local, rife with internal conflict and contending ideologies, confronting bitter failures as well as extraordinary breakthroughs. Reconsidering the traditional civil rights narrative, we will examine Martin Luther King’s nonviolence, celebrity, and charismatic leadership in the context of his larger commitments to racial and economic justice, to international peace and to a global war on poverty. As a related issue, we will examine the mass media’s powerful role in communicating (and obscuring) the movement’s aspirations to national and international audiences. We will examine issues and people that did not make headlines: grass-roots organizers, women, labor union activists and working class “foot soldiers,” northern civil rights activists, articulate black nationalists, and especially, people who insisted that class and gender equality must also be goals in the struggle for racial equality. -

New Haven: Yale University Press, 2013. xiii + 373 pp. Photographs, chronol- ogy, notes, bibliography, and index. $35.00. From Montgomery, Alabama, to the United Nations, women activists promoted the black freedom struggle in the mid-twentieth century, and scholarly biog- raphies of their impact have been emerging since around 2000.1 Two recent biographies of Rosa Parks and Eslanda Robeson break new ground in deep- ening our understanding of gender and the “long history” and international scope of the Civil Rights Movement. While it will come as no shock that Eslanda Robeson, activist journalist and anthropologist, was a radical like her husband, Paul Robeson, The Rebellious Life of Mrs. Rosa Parks may surprise some readers. Both women had associa- tions with the Civil Rights Movement led by Dr. Martin Luther King, Jr., black nationalism, the peace movement, and the left wing of the union movement. Their biographers, Barbara Ransby and Jeanne Theoharis, are both noted civil rights historians who have argued for the “long civil rights movement” and have placed women at the center, rather than the margins of their analysis. The result is a rich, gendered view of the long civil rights movement and an examination of the way we view black women activists in our culture. Some of the most important analysis in Theoharis’ The Rebellious Life, is her examination of Rosa Parks as a symbol and her critique of that symbolism. -

Among the topics that will be addressed are the changing status of African Americans in the region; political developments during the period (from one-party rule by the Democratic party in the early twentieth century to the re-emergence of the Republican party during the second half of the twentieth century); and the transformation of the South from an overwhelmingly agricultural, rural society to a region identified in the years following World War II with the phenomena of Sunbelt urbanization and industrialization, as well as increasing globalization. Since the time of the Civil War, various Southerners and non-Southerners have proclaimed the coming of a New South--one in which the defeated Confederacy would rejoin and ultimately resemble the rest of the nation. Thus, this course will also attempt to answer the following questions: When, if ever, did a New South develop? What factors made the South distinctive from other American regions in the twentieth century? When did these unique characteristics disappear, or are they still present today? In addition to looking at how historians have interpreted this century of change in the South, this course will also examine how Southerners themselves have explained these changes through the rich tradition of southern autobiography. Consideration will be given to the historical antecedents of the specific form of each hatred and the contemporary manifestations confronted by the Black and Jewish communities. Upon successful completion of this course, students will be able to: Demonstrate an ability to be fully conversant in the complex issues of contemporary anti- Semitism and racism along with the ability to use multiple educational theories to confront these irrational illegitimate hatreds in and out of school settings. Learning Outcomes: As a result of successful completion of this course, undergraduate students will be able to: 1. Describe at least three ways that antisemitism has shifted over time (religion, race and peoplehood). 2. Describe at least three ways that racism has shifted in the United States (slavery, Jim Crow, New Jim Crow…) 3. Explain ways in which antisemitism and racism converge and diverge. 4. Evaluate minimally three ideologies, stereotypes, or beliefs that informs racism, antisemitism, and otherness. -

The article, which was apparently directed to CORE members, states that Vincent Dahmon, age 65, of Natchez, Mississippi, was shot by members of the KKK “during the time of the Meredith March” (the 1966 “March Against Fear” from Memphis, Tennessee to Jackson, Mississippi, initiated by James Meredith, during _____________________ Cristina Gamondi Attorney ______________________________________________________________________________ ______________________________________________________________________________ To: Records Section Office of Legal Administration The above numbered file has been closed as of this date. _____________ ________________________________ Date Chief, Criminal Section FORMERLY CVR-3 FORM CL-3 −2− which Meredith was shot and wounded).
