Applications may be inspected free of charge at the Off ice of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commis sioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: • A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; • A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; • A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys. Set on the E side of the road within 2.5 acres of garden. History Cottage built in 1907 in vernacular style. Said to be by Lutyens and his assistant Oswald Milne. The house was commissioned by Lord Rhondda owner of nearby Pencoed Castle for his niece, Charlotte Haig, daughter of Earl Haig. The gardens are said to have been laid out by Gertrude Jekyll, under restoration at the time of survey (September 1995) Exterior Two storey cottage. Reed thatched roof with decorative blocked ridge. Elevations of coursed rubble with some random use of terracotta tile. "E" plan. Picturesque cottage composition, multi-paned casement windows and painted planked timber doors. Two axial ashlar chimneys, one lateral, large red brick rising from ashlar base adjoining front door with pots. Crest on lateral chimney stack adjacent to front door presumably that of the Haig family. The second chimney is constructed of coursed rubble with pots. To the left hand side of the front elevation there is a catslide roof with a small pair of casements and boarded door. Design incorporates gabled and hipped ranges and pent roof dormers. Interior Simple cottage interior, recently modernised. Planked doors to ground floor. Large "inglenook" style fireplace with oak mantle shelf to principal reception room, with simple plaster border to ceiling.

    Torfaen County Borough Council Local Development Plan 2006 - 2021 Preferred Strategy January 2008 Foreword I am pleased to present the Preferred Strategy documents for the Torfaen Local Development Plan (to 2021), which the Council approved for public consultation on 25th September 2007. Consultation on the strategy will run for six weeks from 28th January 2008 to 10th March 2008. This consultation is an important stage in the preparation of the plan and offers everyone with an interest in the future development of Torfaen an opportunity to influence the plan before the Council finalises its proposals. The Torfaen Local Development Plan (LDP) is the Council’s key land use planning document. It will set out policies and proposals for the future development and use of land in Torfaen up to 2021, in line with legislative requirements. When adopted it will replace the existing Gwent Structure Plan and Torfaen Local Plan and form the basis for decisions on individual planning applications. The LDP will therefore provide a measure of certainty about what kinds of development will be permitted and where during the plan period. The LDP will support the vision for Torfaen, set out in the Community Strategy, and also the region as detailed in the Wales Spatial Plan. It will identify opportunities for continuing investment and regeneration including provision for the new homes, jobs, community facilities and transport infrastructure that will be needed over the next 15 years if the area and its people are to prosper. The Plan will also identify land that needs to be protected for its conservation importance and other measures necessary if our environment is to be safeguarded.

Report from David Morgan, Inspector of Torfaen Local Policing Unit – Council welcomed David Morgan, the new Inspector of the Torfaen Local Policing Unit, who had come to explain the recent organisational changes in Gwent Police. The following points were noted: a. Cllr. Green highlighted the traffic problems in School Close. Insp. Morgan confirmed that he would request officers to patrol this area at 3.30pm but advised that all schools face the same problem. b. The five policing areas have been reduced to two. Newport and Monmouthshire make up the East Area and Torfaen, Blaenau Gwent and Caerphilly the West Area. c. Specialist units are being disbanded with staff moved into the Local Policing Units. This will enable those staff to work on general policing when not dealing with these specialised cases.

A total of 94 ‘Candidate Sites’ were submitted, which have been published (for information only) in this ‘Candidates Sites Register’ (December 2018). The sites will now be considered by the Council against a ‘Three Stage Site Assessment Methodology’ for potential inclusion within the Replacement LDP.
