But du Poste To lead the creation and/or on-going development and management of an Cluster Program (CP), or multiple programs, through managing thorough planning processes and relationship building with local stakeholders, and ensuring staff team effectiveness, resulting in a community-based program/s that enhance children’s well- being, focused on the most vulnerable, and leads to sustainable change.

Responsabilité Majeurs :

Ensure the strategic direction of the program in line with the NO strategy/Technical Approach /Technical Program

Page 1/6 Assist, when required, in Country strategy development

Ensure program priorities and approaches are aligned with community, partners & NO strategies and standards.

Facilitate effective planning align on NO strategy and Technical Program and based on community needs and initiatives for effective local programming with local partners.

Facilitate community habilitation, staff capacity & skills development to enhance performance management and programming in the AP

Support professional and personal development of Cluster Program staff, with an emphasis on-the-job coaching and facilitating ongoing action learning and reflection

Conduct frequent conversations with staff to support their performance and development, and ensure WV’s performance management processes followed

Provide strong and positive leadership to the Cluster Program ensuring competent and motivated staff are hired and retained and high-performers identified and nurtured

Facilitate and support team understanding and mapping of potential partners, and building of collaborative relationships with local government and other community stakeholders

Ensure effective team engagement with community stakeholders and relevant WV technical teams

1. Provide strategic leadership and facilitation support for partnership brokering processes and relationships. This includes partnership between WV technical programmes and

Page 2/6 local working groups, and overall coordination amongst all projects within the area programme.

Ensure high level of programme management in line with WV standards & WV Development approach

Develop and implement a plan for building an understanding of Cluster Program operations and Child Sponsorship in communities

Ensure the delivery of the mutually agreed budget and implementation plan in the Area Program

Create and maintain effective working relationships with the Sponsorship, HEA, Program Quality, Advocacy and all sectors and department/units to enhance program team effectiveness

Ensure effective integration for all grants projects in the program area

Plan and coordinate Disaster Management initiatives across the area program

Manage Area Program-wide relationships with partners, including sustainability and transition plans

Produce regular finance and management reports as required by the NO

Manage program changes to control scope, schedule and contracts

Implement and ensure that audit recommendations are timely responded to, fully implemented and progress is reported quarterly.

Page 3/6 Ensure that sponsorship, child protection and participation standards and advocacy are adhered to and they are adequately integrated into programming for community transformation

Work closely with the Sponsorship Manager and team on all aspects of sponsorship administration and multi-year plans.

Lead planning of child selection as part of program/ SIP design process

Provide oversight to ensure integrated monitoring plan includes children as part of program/ SIP design process (including Integrated Activity Plan)

Ensure all RC are monitored in accordance to WVI standards

Ensure staff and partners understand WV child protection policy

Ensure efforts are taken to respond promptly and appropriately to incidents

Ensure Cluster Program supports awareness rising for prevention and reporting of child protection incidents occurs across the program.

Ensure that children are involved in age-appropriate ways in all aspects of the programme.

Promote establishment of children rights networks and support policy that seeks to change structures and systems that jeopardize the right of children in coordination with advocacy.

Created and manages the partnership relationships with the communities, technical services, NGOs, local associations, local religious Institutions, etc.

Page 4/6 Network and develop relationships with other NGOs, local government officials, local faith based institutions, and community leaders in the Cluster Program.

Build carefully designed collaborations for local programmes.

Engage in advocacy and represent Cluster Program in meetings/events

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required: Bachelor Degree in Economic Development, Community Development, Sociology, Agriculture,

Page 5/6 Experience: 5 years in programming management in WV

Preferred: Masters in Economic Development, Sociology, Agriculture

Technical Skills & Abilities:

Computer skills

Demonstrated ability in supervision

Experience in working with donor funds, sponsorship operations and grants funding.

Demonstrated ability in child wellbeing development and maintain.

Working knowledge of disaster management, emergency preparedness, monitoring and evaluation, sphere standards are added advantage.

Good planning and organizational skills

Ability to maintain effective working relationships with all levels of staff and donors

Working Environment / Conditions:

Work environment: Office-based with frequent travel to the field

Travel: 20% Domestic/international travel is required.

On call : 10%
