PP 2020/0134(1) STANDING COMMITTEE OF TYNWALD ON PUBLIC ACCOUNTS EMERGENCY SCRUTINY FIFTH REPORT FOR THE SESSION 2019-20 EDUCATION DURING THE EMERGENCY Volume 1 of 2 STANDING COMMITTEE OF TYNWALD ON PUBLIC ACCOUNTS EMERGENCY SCRUTINY FIFTH REPORT FOR THE SESSION 2019-20 EDUCATION DURING THE EMERGENCY 3.1 There shall be a Standing Committee of the Court on Public Accounts. 3.2 Subject to paragraph 3.6, the Committee shall have – (a) a Chairman elected by Tynwald, (b) a Vice-Chairman elected by Tynwald, (c) four other Members, who shall be Chairman of each of the Policy Review Committees (ex officio) and the Chairman of the Committee on Constitutional and Legal Affairs and Justice; and a quorum of three. 3.3 Members of Tynwald shall not be eligible for membership of the Committee, if, for the time being, they hold any of the following offices: President of Tynwald, member of the Council of Ministers, member of the Treasury Department referred to in section 1(2)(b) of the Government Departments Act 1987. 3.4 The Committee shall – (a) (i) consider any papers on public expenditure and estimates presented to Tynwald as may seem fit to the Committee; (ii) examine the form of any papers on public expenditure and estimates presented to Tynwald as may seem fit to the Committee; (iii) consider any financial matter relating to a Government Department or statutory body as may seem fit to the Committee; (iv) consider such matters as the Committee may think fit in order to scrutinise the efficiency and effectiveness of the implementation of Government policy; and (v) lay an Annual Report before Tynwald at each October sitting and any other reports as the Committee may think fit. -

The counter balance to corporate power in a globalised, just-in- time economy is to do exactly that, to bring our activists together to build an organisation within an ‘industrial hub’ that builds on our strengths and identifies opportunities to develop our organisation across employers in every sector of our economy. Unite is at the forefront of the Industrial Hubs programme, working with and taking the lead in the first global pilot projects with the International Transport Workers Federation (ITF) and IndustriALL global union federations. It is a programme that can be adapted to meet the challenges in all sectors of our union, across our transport, manufacturing and services groups Mapping supply chains, identifying ‘economic employers’, developing real solidarity between sectors and unions both here in the UK and across Europe, understanding vulnerabilities that can be exploited and developing a training programme that builds confidence, skills and capacity amongst our activists to both defend and advance the interests of working people. CIT0193 Written evidence submitted by Unite the Union Coronavirus: implications for transport This submission is made by Unite, the UK’s largest transport trade union and the UK’s largest and most diverse trade union with over one million members across all sectors of the economy including transport, manufacturing, financial services, food and agriculture, construction, energy and utilities, information technology, service industries, health, local government and the not for profit sector. Unite also organises in the community, enabling those who are not in employment to be part of our union. Unite is uniquely placed as the principal trade union across the full diversity of transport. We represent a quarter of a million workers in all areas of transport including buses, road haulage, logistics, civil aviation, rail, coach, taxi, tram, docks, ferries and waterways. We also represent the majority of union members in the transport vehicle building and automotive sectors and the aerospace aircraft sector. Unite’s response to the Transport Select Committee Inquiry is drawn from the recent months of intense experience in dealing with the impact of Covid19 on our members in transport : on their health and safety, their jobs, their pay and conditions, and their sector. This experience is unique, informed as it is from working across all modes of transport, with hundreds of thousands of workers and their representatives, with the diversity of employers, sector bodies and transport specialists, with Department for Transport and Treasury Officials, government Ministers, Shadow Ministers, Mayors, devolved governments and elected politicians at all levels. “NO ROOM IN HISTORY”: GENRE AND IDENTIY IN BRITISH AND IRISH NATIONAL HISTORIES, 1541-1691 A dissertation presented by Sarah Elizabeth Connell to The Department of English In partial fulfillment of the requirements for the degree of Doctor of Philosophy in the field of English Northeastern University Boston, Massachusetts April 2014 1 “NO ROOM IN HISTORY”: GENRE AND IDENTIY IN BRITISH AND IRISH NATIONAL HISTORIES, 1541-1691 by Sarah Elizabeth Connell ABSTRACT OF DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in English in the College of Social Sciences and Humanities of Northeastern University April 2014 2 ABSTRACT In this project, I build on the scholarship that has challenged the historiographic revolution model to question the valorization of the early modern humanist narrative history’s sophistication and historiographic advancement in direct relation to its concerted efforts to shed the purportedly pious, credulous, and naïve materials and methods of medieval history. As I demonstrate, the methodologies available to early modern historians, many of which were developed by medieval chroniclers, were extraordinary flexible, able to meet a large number of scholarly and political needs. I argue that many early modern historians worked with medieval texts and genres not because they had yet to learn more sophisticated models for representing the past, but rather because one of the most effective ways that these writers dealt with the political and religious exigencies of their times was by adapting the practices, genres, and materials of medieval history. I demonstrate that the early modern national history was capable of supporting multiple genres and reading modes; in fact, many of these histories reflect their authors’ conviction that authentic past narratives required genres with varying levels of facticity. -

The Employment (Miscellaneous Provisions) Bill 2017 was published on 7th December. The Bill proposes to make it mandatory that workers are provided with their core terms of employment within five days of beginning a job. The legislation will also ban zero hours contracts “in most circumstances”, with exceptions including to allow employers to provide cover in emergency situations or to cover short-term absences. The significance of attitude and ownership. Steve Shelley Centre for Research in Employment Studies University of Hertfordshire Business School Abstract The paper draws upon evidence from trade union learning initiatives that are funded by the Union Learning Fund or involve Union Learning Representatives in the UK. With reference to Chartist, radical and more broadly societal views of learning, analysis of learning topics, contexts and uses provides the basis for an understanding of ‘useful’ learning, around the themes of attitude and ownership. Whilst recognising limitations of trade union learning, it is suggested that these initiatives contribute to radical outcomes individually and collectively, arising directly and indirectly from the learning activities. This suggests the potential for outcomes which hark back to earlier understandings of the purpose of trade union education and worker emancipation. The part this may play in the readjustment of the balance of power between labour and capital and in enabling the development of a more inclusive and high skill society, is considered. -

Introduction 2.1 Communities and Local Government is committed to constructive industrial relations with staff and their representatives and recognises the need for appropriate and timely communication, consultation or negotiation (Chapter 12.4 of the Staff Handbook refers) on changes to policy, departmental structures, working practices or terms and conditions of employment. 2.2 This Agreement is subject to the provisions of Chapters 1 and 12 of the CLG Staff Handbook. It provides guidance to managers and Trade Union representatives throughout the Department on the communication, consultation and negotiation process involved when managers are developing proposals that might affect staff, such as proposed changes to structures, working practices and conditions of employment. 2.3 Staff and their representatives should be fully informed of, and consulted about, proposals that affect staff, with agreement being required for changes to contractual terms and conditions of employment. Management and the Trade Unions should allow sufficient time to ensure that meaningful consultation takes place. Union representatives should be given the opportunity to respond and make their representations. Where the Department cannot agree on non contractual matters with those representations, the unions will be given a full explanation of why this is the case. 2.4 Reaching a common understanding of change, why and whether it is needed, should be the first stage in the process.
