This paper outlines the current political, economic and security situation in the country and explores some of the possible scenarios for the next five to ten year period.1 The authors suggest that it is critically important to examine the ways in which the political and strategic environment has evolved over the past decade in order to understand the current situation and predict where the country will likely move in the near future. Most analysts of Colombia concur that Colombia has not realized its economic potential in the past fifty years because of the internal conflict, a conflict that has its roots in both ideological differences as well as socio-economic inequalities, but which have been greatly exacerbated since the emergence of the narcotics industry in the 1970s. That internal conflict has defeated government after government in its effort to develop a broader vision of the role that Colombia could play in inter-American relations or economically to move into the developed world.

Our team also consists of the vice-director Naz Arin Alkumru, the moderator Arthur Nelson and the crisis analysts Maryam Rahimi and Pranav Dayanand; we are all very excited to meet you for a weekend of debate this February. I am a second year student majoring in Economics and International Relations, and potentially minoring in Latin American Studies. My main interests are economic development, international humanitarianism, and conflict resolution. Apart from UTMUN, I am also part of the G20 Research Group and the Canadian Centre for the Responsibility to Protect. In my spare time, I like to paint and my favorite book is One hundred years of solitude. I am originally from Peru and moved to Canada for university. Growing up, I always heard about the scars that cocaine trafficking and paramilitary groups similar to FARC had left in Peruvian society. I began doing MUN in the 8th grade and continued debating for the rest of my high school years. I have participated and hosted a wide array of committees, but the mixture of formality and dynamism in Specialized Agencies makes it by far my favorite. Last year, I also took part in UTMUN as a Vice-Director for another committee. MUN is a great way to learn about foreign affairs and improve public speaking skills.

This article examines efforts to confront and cope with the pandemic in a specific case, that of Colombia. It identifies a crisis of governability in the country that has been exacerbated by the pandemic, but which preceded COVID-19 and is likely to outlast it as well. We describe the context in which the pandemic unfolded and the government’s response, which has laid bare the fragility of Colombia’s socioeconom- ic and political achievements, evidencing deeper structural problems. The country is subject to a high level of informality in the economy’s, a lack of social safety nets for more than half of the population, and the ongoing presence of violence and illegal groups. With the pandemic added to this backdrop, social tensions rose, and blame games and confrontations between national and subnational governments became part of the daily news. Policy measures were undertaken to reduce the number of in- fections, including extensive lockdowns; while assessments of their effectiveness in meeting their stated objectives vary, there has undeniably been significant regression on economic and social indicators. The dynamics of the 2022 elections will undoubt- edly be marked by the consequences of the COVID-19 emergency.

Political finance and the equal participation of women in Colombia: a situation analysis The impact of economic resources on the political participation of women has become a prominent issue in the field of comparative political finance. In recent Kevin Casas-Zamora and Elin Falguera years, there has been a growing recognition that politics dominated by money is, more often than not, politics dominated by men. It is not surprising that the issue has moved to the forefront of debates on gender and political finance. This report assesses the extent to which political finance is a significant obstacle to women running for political office. It focuses on the experience of Colombia, a country that, like many other Latin American countries, continues to struggle with the legacies of pervasive social, economic and political inequality that disproportionately affect women. It explores the role of political finance in hindering women’s access to political power and its relative weight with respect to other obstacles to women’s political participation. It also suggests a number of institutional changes that might ameliorate some of the problems identified, while being fully cognizant of the limits to institutional change recasting deep-rooted gender imbalances.
