MINUTES OF THE MOLESCROFT PARISH COUNCIL MEETING HELD AT 7.00 PM, THURSDAY 17th DECEMBER 2015 AT THE MOLESCROFT PAVILION. Present Councillor M.Hildyard, (Chairman). M.Fleming, C.Coates., C.Linthwaite, P.Ranson. B.Gregory, J.Heffer. M.Jackson, M.Smith Ward councillor E.Aird was also in attendance. 1329. Apologies Apologies were received from Councillors Boynton and Hanneman Apologies had also been received from Ward Councillor I.Charis 1330. Declarations of Interest. None 1331. Approval of the minutes of the previous meeting. The minutes of the meeting 19th November 2015 had been circulated and were approved as a true record of proceedings. 1332. Matter arising from the Parish Council meeting on the 19th November 2015. Agenda item 1315 – The Clerk confirmed that further information regarding the possible liabilities for the Parish Council has not been received. Agenda item 1319 - Councillor Fleming reported that he had visited the owners of the properties neighbouring the Pavilion drive to explain the Parish Councils plans to erect a bar style gate to prevent late night traffic entering the field and disturbing residents, the residents concerned supported the idea. 1333. Public Participation Session None 1334. Co-option of Parish Councillor The six applicants for the Parish Councillor vacancy all were invited to attend the meeting and discuss what they could bring to the Council. Five attended the meeting and gave a brief resume of their experience, knowledge and thoughts on what the Parish council could do to the benefit of the community. The standard of applications was extremely high and after much discussion Pam Lockyer was elected unanimously to the vacancy. -

Talks took me to Holme-on-Spalding Moor, Poppleton, Easingwold, Hollym, Nafferton, Pontefract and even Nottingham. I also gave a walking tour around York on the places connected to the Rowntree family and their chocolate factory/shop sites. Finally I became involved with the Bishop’s Palace Community Excavation in Howden, searching for the East Wing buildings of this medieval complex for the Bishops of Durham. An interim report was also written, and it is hoped that further work can be carried out in 2020. 1 Historical Account of Navigable River, Canals and Railways of Great Britain FOSS NAVIGATION 33 George III, Cap. 99, Royal Assent 30th April, 1796. 41 George III, Cap. 115, Royal Assent 23rd June, 1801. The river which gives its name to this navigation has its source near Newburgh Hall, about four miles north of Easingwold, whence it crosses Oulstone Moor, where a reservoir is constructed, for the purpose of supplying the navigation in dry seasons. -

(Remember Howard‟s article in our March Issue about winter cruising) New Horizons has had another record breaking year carrying around 2000 pas- sengers on more than 80 trips. Many thanks to all our volunteers who made this possible. For our „Spotlight On‟ subject ,this issue, we move away from featuring a PCAS Member and welcome the comments from Jon Horsfall, British Waterways North East Regional Manager. His views about the coming changes facing BW make very interesting reading. I am also delighted to have a contribution from Peter Hardy who compiled the very first Canal Guide for the Pocklington Canal. Many thanks to all our contributors without whom, we would not have a newsletter. Have you got something to say? A story about the Canal or indeed any waterway subject that may be of interest to our readers. Please contact me if you can help. I am happy also to publish letters (where appropriate) if you have any comments to make. It is always good to know what you think otherwise we are just working in the dark producing what we think you want to read. In the centre of this issue is a Membership Form. Thank goodness for email and for Tony, our website manager, who has been kept exceedingly busy publishing up-to-date information. Sincere apologies to anyone who missed out on any communications. MACMAHON, Senior Staff Tutor in Local History, The University of Hull © East YQrk.;hiT~ Local History Society '96' ROADS AND TURNPIKE TRUSTS IN EASTERN YORKSHIRE A major purpose of this survey is to discuss the ongms, evolution and eventual decline of the turnpike trusts in eastern Yorkshire. The turnpike trust was essentially an ad hoc device to ensure the conservation, construction and repair of regionaIly important sections of public highway and its activities were cornple menrary and ancillary to the recognised contemporary methods of road maintenance which were based on the parish as the adminis trative unit. As a necessary introduction to this theme, therefore, this essay will review, with appropriate local and regional illustration, certain major features ofroad history from medieval times onwards, and against this background will then proceed to consider the history of the trusts in East Yorkshire and the roads they controlled. Based substantially on extant record material, notice will be taken of various aspects of administration and finance and of the problems ofthe trusts after c. 1840 when evidence oftheir decline and inevit able extinction was beginning to be apparent. .. * * * Like the Romans two thousand years ago, we ofthe twentieth century tend to regard a road primarily as a continuous strip ofwel1 prepared surface designed for the easy and speedy movement ofman and his transport vehicles. -
