ENGINEERING EXHIBIT Incentive Auction Channel Reassignment Request for Interim Antenna Special Temporary Authorization prepared for Gray Television Licensee, LLC WCAV(DT) Charlottesville, VA Facility ID 363 Ch. 19 71 kW 306 m Gray Television Licensee, LLC (“Gray”), licensee of WCAV(DT) (Facility ID 363, Charlottesville VA) requests Special Temporary Authority (“STA”) to operate on its pre-auction channel with an interim antenna and parameters at variance. WCAV is licensed (BLCDT- 20090522ADB) to operate on Channel 19 at 155 kW effective radiated power (“ERP”) with a directional antenna at 326 meters height above average terrain (“HAAT”). Reassignment of WCAV from Channel 19 to Channel 32 was specified in the Incentive Auction Closing and Channel Reassignment Public Notice (DA 17-317, released April 13, 2017). WCAV has been assigned to make the transition to Channel 32 at phase 5 (testing period start date August 3, 2019 and phase completion date September 6, 2019). Gray requests STA to operate WCAV on its pre-auction Channel 19 with an interim antenna at reduced power prior to its transition in order to accommodate tower work, removal of the pre-auction Channel 19 main antenna, and installation of the reassignment Channel 32 antenna. The necessary tower work is to commence during August 2019. The proposed interim antenna is side-mounted on the WCAV tower structure. The overall structure elevation is less than 61 meters above ground and passes the FCC’s TOWAIR program for the transmitter location, thus FCC antenna structure registration is not necessary. ENGINEERING STATEMENT Request for Waiver of Transition Phase Assignment prepared for Gray Television Licensee, LLC WCAV(DT) Charlottesville, VA Facility ID 363 This statement is prepared on behalf of Gray Television Licensee, LLC (“Gray”), licensee of digital television station WCAV(DT), Facility ID 363, Charlottesville VA, in support of Gray’s request for waiver of WCAV’s transition phase assignment. Reassignment of WCAV from Channel 19 to Channel 32 was specified in the Incentive Auction Closing and Channel Reassignment Public Notice (DA 17-317, released April 13, 2017). WCAV has been assigned to make the transition to Channel 32 at phase 5 (testing period start date August 3, 2019 and phase completion date September 6, 2019). Gray seeks to delay its transition of WCAV to its reassignment facility by one phase, to phase 6 (testing period start date September 7, 2019 and phase completion date October 18, 2019). This statement provides engineering details to support the waiver request. The change in phase is requested in order to accommodate a delay in the transition of upstream station WVIR-TV (Facility ID 70309, Charlottesville VA), which is also assigned to phase 5. WVIR-TV’s pre-auction operation is on Channel 32, the same channel as WCAV’s reassignment. Since WVIR-TV and WCAV are both licensed to Charlottesville VA and utilize transmitting locations within 0.1 km of each other, WCAV cannot commence operation on Channel 32 until WVIR-TV ceases operation on Channel 32. Citing equipment delivery delays, a request to change WVIR-TV’s transition to phase 6 has been submitted by WVIR-TV’s licensee (LMS file# 0000080372). -

THE IMPACT ON THE AMOUNT OF NEWS PROGRAMMING FROM CONSOLIDATION IN THE LOCAL TELEVISION STATION INDUSTRY Mark R. Fratrik, Ph.D., SVP/Chief Economist September 23, 2020 Abstract The FCC’s broadcast ownership rules, which generally prohibit a single entity from owning more than one television station in most markets, are inhibiting the production of local news in television markets across the country – especially in small television markets. As shown in this report, from 2014 to 2020, Gray Television was able to add more local news programming in markets where it acquired a second station or major network affiliation as compared to those markets where Gray’s holdings remained constant. Moreover, the largest increases in local news production arose from consolidation in the smallest markets. With greater local scale from in- market consolidation, Gray was able to spread the high fixed costs of local news production across multiple stations or networks, which allowed Gray to produce more local news programming than those stations otherwise were able to produce separately. Based on Gray’s experience, we anticipate that relaxing the FCC’s ownership rules would lead to more local news, more local journalism, and more local newsroom jobs. Federal Communications Commission Washington, D.C. 20554 October 17, 2019 Charlottesville TV LLC 220 Salters Creek Road Charlottesville, VA 22902 Re: Request for Modification and Waiver of Phase Assignment WCAV(TV), Charlottesville, VA Facility ID No. 363 LMS File No. 0000086717 Dear Licensee, On October 16, 2019, Charlottesville TV LLC (Charlottesville TV), the licensee of WCAV(TV), Charlottesville, Virginia (WCAV or Station), filed a Requestfor Mod~fication and Waiver of Phase Assignment requesting to modify the post-incentive auction transition phase assigned to the Station in the Closing and Channel Reassignment Public Notice from Phase 6 to Phase 7•1 For the reasons below, we grant Charlottesville TV’s request for waiver and modify the Station’s phase assignment to Phase 7, as conditioned herein. Background.
