ACHIEVEMENTS ON THE POST OF VICE CHANCELLOR, DR SHAKUNTALA MISHRA NATIONAL REHABILITATION UNIVERSITY, GOVERNMENT OF UTTAR PRADESH LUCKNOW:

• First full time Vice- Chancellor of Dr. Shakuntala Misra National Rehabilitation University, Lucknow by the Government of Uttar Pradesh for a term of five years. • Introduced 'inclusive' and barrier-free education system where Divyang (differently abled) and Non- Divyang students study together in an Inclusive Setup • Introduced and implemented the system of Free Education, hostel and mess facilities to all DIVYANG STUDENTS and FREE braille books, tape recorders and amanuensis to all visually challenged students. • Introduced Sign Language Interpreters in the class rooms for hearing challenged students • Introduced braille support teaching aids and facilities for visually impaired students. • Developed barrier free environment and infrastructure for Divyang students. • Established Artificial Limb and Rehabilitation Centre through which more than 1500 Divyangjan (Differently abled persons) have been facilitated limbs, assistive devices and services, free of charge. • Established a specialized Centre for Indian Sign Language and Deaf Studies to cater the special needs of deaf students. • Introduced Pre-Degree certificate courses equivalent to Intermediate level designed absolutely for deaf students duly approved by Government of Uttar Pradesh. This first of its kind unique course introduced in the state. • Introduced global exposure through academic linkages with International Institute for Sign Language and Deaf Studies, University of Lancashire (United Kingdom). • Established Centre for Disability Studies and initiated introduction of Special Education, Bachelor and Master Level Courses in Applied Sign Language Studies and Vocational Education to deaf students. • Started and successfully running job-oriented and specialized courses in the field of Disability Rehabilitation with Accreditation from Rehabilitation Council of India. • Promoting institutional expansion of Special Education for Divyangjan across the State through affiliating only such institutions of Uttar Pradesh which

compulsorily run course on special education approved by Rehabilitation Council of India along with routine courses. • Successfully expanded departments and Faculties and augmented student’s enrollment in the university more than ten times. • For empowerment of Differently abled persons introduced technical education establishment of sensory Garden, Audiometric and Multimedia Lab and Deaf College for Divyang students. • Successfully conducted Convocation of the University graced by Hon'ble Governor and Chief Minister of the State along with Hon'ble Justice of Supreme Court in which medals to meritorious scholars, along with a medals to Divyang Students were distributed. • Made a unique effort of adopting 10 Villages in the proximity of University to involve the University in the holistic development of these Villages with active peoples participation

• Director of the Regional Centre for Urban and Environmental Studies, under Ministry of Housing & Urban Affairs, Govt. of India since January 2005. • Has made efforts and remarkable contribution in developing RCUES, Lucknow as Centre of Excellence. • Has developed RCUES, Lucknow as a Nodal Centre for providing support to the National Government, State Government and Urban Local Bodies across the country. • Mentored and contributed to the Preparation of the State Policy on Solid Waste Management of Uttar Pradesh. • Spearheaded the Drafting committee on State Policy on Waste Water Recycling & Reuse for State of Uttar Pradesh • Facilitated the Regional Centre in being designated as the Technical Resource Partner for Development of Asset Management and Real Time Monitoring system. Asset management and Monitoring of Soil and water conservation Works at the Mili Watershed Level under RKVY Scheme by the Department of Agriculture, Government of Uttar Pradesh. Under this project Centre has developed a Soil control Room and MIS for uploading project details including the sanctioned Plan map and monitoring the progress work. A Mobile devise application has also been developed through this application effective monitoring can be done at different stages of the project i.e. before construction, during construction and after construction pictures and data are uploaded real time from the field into the system. . Has been instrumental in implementing and assisting the Department of Urban Development, Government of Uttar Pradesh under AMRUT in selection of agencies for Enhancement of GIS Base Map, Survey of Properties (ward wise & category wise), numbering of properties through assigning unique identification number to each property and developing property information system for 16 Municipal Corporations of U.P. . RCUES, Lucknow is assisting the Department of Urban Development, Government of Uttar Pradesh under AMRUT in selection of agency for door-to-door collection and transportation of Municipal Solid Waste for the city of Mirzapur under SBM. . Took first of its kind initiative with support of Dept. of Urban Development, Government of Uttar Pradesh in engaging interns from various Engineering colleges

across the state of Uttar Pradesh for preparation of DPRs of 15 cities for Collection and Transportation of SWM and two DPRs on composting and treatment of SWM and one DPR of Capping of existing dump site. . Contributed to the successful conduction of three Research Study, two under Fecal Sludge and Septage Management on Urban Sanitation, Septage and Waste Water Management in selected cities of Uttar Pradesh and one comparative Study of FSM Projects of Maharshtra, Odisha and UP. . Centre supported Ministry of Housing and Urban Affairs in collaboration with India and NIUA in conduct of Third Party Monitoring of Reforms under AMRUT in 4 States—Madhya Pradesh, Chhattisgarh, West Bengal, Sikkim . . RCUES Lucknow in collaboration with Snow Fountain Consultants organized three, one day workshop for engineers on Technical and Administrative Aspects of Project Implementation at Lucknow. . RCUES, Lucknow is assisting the Department of Urban Development, Government of Uttar Pradesh in developing action plan for implementation of decentralized transportation and processing of SWM in 593 ULBs of Uttar Pradesh having population less than 1 lakh. . Centre as a technical agency for UPSIDC has developed DPR of Sewerage treatment Plant of Loni. . The Centre was designated as the Coordinating and monitoring Agency for the ‘VIHAAN’ Residential Schools run by Uttar Pradesh Building and Other Construction Workers Welfare Board, Department of Labour Uttar Pradesh in 06 districts of U.P. viz Meerut, Ghaziabad, Bahraich, Agra, Firozabad and Bhadoi. . Facilitated in getting RCUES Lucknow designated as the Resource Partner by the Department of Urban Development, Government of Uttar Pradesh for implementation of various flagship schemes and Missions of Government of India viz.: o SMART CITY Mission o Swachh Bharat Mission o Housing for All- Urban o Heritage City Development and Augmentation Yojana (HRIDAY) o Atal Mission for Rejuvenation of Urban Transformation (AMRUT). o Facilitated and developed the Centre to be empaneled by Ministry of Urban Development, Govt. of India for providing support to the cities/towns for Solid Waste Management under Swachh Bharat Mission. .
