    Chapmanslade Parish Plan Appendices Appendix 1 The History of Chapmanslade As far as we can ascertain, we are the only place in the country with the name of Chapmanslade. So where does the name come from? No one can say with any certainty, but a ‘chapman’ was a pedlar selling goods and a ‘slade’ is a way through – from here to there. In olden times people travelled with their sheep from the Mendips to the Wiltshire Downs and the other way to market in Frome. Perhaps having trudged up the steep hill from Frome, and having reached the flat land at the top where the village lies they would stop for a well-earned rest, maybe buying a drink at one of the many hostelries (there were at least five) or buying or trading the things they needed from local tradespeople and businesses, such as tools for working the land from the village blacksmith whose smithy can be seen in the photograph on the left jutting out into the road. And it’s still there today – but no longer used. Reference: A pedlar is defined as: ‘Any hawker, petty Chapman, tinker, caster of metals, mender of chairs, or other person, who, without any horse or other beast drawing burden, travels and trades on foot and goes from town to town or houses, to sell goods, wares, merchandise or his skill in handicraft.’ Whatever its origins, we can trace back the name of Chapmanslade for a long time. The earliest reference dates back to the year 1245. In April 1252 the great Bracton (a famous medieval judge) sat with the Sheriff of Wiltshire at Chapmanslade.

HECTARAGE OF DIRECTION: 28.07 DESCRIPTION OF MILITARY USE: The area forms part of Salisbury Plain Training Area. It was acquired after the creation of the current Byelaws to give an alternative entrance or egress point in order to better exploit the western end of Imber Ranges. On occasions this area has a high intensity of troop and vehicle movements and use is likely to increase with the planned return of the last two brigades from Germany. CURRENT PUBLIC ACCESS: Access is available along public rights of way adjacent to the site. There is no intention to restrict access along these routes. S28 JUSTIFICATION: 1. This forms part of the Salisbury Plain Training Area which is used for armoured and infantry training. Public access is available along PROW and the MOD designated Imber Way. This arrangement provides adequate separation between the general public and troops training. 2. MOD intends to modify the Byelaws to include this small additional area plus other recent land purchases at Heytesbury under the current Byelaw Review Programme. This will result in this parcel of land being excepted from CROW access legislation. Any changes in byelaws will be subject to public consultation.

Appendix A – Role and Function Study of Local Service Centres Planning Policy Statement 12 (PPS12, 2008) recognises that a settlement strategy is key to ensuring sustainable patterns of development are delivered in appropriate locations at an appropriate scale. The Settlement Strategy Topic Paper provides the detailed background explaining how the settlement strategy for Wiltshire has been identified. Categorising the role and function of settlements is an important first step that will help to understand appropriate levels of growth that should be planned for within settlements. The 2011 Settlement Strategy seeks to provide a framework within which the ambitions of Wiltshire‟s rural communities can be realised. As part of this framework a number of settlements, which are considered to have a pronounced role in the rural area and in most cases act as local services centres serving the wider rural hinterland are identified. There were 5 settlements that have been identified as potentially having a service centre role. These settlements are; Cricklade, Lyneham, Market Lavington, Pewsey & Purton. In very general terms a Local Service Centre will have some or all of the following characteristics. Large population (over 2,000) Significant employment base; A very good range of services; A secondary school; Excellent transport connections; Potential to support development in the rural area; The largest settlement within the community.

This plan for the next ten years provides an assessment of the key local issues that affect the daily lives of people who live, work and play in the locality and identifies some of the key actions needed to improve the quality of life in the Warminster community area. It is a report back on three years of information gathering and consultation with local people and provides a summary of the main issues and ideas for the future. A fuller, detailed version of the plan is available on request and subsequently a “Strategic Action Plan” covering the key projects will be published. This is the first time that a community-wide exercise of this kind has been carried out in this area and we hope that it will be the catalyst for further civic participation and community-based planning and action over the coming years. It has been undertaken by the Warminster and Villages Community Partnership (WVCP), which is one of 20 partnerships across Wiltshire conducting community consultation and development. The geographical coverage of the plan is the ‘Warminster Community Area’ which includes the town and its rural catchment area of 24 villages, covering most of the BA12 postal district.
