Burnett Education Centre Ron Mitchell Centre Tuesday, April 24, 2018 MINUTES 1. Adoption of Minutes from February 7, 2018 Motion: Dale Girodat Second: Sandra Surkan CARRIED 2. RHSAA President’s Report – Armand Jeannot • SHSAA Resolution deadline is today, Tuesday, April 24, 2018. • Motion for AGM: Where as; the existence of Jr. Teams in a school (defined as grades 9 - 11 not participating in Provincial Championships) will not preempt the formation of a joint sponsorship. The eligibility of school classification is based on grades 10 - 12 (grade 9 - 11 in the previous year for some sports) and student eligibility is determined by grades 10 - 12: Be it resolved: Applications for Joint Teams from Members whose schools do not have an existing Sr. program, grade 10 - 12, for that sport shall be made. Motion: Dale Girodat Second: Sandra Surkan CARRIED • RHSAA/SHSAA Merit Awards are due May 15th, 2018. The criteria for the awards are posted on the website. Submit nominations to Angela. • RHSAA policy for extra banquet tickets is as follows: o Student award winners will receive a ticket for themselves plus two for the parents. o All extra tickets will be billed to the school on yearend billing. o Coaches’ award winners will receive a ticket for themselves plus one for a guest. o Schools will coordinate acquiring a payment of extra tickets. • Motion: High School spring camp may be conducted on any five consecutive days between April 28 - June 15, 2018 until final exams begin in your school. Motion: John Boland Second: Troy Casper CARRIED • The motion to allow the University of Regina Senior Boys Volleyball tournament to be considered the pre-season tournament will be brought forward at the June 7th meeting. • 2018 - 2019 Rural School Participation Prairie Valley Rural Application Summary 2018/19 1. All teams participating in RHSAA Leagues will abide by the three-tournament rule and travel policy outlined below. "Junior and Senior Teams may participate in a maximum of three tournaments in a sport season, plus their home tournament and in Volleyball a Preseason Tournament determined by the league. Sr. Teams may participate in one tournament in Regina, one tournament in the Province (or within a 500 km radius of Regina) and one tournament outside of the province.” 2. Schools that participate in Tier 1 (Large School) leagues must reclassify to the highest provincial classification in that sport. ex. In Volleyball and Basketball all teams must be 5A to play in Tier 1, in Soccer all Schools must be 3A in Tier 1. Jr. Teams will be classified in the same category as the Sr. Team. Points do not count in the standings. • Greenall Football will participate in league and playoffs points count in the standings. CARRIED Notre Dame Rural School Application Summary 2018/19 1. CARRIED Motion #3: Move that Notre Dame Application be accepted for Tier 1 Sr. Girls Basketball, Tier 2 Jr. Girls Basketball, Tier 2 Sr. Boys Basketball and Tier 2 Jr. Boys Basketball with the following criteria: • Jr. Teams points count in the standings and participate in playoffs. • Sr. Boys Tier 2 points count in the standings and participate in playoffs. • Sr. Girls Tier 1 points do not count in the standings and do not participate in playoffs. • Must comply to the RHSAA Tournament Rule. • All Schools declare tournaments in advance of the season. • Noncompliance will result in removal from the league. DEFEATED 3. Commissioner’s Report – Angela Tillier a) Financial Report • RHSAA financial report for September, 2017 to March, 2018 is attached. Angela reviewed the financial report with council members. • Recommending an increase to the curling fee to $100.00 per team. • Refunds coming to wrestling schools 10 and under athletes. • Billing for headsets for football on year end. Motion: RHSAA financial report be accepted as prepared and presented. Motion: Krista Price Second: Barb Barnes Wilcox CARRIED b) Basketball • Thank you to the host schools hosting the City Championships. • Hoopla was held in Prince Albert. Hoopla expenses were very high for Regina. • Hoopla will be hosted in Saskatoon next year. c) Wrestling • City Championships were at F.W. Johnson Collegiate this year. LeBoldus High School will be hosting next year. • Provincials are in Regina next year. • Midseason Pool Tournament was not as successful. Numbers were way down. The City tournament was combined with males and females wrestling on Friday and Saturday. • Education is needed with the out of school coaches in protocol of medical personnel at a meet. Students will be removed from a meet if the on-site medical therapist assesses an athlete unfit to continue whether it is a concussion or something else. Coaches are not to keep athletes away from medical and must follow instructions of on-site medical. d) Track and Field • Mini Meets/Clinic dates are set. • City Championships May 23, 24, with rain day May 25. Angela will be requesting supervision coverage in early May. • Provincials are in Prince Albert on June 1st & 2nd. Rooms and buses have been booked. Moose Jaw will be hosting next year. • This year Provincial Travel was very expensive for the Regina District. e) Badminton • City Championships are April 28th at Winston Knoll Collegiate and Riffel High School. • Regional Badminton - May 6 at Whitewood. Rooms have been booked in Moosomin. • Provincial Badminton - May 13 at Wilkie. Rooms have been booked North Battleford. • Regina will be hosting a regional next year. A host school will be needed. The Goggle rule is an issue for visiting teams from outside of Regina. f) Golf • We continue to tweak the New Format/ Approach. • City Championships are June 6th at the Murray Golf Course. Tee off is 9:30 a.m. Students are not to drive out themselves. If no coach is in attendance then students will not be able to participate. g) Football • Schedule coordination with the City and its partners is complete. • RHSAA will continue to handle bill payment. • The Scheduling Committee sought to create a balance of games at Leibel and Mosaic to reduce costs. The schedule is on the website. Thank you to Jason Janssen and Derek Pilon for serving on the committee. • More controlled access to the press box will continue.
