1.0 INTRODUCTION Maharaja Agrasen Hospital was established in 1991 under the auspices of Maharaja Agrasen Hospital Charitable Trust, Punjabi Bagh . This Trust was founded in 1980 by some prominent handful of donors of the Society with the main objective to give free medical aid to every deserving human being irrespective of caste, creed and religion. It also aims to set up, manage and organize Hospitals, Dispensaries, Charitable Institutions and Medical Institutions and to provide training for Doctors, Nurses and Para-Medical staff for achieving objectives of the Trust. The cornerstones of “Maharaja Agrasen Hospitals are its unstinting focus on clinical excellence, affordable costs, technology and forward-looking research & academics. “Maharaja Agrasen Hospital is one of the first few charitable hospitals; those are run by the trust in the world to get JCI and also the first “Non- Medical Collage to get UNESCO Chair in Bioethics, Haifa”. The organization embraced rapid advancement in medical equipment worldwide. Maharaja Agrasen Hospital is providing round the clock services in the department of Imaging, Laboratory, Accidental & Emergency and Critical care ambulance. Hospital has all the modern-day medical facilities including OPD, emergency unit, well equipped radiology department, labour room, infertility center, dialysis unit, operation theaters, laboratory and blood bank. Hospital provides treatment and care for Cardio-vascular disease and coronary ailments including facilities for Angiography, Angioplasty and By-pass Surgery, Neuro- Surgery & Gastroenterology, Joint Replacement etc. Keeping in view the objectives of Trust, a significant quantum of charity is being done by the hospital. ❖ Hospital runs a free OPD offering specialist and Super specialist consultation to about approx. 800 patients daily. ❖ The Casualty of the hospital is extending free consultation to patient in addition to minor procedures and first aid medicines. ❖ 20% beds are reserved for poor patients (General Ward) where treatment including consultation medicines, surgical implants etc are periodical fully free. Diet is also provided free to these patients. ❖ Hospital runs 2 Mobile Dispensaries providing the medical care and medicines at the doorstep of patients in JJ Clusters to about 400 to 500 patients daily.

❖ Hospital provided treatment to more than 400 million people. (OPD, IPD & Mobile Dispensary) ❖ Free surgeries are done far cleft lip and cleft plastic patients under the Smile Train project scheme of USA. Hospital has done over 1200 free surgeries till date

The hospital is functioning on no profit / no loss basis wholly support by voluntary contribution / donation from the Trust members and as well as the general public. All the office bearers of the Trust are doing honorary work in the hospital and no remuneration is paid to any of them. Maharaja Agrasen Hospital at present comprise of 2 building blocks (old block and main block) and allied facilities. Now it is planned to expand the project by developing a new hospital building block, new multi-level car parking building block and add floors to the existing main hospital building block. Built-up area of the project after expansion will be 51460.93 sq m. 1.1 APPLICABLE LEGISLATIONS As per EIA Notification, 2006, projects listed in schedule 1 of the notification, requires prior environmental clearance from competent authority. Projects with built-up area in range of 20,000 sq m and 1,50,000 sq m falls under activity 8 (a) and category B as per the schedule 1 of EIA Notification, 2006 as amended. Maharaja Agrasen Hospital (MAH) was established in 19911 so the EIA Notification, 2006 was not applicable on the existing project. However, built-up area of the project after expansion will be 51460.93 sq m. Since the built-up area of project is in range of 20,000 sq m and 1,50,000 sq m thus the project will fall under activity 8 (a) and category B as per the schedule 1 of EIA Notification, 2006 as amended and it is required to obtain environmental clearance from SEIAA, Delhi for the project prior undertaking the expansion works. However, SEIAA Delhi is not formed till date after its dissolution so application is being submitted to MoEF&CC for appraisal. Other legislations applicable on the project are listed below. 1.2 SITE LOCATION AND SURROUNDINGS Project site is located at Punjabi Bagh West, Rohtak Road, Delhi and is surrounded by residential and commercial areas. Geographical co-ordinates of the project site are 28°40'26.04"N & 77°8' 3.37"E. Location map of the project site is given in Figure 1. Details of Geographical coordinates of the project site is given in Table 1 and Figure 2. Land is in possession of Maharaja Agrasen Hospital Charitable Trust and copy of ownership documents is attached as Annexure II. Proposed expansion will be undertaken within the existing premises. Land use of the site is designated for Public and Semi-Public development as per Delhi Master Plan, 2021 and also permission has been obtained from MCD for development of hospital. 1.3 CONNECTIVITY Project site is accessible and is well connected via network of rail & road. Site abuts NH-10 in North direction. Road No 12 is at 500 m from site in East direction and S. Manohar Singh Marg is at 400 m distance in West direction. Vashista Kumar Gulla Marg is at 380 m distance in South direction. Site is well connected with metro rail and nearest metro station is Shivaji Park at distance of 200 m in West direction and Punjabi Bagh metro station is at distance of 470 m, East direction. Shakur Basti railway station is at distance of 900 m in north direction. Indira Gandhi International Airport is at 20 km in South direction from project site. Connectivity map of the project site is given in Figure 4.

At present hospital building comprises of two buildings, i.e. old building and main building with allied facilities. Built-up area of the existing hospital is 19889.2 sq m. Under expansion, it is proposed to expand the main hospital building by adding 3 floors and construct new hospital building and a multi-level car parking building. Built-up area after expansion will be 51460.93 sq m. Part of the old building will also be

2 Existing green area is 850 sq m and for expansion 400 sq m will be diverted so existing green area to remain will be 450 sq m. Under expansion phase, 65 sq m of green area will be developed on ground and 850 sq m of green area will be developed on terrace. So total green area after expansion will be 1365 sq m (450+915)

1.6 PROJECT COST Cost of expansion of the project is Approx. INR 16.5 Crores.

1.7 WATER REQUIREMENT During construction phase source of water will be treated water from existing STP and private water tankers suppliers. Water requirement during construction phase will be approx. 10-15 KLD. During operation phase, water supply is provided by Delhi Jal Board. Total water requirement for the project after expansion will be approx. 682 KLD (for existing phase- 415 KLD and for expansion phase- 267 KLD), out of which domestic water requirement is 421 KLD (for existing phase- 282 KLD and for expansion phase- 139 KLD). Fresh water requirement for the project is approx. 301 KLD and recycled water requirement for the project is approx. 381 KLD. Daily water requirement calculation is given below in Table 6 & 7. Water balance diagram for dry & monsoon season are given below in Figure 5 & 6. Permission for water connection from MCD is attached as Annexure V.

Wastewater Generation & Treatment It is expected that after expansion the project will generate approx. 390 KLD of wastewater out of which 345 KLD is sewage and 45 KLD is effluent. There are existing STP of 250 KLD and ETP of 35 KLD within the project site. Adequacy report for existing STP/ETP is attached as Annexure VI. Additional STP of 100 KLD will be constructed underground. Sewage/effluent will be treated in STP/ETP and treated water (381 KLD) will be used within the project site for HVAC cooling, DG cooling, landscaping and flushing. Details of sewage generation and reusage of treated water is given in Table 8. Water balance diagram for dry and monsoon season are given in Figure 5 & 6. Plan showing the sewerage layout is attached as Annexure VII. Permission is also obtained from MCD for sewerage connection which is attached as Annexure V.

1.8 RAIN WATER HARVESTING Storm water harvesting system has been provided within the project site as per CPCB guideline on Rainwater Harvesting & Artificial Ground water Recharge. Storm water from roof-top is collected via storm water drainage network and led into recharge pits provided within the site. Storm water drainage is designed in line of existing drainage pattern and considering the natural flow direction of water. Run off generation from the project site will not increase due to development of new building as it is proposed to be developed on paved surface existing in the project site. Available run-off from the roof-top is given below in Table 8. Rain water harvesting system is designed considering maximum peak hourly rainfall (70 mm/hr). Detailed calculations for design of rain water harvesting pits is given below in Table 9. Schematic diagram of the RWH pit is given in Figure 7. Storm water drainage map is attached as Annexure VIII. 1.9 VEHICLE PARKING FACILITIES Adequate parking is provided to accommodate the vehicles during existing phase. To accommodate the increased vehicles due to expansion phase, a multi-level car parking is proposed to be developed. Calculations for parking are given in Table 10. Car parking plan for the project is attached as Annexure X. Car parking of 714 ECS will be provided at the site. 1.10 POWER REQUIREMENT Maximum power demand for the existing project is 1574 kVA and for expansion is 950 kVA. Total power requirement of the project is 2524 kVA. Source of the power is BSES. Permission is obtained from MCD for electrical connection and is attached as Annexure IV. Details of D.G Sets 2 nos. of DG sets of total capacity 1500 kVA (2 X 750 kVA) and 1 no. of DG set of total capacity 1010 kVA will also be provided after expansion are provided to provide uninterrupted power supply during power failure. DG sets are open to air & will be provided with acoustic enclosure. Photographs of existing DG sets is given in Figure 8.

1.11 SOLID WASTE GENERATION AND MANAGEMENT Solid waste would be generated both during construction as well as during operation phase. Solid waste expected to be generated during construction phase will comprise of excavated materials, used bags, bricks, concrete, MS rods, tiles, wood etc. Table 11 details the solid waste management plan during construction phase Table 11: Solid Waste Management during Construction Phase S. During operation phase, waste will comprise of both municipal & bio-medical waste as it is a hospital project. Municipal waste will comprise of kitchen waste and general waste. Municipal waste expected to generate from the existing phase and expansion phase is estimated to be approx.1220 kg per day and 538 kg per day, respectively. Estimations for solid waste generation during operation phase are given in Table 12.

Waste will be collected and segregated into wet waste and general waste in green and black bins respectively 2. The municipal waste and STP sludge is collected by the authorized vendor on daily basis 3. A room is provided for storage of the municipal waste 4. Copy of agreement for disposal of this waste is attached as Annexure XI. 5. E-waste generated is stored separately & sold back to suppliers or local vendors on regular basis.

Approx. 8000 kg of bio-medical waste from existing phase annually with expansion it is expected that approx. 5000 kg of bio-medical waste will be generated due to expansion of the project. Total biomedical waste to be generated after expansion will be approx. 13,000 kg/year (35 kg/day). Annual report is submitted for reporting bio-medical waste to DPCC and the copy is attached as Annexure XII.

❖ Waste Segregation, Collection & Disposal for Bio-Medical Waste Different color bins are provided in each section & floor for collection of different type of bio-medical waste. Four color bins/bags are provided for bio-medical waste and one is provided for general waste (as mentioned above) at each ward/floor/location. Detail of the bio-medical waste management and segregation is given in Table 13. Bio-medical waste and ETP sludge is disposed off through the authorized vendor and copy of the agreement is attached as Annexure XIII. Separate area is provided for storage of bio-medical waste. Trolleys are provided for movement of the bio-medical bins. Photographs showing display of the charts and bio- medical & General waste storage bins/areas is given in Figure 9 below.

1.12 GREEN AREA At present approx. 850 sq m of area is under green cover. Out of this 400 sq m of green area will be diverted for construction of the proposed hospital building and multi-level car parking. A few trees also are to removed for which permission will be obtained from forest department. To compensate the lost green area, green area will be developed on the terrace of the proposed building. 850 sq m of the terrace area will be developed as garden. Additional area of 65 sq m of green area will be developed on the ground. Thus, green area on the ground after expansion will be 515 sq m and on the terrace will be 850 sq m. Total green area is 1365 sq m which is 25% of the open area. Trees/shrubs species like Ashok, Palm, Plumeria alba, Hibiscus, Alstonia scholaris, Peepal, Ficus infectoria (Pilkhan) etc are planted at the site, similar species will be planted for the green area (on ground) in expansion phase. Species to be planted on terrace gardens will include shrubs and flowering plants majorly. Photographs of green area within the project site is given in Figure 9. Proper aftercare and monitoring of developed green belt is done for maintaining the green area. Landscape plan is attached as Annexure XIV.
