English All Rights Reserved iii ABSTRACT A commonplace observation among historians describes one or another historical period as a time of “transition” or a particular person as a “transitional figure.” In the history of the United States Army, scholars apply those terms especially to the late- nineteenth century “Old Army.” This categorization has helped create a shelf of biographies of some of the transitional figures of the era. Leonard Wood, John J. Pershing, Robert Lee Bullard, William Harding Carter, Henry Tureman Allen, Nelson Appleton Miles and John McCallister Schofield have all been the subject of excellent scholarly works. Tasker Howard Bliss has remained among the missing in that group, in spite of the important activities that marked his career and the wealth of source materials he left behind. Bliss belongs on that list because, like the others, his career demonstrates the changing nature of the U.S. Army between 1871 and 1917. Bliss served for the most part in administrative positions in the United States and in the American overseas empire. -

SAN JUAN, PUERTO RICO VIA EAST ORANGE, NEW JERSEY, MAKING IT WORK: CULTURAL RESOURCE MANAGEMENT FROM ACROSS AN OCEAN Timothy R. Sara and Sharla C. Azizi The Louis Berger Group, Inc. ❐ ABSTRACT This paper describes the principal findings of an urban archaeological investigation conducted in a cultural resource management (CRM) context in Old San Juan, Puerto Rico (Sara and Marín Rom n 1999). The inves- tigation was prompted by the United States General Services Administration’s need to rehabilitate the Federal Courthouse and Post Office Building in the Old City. A major component of the investigation was the recovery and analysis of more than 16,000 Spanish colonial-period artifacts from urban fills beneath the building. The col- lection includes a total of 106 ceramic ware types, various small finds including gun flints, tobacco pipes, bone combs, die, and buttons, dietary faunal remains, and fine examples of European decorated glass. Analysis of these artifacts revealed that, despite strict trade laws imposed by the Spanish Crown, San Juan was well-integrated in the world economy early in its history. As a result of careful planning and coordination by project archaeologists and engineers, the remains of the Bastión de San Justo del Muelle, a massive seventeenth-century fortification work, was left in situ beneath the building during new construction. The successful outcome of the project was owed to the close coordination by the Federal and local government agencies, historic preservation consultants, and local specialists in Puerto Rican history and historical archaeology. HOTEL PALACIO PROVINCIAL § According to the NRHP*, the Old San Juan Historic District is the oldest European settlement in Puerto Rico and the United States and the second one continuously inhabited in the American continent. It is historically documented that the Viejo San Juan had the first municipal government in the America continent after the city of Santo Domingo in neighboring Hispaniola. § The Old San Juan Historic District’s distribution and organization of the urban core by means of an HOTEL PALACIO orthogonal grid was inspired by European Renaissance ideas, particularly Italian of Classical PROVINCIAL extraction. § The Old San Juan Historic District has the oldest house, Christian temple, executive mansion, convent and military defenses in the United States. All of these structures can be found within this unique core that includes the Diputación Provincial building. *National Register of Historic Places To this day, the square bordering the Plaza de Armas is considered the heart of Old San Juan. In addition to this symbolic role as center of the urban core, the space continues to anchor the seats of both the island-wide and municipal governments, something it has done since the 17th century. By the 19th century and although the Spanish monarchy was not organized into independent branches (i e executive, legislative, and judicial), all the buildings relevant to the administration of the city and the island – Casa Alcaldiá , Real Intendencia and Diputacioń Provincial – were located around this neuralgic square. -

Sam Garrett Specialist in American National Government June 7, 2011 Congressional Research Service 7-5700 www.crs.gov RL32933 CRS Report for Congress Prepared for Members and Committees of Congress Political Status of Puerto Rico: Options for Congress Summary The United States acquired the islands of Puerto Rico in 1898 after the Spanish-American War. In 1950, Congress enacted legislation (P.L. 81-600) authorizing Puerto Rico to hold a constitutional convention and in 1952, the people of Puerto Rico ratified a constitution establishing a republican form of government for the island. After being approved by Congress and the President in July 1952 and thus given force under federal law (P.L. 82-447), the new constitution went into effect on July 25, 1952. Puerto Rico is subject to congressional jurisdiction under the Territorial Clause of the U.S. Constitution. Over the past century, Congress passed legislation governing Puerto Rico’s relationship with the United States. For example, residents of Puerto Rico hold U.S. citizenship, serve in the military, are subject to federal laws, and are represented in the House of Representatives by a Resident Commissioner elected to a four-year term. Although residents participate in the presidential nominating process, they do not vote in the general election. Puerto Ricans pay federal tax on income derived from sources in the mainland United States, but they pay no federal tax on income earned in Puerto Rico. The Resident Commissioner may vote in committees but is not permitted to vote in, or preside over, either the Committee of the Whole or th the House in the 112 Congress. -

Portier This dissertation - a postcolonial re-examination of Bartolomé de las Casas, the 16th century Spanish priest often called “The Protector of the Indians” - is a conversation between three primary components: a biography of Las Casas, an interdisciplinary history of the conquest of the Americas and early Latin America, and an analysis of the Spanish debate over the morality of Spanish colonialism. The work adds two new theses to the scholarship of Las Casas: a reassessment of the process of Spanish expansion and the nature of Las Casas’s opposition to it. The first thesis challenges the dominant paradigm of 16th century Spanish colonialism, which tends to explain conquest as the result of perceived religious and racial difference; that is, Spanish conquistadors turned to military force as a means of imposing Spanish civilization and Christianity on heathen Indians. -

Sánchez-Celada 1 INTRODUCCIÓN Según Friedrich Ratzel, la tarea fundamental del geógrafo es entender la relación que se establece entre el medio y los grupos sociales que lo habitan en cada zona específica, lo que los obliga a asumir comportamientos y actua- ciones diferentes en correspondencia con ese medio físico y cultural, a partir de este principio es que se pueden establecer diferentes paisajes geográficos. Por supuesto, sin llegar a la pretensión de la geopolítica clásica de hacer corresponder las posibilidades de desarrollo y expansión de los países a su posición en el espacio geográfico, se pretende en este artículo explicar el de- sarrollo urbano del centro histórico más emblemático de Puerto Rico, el Viejo San Juan, a partir de las características físicas de su emplazamiento y a su devenir histórico desde la conquista hasta la actualidad. SAN JUAN HARBOR SUBMERGED AQUATIC VEGETATION MITIGATION PROJECT, SAN JUAN, PUERTO RICO DRAFT ENVIRONMENTAL ASSESSMENT f.'Z"f.'' ~.:..:!.!.~ U.S. Army Corps of Engineers May 2014 Jacksonville District This page intentionally left blan EXECUTIVE SUMMARY Mitigation is required as a result of widening the Puerto Nuevo Channel in San Juan Harbor, which impacted an estimated 1.2 acres of sea grass (Halophila decipiens) and marine macro- algae. The mitigation originally proposed involved raising the bottom elevation of a portion of San Juan Harbor to support sea grass. This mitigation plan presents (among other concerns) engineering concerns over the confinement of the material used for raising the elevation. Extensive and costly structures would be needed to contain the material and prevent migration of material into the navigation channel. The new mitigation proposal would involve filling of approximately 4 acres (including side slopes) of certain dredged holes in the nearby Condado Lagoon with approximately 46,000 cubic yards of suitable material to a depth of -12 feet to -15 feet resulting in 1.2 acres at an elevation suitable for sea grass. The fill material would come from the recently shoaled areas of the La Esperanza Ecosystem Restoration project located along the western shore of San Juan Bay. An alternative borrow source would be the San Antonio channel in San Juan Harbor. In La Esperanza, one borrow source would be the north-facing opening into San Juan Bay. The east-facing opening could also provide some material if needed. See enclosed maps and drawings for additional details. Both of these areas have experienced substantial shoaling since the completion of the La Esperanza Ecosystem Restoration Project on May 20, 2005.
