At 2:00 PM on Sunday afternoon – Rev. Matt German greeted everyone with a very short orientation to the Zoom Conference.

Melissa Boeschen opened with “Great Is Thy Faithfulness”

Paul Wilcox, Northeast District Superintendent welcomed everyone to the Northeast District Conference.

Rev. Cal Nicklay opened up with scripture and prayer.

Current District Superintendent, Paul Wilcox introduced incoming District Superintendent, Rev. Moody Colorado. Moody followed by telling a little bit about himself.

DS Paul Wilcox introduced the ’s Address to the District.

Ollie Pleggenkuhle, Chair Executive Committee, welcomed and opened the meeting.

Election of Secretary, District Administrative Assistant, Alanna Warren was nominated – Ollie Pleggenkuhle motioned - ALL APPROVED The April 28, 2019 NE District Conference minutes – Ollie Pleggenkuhle motioned - ALL APPROVED Clergy Milestones – Rev. David Glenn-Burns recognized and brought attention to his co-chair Alan Lehrstrom along with the work of the Northeast District Committee on Ordained Ministry. David recognized those who were completing studies, who would be commissioned, retiring and those who are moving to or from the Northeast District.

Matthew 25 recipients – Kathi Mitchell recognized the recipients of the 2020 Matthew 25 grant monies.

District Asking 2020– Kathi Mitchell gave the Report from the NE District Grants Committee for 2020. The Committee approved $32,200 for Local Church grants and $13,500 for District Ministry Support Grants for a total of $45,700.

District Asking 2021 - Motion for District Asking, 2021 – The Northeast Executive Committee moves that the NED Asking for 2021 be; . $3.00/member to be split four ways: o $1.00 to ThreeHouse Campus Ministry o $1.00 to Local Church Grants o .50 cents to NED JFON Clinic in Decorah (Immigrant Legal Services, Education, and Advocacy) o .50 cents to North Central District Vida Nueva (Latino Ministry in Corwith, IA (VBS Ministry Partnership in Postville)  ALL APPROVED

Celebration of Apportionments & District Askings – District Superintendent, Rev. Paul Wilcox recognized churches that paid District Askings and Apportionments in full. The Northeast District paid 73.42% of their apportionments in 2019.

Mission Highlights – Barb Bazyn recognized churches that were doing great work through mission.

Lay Ministry report –Karen Sage reported the NE District currently has 77 Lay Servants. A special recognition was given to Delores Mooty who has spent a number of hours going over the Lay Ministry reports and compiling information for the team. Leaders are going to be needed for trainings in the upcoming future.

Congregational Development Report – Matt German reported briefly on the work that the Executive Committee is doing. The big event the Committee had planned God Size Dream Workshop was postponed due to the COVID-19 pandemic. They are hoping that they will still be able to have this event in the upcoming.

Nominations report – DeLyte Ebbers, Chair of the Northeast District Nominations Committee thanked everyone that helped with the committee work.

Minutes of East Central District Meeting May 9, 2020 by Zoom Hosted by First Methodist Church, Marion

Before the meeting officially began, we heard a message from Bishop Laurie Haller. She spoke of the vision that our Iowa United Methodist Churches hold onto even in difficult times. She reminded us to imagine a vision clearly, to share the vision outside of our buildings and to trust the vision to lead us to live by faith. Rev. Kiboko called the meeting to order. Barb Wilcox volunteered to take notes for minutes to the meeting. 82 members participated by Zoom. A motion was made by Kiboko that we accept the minutes from the 2019 District meeting. The motion passed. A District Askings of $3 per member of each church was presented. The motion included the 5 ministries that would receive these funds, and the percentage each would receive. 25% Discipleship growth 30% New and emerging congregations 20% Church revitalization 10% Campus ministries 15% JFON The motion passed.

Nominations – Conference Committees Barb Oakland reported on nominations. Perry Beckler of Tiffin was added to the CFA as East Central member. Immaculee Mukahigiro was added to the JFON as East Central district representative. Scott Meador brought up Diane Townsley to be added to dCOM and Marie Kendall to be removed, as she is retiring. John Louk reminded us that he is no longer on Episcopacy, as his term has ended. Barb Oakland informed us due to covid-19, everyone who thought they were finished with committee assignments must wait until 2021, after General Conference when the Iowa Annual Conference happens, for their terms to end. John Louk agreed to remain in his position an additional year. East Central district needs a representative on COSROW. Lynn Calvert agreed to serve.

District Certified Lay Servants and Lay Speakers report https://www.iaumc.org/files/websites/www/Lay+Leader+Report.pdf Colleen Petaros reported that because of the disruptions to class schedules caused by the Covid- 19 epidemic, missed classwork can be taken between now and 2021 Annual conference for Lay Servants and Lay Speaker candidates. Rev. Brody Tubaugh, Solon UMC, shared a video about New and Emerging Congregations. Pastor Jen Zoller, Wapsi Valley: Olin Community-Oxford Junction, Rev. Alecia Hilmer, North Liberty, First and Rev. Mike Morgan, Marion, First each shared a video of how their church was doing Discipleship Pathway. Rev. Kiboko, who will be moving to Storm Lake UMC, gave his parting encouragement to the people of East Central District. Several members gave thanks and encouragement to him and Pastor Connie Markle closed the meeting with prayer.

Circuit Ministry Leadership Fundamentals (Adapted from Spiritual Leadership Incorporated)

What we mean: 1) Circuit: churches led by eight to ten pastoral leaders led by a Circuit Clergy Leader and Circuit Lay Leader. 2) Missionally Effective: accomplishing the Mission of The in the local church. 3) Leadership Multiplication: leaders developing leaders. District Askings have been an important part of the supplemental funding for local churches and their members. Each district within the Iowa Annual Conference sets up the criteria for how it is to work for its district. They decide: the amount each district member should be asked to contribute and the procedures for applying for funds and how the monies will be distributed.

As we transition from eight districts to five, the new Pictured Rocks District will, now, include the current counties of the NE District and four counties from the East Central District. Although that does not, officially, begin until July 1, 2021, work is being done – now – to make that transition as seamless as possible. Representatives from the former Northeast and East Central Districts have been meeting to facilitate needed changes.

The Grant Committee and the District Connectional Ministries Council will meet after this district conference to develop the details for: criteria for new grant application forms, deadlines, disbursement of funds, and any other details pertinent to the area of District Askings. Details will be forthcoming.

Action needed from this District Conference:

• The District Connectional Ministries Council recommends that the District Asking from each local member of the new Pictured Rocks District of the Iowa Annual Conference be - $3.00 per member.

The breakdown is:

This is a list of just some of the projects that churches engaged in or supported financially. These are not always the church’s largest or most important projects. Some are unusual projects or projects that almost any church could try. Meanwhile wonderful projects supported by multiple churches (such as Women at the Well) may be mentioned only once.

Alice UMC supported school milk funds and held a virtual ice cream social, raising $3200 for two local people with medical needs.

Cedar Falls First UMC – Twenty (or more) quilters made 113 quilts and donated them to Black Hawk County Veterans, foster children, Habitat home owners, etc. Five quilts were auctioned off, raising $2378 for the church’s Mission fund. Also, a church fund offers local people housing assistance.

Cedar Falls, St. Timothy’s UMC donated to the Northeast Iowa Food Bank, UMCOR’s COVID-19 relief, and the Cedar Valley Aids Support System.

Cedar Falls, Washington Chapel UMC helped families in need with Christmas gifts and bought bunnies and chickens (through Heifer International) to help people in need become self-supporting.

Chelsea UMC supported Wesley Woods Camps and sent books to a seminary in the Philippines. A member started providing dinners to people cleaning up after the derecho and never stopped.

Chester UMC gave money to local families in need, to Medicine Box and to Women at the Well.

Dunkerton First UMC adopted families at Christmas and provides a self-serve Blessing Box from which locals can receive non-perishable food items and other supplies.

Dysart UMC supported Native American Awareness Sunday and held a Trick-or-Treat and a Drive- Through Community Thanksgiving.

Edgewood, Trinity UMC has a weekly grocery ministry for people in the community, including those in assisted living. The pastor and members also deliver food baskets to local families on various holidays.

Floyd, Grace UMC Before the pandemic, the church stayed open, offering food and fellowship to the community on three mornings a week. When services were cancelled, members reached out by phone on Sundays, calling family and friends. This continues even though Zoom services are now available.

Forest Mills UMC donated money to people who were having trouble paying bills during the pandemic.

Guttenberg UMC has three Stephen Ministers, all of them active year-round. Also, members sent Christmas cards to shut-ins and others whom they hadn’t seen at services because of the pandemic.

Hazleton, Trinity UMC members volunteered at Alternative Living Corp (for adults with special needs) and Faith Discipleship Center (for men transitioning from jail).

Ionia, Republic Community Church donated to Hawthorn Hill and to projects in the Democratic Republic of Congo (paying for school tuition, uniforms, food for the hungry).

Lamont, Grace UMC members spent 150 hours mentoring recently released prisoners. Fifteen volunteers worked all year at a Mobile Food Pantry. La Porte City, St. Paul UMC members spent 600 hours sewing face masks and 120 hours serving Summer Food to kids.

Manchester UMC members helped local people recover from the derecho and also volunteered at a food bank, a clothing closet, and WIC.

Marble Rock UMC donated to two food pantries and to Tools of Caring.

Nashua UMC supported Hillcrest Services and Retrieving Freedom, a project that provides veterans recovering from trauma with dogs who have been trained to help them.

New Hampton First UMC Two members went on a week-long mission trip to Honduras to provide an eye clinic. They were able to give out 328 pairs of eyeglasses.

New Hartford UMC held an Easter Egg hunt and donated money to the local Food Pantry and to victims of flooding in the South Sudan.

Oelwein, Grace UMC Members volunteered for a total of 680 hours at the Community Cupboard and supported Winterize Your Neighbor (which gives away coats).

Osage First UMC Members worked from home to make hygiene kits for girls around the world, finishing enough supplies for hundreds of girls, with more ready for another shipment.

Parkersburg UMC donated to local individuals in need and to City of Parkersburg EMT training.

Rockford First UMC donated to Amy’s Food Pantry, Peace with Justice, and UMCOR.

Rowley First UMC donated both hours of work and money to the local food pantry.

Saint Ansgar UMC supported Church World Service’s drive for blankets, and the Congregational Care Team served 15 people.

Shell Rock UMC donated Ingathering Kits and money for Derecho Relief.

Sumner -- UMC of Sumner held a drive-by brunch to raise money to support missionaries Larry & Jane Kies

Sumner, Union UMC members and its church treasury donated to Fayette County Food Shelf.

Tama/Montour, Living Faith UMC gave money to the South Tama Food Pantry and the Ministerial Association Assistance Fund. Members also volunteer at the local food pantry, deliver Meals on Wheels, helped others after the derecho, etc. One member volunteers many hours for the fire department.

Toledo, Christ UMC members spent 1400 hours making masks for the community, day cares, schools, CIRSI. After the derecho, members distributed food to more than 1000 people.

Traer UMC gave some major support to Dollars for Scholars and Matthew 25. Church members also provided big sugar cookies to residents and staff of a retirement community.

Urbana UMC sent school kits abroad and supported the Ecumenical Community Center in Cedar Rapids and Dr. Mefor, a missionary and medical doctor in Zimbabwe.

Waterloo First UMC members helped serve at two different community meals, feeding a total of 210 people a month in January, February and March. They also helped students at Irving Elementary School learn about gardening and made quilts, blankets and clothes for the children at House of Hope.

Waterloo, Jubilee UMC reported that it is reviving its Food Pantry/Food Distribution Program (expected start date February 26). Also, the church is in a joyous relationship-building partnership with St. Timothy’s with the congregations getting to know each other across racial, geographical, and class lines.

Waterloo, Kimball Ave UMC has been helping community members in need of food or gas and also supported Ubuntu Center Kitchen.

Waterloo, Linden UMC provided many supplies for Highland Elementary School and many school kits for Midwest Missions.

Waterloo, Mount Hope UMC gave money to Self-Help International and provided Bingo prizes and Christmas presents for Pillar residents. Members also made tote bags to use with walkers and gave them to Pillar and Denver Sunset Home residents.

Waukon, St. Paul’s UMC gave both money and various paper products to the Allamakee County Relief Office. The church also donated money to victims of a local fire and victims of the South Sudan flood.

Waverly, Trinity UMC contributed to the Good Samaritan Fund, Justice for Our Neighbors, and Quilts for Veterans. Members participated in a jail ministry and partnered with other organizations on a reentry team. Also, church members partnered with local schools and made 2,390 masks for pupils.

West Union -- UMC of West Union gave to the Special Advance for the Derecho and gave local families money to buy Christmas presents. The Open Hands Food Pantry at the church serves 35 people a week.

Congregational Development Report District Conference May 2, 2021

Having a clear mission and vision is essential to aligning resources in local churches to faithfully execute our kingdom work. Most clergy and lay leaders have never been trained in an intentional way to discern a local congregation’s mission and vision. The congregational development committee sought to bring in Bryan Rose, from Auxano Group to offer specialized training to take local churches through this intentional discernment process. This training was to be offered to clergy and lay leaders of the district. The event was to be held at Cedar Falls First United Methodist Church on March 24, 2020 from 9am-3pm in partnership with the Rev. Jaye Johnson and Congregational Excellence office of the Iowa Annual Conference. Much work and planning went into this event but due to the pandemic, it has been suspended until it is determined to be safe to gather in large groups again.

East Central District Board of Church Location and Building Report for District Conference 2021

May 19, 2020 Coralville United Methodist Church: The board approved bringing the Coralville Community Food Pantry onto the church property. The church was instrumental in forming the food pantry and had hosted them for many events. The cost for the new building will be provided by the food pantry. If the pantry decides that they no longer wish to use the space the building will become church property.

We were contacted by several churches about the process for selling church properties but none of those have come to the board for official action.
