It shows that municipal self- government is particularly deeply rooted in Switzerland. All municipalities possess a wide range of powers and responsibilities and substantial rights of self-government. The financial situation of Swiss municipalities appears generally healthy, with a relatively low debt ratio. Direct-democracy procedures are highly developed at all levels of governance. Furthermore, the rapporteurs very much welcome the Swiss parliament’s decision to authorise the ratification of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority. The report draws attention to the need for improved direct involvement of municipalities, especially the large cities, in decision-making procedures and with regard to the question of the sustainability of resources in connection with the needs of municipalities to enable them to discharge their growing responsibilities. Finally, it highlights the importance of determining, through legislation, a framework and arrangements regarding financing for the city of Bern, taking due account of its specific situation. The Congress encourages the authorities to guarantee that the administrative bodies belonging to intermunicipal structures are made up of a minimum percentage of directly elected representatives so as to safeguard their democratic nature.

    School Transport

    School transport With an optic based on the sustainable development in partnership with the local neighborhood our idea aims to encourage another approach for the journey to and from school and to increase your awareness of using other forms of transport, such as the bus, train, bikes, walking to school instead of coming by car everyday. This will also reduce congestion and keep the area around the school safer. So as to reach this objective, a wider spread bus service will be available to ensure the transport of your child (children) to and from school. How to get to Riviera School ? a) School Bus For the new school year, we can offer you three different bus lines. All the journey are carried out with the school mini buses, all safety requirements are adhered to and they are driven by approved drivers. The buses drop off the children at the Bon-Port car park and the children are accompanied to school by an adult. The times and collection points are as follows: Bus 1 Bus 2 Bus 3 Châtel St-Denis Vevey Noville Blonay – Village La Tour de Peilz Rennaz Saint – Légier Clarens Villeneuve Chailly-sur-Montreux Montreux Veytaux For all other points of departure, please do not hesitate in contacting us. Bus Costs We have split the bus collection points into 3 different zones, depending upon the point of collection: Zone 1 (up to 5km from the school): CHF 4.- (one way) or CHF 7.- (round trip) : - CHF 247.-/term (one way); the annual fee is CHF 740.- - CHF 435.-/term (round trip); the annual fee is CHF 1'295.- Zone 2 (up to 10km from the school): CHF 7.- (one way) or CHF 13.- (round trip): - CHF 430.-/term (one way); the annual fee is CHF 1'290.- - CHF 800.-/term (round trip); the annual fee is CHF 2'400.- Zone 3 (more than 10km from the school): CHF 9.- (one way) or CHF 16.- (round trip) : - CHF 555.-/term (one way); the annual fee is: CHF 1'665.- - CHF 985.-/term (round trip); the annual fee is: CHF 2'960.- The above-mentioned prices will decrease according to the number of children travelling with each family.
