Here are some ideas for sessions to start discussion – a full description will be provided at the meeting. Please come along with your suggestions too. • Getting the best outcome for your condition – at which point do we refer for surgery for things like gallstones, hip or knee replacements • Dementia friendly champion training for patient council members • The Barnsley plan • What does the health of my local area look like? • Ideas sharing – what my patient group is looking at this month/year • Working with area councils and ward alliances • Linking with the Barnsley service user and carer’s board • My Best Life – the new social prescribing service • Developing personal health budgets • Patient group development – a practical how to session e.g. setting up an online group, recruiting more people, recruiting 1 different age ranges, etc. • How GP practices are developing services, workforce, etc. could include the role of pharmacists in practices Add your ideas here: GENERAL 3. WORKSHOP PC REVIEW OF RECENTLY PUBLISHED SUSTAINABILITY 16/11/02 AND TRANSFORMATION PLAN (STP) Introduction The Head of Communications and Engagement gave an introduction to this workshop session on the Sustainability and Transformation Plan (STP). It was noted that at this time the full STP had not been through the CCG Governing Body, Health & Wellbeing Board or Overview and Scrutiny Committees. It was proposed that this session be used to do an overview of the STP summary and plan how we are going to engage with the Barnsley public in the next few months. The questions coming out of this session would be captured so that we know what issues people will ask and be interested in. Presentation The Head of Commissioning for Partnership & Integration presented an overview of the STP. The STP looks at health and care across South Yorkshire and Bassetlaw (Barnsley, Bassetlaw, Doncaster, Rotherham and Sheffield) and sets out the vision for the future of health and care across our population. The plan recognises that if demand for health and social care services continues to rise then there will be a financial shortfall. Currently £3.9 billion is spent on health and social care services across the South Yorkshire and Bassetlaw footprint. There are 44 Sustainability and Transformation Plans (STP) across the country. From the presentation a member asked what ‘associated’ hospitals were. It is recognised that whilst Bassetlaw sits within our STP footprint some patients are likely to go to other Page 2 of 4 PC 17/01/03 Agenda Item Note Action Deadline closer hospitals (i.e. Nottingham or Chesterfield) and therefore they have been included in the plan. The Head of Commissioning for Partnership & Integration stressed that the STP is in its early stages and it is to improve the health and wellbeing gap; i.e. high levels of deprivation, unhealthy lifestyles and too many people dying early from preventable illnesses (smoking and alcohol related). The plan aims to bring about, amongst other things, an improvement in cancer and heart disease levels and tackle childhood poverty. It was advised that the STP is not a cost reduction exercise, but is to look at the estimated gaps in variation, quality, finance and efficiency. If nothing is put in place to address the pressures there will be an estimated £464 million health service gap and £107 million social care and public health gap by 2020 across the region. Members stated that the best way to get people on board with the plan is to be honest and open about it and detail where the efficiencies will need to be made. A member of the group asked if there had been any studies completed on prevention and what the levels would need to be to have a successful plan. There is a lot of information on prevention which will need to be pulled together. A member asked if it was possible to have a presentation from someone who holds this information. A member of the group was aware of a research council forum that looks at economic and social factors – this can be found at www.whatworkswellbeing.org The group discussed wellbeing and the links to social contact. How do we engage with others Members felt that honesty and plain speaking is the best way to get people interested in the plan. Be open that there is a shortfall, that we need the people of Barnsley’s help and keep it real. The prevention agenda should be celebrated and encouraged so that others get on board. Barnsley Place Based Plan Members were advised that the Barnsley Place Based Plan will be out for consultation soon. It is a ‘building block’ that sits within the STP. The plan looks at specific issues for Barnsley. This plan will be going to the Health & Wellbeing Board and Overview and Scrutiny Committees next week. It was agreed to share this with members. FW By Jan meeting PC MINUTES OF THE 26 OCTOBER 2016 MEETING 16/11/03 The minutes of the meeting held on 26 October 2016 were verified as a correct record of the proceedings. PC FUTURE TOPICS 16/11/04 The group was reminded to forward any topics that they would like to see discussed at future meetings to either the Head of Communications and Engagement or Executive PA to Chief Officer and Chairman. PC SIGNING OF ENGAGEMENT STRATEGY 16/11/05 The engagement strategy will go to the CCG Governing Body FW By Jan meeting on 8 December 2016 for adoption. meeting PC PRG PAYMENT STRUCTURE 16/11/06 Members asked what the PRG payment structure is for practices. It was asked if this could be circulated to members.
