The visitor to New Orleans and the World's Industrial and Cot¬ ton Centennial Exposition should fully acquaint himself with the character and extent of the city and Exposition before leaving home. He should select the most agreeable and pleasant route, either by water or rail, for reaching the Crescent City. The visitor should fully acquaint himself with the names and locations of the prominent New Orleans hotels, their charges, an I how to reach them. He should know fully just where the grounds are located, and the best manner to reach them, and if his time is limited should select the features that he is mostly interested in, and see them. He should fully post himself as to the points of interest in or near the city, historical and others, and how to reach them. The “Visitors' Guide” is especially intended to meet all these “wants, thus enabling every visitor to know, before coming to New Orleans, what to see and how to see it. ACT OF CONGRESS. Creating the World's Industrial and Cotton Centennial Exposition. An act to encourage the holding of a World’s Industrial and Cotton Centennial Exposition in the year eighteen hundred and eighty- four. Whereas, It is desirable to encourage the celebration of the one hundredth anniversary of the production, manufacture, and com¬ merce of cotton, by holding in the year eighteen hundred and eighty- four, in some city of the Union, to be selected by the Executive Committee of the National Cotton Planters’ Association, of America, an institution for the public welfare, incorporated under the laws of Mississippi, a World’s Industrial and Cotton Centennial Exposition, to be held under the joint auspices of the United States, the said National Cotton Planters’ Association of America, and of the city in which it may be located, and in which cotton, in all its conditions of 4 THE WORLD'S EXPOSITION culture and manufacture, will be the chief exhibit, but which is designed, also, to include all arts, manufactures, and products of the soil and mine; and, "Whereas, Such an exhibition should be national and interna¬ tional in its character, in which the people of this country and other parts of the world, who are interested in this subject, should partici¬ pate, it should have the sanction of the Congress of the United States; therefore, Be it enacted by the Senate and House of Representatives of the United States, in Congress assembled, That a World’s Industrial and Cotton Centennial Exposition be held in the year eighteen hundred and eighty-four, under the joint auspices of the United States Gov¬ ernment, the National Cotton Planters’ Association of America, and the city where it may be located. Sec. 2. That the President of the United States may, upon the recommendation of the Executive Committee, of the National Cotton Planters’ Association of America, appoint six United States Com¬ missioners, and upon the recommendation of the majority of sub¬ scribers to the enterprise, in the city where it may be located, may appoint seven United States Commissioners, who, together, shall con¬ stitute a Board of Management of said World’s Industrial and Cotton Centennial Exposition. Sec. 3. That the President of the United States may, upon the recommendation of the Governors of the various States and Terri¬ tories of the Union, appoint one commissioner, and one alternate commissioner for each State and Territory, whose functions shall be defined by the said Board of Management. Sec. 4. That all the said commissioners shall be appointed within one year from the passage of this Act. Sec. 5. That said Board of Management shall hold its meetings in such city as may be selected for the location of said Exposition, by the National Cotton Planters’ Association of America, as aforesaid, and that a majority of said Board of Management shall have full power to make all needful rules and regulations for its government. Sec. 6. That said Board of Management shall report to the Presi¬ dent of the United States a suitable date for opening and closing the Exposition; a schedule of appropriate ceremonies for opening on dedicating the same, and such other matters as, in their judgment, may be deemed important. Sec. 7. That no compensation for services shall be paid to the commissioners or other officers, provided by this Act. from the treasy ury of the United States, and the United States shall not be liable* for any of the expenses attending such exhibition, or by reason os i the same. a Sec. 8. ALLEY DEPUTY DIRECTOR City Planning Commission Staff Report Executive Summary Summary of Uptown and Carrollton Local Historic District Proposals: The Historic Preservation Study Committee Report of April 2016, recommended the creation of the Uptown Local Historic District with boundaries to include the area generally bounded by the Mississippi River, Lowerline Street, South Claiborne Avenue and Louisiana Avenue, and the creation of the Carrollton Local Historic District with boundaries to include the area generally bounded by Lowerline Street, the Mississippi River, the Jefferson Parish line, Earhart Boulevard, Vendome Place, Nashville Avenue and South Claiborne Avenue. These partial control districts would give the Historic District Landmarks Commission (HDLC) jurisdiction over demolition. Additionally, it would give the HDLC full control jurisdiction over all architectural elements visible from the public right-of-way for properties along Saint Charles Avenue between Jena Street and South Carrollton Avenue, and over properties along South Carrollton Avenue between the Mississippi River and Earhart Boulevard. Recommendation: The City Planning Commission staff recommends approval of the Carrollton and Uptown Local Historic Districts as proposed by the Study Committee. Consideration of the Study Committee Report: City Planning Commission Public Hearing: The CPC holds a public hearing at which the report and recommendation of the Study Committee are presented and the public is afforded an opportunity to consider them and comment. City Planning Commission’s recommendations to the City Council: Within 60 days after the public hearing, the City Planning Commission will consider the staff report and make recommendations to the Council.

Call to Order Dr. Powell called the meeting to order at 12:26 pm Rennie Buras officiated the swearing in/oath of office of Suzanne Terrell. Motion to Adopt the Agenda Anne Redd made a motion to adopt the agenda. Rosemary Ewing seconded the motion. The motion was unanimously approved. Motion to Adopt the Minutes Lee Felterman made a motion to adopt the minutes of the Board from the meeting on January 8, 2018. Rosemary Ewing seconded the motion. The motion was unanimously approved. Interim Director’s report Steven Maklansky gave an update on the repairs at the Cabildo and the beginning of the installation of the Spanish exhibition. Other upcoming exhibitions were also discussed. Page 1 of 3 Irby Committee Report Will Wilton provided a report from the Irby Committee. Recommendation from the Irby/Finance committee was given regarding the approval of commercial lease applications for 513 St. Ann and 533 St. Ann. Existing tenants at each location were the only ones who responded to the advertisements for applications.

    WHAT REMAINS HISTORY AND LOCATIONS OF WORLD FAIRS This is a chronological list of exhibitions and fairs held throughout the world that gained international attention. A few regional fairs are included if they were significant to the author or for showcasing emerging technology. This list is a compilation from various sources, trying to respect the capitalization traditions from the countries of origin. When controversy arises about the date or name of a fair (should the 1849 fair held in Birmingham, United Kingdom be referred to as “Exhibition of Industrial Arts and Manufacturers” or “Exposition of British Society”) a choice has been made so the checklist remains an index of fairs. Brown text indicates that the fair occurred before the Bureau international des expositions (BIE) on November 22, 1928 or was not sanctioned by them. Purple text also shows the fair was not sanctioned, but indicates there is a link to additional information researched by the author. Black text indicates a BIE sanctioned fair.
