Letter from the Executive Director Over the last month, the Intergovernmental Panel on Climate Change (IPCC) released two volumes of its latest report. The UN body has been publishing its assessments since 1990, but its March report surrounding Impacts, Adaptation, and Vulnerability contains the most dire warnings yet. Food and water supplies are at risk, and economic growth and human health are also to be significantly affected. IPCC's chairman, Rajendra K. Pachauri said, "Nobody on this planet is going to be untouched by the impacts of climate change."

Sobering words. However, there is progress: faced with strong opposition in Congress, President Obama is using his authority under the Clean Air Act to reduce greenhouse gas emissions in the U.S. We are also optimistic because of who we get to deal with every day: the states, provinces and territories on our Board, many of whom are making bold policy choices; and our 300+ members, who over the years have blown us away with their leadership on managing and reducing their carbon footprint. You are the difference makers.

However, more people, organizations and jurisdictions need to be part of the solution, given the scale of the problem. Gallup Surveys have shown significant swings in Americans' concern about global warming: in 2004, 26% of respondents said they worried "a great deal" about the issue; in 2007 that number rose to 41%; by 2010, it had fallen to 28%.

A 2012 study from Drexel University, McGill University and State University sought to explain these variations. It found that the most significant driver of public opinion on climate change was the battle between Democrats and Republicans on the issue. Because the parties are sending opposing messages, they have driven down climate change concern.

In contrast, the latest IPCC report could not be more definitive: there is no disagreement within the scientific community that climate change is happening, that we are causing it, and that we must act now to prevent the worst from happening. As we look ahead to the UN climate conference in Paris 2015, and begin to take into practice the IPCC's latest volume on Mitigation of Climate Change, we can only hope that the efforts of so many individuals, organizations and state governments across the U.S. will pave the way for understanding, cooperation and bold action. Our future depends on it.

Over 400 attendees gathered in San Diego in February to attend the Climate Leadership Award Ceremony and Conference convened in partnership with the US Environmental Protection Agency, The Climate Registry, the Association of Climate Change Officers (ACCO) and the Center for Climate and Energy Solutions (C2ES). The national awards program recognizes and incentivizes exemplary corporate, organizational and individual leadership in response to climate change. The Climate Leadership Conference provided attendees with the opportunity to hear from many leaders representing government, business and the non-profit sectors including Janet McCabe, the EPA's acting Assistant Administrator for Air and Radiation, California Air Resources Board Chairwoman and TCR Board Chair Mary Nichols, David Littell, commissioner at the Public Utilities Commission of and TCR Board Member, and Tom Steyer, former hedge fund manager at Farallon Capital Management and co-founder of Advanced Energy Economy.

General Verification Protocol 2.1: Thanks for your comments The Climate Registry's verification team would like to extend a warm thank you to all who made constructive contributions to our General Verification Protocol version 2.1 (GVP v. 2.1) during the public comment period. We at TCR sincerely appreciate your interest in the development and maintenance of our standards and protocols.

The updates to the GVP include a new option for verification to be conducted to a limited level of assurance (The Registry's existing policy requires a reasonable level of assurance). Stay tuned for GVP 2.1's official release in the coming month.

Update: Emission Factors for GHG Reporting Each year in January, The Registry updates its emissions factor tables to reflect the most up-to- date knowledge regarding the components of energy and quantification of those factors. We then make our emission factor tables available to the public with the hope of encouraging accuracy and transparency in greenhouse gas accounting, and of course, for easing the calculation process.

The Registry's 2014 default emission factors tables are built into our CRIS calculation tool and can be used by TCR Members to calculate 2013 emissions. Of course, default emission factors change over time as the components of energy (electricity, fuel, etc.) change and as emissions factor quantification methods are refined. As such, The Registry's 2014 Default Emission Factors tables, as well as the emission factors in CRIS, were recently updated to include 2011 default CO2 emission factors for Non-North American electricity use.

Additionally, on November 29th, 2013, the U.S. EPA updated several default emission factors for the Greenhouse Gas Reporting Program within the United States. However, these updated factors have not been incorporated in The Climate Registry's 2014 Default Emission Factor tables or CRIS. TCR reporting Members can use the updated EPA emissions factors to report 2013 data to The Climate Registry if they choose. The Registry has composed a separate document that integrates our 2014 default emissions factors with the U.S. EPA updates from November of 2013. This document includes the most up-to-date factors and identifies which defaults have been changed (in red). https://ui.constantcontact.com/visualeditor/visual_editor_preview.jsp?agent.uid=1117030724113&format=html&print=true 4/10 4/29/2014 March/April News from The Climate Registry The Climate Registry also relies on U.S. EPA's emission factors from the eGRID to calculate emissions from electricity in the U.S. On February 26, 2014 U.S. EPA updated those eGRID emission factors to reflect data from 2010, which just missed our January publishing date for the 2014 Climate Registry Default Emission Factor Tables.

GHG Protocol Scope 2 Guidance Open for Public Comment The GHG Protocol is the primary international GHG accounting tool that helps businesses and governments to understand, measure and manage their GHG emissions. The Climate Registry's program is based on international standards and best practices, and as a result, this protocol greatly influences our reporting policy. There are only a few days left to take advantage of this opportunity to weigh in on international protocols and our reporting program, the public comment period closes this coming Monday, April 21st.

The GHG Protocol cites increasing interest from international organizations in demonstrating the low-carbon attributes of their purchased energy as motivation for the development of a more complete and nuanced reporting framework for scope 2 emissions. These efforts from emissions reporters, in combination with an increasingly holistic view towards energy demand management and procurement, have encouraged the GHG Protocol to lead consultation in the international community over how companies should calculate scope 2 emissions.

Winter's in Trouble With the start of spring 2014, we're scratching our heads in reflection on the strange winter that passed. There was a division of extremes for the world's winter season. The American east coast endured a "polar vortex," as coined by mainstream media, and many European nations suffered disruptive flooding throughout the season. In contrast, the west coast of the United States continues to be plagued by prolonged drought, receiving hardly more than a week of rain. Similarly, as the world watched the 22nd Winter Olympics transpire in Sochi, we were surprised to see the winter games taking place in clear, sunny skies, with temperatures barely below those on the American west coast.

In recognition of these global changes to winter weather patterns, researchers at the University of Waterloo conducted a study that examined the suitability of past Winter Olympic locations for https://ui.constantcontact.com/visualeditor/visual_editor_preview.jsp?agent.uid=1117030724113&format=html&print=true 5/10 4/29/2014 March/April News from The Climate Registry holding the games again in the future. Suitability assessments were based on expected levels of temperature rise--and the results weren't pretty. The study claims, "if we experience climate change to the degree predicted by scientists, by the mid-21st century, close to half of the cities which have hosted the Olympic winter games in the past would no longer be able to."

In hopes of gauging the reactions of Olympians to these changes, a group of students from Yale University's School of Forrestry and Environmental Studies traveled to Sochi to interview winter athletes regarding their views on climate change. Amongst the aptly titled "Team Climate" students was a former TCR employee, Former TCR Team Member, Diana Madson, who said "the Olympics offers an opportunity to Diana Madson (right), and the highlight the natural connection between winter sports and rest of Team Climate climate change." One Olympian was hesitant to offer a general stance on climate issues, but added "I have noticed that the glaciers are getting smaller and smaller every year." Another more vocal American Olympian, Andy Newell, teamed with an organization called Protect Our Winters and 105 fellow Olympians at this year's winter games to release a statement that called on world leaders to take action on climate change and commit to global agreement at the Paris talks in 2015.

The final contribution to the IPCC's 5th assessment report from Working Group 3, titled Mitigation of Climate Change, was released Sunday and offers ample food for thought on curbing the "business as usual" emissions scenario, a step in the right direction for "protecting our winters." In the words of Secretary General of the United Nations, Ban Ki-moon, "in 2014, we must turn the greatest collective challenge facing humankind today- climate change- into the greatest opportunity for common progress towards a sustainable future." Staff Spotlight The Climate Registry's 2013 Inventory All-star

Each year, The Registry team measures and reports our emissions inventory just like our Members. This reporting season, TCR made a dedicated effort to accurately calculate its scope 3 emissions, which are optional to report for, and include sources like business travel and employee commuting. We measured the carbon footprint from transportation for each of our employees in 2013, and our Manager of Member Services, Katie Ordal's, carbon footprint was the smallest by almost an entire metric ton! Katie lives close to The Climate Registry Katie Ordal offices and regularly takes the metro to work. Kudos! Manager, Member Services The recently released IPCC fifth assessment report cited transportation emissions as one of the greatest obstacles in climate change mitigation, determining that emissions resulting from transportation are on track to double by 2050. Do your part to curb this prediction by encouraging public commuting at your place of work, and make an effort to calculate your own organization's scope 3 emissions by starting the appropriate data management practices for 2014.
