The Centre Committee reserves the right to supply printed books in lieu of an e-mail version. Where this is applied no charge will be made for the book and no credit notes will be supplied. If no form or payment is received by the specified date an e-mail version will be supplied. Where no e-mail address is available a summary of centre events will be sent via Royal Mail second class post. The events programme will be sent to the e-mail address held with the Caravan Club. It is the member’s responsibility to ensure this is maintained correctly and is a valid e-mail address. CHAIRMAN’S MESSAGE

Dear Centre Members. Thank you for supporting me last year in my first year of office it is a privilege to be your centre Chairman for a second year. The North Yorkshire Centre has a proud heritage and we should be proud to be members of that, I know I am. You will get 100% commitment and effort from me during my chairmanship as I hope to play a part in adding to the long and successful history of this centre. The 2019/20 season will bring with it some interesting challenges, not least from a financial point of view. A lot of our equipment is getting past its sell by date and needs replacing. We need to replace our container and endeavour to get the best price we can. We have another busy year coming up with venues new and old to whet your appetite. As you know last year we reached the milestone of 3500 rallies, celebrating this achievement with a superbly run rally at Wetherby racecourse, all who attended said they thoroughly enjoyed it and my thanks go to all the team that were involved in staging this celebration. We are always on the lookout for new ralliers to show them what our hobby is all about, and of course potential rally officers to contribute to our program. This year we are running with a smaller committee and no Vice Chairman, however, we have one new committee member in Denise, we wish her well. I hope you will join me in giving them all your continued support and help during this season. We must remember that their time and expertise is given freely, and our hobby would not be possible without their input or indeed the efforts of the rally officer’s, my sincere thanks go to them all. Of course, my thanks go to all you ralliers out there who attend these events, as without you there would be no need for a rally programme. My thanks go to both Merve, our Rally Secretary, who once again has put together the strong rally program you will find in this handbook and Laura who has excellently compiled it for us, it’s a real family affair this year. My best wishes go to Joe and his committee of young caravanner’s, they have worked extremely hard over the last year and I am sure this will continue on this year, please give them your continued support. Last year the second Festival of the North rally, hosted by us, was considered by all to be a great success, so much so that South Lancashire centre are hoping to emulate that success in 2020. This time being held at Easter So everything is set for another excellent year of rallying, lets hope the weather is good to us this year, Suzanne and I hope you have a good rally year, supporting as many rallies as you can and introducing as many new members to our wonderful centre, we look forward to seeing you on a rally field somewhere this year. NORTH YORKSHIRE CENTRE RULES

1. Any site or part of a site on which a rally is held shall be for the exclusive use of the members of the Caravan Club caravans. The attendance at the site and/or payment of the Rally fee shall be an acceptance by the member of these rules.

2. The Centre Committee reserves the right to refuse the use of the Rally site to any member, without being obliged to give a reason, or to request any member to remove his caravan.

3. The authority for the conduct of the Rally shall be vested, for the time being, in the Rally Officer or his appointed deputy, who in the event of a member breaking these rules shall be authorised to request such member to remove his caravan from the site and thereupon, the Rally Officer shall report the matter immediately to the Centre Committee for such action as shall be deemed necessary.

4. Every member must report to the Rally Officer on arrival at the site with his caravan before pitching. A member must be prepared to substantiate his identity by producing his membership card if requested to do so by the Rally Officer.

5. Each van and towing vehicle must be placed on the pitch indicated by the Rally Officer or his deputy, with the front offside corner of the van on the peg.

6. A non-returnable advance payment of £3 is required on booking. Unless previously paid, all Rally Fees shall be paid to the Rally Officer or his deputy on arrival at the site.

7. At the expiration of the period of the Rally the member’s caravan must be removed from the site, unless prior arrangements were made by the Rally Officer with the site owner.

8. Members may use their own latrine tent if desired which must be erected in the position indicated by the Rally Officer. A pup tent to a maximum size of 6ft. x 4ft. may be erected in the space normally allocated for an awning. In addition, to protect the occupants, the tent must be surrounded by a windbreak that would also be within the area normally allocated for the awning. The tent is to contain no more than “3 under 14 year old’’ or “2 over 14 year old” children. All occupants of the tent must be dependants or in the care of members of the Caravan Club. Under no circumstances can gas, electrical or inflammable appliance be used in the tent.

9. Open fires are not allowed on the Rally field except with the consent of the Rally Officer.

10. Solid waste and waste water must be deposited in the receptacles and places provided, or as instructed by the Rally Officer.

11. The speed limit on the Rally site shall be 5 MILES PER HOUR. Only fully licensed drivers are allowed to drive vehicles on the Rally site and in no circumstances are driving lessons etc. permitted.

12. Animals must at all times be held or tethered on leads not exceeding 12ft in length, and must be exercised in a designated area, Any person may, after due warning of a breach of this rule, be asked to leave the site by the Rally Officer.

13. The receipt, by the Rally Officer, of the Rally Slip at least 10 days prior to the Rally shall be a pre-requisite to the supply of Rally Plaques. No member shall be entitled to a Rally Plaque unless they attend the Rally with their caravan.

14. In view of the number of young children usually at a Rally, members must ensure that radios etc. are oper- ated at a reasonable volume, so as to avoid waking children who may have been put to bed.

15. The use of generators is limited to: 2 hours only between the hours of 10 am - 6pm unless you are the Rally Officer.

16. On account of damage to caravans, flying kites, model aircraft and frisbys, use of bicycles, catapults and airguns in Centre Lines is not allowed on or over the site, and the playing of ball games is only allowed on the portion of the site designated by the Rally Officer.

17. There is no responsibility by the Centre, or Rally Officers for Accidents.

18. THE RESERVATION OF SITE PEGS IS FORBIDDEN, the only exception being that the Rally Officer be allowed this facility for their assistants.

19. Where the Rally Officer has made a specific request, in writing to the Committee, in advance of the events programme publication deadline, the Committee may authorise that the rally, social and other additional costs must be paid in full, at least 1 month prior to commencement of the rally. Where this is applied, no refunds will be made after this date.

20. Milk and / or newspapers will only be provided at rallies at the discretion of the Rally Officer, and this will be printed in the Centre Events Programme.

21. These rules are supplementary to the obligation which all members undertake on joining the Club, and which include the observation of the Caravan Code and the Country Code, but in the event of any variance these rules shall apply.

22.a. Members of the committee shall be expected to have an attendance at eight of the twelve committee meetings in one committee year. The year beginning on the first committee meeting in October immediately after the AGM and ending with the last committee meeting in September prior to the next AGM. b. Members of the committee shall be expected to attend a minimum of one in every four committee meetings. Any committee member who misses three out of four committee meetings, using a rolling four month period will be deemed to have not met this expectation. c. A member of the committee shall be expected to carry out effectively all the duties allocated to him/her. Any member who has demonstrably failed to do so over a period of 12 months will be deemed to have not met this expectation. d. Any committee member who fails to meet the above expectations may, at the discretion of the rest of the committee, be removed from his/her position and/or be deemed ineligible to be nominated for committee for 3 years starting from the next AGM. Any committee member removed from their position has the right to make a statement to the committee as defined under rule 8 of rules governing centres. When applying the above rules the committee must take into account any health related issues and extenuating circumstances that may have a bearing on the above. Every effort must be made to resolve the problem before applying the above rule.

23. There is no statutory limit to the time Committee Members or officers hold a post, with the exception of the Chairman’s post which is limited to three years. The retiring chairman will not be eligible to stand for any Centre Committee position for 3 years, unless during this period there is a vacancy for one of the three compulsory Centre Committee positions (Treasurer, Secretary or Chairman) and no nominations for the vacant position, then the retiring or immediate past chairman may stand for the vacant position.

Attendance awards (21 Rallies) and special attendance plaques.

If you are to achieve 21 rallies in the year or are to attend your 100th, 200th etc. rally,

could you please inform the rally officer before the rally and as early as possible.

This will enable the committee member who is the Centre Committee representative

for the rally to have the appropriate plaques at the rally to present to you.

GENERAL NOTES

For the information of new members, the Rallies referred to in this programme take the form of social gatherings of Caravanners who have a common interest in their hobby. Be tempted to attend one and meet your fellow members who will give you a warm welcome. In addition, special items of entertainment or amusements to coincide with some of the events have been arranged by the Rally Officers. Notes of these will be given to you on arrival at the Rally. NO VANS SHOULD ARRIVE ON RALLY SITE BEFORE 5PM ON THE FIRST DAY OF THE RALLY, UNLESS OTHERWISE STATED IN THE HANBOOK. Study the booklet, select the rallies you would like to attend during the year, fill in and return to the Rally Officer a Rally Slip, ensuring that it reaches them not later than 7 days prior to the Rally. If you are attending your first rally with this Centre, please mark the rally slip where indicated before sending it off. Remember that there are many children around the sites, SO PLEASE KEEP YOUR SPEED DOWN TO 5 M.P.H. On arrival at a rally, report to the Rally Officer who will ask you for the balance of any rally fee due, together with the cost of any milk or newspapers ordered. They will then show you where they would like you to site your van. If you are attending your first rally make yourself known to the Rally Officer and any Committee Members who will be only too pleased to help you if you need any advice. If a member cancels a rally without 10 days prior notice, the Centre Treasurer will be instructed by the Rally Officer to reclaim any costs incurred in addition to the non-returnable £3 booking fee. All members should make their own arrangements for sanitation at rallies, disposal facilities being provided. OTHER REFUSE SHOULD BE TAKEN AWAY WITH YOU. If you have an animal please ensure that it is always under control. Keep it on a lead and exercise it away from the vans. When the rally is over, please ensure that no litter has been left around your pitch and kindly return all empty milk bottles to the Rally Officer’s van before leaving. Remember at all times to observe the Caravan Code, including the Country Code, to which each member subscribes when joining the Club. IN VIEW OF THE LIMITED ACCOMMODATION ON SOME RALLIES, EARLY BOOKING IS ADVISED. The North Yorkshire Centre is involved with Northern Centres, Joint Yorkshire Sports and The Joint Yorkshire Six Star Rally and has an interest in a share of the assets of these groups, but also latent responsibility for any liabilities of the same.

ASSISTANCE GIVEN TO LEAVE THE RALLY FIELD, TOWING OFF Should you accept the offer of a tow by a vehicle, other than your own, you do so at your own risk. Should any damage occur, neither the owner or the driver of the towing vehicle, can accept any responsibility what so ever. Members should affix the towrope to their own vehicle and remove it after being towed. A donation towards the cost of fuel is acceptable.

ABOUT RALLYING WHAT IS A RALLY? A rally is a gathering of Caravan Club Members, who enjoy the odd weekend away, with fun thrown in for good measure. THE RALLY OFFICER. Your Rally Officer is not an official like a Traffic Warden, but a friendly face to meet you when you arrive and has arranged the weekend for you. WHAT TO DO After you have booked your rally from this events programme and the weekend arrives, just follow the directions given in the events book. As you approach the Rally Field you will see directional signs to help you find your entrance. On arrival you will find the Rally Officer waiting for you at the rally office, which is usually the first van you see which should have a sign outside so you can find him. Once you have booked in, he will hand you an envelope containing the programme for the weekend and show you to your pitch. The field is marked out with ample space between caravans and with a tidy appearance. It is intended that the front offside of your caravan is on the marker and your car parked on the offside of the caravan when unhitched. You will also be shown where the fresh water tap and the elsan disposal points are. Competitions and activities may be held on the field. SOCIAL ACTIVITIES. The rally may include a social on the Saturday night which is a family event, at a modest cost. This could take the form of a dance or a fancy dress or in the summer a B.B.Q. Your weekend often includes a competition or games for the children and adults alike. All these are entirely optional, but are always good fun. FLAGPOLE. You may have heard of strange goings on around the flag, do not be alarmed, this is also a fun event, and is where you and your fellow ralliers gather to have coffee. You will also hear the results from any competitions, welcome visitors and new ralliers, announce forthcoming events and rallies and most importantly, thank your rally officers. We look forward to seeing you on a North Yorkshire Rally.

1. The rally will be held in Victoria Park, Southport, Merseyside. 2. The rally will run from 10.00am on Saturday 4th April 2020 and close on Tuesday 14th April 2020. 3. The rally fee is £54.00 for 3 nights Friday to Sunday inclusive per unit and includes awning, one vehicle and all occupants up to the normal capacity of the unit. 4. Extra nights are £12.00 per night. 5. EHU is available at £3.50 per night and, if booked, must be for the full length of your stay. 6. Payment of the full rally fee is required on booking which includes a £5 non-refundable deposit. The full fee will be forfeited for cancellations after 8th March 2020; no refunds will be made after this date. 7. All vans will be sited on arrival if you wish to be sited together please arrive together. One pitch can be saved, you must arrange to meet the outfit at the entrance and escort the outfit to the saved pitch. 8. This is your chance to ask questions of a panel that will represent the Caravan and Motorhome Club, Caravan Dealers, Repair Agents and anything else that is caravan and motorhome related. After the meeting you can look around the museum based within a beautiful classical Grade 1 listed Jacobean building and exclusive gift range celebrating the life and work of Samuel Bough (1822 – 1878), the much loved Carlisle artist.

YELLOW FLAG When the rally field is wet and unsuitable for cars a yellow flag will be flown under the Centre Pen- nant. Under these circumstances members must not take their cars on or off the rally field without the express permission of the Rally Officers. This ruling is to prevent excessive damage to the landowner’s property and your co-operation is required. At the discretion of the Rally Officer however, the disability badge may override the yellow flag.

The Northern Region 24th Annual General Meeting

The 24th Annual General Meeting of the Northern Region of the Caravan and Motorhome Club will be held in the Horseshoe Bar, Blackpool Pleasure Beach, Blackpool FY1 1EZ The Meeting will commence at 11am. Refreshments will be served prior to the meeting. Notices of motion signed by the Proposer and Seconder (including membership number) must be in the hands of the Region Secretary not less than 3 calendar months prior to the Annual General meeting. Nomination for Officers must be signed by the Nominee, Proposer and Seconder (including membership number) and be in the hands of the Region Secretary not less than 28 days prior to the Annual General Meeting. What is the Northern Region Council?

The Northern Region Council of the Caravan and Motorhome Club is built up of eleven Centres: Northumberland, Cumbria, North Lancashire, South Lancashire, Yorkshire Pennine, South York- shire, Durham, North Yorkshire, Yorkshire Dales, Mid West Yorkshire and East Yorkshire.

The Council holds four meetings a year with a Chairman, Treasurer, Secretary and Vice Chairman. There are two delegates from each Centre plus one non-centre member which form the committee.

What benefit is the Northern Region Council to us?

The Council has been formed to link the Centres to the Club Head Quarters. The Council feeds information from the Club to the Centres and vice versa. Any problems or concerns the Centres and their members have, can be aired at the Council meetings and if they are not solved at that meeting then the Officers of the Council can take to the Club in order to get a solution, this can then be fed back to the Centres.

The idea is a support mechanism for the Centres and their Members, as we all know that a problem shared is a problem halved or maybe solved.

Does it work?

Yes it does – many problems in the past have been solved and useful information with regard to Caravans, towing vehicles and members safety have been passed on.

Yes it does – many Centre Officers have had problems within their Centres and have brought the problem to the Council and got advice and support from other Centre Officers until a solution has been found.

Yes it does – by saving Centre Officers and member’s time by bringing things to the Council for a solution instead of contacting the Club on smaller issues or non-urgent business, this also saves the Club staff time.

Yes it does – it helps to circulate information on events the Centres run, helping to promote throughout other Centres and the Club Magazine.

The tent is to contain no more than “3 under 14 year old’’ or “2 over 14 year old” children. All occupants of the tent must be dependants or in the care of members of the Caravan Club. Under no circumstances can gas, electrical or inflammable appliance be used in the tent.

ASSISTANCE GIVEN TO LEAVE THE RALLY FIELD, TOWING OFF Should you accept the offer of a tow by a vehicle, other than your own, you do so at your own risk. Should any damage occur, neither the owner or the driver of the towing vehicle, can accept any responsibility whatsoever. Members should affix the towrope to their own vehicle and remove it after being towed. A donation towards the cost of fuel is acceptable.

CENTRE REGISTRATION CARDS A REMINDER When you receive your Annual Caravan Club Membership Card, the accompanying letter contains a Centre Registration Slip attached. This Slip must be filled in and returned direct to the Caravan Club at East Grinstead if you want to be registered with The Centre. (You are not automatically re-registered with The Centre when you renew your membership) The Centre Secretary is advised by The Caravan Club of all Registered Members, so if you do not register, your records will not be held by the Secretary, therefore you will not receive a Centre Handbook. You will also not be allowed to propose or second any Member for an Officer or Committee position, neither will you be permitted to stand for any position, or speak or vote at the Centre A.G.M. SO PLEASE REMEMBER TO RE-REGISTER EACH YEAR

Club members may join any Centre they wish and attend rallies of all Centres, irrespective of whether or not their home lies within the Centre boundary.

You can also register online using the Caravan Club website YELLOW FLAG When the Rally field is wet and unsuitable for cars a yellow flag will be flown under the Centre Pennant. Under these circumstances members must not take their cars on or off the field without the express permission of the Rally Officers. This ruling is to prevent excessive damage to the landowner’s property and your co-operation is required. At the discretion of the Rally Officer however, the disability badge may override the yellow flag. SITE FINDER’S PLAQUE A Site Finder’s Plaque will be awarded to anyone who finds and runs a new venue not previously used by a North Yorkshire Rally. ATTENDANCE RALLY BAR An Attendance Rally Bar will be awarded to a Caravan Club member who has completed 21 rallies with North Yorkshire Centre in one season. It is the duty of the rallier to inform the Rally Officer when they have completed their 21 rallies.

Rule 5. Each van and towing vehicle must be placed on the pitch indicated by the Rally Officer or his deputy, with the front offside corner of the van on the peg.

A Message from your Rally Secretary

Welcome to the 2020 events handbook, I think we have put together a programme that has something for everyone. Whether it be by the seaside, in the country or on the edge of a town. Now a couple of requests from our rally officers. Please do not arrive before the stated opening time, as this can sometimes cause difficult to the rally officers. The opening time is there because that is what the rally officers have requested, so please abide by this time. Secondly, if you have people coming to visit you on the rally field please let the rally officer know or ask the people coming to report to the rally office. Sometimes visitors need to park in a designated area, so the rally officer needs to know who is visiting. Thank you. As usual we are reliant on ralliers themselves running rallies for the centre, I would like to appeal now to anyone who is considering running a rally, please come and talk to me, it is a rewarding experience.

I hope you all enjoy the 2020 rally season with North Yorkshire Centre and I and my wife Janet look forward to seeing you on the rally field.

PHOTOGRAPHIC COMPETITION Photo-Fun for the Whole Family (Now open to both printed photographs and digital photographs)

Class 1. Photographs taken since the A.G.M. and must be taken on a North Yorkshire Centre Rally and include a Caravan or part of a Caravan, photographs taken from outside the Rally field but showing the Rally Site will be included.

Class 2. Comic. Photographs taken since the A.G.M. and must be taken on a North Yorkshire Centre Rally or Function, but does not need to include a Caravan or Part of a Caravan in the Photograph.

Both classes open to all age groups.

Maximum of 3 Photographs per person per Class. Printed Photographs maximum size 6”x 4”. HANDBOOK FRONT COVER A separate competition is to be held to design the front cover of the 2021 handbook which should be a photograph or design in portrait format and is open to any member of the Centre. The winning photograph or design will become the front cover of the 2021 handbook. All en- tries to be handed to Edward by 1st October 2020.

It is generally awarded to an individual and is usually presented at the Centre’s Dinner Dance.

BOOKING FEES FOR OTHER CENTRES

Cumbria Require £5 Advance Booking Fee (non-returnable) with Booking Slip Durham Require the full rally fee when booking rallies of 4 days duration or less. On rallies of 5 days or more, a non-returnable deposit of £5 is required on booking. The full fee must be paid by 6 weeks before the commencement of the rally. If the full fee is not paid by the 6 week point, cancellation of the reserved place is assumed. (No reminder will be given.) North Lancashire Require you to obtain a Booking Form from the Rally Officer or Rally Secretary and then the full fee must be sent with the booking. South Lancashire Same as North Lancashire Northumberland No Booking Fee required except for Holiday, limited space or Charity Rallies. For these the full fee is required. If you cancel the Rally after the Tuesday evening prior to the Rally a £2 donation will be paid to the Rally Secretary. Yorkshire Dales No booking fee is required for 2 night weekend rallies but if cancelled less than 7 days before the rally, a fee of £3 is payable, plus any expenses incurred. For rallies of more than 2 nights, a deposit of 30% minimum of the rally fee is required unless individual booking details apply. East Yorkshire £2 Booking Fee (non-returnable) North Yorkshire £3 Booking Fee (non-returnable) Yorkshire Pennine No Booking Fee required. If a Rally is cancelled less than 7 days before the event a fee of £1 payable plus the cost of any milk and papers ordered. All plots are hard standing and numbered ensuring you get the same plot each time you return.

Storage is available on a 3,6,9 and 12 month basis which is paid in advance. Payment can be made by cash, card, telephone and standing order & CPA (Continuous Payment Authority).
