A Brief Analysis of Malaysia's Eleventh General Election
UNISCI DISCUSSION PAPERS Octubre de 2004 A BRIEF ANALYSIS OF MALAYSIA’S ELEVENTH GENERAL ELECTION AUTOR1: JOSEPH CHINYONG LIOW IDSS- NANYANG TECHNOLOGICAL UNIVERSITY SINGAPUR FECHA: October 2004 Introduction The Malaysian general election held on 21 March 2004 proved to be the most successful electoral victory for the ruling Barisan Nasional (BN or National Front) in the history of Malaysian electoral politics. The BN coalition party, fronted by UMNO (United Malays National Organisation) along with major allies the MCA (Malaysian Chinese Association) and MIC (Malaysian Indian Congress), garnered a total of 199 of 219 parliamentary seats and limited the opposition to a meager 20 seats. All in all, the BN won 64% of popular support. Results of state elections, held concurrently in all the states in the Malaysian federal system with the general election except for Sarawak, were equally impressive, with the BN amassing a total of 453 out of 504 state seats. More striking however, were the results in Kelantan, the stronghold of the Islamic opposition PAS (Parti Islam Se-Malaysia), and Terengganu, which PAS managed to wrest from UMNO at the 1999 elections. How did BN manage such a dramatic reversal over such a short period, and what are the implications of this result for the future of Malaysian politics? 1999 Indeed, in order to assess the magnitude of the BN’s “comeback” at the 2004 general elections, it is worth revisiting the outcome of the previous elections in 1999 so as to give our discussion a proper context. 1 Las opiniones expresadas en estos artículos son propias de sus autores. -

Sabu, unlike many other military personnel, is a charismatic and holistic leader who constantly speaks out racial and religious tensions in Malaysia. Despite not being a typical military officer, Sabu has a grand vision for the Malaysian military. With the deteriorating state of most equipments and the rapidly advancing military technology, Sabu intents to implement a whole scale change in the military by brining in drone aircrafts and introducing the use of Artificial Intelligence into the military. However, understanding that the government is currently on a tight budget, Subu recognizes that his vision might take a certain level of patience before becoming a reality. Mohamed Azmin Ali (Minister of Economic Affairs) While it is true that the Malaysian people has just elected a new Prime Minister, Mohamed Azmin Ali has been tipped to become the long-term solution to Malaysian leadership. A relatively reserved and quiet politician, Azmin has been involved in Malaysian politics for 30 years. Like many other progressive politicians in the current administration, Azmin shares the same worry about religion and racial devision. However, as the head of the Minister of Economic Affairs (a newly created ministry in the current administration), Azmin is more troubled by the economic aftermaths of failed programs such as the BR1M. -
Politics of Epidemics
Epidemics as Politics with Case Studies from Malaysia, Thailand, and Vietnam Tuong Vu Severe epidemics caused by severe acute respiratory syndrome (SARS) and avian influenza viruses have recently killed hundreds of people while causing chaos and panic in many countries. These epidemics have distinct characteristics that make their politics significant and interesting, although both health policy analysts and political scientists have neglected the phenomenon. In this article, I propose an analytical framework that treats epidemics as political processes divided into four phases: “pre- political,” “announcement,” “mitigation,” and “rebuilding” phases. I then apply the framework to the case studies of Malaysia, Thailand, and Vietnam, and show how level of democracy, level of centralization in the state structure, and the social construction of risks shaped government responses to epidemics in these cases. The cases suggest that global health governance should not ignore politics at the national level and the redistributive impact of epidemics originating from or transmissible through livestock. INTRODUCTION1 Severe epidemics caused by severe acute respiratory syndrome (SARS) and avian influenza (AI) viruses have recently killed hundreds of people while causing chaos and panic in many countries.2 These epidemics have three distinctive characteristics that make their politics significant and interesting. First, unlike acquired immune deficiency syndrome (AIDS) and tuberculosis, these epidemics are especially susceptible to politicization because of their urgency3 and their potential to spread quickly and far beyond the points of origin or discovery.4 Second, these epidemics are often caused by zoonoses, i.e. animal pathogens transmissible to human beings.5 Although these diseases have not killed as many people as AIDS, they killed livestock and destroyed the sources of income for millions of farmers while forcing governments to spend millions of dollars on vaccine stock and vaccination campaigns. -

The focus of the present article is on the government’s use of its coercive security apparatus since the terrorist attacks of 9/11. My argument is that the apparatus is largely unchanged by the current global climate of the ‘War on Terror.’ Notably, Malaysia’s use of coercion has become increasingly less criticized by other governments, notably those in the West. -

Such action is long overdue. Burma’s military regime has carried out brutal attacks on its own people for decades. According to the Thailand Burma Border Consortium (TBBC), a humanitarian agency providing aid to Burmese refugees and displaced persons for 25 years, through these attacks, the regime has destroyed over 3,500 ethnic minority villages in eastern Burma since 1996. Here, at least 75,000 people were forced to leave their homes during this past year alone, and more than half a million people remain internally displaced. TBBC has described the situation in Burma as being comparable to the situation in Darfur. Furthermore, these crimes against humanity in Burma are well documented by various UN bodies, although none of them have taken effective action. -

His analysis confirms the work of Gurr and others that greater access to education sharpens people’s awareness that they are not getting a fair share of the pie. Tadjoeddin also argues that the post-Suharto process of democratization and decentralization has served to correct previous grievances about use of govern- ment revenues, especially from natural resources, but more needs to be done to ensure improvements in living standards for the average citizen. He points out that both inequality and demographic change are issues which still need attention. Tadjoeddin has written a careful analytical study of conflict and cooperation in Indonesia over the past two decades, which all social scientists with an interest in the country will benefit from reading.
