1 2 MINUTES OF THE OYO STATE GOVERNMENT STAKEHOLDERS’ CONSULTATIVE MEETING ON YEAR 2021 BUDGET FOR IBADAN ZONE 1 HELD AT OGUNLANA HALL, INTERNATIONAL CONFERENCE CENTRE, UNIVERSITY OF IBADAN ON THURSDAY 17TH SEPTEMBER 2020 INTRODUCTION This year‟s stakeholders‟ consultative meeting in preparation for the 2021 budget for Ibadan Zone 1 was held at Ogunlana Hall, International Conference Centre; University of Ibadan on Thursday 17th September 2020. Ibadan Zone 1, which was made up of Local Government Areas (LGAs) in Ibadan main city. These are Ibadan North, Ibadan North East, Ibadan North West, Ibadan South East and Ibadan South West. The stakeholders‟ consultative meeting on year 2021 budget was presided by the State Governor; Engr. Seyi Makinde, other top members of the Executive arm of government.which includes the Deputy Governor of the State, the Secretary to the State government, the Chief of Staff and the Head of Service; Oyo State were also in attendance. The Honourable Commissioner; Ministry of Budget and Economic Planning; Barrister Adeniyi Farinto, the Special Adviser to the Governor on Economic Affairs, Senior Special Assistant on Economic Planning and the Permanent Secretary; Ministry of Budget and Economic Planning. The attendees from the society and communities in the Local Government Areas (LGAs) include Traditional rulers, Religious leaders, Civil Society Organisations and other Non-governmental organisations in the State. Others that graced the occasion were Market men and women associations, Youth groups and host of others. In his welcoming address, the State Commissioner for Budget and Economic Planning, Hon. John Adeniyi Farinto said “Open government initiative would have been smoother but the global economic shift occasioned by the COVID-19 pandemic and the attendant reduction in oil price” as affected the achievements made so far. He added that the present administration has set the pace that is worthy of emulation in economic crisis management. Hon. Farinto commended the good people of Oyo State for their collective efforts to support government to deploy best practices in determining and implementing people-oriented policies, programmes and projects that will yield meaningful impact on the lives of the people in the State. He added the State was opportuned to access the grants from the State Fiscal Transparency Accountability and Sustainability (SFTAS) programme supported by the World Bank. The Hon. Commissioner equally applauded the Executive Governor of the State for his approval to commence the overarching blue print that will articulate various development aspiration of the government from 2021 – 2041. According to the Hon Commissioner, the plan will focus on Economic Development, Human Capital, Social Protection & Security, Infrastructure Development, Physical Planning and Sustainability Environment. These pillars will adequately enhance the efforts to transform our socio-economic system, reduce poverty, generate employment and provide basic infrastructure and an impetus for the achievement of our development aspirations. The representative of Civil Society Organisation; Mr „Jide Bamgbose from Justice, Development and Peace Commission (JDPC) Ibadan delivered a goodwill message at the meeting. In his goodwill message, he commended the State government for consolidating on the gain‟s of 2019 stakeholders‟ engagement on budget process as this will help to improving 3 service delivery. He emphases on the need to institutionalize the Stakeholders‟ Consultative Meeting on the yearly budget process in the State through policy or law to sustain the practice. In addition, there is need for adequate feedback into the system to enable the people and those in power to assess the performance of Ministries, Departments and Agencies (MDAs) and other government actors and the governor‟s agenda. He also commended the effort of the State government to have Development Plan as this will make the State to be global compliance in the area of budget process which should include the use of Medium-Term Expenditure Framework (MTEF) an annual, rolling three year- expenditure planning which sets out the medium-term expenditure priorities and hard budget constraints against which sector plans can be developed and refined and the Medium-Term Sector Strategy (MTSS).. Others stakeholders at the consultative meeting that presented their goodwill message were the Caretaker Chairman Ibadan South East; who represented the other four LGs and LCDAs, representative of the State Pensioners and the representative of the People Living with Disabilities (PLWD) they all appreciated the Executive Governor for the good way and manner he is handling the affairs of the State. The representative of Development Agenda for Western Nigeria (DAWN) Commission in person of Abiodun Oladipo applauded the State Government under the headship of His Excellency, Engr. „Seyi Makinde on the good initiative to ensuring participatory budget process in the State. This will reflect true democracy where peoples‟ need will be considered and mainstream into the budget of the State. He equally commended the action of the State government to ensuring that the State continues to improve in the process of preparing budget for the State. He noted that the sustainability of the process is highly essential to assess government performance and to ensuring growth and development of the State. He promised that the DAWN Commission will continue to give the State government technical backstopping to moving the State forward. In his keynote address, His Excellency, Engr. „Seyi Makinde the State governor emphases on how important people are in terms of ensuring strong democracies-government. This is through power which rests with the people through their elected representatives because the leaders listen to and implement the wishes of the people which were the essence of the stakeholders‟ consultative meeting. His Excellency stated that the first budget of the present administration was tagged, The People’s Budget because the government came out and engaged in town hall meetings and sought people‟s input. The governor informed the gathering that, in spite of the decline in revenue as a result of the effect of the Covid-19 pandemic, the government was able to find a way of ensuring that the planned infrastructural projects were carried out. To achieve this, the government introduced the Alternative Project Funding Approach (APFA), where the contractor executes the entire project with their own money before the government repays over several budgeting cycles His Excellency concluded by appealing to the stakeholders to use the opportunity to come out and let their voices be heard as the government will continue to work to make sure that people‟s preferences are paramount as “we are here to serve you”. At this stage representatives from the LGs and LCDAs presented their various needs for consideration in 2021 budget. 4 IBADAN SOUTH-EAST LOCAL GOVERNMENT REQUEST FOR BUDGETING . Primary Health Centre: o adequate budgeting for drugs to the patients at our Primary Healthcare centers. o employ more healthcare personnel to solve the present shortage of personnel. Primary School Quest: . there is need to provide enough furniture for pupils/students at primary and secondary schools. employ more staff (academic and non-academic) for the schools in the State to address the issue of inadequate staff. provision of potable water and ensure regular sanitation at various wards. repair of pipe Borne water for the communities/wards . the 5% deduction from the local government allocation to be paid to Royal fathers in the LGAs. the need to construct a market at Orita Aperin. ensure adequate security for the people and properties in the LGA . needed to urgently repair the link (road) to the Academy express way along Ibadan South-East side to avoid loss of lifes. IBADAN NORTH-WEST LOCAL GOVERNMENT: BAALE ENGR. KOLAWOLE GBOLUAJE . There is need to strengthen the security of the State as there are high rate in the consumption of different hard drugs in the local government. This poses danger to the people. Health was the second issue. No standardized Primary Healthcare centres in the Local government. As a member of governing board of a secondary in the Lg, most of the primary and secondary school buildings are dilapidated hence urgent need to repair. Need adequate funding for community projects . Rehabilitation of roads with the community in the council areas . Monthly grants and annual allowance for CDCs . Ensure regular of drugs to PHCCs 5 . Repair of bridges and roads for easy access from one community to another. Recruitment of health personnel to health centres . Strengthen vigilante group for better security as the inauguration of this is ongoing in Mapo hall. Fence of Army Barracks School; Iwo Road. Also, provision of borehole for the school. There should be general empowerment in the Lg. Need for adequate security and water at various markets . Provision of vocational centres for our
