ZELIN Tunisia should really open its embassy in Raqqa, not Damascus. That’s where its people are. —ABU KHALED, AN ISLAMIC STATE SPY1 THE PAST FEW YEARS have seen rising interest in foreign fighting as a general phenomenon and in fighters joining jihadist groups in particular. Tunisians figure disproportionately among the foreign jihadist cohort, yet their ubiquity is somewhat confounding. Why Tunisians? This study aims to bring clarity to this question by examining Tunisia’s foreign fighter networks mobilized to Syria and Iraq since 2011, when insurgencies shook those two countries amid the broader Arab Spring uprisings. ©2018 THE WASHINGTON INSTITUTE FOR NEAR EAST POLICY. Journal of Military and Strategic VOLUME 14, ISSUE 1, FALL 2011 Studies A Stepping Stone to Success: Operation Battleaxe (June 1941) and the Development of the British Tactical Air Doctrine Mike Bechthold On 16 February 1943 a meeting was held in Tripoli attended by senior American and British officers to discuss the various lessons learned during the Libyan campaign. The focus of the meeting was a presentation by General Bernard Montgomery. This "gospel according to Montgomery," as it was referred to by Air Chief Marshal Arthur Tedder, set out very clearly Monty's beliefs on how air power should be used to support the army.1 Among the tenets Montgomery articulated was his conviction of the importance of air power: "Any officer who aspires to hold high command in war must understand clearly certain principles regarding the use of air power." Montgomery also believed that flexibility was the greatest asset of air power. This allowed it to be applied as a "battle-winning factor of the first importance." As well, he fully endorsed the air force view of centralized control: "Nothing could be more fatal to successful results than to dissipate the air resource into small packets placed under the control of army formation commanders, with each packet working on its own plan. The soldier must not expect, or wish, to exercise direct command over air striking forces." 10609-04 Auger 2/6/04 10:35 AM Page 47 MARTIN F. AUGER ‘A Tempest in a Teapot’: Canadian Military Planning and the St. Pierre and Miquelon Affair, 1940-1942 THE SMALL FRENCH COLONY OF ST. PIERRE AND MIQUELON, located some 32 kilometers off the south shore of Newfoundland, was a source of great concern for the Canadian government during the Second World War.1 When Nazi Germany defeated France in June 1940, the fate of the French Empire became uncertain. Canada and other Allied countries feared that French colonies might be used by the Germans to conduct military operations against them. The proximity of St. Pierre and Miquelon to Canada and the British colony of Newfoundland constituted a major threat. Negotiations immediately ensued between the American, British and Canadian governments as to the future of France’s territories in the Western Hemisphere. The main argument was whether or not the French islands needed to be occupied by Allied military forces. The issue, however, was solved in December 1941 when the Free French movement of General Charles de Gaulle sent a small naval task force to rally the archipelago to the Allied cause. Most historians who have analyzed the St. Pierre and Miquelon affair of 1940 to 1942 have focused upon the Free French takeover. Although some historians have studied Canada’s role in the affair from a diplomatic perspective, none have provided an in-depth analysis of Canadian military planning during this crisis.2 It is now clear that Canada undertook significant planning to launch an invasion. An understanding of the details of Canada’s invasion plan and the ultimate decision to postpone military action illuminates the changing structure of Canada’s relations with Great Britiain and the United States. -

ABSTRACT This thesis examines the impact of the developments made during the First World War and the inter-war period in tactical air support. Further to this, it will analyse how these developments led to the creation of Army Co-operation Command and affected the role it played developing army air support in Britain. Army Co-operation Command has been neglected in the literature on the Royal Air Force during the Second World War and this thesis addresses this neglect by adding to the extant knowledge on the development of tactical air support and fills a larger gap that exists in the literature on Royal Air Force Commands. Army Co-operation Command was created at the behest of the army in the wake of the Battle of France. -

Approach Our team conducted a preliminary assessment of alternative helicopters for counterterrorism air assault missions. Any decision to acquire an aircraft must consider many factors, including technical effectiveness, cost, maintainability, production-line capacity, training and sup- port availability, industrial offsets, and domestic and international political implications. In this preliminary analysis, we focus on the question of cost-effectiveness in the UH-60M’s primary role: Which alternative platforms could perform the assault mission, and at what cost? The core of our analysis is detailed modeling of key “mission tasks” on a sortie-by-sortie basis. Our model uses raw technical data—such as specific range, hover performance, and weight limits—to simulate the flight of each alternative platform through each sortie. This enables us to assess which platforms can per- form the required sorties, as well as how many aircraft are needed. -
