THE ART OF ‘GOVERNING NATURE’: ‘GREEN’ GOVERNMENTALITY AND THE MANAGEMENT OF NATURE by KRISTAN JAMES HART A thesis submitted to the Graduate Program in Environmental Studies In conformity with the requirements for the Degree of Masters of Environmental Studies Queen„s University Kingston, Ontario, Canada (September, 2011) Copyright ©Kristan James Hart, 2011 Abstract This thesis seeks to unpack the notions of Michael Foucault's late work on governmentality and what insights it might have for understanding the „governing of nature‟. In doing this it also operates as a critique of what is often termed 'resourcism', a way of evaluating nature which only accounts for its utility for human use and does not give any acceptance to the idea of protecting nature for its own sake, or any conception of a nature that cannot be managed. By utilizing a study of the govern-mentalities emerging throughout liberalism, welfare-liberalism and neoliberalism I argue that this form of 'knowing' nature-as-resource has always been internal to rationalities of liberal government, but that the bracketing out of other moral valuations to the logic of the market is a specific function of neoliberal rationalities of governing. I then seek to offer an analysis of the implications for this form of nature rationality, in that it is becoming increasingly globalized, and with that bringing more aspects of nature into metrics for government, bringing new justifications for intervening in „deficient‟ populations under the rubric of „sustainable development. I argue, that with this a new (global) environmental subject is being constructed; one that can rationally assess nature-as-resource in a cost-benefit logic of wise-use conservation. -

Colin Koopman 2010 ISSN: 1832-5203 Foucault Studies, No. 8, pp. 100-121, February 2010 ARTICLE Historical Critique or Transcendental Critique in Foucault: Two Kantian Lineages Colin Koopman, University of Oregon ABSTRACT: A growing body of interpretive literature concerning the work of Michel Foucault asserts that Foucault’s critical project is best interpreted in light of various strands of philosophical phenomenology. In this article I dispute this interpretation on both textual and philosophical grounds. It is shown that a core theme of ‘the phenomenological Foucault’ having to do with transcendental inquiry cannot be sustained by a careful reading of Foucault’s texts nor by a careful interpretation of Foucault’s philosophical commitments. It is then shown that this debate in Foucault scholarship has wider ramifications for understanding ‘the critical Foucault’ and the relationship of Foucault’s projects to Kantian critical philosophy. It is argued that Foucault’s work is Kantian at its core insofar as it institutes a critical inquiry into conditions of possibility. But whereas critique for Kant was transcendental in orientation, in Foucault critique becomes historical, and is much the better for it. Since the course is available only on audio-tapes at the Foucault archive in Paris, the larger part of the text presents a comprehensive reconstruction of the main line of argumentation, citing previously unpublished source material. The nal section offers a short discussion of the methodological and theoretical principles underlying the concept of governmentality and the critical political angle it provides for an analysis of contemporary neo-liberalism. -
Ethical Invention in Sartre and Foucault: Courage, Freedom, Transformation

KIMBERLY S. ENGELS Molloy College, USA ABSTRACT. This article explores the concept of ethical invention in both Jean-Paul Sartre’s and Michel Foucault’s later lectures and interviews, showing that a courageous disposition to invent or transform plays a key role in both thinkers’ visions of ethics. Three of Sartre’s post-Critique of Dialectical Reason lectures on ethics are examined: Morality and History, The Rome Lecture, and A Plea for Intellectuals. It is shown that ethical invention for Sartre requires the use of our freedom to transcend our current circumstances, a willingness to break away from harmful ideologies, and directing our free praxis towards the goal of universal humanism. Examining several of Foucault’s interviews alongside his lecture series The Government of Self and Others and The Courage of Truth, it is shown that ethical invention for Foucault requires a rejection of necessities or inevitabilities in our current landscape, a willingness to reshape our current beliefs, and a philosophical way of life that results in an alteration of the relationship to self and others. For both thinkers, ethical inven- tion should be preceded by a critical reflection on ourselves in our historical moment. Both argue that ethical invention requires a rejection of the inherent value of our world and realization that the conditions of possibility for being subjects are malleable. Last, it is shown that both philoso- phers specifically call philosophers or intellectuals to invent. -

Chapter 3 Hegel’s Apocrypha 1 A Rediscovery The term Jugendschriften—writings of youth, is used to refer to a series of texts and fragments produced during Hegel’s years as student and private tutor from the period 1793 to 1800 which he did not himself publish. In 1801 Hegel moved to Jena with the help of Schelling, published his first book, took his habilitation and began his academic career. The Jugendschriften were first published by Hermann Nohl in 1907.1 Nohl was a student of Wilhelm Dilthey (1833–1911), the advocate of the philosophy of life and of hermeneutics, who is also important as one of the founders of historicism. Dilthey himself held the view that a phi- losophy is best described in terms of the history of its development and hence that the biography of a philosopher is often the key to his philosophy. In 1905 he published a work with the title Die Jugendgeschichte Hegels—The history of the young Hegel,2 which was based on the documents in the Royal Prussian Library in Berlin that Nohl published two years later. Dilthey’s concern with Hegel’s early works was thoroughly determined by his own philosophy. For instance, he found that Hegel’s interest in the importance of biography to his- tory was comparable to his own. Hegel had written a Life of Jesus, which means that Hegel tried, just as Dilthey did in the history of philosophy, to consider Jesus Christ not as a dogmatic ‘object’ of theology, but historically, as a matter for historical investigation. -
Deconstruction for Critical Theory Handbook
Deconstruction Johan van der Walt Introduction Deconstruction is a mode of philosophical thinking that is principally associated with the work of the French philosopher Jacques Derrida. Considered from the perspective of the history of philosophical thinking, the crucial move that Derrida’s way of thinking makes is to shift the focus of inquiry away from a direct engagement with the cognitive content of ideas put forward in a text in order to focus, instead, on the way in which the text produces a privileged framework of meaning while excluding others. Instead of engaging in a debate with other philosophers – contemporary or past – about the ideas they articulated in their texts, Derrida commenced to launch inquiries into the way their texts relied on dominant modes of writing (and reading) to produce a certain semantic content and intent while excluding other modes of reading and, consequently, other possible meanings of the text. By focusing on the textuality of texts – instead of on their semantic content – Derrida’s thinking endeavoured to pay attention, not only to that which the text does not say, but also that which it cannot say. The explanation that follows will show that the “method” of deconstruction does not just consist in finding that other meanings of the text are possible or plausible, but, more importantly, in demonstrating that the possibility or plausibility of other meanings – supressed by the organisation of the text – alerts one to the infinite potentiality of meaning that necessarily exceeds the margins of the text and remains unsayable. In other words, by pointing out the instability of the dominant meaning organised by the text, deconstruction alerts one to the unsayable as such, that is, to that which no text can say but on which all texts remain dependent for being able to say what they manage to say. -

At first glance, this term is an appeal to the revolutionary mass- es of the National Socialist revolution in a way that demarcates a distinction between the rootedness of the German People (capital “P”) and the rootlessness of the modern rabble (or people). But this distinction is not a sufficient explanation of Heidegger’s position, because Heidegger simultaneously seems to hold that even the Germans are characterized by a lack of identity. What is required is a further appropriation of the proper. My suggestion is that this logic of the Volk is not only useful for understanding Heidegger’s thought during the war, but also an indication of what happened after he lost faith in the National Socialist movement and thus had to make the lack of the People the basis of his thought. Keywords Heidegger – Nazism – Schwarze Hefte – Black Notebooks – Volk – people Introduction In § 74 of Sein und Zeit, Heidegger introduces the notorious term “the People” [das Volk]. For Heidegger, this term functions as the intersection between phi- losophy and politics and, consequently, it preoccupies him throughout the turbulent years from the National Socialist revolution in 1933 to the end of WWII in 1945. The shift from individual Dasein to the Dasein of the German People has often been noted as the very point at which Heidegger’s fundamen- tal ontology intersects with his disastrous political views. -

PREFIGURATIVE POLITICS VS. PARTY BUILDING IN THE POST- SOVIET CONTEXT: IDEOLOGY AND RESOURCE MOBILIZATION IN LEFT-RADICAL GROUPS IN UKRAINE. VOLODYMYR ISHCHENKO Center for Social and Labor Research, Kiev Abstract I wrote this paper 10 years ago based on my MA thesis. Many things have changed since that time. The left groups mentioned in the article do not exist anymore. Some of their activists are still active politically but many are not part of radical left politics any more. In addition, now I am more skeptical of the postmodern theories of ideology I tried to use in the paper. If I were writing a similar analysis now, I would try to develop a more materialist and a more complex approach to ideologies and their effects on practical politics. However, the paper seems to be pointing to a much wider question than merely the problems of two small Kiev-based radical left groups. The radical left movement in Ukraine is slightly larger now, involving hundreds, not dozens, of activists, but it still lacks any strong organization and remains completely marginal politically. But it is not just a matter of the Ukrainian left. The recent waves of popular struggles in Europe and in Arab countries persuasively showed how anarchist suspicion of disciplined organizations and strategy politically disarms the movements. If lacking strong political organizations even massive mobilizations are at best able only to overthrow the old elite, while allowing the seizing of power by traditional "opposition" parties, which in reality block any prospects for fundamental political and social change. SYRIZA in Greece and Podemos in Spain may push progressive movements into an understanding of the need for political representation. -

Introduction The formation and subsequent actions of the Nazi government left a devastating and indelible impact on Europe and the world. In the midst of general technological and social progress that has occurred in Europe since the Enlightenment, the Nazis represent one of the greatest social regressions that has occurred in the modern world. Despite the development of a generally more humanitarian and socially progressive conditions in the western world over the past several hundred years, the Nazis instigated one of the most diabolic and genocidal programs known to man. And they did so using modern technologies in an expression of what historian Jeffrey Herf calls “reactionary modernism.” The idea, according to Herf is that, “Before and after the Nazi seizure of power, an important current within conservative and subsequently Nazi ideology was a reconciliation between the antimodernist, romantic, and irrantionalist ideas present in German nationalism and the most obvious manifestation of means ...modern technology.” 1 Nazi crimes were so extreme and barbaric precisely because they incorporated modern technologies into a process that violated modern ethical standards. Nazi crimes in the context of contemporary notions of ethics are almost inconceivable. -

Black Flag White Masks: Anti-Racism and Anarchist Historiography Süreyyya Evren1 Abstract Dominant histories of anarchism rely on a historical framework that ill fits anarchism. Mainstream anarchist historiography is not only blind to non-Western elements of historical anarchism, it also misses the very nature of fin de siècle world radicalism and the contexts in which activists and movements flourished. Instead of being interested in the network of (anarchist) radicalism (worldwide), political historiography has built a linear narrative which begins from a particular geographical and cultural framework, driven by the great ideas of a few father figures and marked by decisive moments that subsequently frame the historical compart- mentalization of the past. Today, colonialism/anti-colonialism and imperialism/anti-imperialism both hold a secondary place in contemporary anarchist studies. This is strange considering the importance of these issues in world political history. And the neglect allows us to speculate on the ways in which the priorities might change if Eurocentric anarchist histories were challenged. This piece aims to discuss Eurocentrism imposed upon the anarchist past in the form of histories of anarchism. What would be the consequences of one such attempt, and how can we reimagine the anarchist past after such a critique? Introduction Black Flag White Masks refers to the famous Frantz Fanon book, Black Skin White Masks, a classic in anti-colonial studies, and it also refers to hidden racial issues in the history of the black flag (i.e., anarchism). Could there be hidden ethnic hierarchies in the main logic of anarchism's histories? The huge difference between the anarchist past and the histories of anarchism creates the gap here.
