This addendum forms a part of the contract documents for the above identified project and modifies the original specifications, plans, and contract documents as noted below. Those portions of the contract not specifically mentioned in this addendum remain in force. All trades affected shall be fully advised of these changes, deletions, or additions. Substitute pages reflecting changes in the specifications are attached.

SECTION 10810 TOILET ACCESSORIES

1.00 GENERAL

1.01 SUMMARY

A. Principal work in this Section:

Contractor installation of Owner furnished.

1. Toilet room accessories.

2. Supplementary parts and components, such as inserts, clips, anchors, fasteners, and other miscellaneous supports required for a complete installation.

B. Related work:

1. Cut-outs, openings and recesses for installation of accessories.

2. Supports for toilet room accessories: Reference Section 06100.

1.02 SUBMITTALS

A. Data: Manufacturer’s catalog cuts and data sheets, complete parts list, and installation requirements for each accessory specified.

B. Closeout: With closeout submittals furnish to the Owner operating instructions and keys for equipment and locks.

1.03 QUALITY ASSURANCE

A. The Drawings and these Specifications are based on accessories made by Georgia Pacific. The Owner will furnish accessories through separate contract for installation by contractor under this contract.

B. Compliance with ADA requirements for accessories and their attachments is the Contractor’s responsibility.

1.04 HANDLING

A. Procedure: In compliance with manufacturer’s requirements.

B. Protection: Keep protective covers on accessories until their installation is complete, then remove at final clean-up.

1.05 WARRANTY

A. Provide the Owner the manufacturer warranty protecting mirrors against silver spoilage for 5 years after Substantial Completion.

A. Accessories and other items specified herein and hardware provisions therefore shall comply with current requirements for access for the disabled, in the California Building Code.

B. Toilet accessories required to be accessible shall be mounted at heights according to CBC, Section 1115B.8. and feminine napkin dispensers located on the grab bar side of an accessible toilet room or stall shall not project more that 3 inches from the finished wall surface nor be located closer than 1-1/2 inch clear of the tangent point of the grab bar.

C. Regulatory Requirements: Toilet Accessories required to be accessible shall be mounted at heights according to CBC Section 1115B.8. The grab bar can not project more than 3 inches into the 48” minimum clear space in front of the water closet CBC Section 1115B.4.3. The accessory shall not be located closer than 1 ½” clear of the tangent point of the grab bar.

2.00 PRODUCTS

2.01 MATERIALS

A. Stainless steel: AISI Type 302/304 complying with ASTM A 167.

B. Sheet steel:

1. Cold-rolled commercial quality, complying with ASTM A 336, 20 gage minimum.

2. Galvanized steel: ASTM A 527, G 60 zinc coating, 20 gage minimum.

C. Mirrors: 1/4 inch “Silvering Quality” float glass with silver coating, copper protective coating and 2 mil thick protective paint; complying with CS 27.

D. Mounting devices: Galvanized steel.

E. Fasteners: Stainless steel where exposed; may be galvanized steel where concealed. Provide spanner design where exposed.

2.02 FABRICATION

A. Fabricate units with seamless one piece flanges on exposed faces.

1. Miter corners, weld and grind smooth and flush with parent metal so that welds are invisible on exposed surfaces.

2. Open joints (not fully welded) on exposed surfaces are not acceptable.

3. Conceal anchoring devices.

B. Hang doors or panels on continuous stainless steel piano hinges.

D. Grind smooth all edges, both inside and out.

E. Finish exposed surfaces with an AISI No. 4 finish running in the same direction (horizontal or vertical) for all accessories, except where a knurled surface is specified for grab bars.

3.00 EXECUTION

3.01 INSPECTION

A. Inspect adjacent construction and supports.

B. Make sure that openings are within allowable tolerances, plumb, level, clean, will provide a solid anchoring surface, and that other conditions detrimental to the proper or timely completion of this work are corrected before proceeding with installation.

3.02 INSTALLATION

A. Drill holes to correct size and location. Install accessories plumb, level and equally spaced (when applicable).

B. Attach accessories securely with screws or bolts to steel studs or backing plates. Do not use molly or toggle bolts in gypsum board.

C. Adjust accessories for proper operation. After completion of installation, clean and polish exposed surfaces after removal of protective coverings.

3.03 ACCESSORY SCHEDULE

Owner will furnish for Contractor installation at a minimum the following accessories. When drawings indicate a greater number of accessories, Owner will furnish for Contractor installation quantities as indicated in drawings.

A. Surface mounted Georgia Pacific toilet paper dispenser Provide one (1) each standard WC stall.

C. Accessible Restroom Georgia Pacific semi recessed toilet paper Provide one (1) each accessories WC.

F. Surface mounted Georgia Pacific soap dispenser Provide not less than one (1) for each pair of lavatories.

Organizational Overview and Project Directives: The City of Lancaster has been recognized locally, regionally, nationally and internationally as a city which excels at overcoming obstacles and accomplishing the unimaginable. The city’s technology needs are constantly growing. As part of this exciting City Hall renovation project, the facility’s data infrastructure will be modernized. The new data communications platform must meet current operational needs, support future LAN needs as well as sufficient room for a minimum of 20% growth. Telecommunications Industry Association ‘s performance standard 10GBASE-T Category 6A is the fastest copper structured cabling system that is feasible and available today. The Ethernet structured data cabling platform for this project will be 10GBASE-T Category 6A.

Scope of Work – Contractor Capabilities and Overview: The specified material shall be furnished and installed by a contractor who can show proof of having satisfactorily installed comparable systems within the past five (5) years, and who holds all legally required licenses, including a valid and in good standing Tele-Communications C-7 license. The contractor performing this work (hereafter referred to as Low Voltage Contractor or contractor) is responsible for providing all services, materials, tools, field-test instruments and equipment to provide a 100% functioning, end-to-end structured data cabling platform as described here and indicated on the low voltage plans.

The contractor is responsible for all low voltage cabling and associated infrastructure as defined in this document and the total bid specification and contract documents. The low voltage structured cabling system consists of Category 6A Ethernet data cabling, OM4 Multi-Mode fiber optics cabling, control and signal wires, telecommunication voice and other as defined in the bid specs and associated plans.

Scope of Work - Requirements: End-to-end structured data cabling is defined as IDF/MDF data transmission to all field-side devices by way of newly installed structured cabling by the contractor. All material (scope of work) to be provided by the contractor includes, but is not limited to; bulk cable runs custom installed for each location from existing or newly installed IDF/MDF, cable support/pathway trays and suspension hooks, jacks, faceplates, wall/floor mounted data enclosure racks and applicable ladder racking, patch panels, patch cables, wall penetration sleeves and all other material and services required to complete the project. Contractor is required to install and complete all Ethernet data cabling in to final field locations with faceplates, labels, jacks, home run from IDF/MDF prior to testing / certifying. Such testing / certification will only be accepted when performed at each drop’s final and permanent location. No “roughed-in” Ethernet cabling will be considered as completed. Typical as-build documentation required. Low Voltage Project Manager will only review test results upon the full completion of each phase for consideration of sign-off/approval.

Exception to final cable end-point/permanent location is for signal non-Ethernet wiring only. Any non-CAT6A / non-Fiber Optics cable runs (security, audio, etc.) are rough run only for future use by others. All non-Ethernet cables shall be pulled to the indicated locations, and coiled up in a safe and accessible location with a minimum of 15-feet service loop for future use by others. All such non-Ethernet cables will require basic labeling for accurate identification and tracking, including as-build documentation as is typical. Contractor shall provide continuity testing only results for all non-Ethernet cables.

Scope of Work – Timeline and Phased Approach: The city’s bid documentation has a clear and concise project schedule indicating several phases. Each phase is independent and requires adequate preparation work, planning, mobilization to support the demolition and preservation of existing low voltage (non-electrical) systems. Once the construction management team advises work can began on a particular section/phase, the contractor must tone, test, identify cables to be removed, and to safely remove them without compromising any of the systems that will remain. NOTE: PRESERVE: Fiber optics backbone from MDF to IDF shall be protected and preserved in working condition. NOTE: PRESERVE: 25/50/100 pair telco trunk cables (from North/South MPOE to MDF/IDF locations) shall be protected and preserved in working condition. NOTE: The IDF locations that will be removed/relocated, will require new fiber optics back-bone cables from the MDF to the new IDF locations. (typical testing, labeling, etc.). No splicing of fiber optics cable is allowed. -OM4-Multi-Mode Multi-Strand fiber cable, 6-strands on new trays. (submittals required) NOTE: RELO: (2) existing IDFs to be relocated and require new fiber from each to the MDF: A. 1st Floor: Public Works/Development Services IDF B. 2nd Floor: Administration IDF NOTE: NEW: (1) 6-STRAND Fiber run from the (2) public relations/video editing stations to the administration IDF. NEW: (1) 6-STRAND Fiber run from the Traffic Monitoring Center (TMC) to the MDF. NEW: (2) 6-STRAND Fiber run from the EOC’s TMC to the EOC IDF.

Contractor must provide new IDF enclosures for all new or newly relocated IDF locations. All existing and new/relocated IDFs require new patch panels, new patch cables, new cable runs, jacks, terminations, etc. to establish new data infrastructure. Contractor must take great care to avoid all interruptions to any other low voltage systems that may impact other department’s normal operational capabilities. Contractor shall only perform work that impacts work for the particular section/phase that is approved for work by the construction management team. Should there be a conflict with this directive, the contractor shall contact the Low Voltage Project Manager in writing, for a review and possible consideration for a temporary exception or other direction PRIOR to performing any impacting work. . Contractor shall not proceed without written direction/approval.

Exclusions: This scope of work excludes electronic equipment such as switching gear, routers, access points, POE devices and any other electronic equipment not specifically required in this document. This scope of work excludes all end-point devices such as computers, servers, phones, cameras, access control, security devices, audio, video, etc. Devices and equipment are owner provided at a later time and excluded from this scope of work.

Prime Contractor / General Contractor Accountability: The general contractor (contractor) is responsible for providing and supervising the competent, responsive, capable and licensed C-7 Low Voltage Tele-Communications Sub-Contractor. The general contractor and/or it’s sub-contractors are responsible for 100% of the pathways for all low voltage systems, including but not limited to conduit provisions to support the low voltage project: -In-wall conduit pathways (stub-ups) and low voltage outlet back boxes to provide pathways to accessible ceiling area -In-floor box conduit pathways (floor monuments providing home run pathways to accessible ceiling area) -Sleeving, fire blocking as is required by CBC, NEC, local municipal / county code provisions. -Minimum conduit trade size allowed for low voltage is ¾-inch.

The low voltage contractor is responsible for cable tray, cable suspension system, and wall penetration sleeving only as it pertains to pathways. No home run conduits are required, only stub-ups to provide pathways to accessible ceiling areas. All other pathways will be facilitated by way of open basket cable trays and J-hook cable suspension systems.

Governing Specifications and Standards: All work must be in compliance with TIA/EIA and NEC standards, as well as any applicable local municipal and Los Angeles County code requirements. Safety and the well being of all involved in the construction and post construction phase is of paramount importance. Successful and passing results of all newly installed cables, is an important aspect of this project which will lead to the success of the contractor, and the satisfactory completion, and acceptance of the project by the low voltage project manager.

Contractor shall pay specific attention to the following standards to ensure that such standards are adhered to throughout this project: A. Telecommunications Industry Association / Electronic Industries Alliance 568-A-1995 (Commercial Building Telecommunications Wiring Standards) a. 568.-0D – General Requirements Cabling Systems (or better/newer standards if available) b. 568-C.2 – Twisted Pair Cabling Systems (or better/newer standards if available) c. 568.3-D – Fiber Optics Cabling Systems (ANSI/TIA/EIA-526-14A) (or better/newer standards if available) B. National Electrical Code Article 800 Communications Circuits C. Construction Specification Institute Master Format – Division 27 05 26-39 D. Telecommunication contractors with on-staff BICSI RCDD Certified personnel are preferred. E. Product manufacturer recommended installation methods must be followed to ensure product warranty compliance. F. All typical safety, compliance and other Cal/OSHA regulations apply. Note: -In the event any such standards conflict, the contractor shall submit an RFI to the low voltage project manager for review and comment.

Given today’s LAN bandwidth demands, and the ongoing growth of this municipality, strict adherence to industry standards as listed above, as well as the manufacturer requirements is extremely important for the successful completion of work by the contractor. Only experienced telecommunications and Low Voltage subcontractors should be performing such work. All work is subject to the inspection and approval of the low voltage project manager. All work is subject to the final acceptance of the owner.

Project Scope Requirements – CABLING SYSTEMS: 1. All copper data cables and connectors, patch cables, patch panels, jacks shall be at minimum of category 6A standard and performance. The contractor shall provide the following and all other material to complete the structured data cabling system:

a. Bulk cabling adequate for project needs – PLENUM (CMP) RATED i. Termination type: TIA/IEA 568B ii. Wall data locations: Keystone jack/face plates iii. Furniture data locs.: Keystone jack/modular furniture faceplate compatible with cubicle furniture

iv. Floor data locations: Keystone jack/face plates compatible w/ GC provided floor monuments v. Ceiling data locations: Keystone jack/surface mount box above t-bar (must be accessible) vi. Camera data locations: Keystone jack/surface mount box at camera location (must be accessible) b. MDF side patch cables for 100% of the newly installed data drops. 1-3 feet or as needed c. Field side patch cables for 100% of the newly installed data drops. 5-10 feet or as needed

d. Field side single gang plates and / or modular furniture plates compatible with new cubicle furniture e. Unloaded modular rack mounted patch panels. f. Snap-in keystone modular RJ-45 jacks for unloaded modular patch panel.

2. All in-ground, in-wall conduit pathways, pull-boxes, hand-holes, junction boxes, floor monuments, stub outs and low voltage wall and floor boxes are the responsibility of the general contractor. The only pathway material the low voltage contractor is responsible for includes open basket vertical cable trays, j-hooks, wall penetration sleeving, fire/weather proofing, and other such items directly related to the deployment of structured data and other low voltage signal cables.

3. General contractor, low voltage contractor, construction project manager and the low voltage project manager shall coordinate, review/approve submittals prior to the ordering of any material for this project.

4. Coordination and approval by the low voltage project manager is required prior to any penetrations or structural attachments for IDF cabinets, etc. Written approval will be provided.

5. Given the complex nature of this project, future work and support on the structured cabling system, please follow the specified color code for all low voltage cabling.

6. COPPER CABLING SYSTEM: a. ALL COPPER CABLE PAIRS AND JACKS TO BE WIRED TO ANSI/TIA/EIA568-B STANDARD AND TERMINATED ON A RACK MOUNTED PATCH PANEL AT EACH IDF / MDF LOCATION.

10. Certified Panduit Plus System Warranty Requirement: Contractor must meet all requirements to provide a Panduit Plus System Warranty as defined here:

a. The Certification Plus System Warranty is a 15, 20 or 25-year standards-based, performance warranty covering Panduit-branded copper and fiber connectivity hardware, and Panduit-branded cable or approved manufacturer’s cable, used in structured cabling systems that meet program requirements[1]. In the event the registered link and/or channel fails to perform per the referenced Commercial Building Telecommunications Cabling Standards, Panduit will repair and/or replace the relevant Panduit product free of charge, provided all program requirements are met.

b. End users are issued a Certification Plus System Warranty directly and are afforded a single-point of contact at Panduit to handle questions and issues as they arise. In addition, the program is flexible, allowing eligible adds, moves and changes to be submitted for registration either at the time of completion or at a later date, when the changes have accumulated.

c. Eligible installations that meet program requirements are warranted as follows: i. That each registered link and/or channel will meet or exceed the performance requirements of the designated link and/or channel classification defined in the Commercial Building Telecommunications Cabling Standards listed on the warranty certificate.

Certification Plus System Warranties are only available when installed by a Panduit ONESM Partner accredited with the Deploy competency as of the date of installation. Such Partners must meet various criteria imposed by Panduit to achieve such status, including maintaining minimum levels of trained technicians and sales staff, and having a RCDD[2] or Panduit-approved equivalent on staff. Project Scope Requirements – CABLING SUPPORT AND PROJECT SPECIFIC INFORMATION: 11. Pathways: a. Low voltage open basket cable tray for all main cable pathways to be provided by the low voltage contractor. i. Cabling from main trunk pathways leaving the cable tray must be supported by Panduit J-Pro JP75XXX. ii. All cable runs to originate from new patch panels located inside of existing / new IDF cabinets. b. All pathways requiring penetrations, sleeving, sealing, weatherizing, fire blocking, etc. for main cable pathway trunks or braches are to be done to typical construction standards and are the responsibility of the contractor. c. PVC non-conductive sleeving no smaller than 2-inches for cable trunk pathways.

d. EMT fire rated sleeving for firewall penetrations, required typical fire stopping material, no smaller than 2- inches for cable trunk pathways. e. TIA STANDARD – 569-C - Telecommunications Pathways and Spaces requires special attention and coordination by the contractor to avoid electromagnetic interference – see section 9.3.1.2 and others as applicable. f. ANSI/TIA-607-B 2011, Generic Telecommunications Bonding and Grounding applies to all cable trays, IDF cabinets and others as applicable.

12. Expansion capabilities: a. All pathways including conduit sleeves and cable trays must support future expansion of 20% minimum growth capability. b. All patch panels and IDF cabinets must support future expansion of 20% minimum growth capability. c. Conduit fill rations shall not exceed 70%.

13. Demo and relocations: a. As each phase of the project begins, the general contractor will coordinate the migration of the staff occupying that area. During this time, the contractor is required to begin the demolition portion of the work. b. All low voltage cabling, including Ethernet, signal, control and other cabling (excluding electrical and fire alarm) are to be carefully disconnected from the associated IDF and removed from the premises. c. IDF fiber optics backbone cabling must be preserved and remain FULLY operational as noted before. i. In the event that fiber optics cabling must be disconnected or relocated, prior approval is required, in writing from the low voltage project manager.

ii. In the vent that the new IDF location is different than the prior/existing IDF cabinet, and a new MDF fiber optics run is required, low voltage project manager approval is required in advance. iii. No splicing is allowed on fiber optics cabling. If preservation of existing fiber optics is not possible, a new home run fiber circuit is required from the MDF.

14. Cabinets and enclosures: a. All IDF cabinets are wall mounted unless otherwise indicated. Floor mounting cabinets are allowed in areas with non-structural walls, requires low voltage project manager approval in advance. b. IDF cabinet minimum size shall be no smaller than 25U (vertical) and 42-inch depth. Each cabinet must be sized appropriately to meet the individual requirement of each section. c. IDF cabinets may be required in a new area, or existing IDF cabinet locations may be used. d. IDF cabinets must include: i. 4 interior vertical posts with non-threaded square hole openings ii. 3000 lb load capacity or greater iii. Locking, removable, reversible front and rear doors iv. Locking, removable side panels, along with front and back swing out feature.

Contractor is responsible for providing cabinet material as well as structural installation and assembly, to include patch panel installation and cable terminations in all IDF cabinet enclosures. All termination points/patch panels must be housed in existing or newly installed IDF cabinets. f. All cabinets require fire rated backboard painted to the specific color specified by the low voltage project manager. g. General contractor is required to provide at each IDF location: i. (1) Dedicated 120V, 20 AMP dedicated 2-gang electrical outlet, quad receptacles. NEMA 5-20 T-SLOT ii. (1) Dedicated 120V, 30 AMP Twist-Lock outlet. NEMA L5-30 TWIST LOCK. iii. All cables for card readers on the first floor will be rough run to the FINANCE IDF located on the first floor with a minimum of 15-foot coil at each end. c. All cables for card readers on the second floor will be rough run to the ROOF ACCESS ROOM located on the second floor with a minimum of 15-foot coil at each end. d. SHALL NOT CONNECT TO ANY SYSTEMS / DEVICES ON EITHER END. Only rough run cables and provide tests showing continuity from end to end.
