Content and Format of Report This report has been prepared pursuant to Standing Order 89 (3), (4), (5) and (6) (Dáil Éireann) and Standing Order 77 (3), (4), (5) and (6) (Seanad Éireann) which provide for the Joint Committee to- undertake a review of its procedure and its role generally; prepare an annual work programme; lay minutes of its proceedings before both Houses; make an annual report to both Houses. At its meeting on the 31 January 2019, the Joint Committee agreed that all these items should be included in this report covering the period from 1st January 2018 to 31st December 2018. 2. Establishment of Joint Committee The Dáil Select Committee, established by Order of Dáil Éireann on the 8 June 2011 was enjoined with a Select Committee of Seanad Éireann, established by Order of Seanad Éireann on the 16 June 2011, to form the Joint Committee on the Implementation of the Good Friday Agreement. The Orders of Reference of the Dáil Select Committee and the Joint Committee are set out at Appendix 1. Deputy Seán Crowe was elected as Chair of the Joint Committee on the 07 November 2017, replacing Deputy Kathleen Funchion. Deputy Declan Breathnach was elected as Vice-Chairman of the Joint Committee on 26 July 2016. Membership of the Committees, including all internal changes within the reported period, is listed at Appendix 2. 3. Meetings, Attendance and Recording Meetings of the Joint Committee took place in the Committee rooms in Leinster House 2000. Meetings were in public unless otherwise ordered by the Committee. Televised coverage of public meetings of the Committee was broadcast live within the Leinster House complex and was available for subsequent public broadcasting by RTE and TV3. It was also webcast making it available worldwide on the internet. Since the pilot launch of the Oireachtas TV channel in November 2011, the proceedings of committees in public session, typically recorded but occasionally live, are now broadcast on Saorview Channel 22, Virgin Media Channel 207, Sky Channel 517, eir Vision Channel 504, and Vodafone Channels: Oireachtas TV - 217, Dáil - 207 and Seanad – 208. An Official Report (Parliamentary Debates) of the public meetings of the Committee may be viewed on the Houses of the Oireachtas website at www.oireachtas.ie. Copies of other reports published by the Joint Committee are also available on the Oireachtas Committee website pages at www.oireachtas.ie. A list of these reports is set out at paragraph 7. 4. Number and Duration of Meetings The Joint Committee met formally on 14 occasions during the period under report. The number of hours of discussion involved in these meetings was in excess of 32 hours. The subject matter of each meeting of the Joint Committee, including the groups, organisations or individuals who attended the meetings, is detailed in Appendix 3. The Minutes of Proceedings of the Joint Committee in public session are attached at Appendix 4. 5. Travel. The Joint Committee undertook the following travel in accordance with its Orders of Reference in connection with its Work Programme 1. Purpose of travel: Outreach visits to Belfast and meetings with Irish Language Groups Date and Destination: Belfast – 20th & 21st February 2018. Members travelling: Deputies: Seán Crowe (Chair), Declan Breathnach TD, Maureen O’Sullivan. Senators: Frances Black, Frank Feighan, Gerard Craughwell, Niall Ó Donnghaile and Mark Daly. 2. Purpose of travel: Visit to Washington to mark the 20th anniversary of the signing of the Good Friday Agreement Date and Destination: Washington – 7th to 11th May 2018. Members travelling: Deputies: Seán Crowe (Chair), Declan Breathnach TD, Maureen O’Sullivan TD and Senator Frank Feighan. 3. Purpose of travel: Outreach visits to Belfast and Derry Date and Destination: 27th & 28th November 2018. Members travelling: Deputies: Seán Crowe (Chair), Declan Breathnach and Brendan Smith 8.     An Open Letter to Galway City Council Let’s Change Our Streets and make walking and cycling safer for all ages and abilities during the COVID-19 pandemic Brendan McGrath Chief Executive of Galway City Council City Hall, Galway Wednesday, 6 May 2020 Dear Mr McGrath, We are a broad city-wide alliance of residents, employers and community groups, led by Galway Cycling Campaign / Feachtas Rothaíochta na Gaillimhe. We live, work, trade and shop in Galway City. We would like to begin a conversation with our Council to Change Our Streets to reallocate space to people on foot and on bikes during the COVID-19 pandemic. We are all working to re-open our society. Protecting public health for people of all ages and abilities is our shared concern, especially for vulnerable people, cocooners, and those with disabilities. The COVID-19 pandemic is the most significant public health threat many of us will experience. We would like to express sympathy with those who have died of COVID-19, their families, friends, and colleagues. To all who are ill, we wish them a full and speedy recovery. This global health emergency has required us to change our behaviour in many new ways. People’s environments need to enable them to change their behaviours to adhere to social distancing in the months ahead. Urban design is critical to this. Choices that the City Council makes can encourage these new behaviours we need to adapt in order to survive the COVID-19 pandemic. As advocates for people on bikes, we would like to offer our insights on road safety and urban design.
