Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 3, 2016, following the Public Hearing of the same date, voted to approve the proposed work at the subject premises, as put forward in your application completed April 7, 2016 and as you were notified in Status Update Letter 18-5409 (LPC 18-2750), issued May 3, 2016. This approval will expire May 3, 2022.

The proposed work, as approved, consists of the construction of a stucco clad elevator bulkhead at the roof, as shown in existing conditions photographs; a color rendering of proposed bulkhead; and drawings labeled T-000.00 through T-003.00, A-100.00, A-101.00, A-801.00, A-802.00 through A-808.00, A-812.00 through A-815.00, dated (revised) May 3, 2016, all prepared by design republic, submitted digitally as components of the application, and presented at the Public Meeting and Public Hearing.

In reviewing this proposal, the Commission notes that the Upper East Side Historic District Designation Report describes 25 East 64th Street as an Italianate style rowhouse designed by John G. Prague, built in 1879-80 and altered in 1919 and 1926; that the building’s style, scale, materials, and details are among the features that contribute to the special architectural and historic character of the Upper East Side Historic District. The Commission also notes that this application is related to a larger project for work combining 25 East 64th Street with 740 and and 23 East 64th Street; and that Certificate of Appropriateness 16-4650 was issued December 10, 2014 for storefront and facade alterations and construction of additions; and Certificate of No Effect 18-7993 (LPC 16-8643) was issued July 8, 2016 for signage and awning installation and interior alterations.

With regard to this proposal, the Commission found that the construction of the proposed elevator bulkhead will not result in damage to or demolition of any significant architectural features; that the neutral stucco cladding will help the bulkhead to recede from view; that although the proposed rooftop bulkhead will be visible from the south along Madison Avenue, it will be set back approximately 20' from the front façade, abutting and finished to blend with the taller visible decorative chimney at the adjacent 740 Madison Avenue, and will be seen in the context of a complex roofscape with other existing bulkheads and mechanical equipment; and that the presence of this additional bulkhead will not detract from the special historic and architectural character of the building or the historic district. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve it.

However, in voting to grant this approval, the Commission required that two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval.

Staff noted that the drawings include additional work, including the installation of a black back-painted glass entrance at the ground floor of the extension at 740 Madison Avenue; the installation of rooftop mechanical equipment on 25 East 64th Street; and interior alterations at the cellar through 5th floors of 25 East 64th Page 2 Issued: 08/22/16 DOCKET #: LPC-18-7018 Street and 740 Madison Avenue.

Accordingly, staff reviewed the drawings and found that the back-painted glass is easily reversible; and, in accordance with the provisions set forth in Title 63 of the Rules of the City of New York, Section 2-19, that the rooftop installation consists of mechanical equipment only; that the equipment will not result in damage to, or demolition of, a significant architectural feature of the roof; that the work will not adversely affect significant architectural features of adjacent improvements; that the equipment will not be visible from a public thoroughfare; and that otherwise the proposal approved by the Commission has been maintained. Based on these and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness 19-1570 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of the approval. The work is limited to what is contained in the perforated document. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fine.
