*S5M-08100 Stuart McMillan: Re-Start A Heart Day 2017—That the Parliament recognises that Re-Start A Heart Day 2017 will be marked on 16 October; notes that it is a designated day of action across Europe that aims to teach vital life-saving CPR skills to as many people as possible; understands that, in Scotland, over 3,500 people are treated every year by the Scottish Ambulance Service because of cardiac arrest and that, sadly, only around 1 in 20 survive; acknowledges that the aim of the parent campaign, Save a Life for Scotland, is to double the survival rates out-of-hospital cardiac arrest within five years and for an additional 500,000 people to be trained with CPR skills by 2020; acknowledges the view that increasing the incidence of bystander CPR is at the cornerstone of improving outcomes; welcomes the ambulance service's campaign to register public access defibrillators on the website, pad.scottishambulance.com, which was launched in March 2017; understands that 1,000 such defibrillators are now registered; believes that, while there is no legal obligation to register, it greatly assists the ambulance service in knowing their locations in communities to assist when responding to 999 calls; hopes that the day is a success and leads to people learning CPR as a potentially life- saving skill, and acknowledges the calls for custodians of defibrillators to register them with the Scottish Ambulance Service. *S5M-08073 James Dornan: Mental Health and Use of Language—That the Parliament notes with regret what it considers the inappropriate language used by Ruth Davidson MSP when she told the Conservative Party conference that they should “get over its nervous breakdown and man up a bit”; considers that this use of language goes against all the good work done by mental health charities, including those in Glasgow, and the Parliament to reduce the stigma associated with mental health; notes calls for Ms Davidson to accept that she and all MSPs should be mindful of the importance of language and the negative consequences that it can have on work being done to improve mental health and that she should apologise to those that it believes she has offended in appearing to minimise their mental health issues, and believes that, in light of recent comments by her colleague Annie Wells MSP, who was reported in The Scotsman to have said "There will always be a place for antidepressants in the health system when it comes to the treatment of a range of mental health conditions....but the increase has got completely out of hand and, after 10 years, the SNP has to do something about this...the nationalists were very clear that reducing the prescription of these drugs would be one of their priorities, but the opposite has happened", there is clearly a considerable way to go in educating some MSPs and the wider public on how the inappropriate use of language can have an impact on people with mental health issues. *S5M-08079 Christina McKelvie: Persecution of LGBTI Community in Azerbaijan—That the Parliament notes the statement from Amnesty International UK regarding the mass persecution and raids against members of the LGBTI community in Azerbaijan; condemns the actions of the Azerbaijani police who, it understands, detained more than 100 people in a deliberate attempt to intimidate members of the LGBTI population; notes the reports of violence, abuse, incarceration and forced medical examinations carried out on those detained, included trans women who, it believes, were forced to have their heads shaved; understands that those detained were denied access to legal representation of their choosing; condemns the comments by the Azerbaijani Ministry of Internal Affairs which, it considers, has justified the persecution, noting that LGBTI people were not “respecting others around them” and that those arrested had made no effort to conceal their sexual orientation or gender identity, and believes that this is a repressive, discriminatory and abusive practice, and supports calls for international co-operation and widespread condemnation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.
