    Analyzing DomesticIPRI Terrorism Journal as IX, a Thno.2reat (Summer to Pakistan’s 2009): Security 49-76 49 ANALYZING DOMESTIC TERRORISM AS A THREAT TO PAKISTAN’S SECURITY AND THE POLICY RESPONSE Muhammad Khurshid Khan∗ Abstract Pakistan was not unfamiliar to terrorist activities even prior to 9/11, but its decision to participate in the “Global War on Terror” (GWOT) as a state policy exposed it to renewed and heightened activity of terrorist outfits which caused a serious blow to its domestic security. Pakistan's domestic instability is also linked to a number of different causes which are “home grown” as well as foreign sponsored. The dominance of the military in national politics for prolonged periods and the wide network of electronic media have also not done any great service to the country. Issues like poverty, unemployment, health and literacy are also important contributing factors. The real threat to the country's security stems from “within”. Externally, Pakistan finds itself geographically placed in a volatile environment. Peace can be achieved and maintained through strength. Pakistan Army that has been assigned the role of dealing with both domestic as well as external security challenges seems comfortable with some limitations. However, the responsibility to tackle the various domestic security threats lies with the second line forces (SLFs) which are not fully prepared and need extensive training to cater for all kinds of domestic crises; Army should be utilized sparingly as a last option. In order to deal with the above referred challenges effectively, a three tier approach comprising an international dimension, regional cooperation and national level measures is suggested.

Naila Azam1, Sikandar Hayat Khan2 ABSTRACT Objective: To describe patient satisfaction with hospital services and staff dealing. Materials and Methods: This cross-sectional study was carried out between January to April-2011 at out-patient departments of PNS Rahat. Randomly selected 96 patients entitled to free medical treatment were offered to voluntarily fill the pretested structured questionnaire in URDU(with mathematical scoring for each selected satisfaction index selected) to comment on the various aspects of services offered at the hospital. The four objective satisfaction scores included: 1-seating /waiting facilities, 2-length of waiting time, 3-staff attitude and 4-Cleanliness at the outpatient departments, radiology, laboratory and pharmacy. Results: The availed mean score was 80.1 + 42.6. Out of the total possible score of 170 of the questionnaires filled. The mean patient score achieved was 57.4 + 33.9. Patients scored less on the satisfaction indices pertaining to waiting time [Average score=4.73/10] and comfortable stay [Average score=6.43/10] in the waiting areas of the hospital OPDs. Patients had a higher satisfaction score on indices related to sanitation/cleanliness issues [Average score=7.52/10] and staff attitude [Average score=7.71/10]. Conclusion: Prolonged waiting time and non-availability of quality stay in waiting areas of outpatient departments and diagnostic centers are the cause of

Yet its opacity has hindered academic research. We use open sources to construct unique new data on the backgrounds, careers, and post-retirement activities of post-1971 Corps Commanders and Directors-General of Inter-Services Intelligence. We provide evidence of bureaucratic predictability and professionalism while officers are in service. After retirement, we show little involvement in electoral politics but extensive involvement in military-linked corporations, state employment, and other positions of influence. This combination provides Pakistan’s military with an unusual blend of professional discipline internally and political power externally - even when not directly holding power.
