MINISTRY OF TRANSPORT AND INFRASTRUCTURE AIR ACCIDENT INVESTIGATION PRELIMINARY REPORT OPERATOR: Skyward Express Limited AIRCRAFT TYPE/ MANUFACTURER: Fokker 27-Mark 50/Fokker Aircraft B.V YEAR OF MANUFACTURE: 1989 AIRCRAFT REGISTRATION: 5Y-SIB AIRCRAFT SERIAL NUMBER: 20167 DATE OF REGISTRATION: 22 September 2014 TYPE OF ENGINE: 21 August, 2013 DATE OF OCCURRENCE: 04 Janaury 2015 TIME OF OCCURRENCE: 0802 LOCATION OF OCCURRENCE: Jomo Kenyatt International Airport, Kenya TYPE OF FLIGHT: Commercial, NUMBER OF PERSONS ON BOARD: Crew – 4, 6-Passengers INJURIES: None NATURE OF DAMAGE: Serious CATEGORY OF OCCURRENCE: Accident NAME OF PIC: Joseph Kimathi Arithi PIC’S FLYING EXPERIENCE: 15500 Hours All times given in this report is Coordinated Universal Time (UTC) East African Local Time is UTC plus 3 hours. A Skyward Fokker 50, registration 5Y-SIB performing a cargo flight from Wajir to Nairobi Wilson airport was on downwind runway 07, when the crew received indication that the left main gear did not extend and lock in the down position. The crew aborted the approach and opted to extend downwind and then entered a hold, where it was confirmed the gear had not extended. While taking off at Wajir runway 15 at 0640, while passing 200ft above ground level the crew noticed a flock of birds and experienced a bird strike, but decided to proceed on with the flight when they were satisfied with their safety review of the situation. Visual inspection by the crew revealed a large bird carcass hanging from the left main landing gear. At 0755 the crew requested for diversion to JKIA as they declared full emergency landing and was cleared to join base runway 06 JKIA. The crew subsequently decided to perform a belly landing (with all gear up) and landed the aircraft at JKIA runway 06 at about 0802 skidding to a halt 2km from the threshold on the runway. Emergency services subsequently applied foam to cool the belly of the aircraft and prevent any possible fire. No injuries were reported. A post removal inspection revealed evidence of a bird strike lodged into the left main gear structure. Investigation into cause of the accident is ongoing. The fiscal framework outlined in the paper ensures sustainability in supporting departments and ensuring continuous spending on priority programmes. For this to be realized, there is need for immense efficiency, effectiveness and transparency in public financial management to ensure monetary discipline. The paper contains the following major areas in consideration of performance of financial year 2018/2019: Highlights of the recent economic developments and the economic outlook in accordance to Budget Policy statement 2018. The Economic progress of the county is predominantly reliant on global and Kenyan Economy; therefore, the formulation and implementation of practical strategies and policies is based on the global and country’s economic performance.

THE CHALLENGE Rural areas across Africa (such as Turkana, North Kenya) often have poor infrastructure, limited access to markets, very few formal job opportunities, and consequently suffer from high levels of unemployment and little opportunity for moving out of poverty. Turkana in particular has infertile soil that does not support sustainable agriculture, with the majority of food supplies having to be transported from cities several hours away. Local businesses including basket weaving, mechanical repairs and small kiosks exist, however none of these scale to provide widespread employment opportunities or meaningful wages. And yet, with around 900.000 inhabitants, Turkana holds an untapped potential of human talent with the chance of having internet access even in some of the most remote areas.

It focused a lot on the following specific objectives; to examine the effect of web-based Enterprise Resource Planning on the performance of procurement functions, determine the effect of Electronic maintenance, repair and operations on the performance of procurement functions and to establish effect of E-sourcing on the performance of procurement functions. The study adopted census where all 51 respondents were engaged in the study. Primary data was collected using structured questionnaires. Analysis and interpretation of the data was done using both qualitative and quantitative methods according to research objectives and research questions.
