From the Commissioner, Greater Chennai Corporation, Letter P.D.T.D.C.No.A1/0236/2018 dated 29.12.2020. ***** ORDER In the Government order first read above, the Government have fixed the rates of Annual Contribution of the Urban Local Bodies payable to the Tamil Nadu Institute of Urban Studies, Coimbatore with effect from 10.04.2011 as below:- Contribution amount of Name of the Urban Local Body each local body Per annum. Chennai Corporation 4,00,000 Madurai, Coimbatore, Tiruchirappalli, 3,00,0000 Tirunelveli and Salem Corporations Newly formed Corporations Tiruppur, Erode, 2,00,000 Thoothukudi and Vellore Special Grade Municipality 1,50,000 2 Selection Grade Municipality 90,000 First Grade Municipality 50,000 Second and Third Grade Municipality 20,000 Special and Selection Grade Town Panchayats 10,000 First and Second Grade Town Panchayats 5,000 2. In the letter second read above, the Director (FAC), Tamil Nadu Institute of Urban Studies has stated that after 2011, the Annual Contribution rates have not been revised. Considering the overall increase in the training cost, establishment and administrative expenses maintenance of hostel, office building and other infrastructures and implementation of 7" Pay Commission etc., the day to day expenditure has escalated during the past few years, it is keenly felt necessary to increase the rates of Annual contributions payable by the Urban Local Bodies. Considering the above necessity to increase the Financial resources of the Institute in carrying out its normal activities, the Management Committee of the Institute vide Resolution No.11 dated 10.03.2018 have resolved to enhance the Annual Contribution of the Urban Local Bodies and recommended to send the proposal to Government for requesting necessary orders for the revised rates as below:- Revised Contribution amount of each local Name of the Urban Local Body body Per annum. The Director (FAC), Tanil Madu Institute of Urban Studies has stated that the date of of effect revision of rates of Annual Contribution may be given effect frorn the Financial Year 01.04,2021 arnd requested the Government to also issue orders for the Urban Local Bodies vuhich are upgraded in between Financial year as to the rates poyabie by then tor the Financial year during which the transition made. 4. In the letter third, fourth and fifth read above the Director of Town Panchayats, the Commissioner of Municipal Administration and the Commissioner, Greater Chennai Corporation have agrecd to the proposal of the Director (FAC), Tarnil Nadu Institute of Urban Studies to enhance the revised rates of Annual contribution payable by all the Urban Local Bodies to Tamil Nadu Institute of Urban Studies, Coimbatore. 5. The Government after careful examination, accept the proposal of the Director (FAC), Tarmil Nadu Institute of Urban Studies mentioned at 2 above and orders para accordingly subject to condition that the Urban Local Bodies which are upgraded in betvween a Financial year has to pay the revised rate of annual contribution for the Financial year during which the transition made. 6.     Nilgiris District, Tamil Nadu Connie Smith Tamil Nadu Overview Tamil Nadu is bordered by Pondicherry, Kerala, Karnataka and Andhra Pradesh. Sri Lanka, which has a significant Tamil minority, lies off the southeast coast. Tamil Nadu, with its traceable history of continuous human habitation since pre-historic times has cultural traditions amongst the oldest in the world. Colonised by the East India Company, Tamil Nadu was eventually incorporated into the Madras Presidency. After the independence of India, the state of Tamil Nadu was created in 1969 based on linguistic boundaries. The politics of Tamil Nadu has been dominated by DMK and AIADMK, which are the products of the Dravidian movement that demanded concessions for the 'Dravidian' population of Tamil Nadu. Lying on a low plain along the southeastern coast of the Indian peninsula, Tamil Nadu is bounded by the Eastern Ghats in the north and Nilgiri, Anai Malai hills and Palakkad (Palghat Gap) on the west. The state has large fertile areas along the Coromandel coast, the Palk strait, and the Gulf of Mannar. The fertile plains of Tamil Nadu are fed by rivers such as Kaveri, Palar and Vaigai and by the northeast monsoon. Traditionally an agricultural state, Tamil Nadu is a leading producer of agricultural products. Tribal Population As per 2001 census, out of the total state population of 62,405,679, the population of Scheduled Castes is 11,857,504 and that of Scheduled Tribes is 651,321. This constitutes 19% and 1.04% of the total population respectively.1 Further, the literacy level of the Adi Dravidar is only 63.19% and that of Tribal is 41.53%.
