He was born and grew up in Sapporo. After graduating from the Craftworks and Sculpture Division, the Craft and Design De- partment of Koto Kogei Gakkou (tertiary insti- tution for crafts, presently the Department of Technology in Chiba University) in 1928, he studied under the great sculptor Kotaro Taka- mura. His representative works include a sculpture of a group of students who died in the war called “Kike Wadatsumi no Koe” (1950), the sculpture “Arashi no naka no Boshizo” (Mother and Child in a Storm) (1953), and more. He used a world map to program the directions of lights in the work and designed to express the world with light. Innumerable glows emitted from the crystal glasses form a huge light, which conveys a wish for peace, that “the world be united as one with all lives on earth”, and gives off a radiance for the people in the city, becoming a new symbol of Ginza Station. Tokyo Metro public art installation Tokyo Metro is promoting the installation of public artworks in sync with station construction and renewal to create comfortable, enriched cultural spaces. Works will be installed at five stations on the Ginza Line (Kyobashi Station, Ginza Station, Toranomon Station, Aoyama 1-chome Station, and Gaienmae Station) where renewal construction is carried out. Urban renewal is generally classified into three categories: redevelopment, rehabilitation and conservation (Sakamoto, 1998). Urban Redevelopment System is one of the most popular methods of urban renewal in Japan (Sakamoto, 1998). Since 1969, Japanese government has established her Urban Redevelopment System and passed the Urban Redevelopment Law. Redevelopment refers to the partial or total clearance of a large-scale physically or socially deteriorating area so as to redesign the area for environmental improvement and better social quality of life (Sakamoto, 1998). As redevelopment played an important role in urban renewal policy Japan, cases in this paper will be discussed from the perspective of urban redevelopment. Also, being the capital of Japan, Tokyo was one of the focuses for urban redevelopment. Hence, this paper will focus on examining how redevelopment projects work in Tokyo. URBAN REDEVELOPMENT POLICY IN JAPAN Organizational structure for managing urban redevelopment policy in Japan In May 2001, the Japanese national government set up the Urban Renaissance Headquarters chaired directly by the Prime Minister. The Urban Renaissance Headquarters was established within the Cabinet with the mission to promote 21st century projects for urban rebirth from various perspectives, including environmental and internationalization perspectives, and more effective land use. The Deputy Chief of the Urban Renaissance Headquarters included the Chief Cabinet Secretary and the Minister of Land, Infrastructure and Transport, while all other Ministers of State were members.
