Alcohol (Minimum Pricing) (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from— Alan McCreadie, Deputy Director of Law Reform, and Jim McLean, Consultant at Balfour-Manson, The Law Society of Scotland; and then from—

Proposed future business At its next meeting, on 7 February, the Committee expects to consider the Scottish Government’s European Union priorities. The Committee expects to consider a draft report on the Alcohol (Minimum Pricing) (Scotland) Bill at subsequent meetings. The Committee is also planning to carry out a short inquiry into the Scottish Government’s plan to integrate adult health and social care later in the year.

Justice Committee 31 January 2012 4th Meeting, 2012

The Committee will meet at 10.00 am in Committee Room 6 1. Public Audit Committee 1 February 2012 2nd Meeting, 2012

The Committee will meet at 10.00 am in Committee Room 3 1. Section 23 report - An overview of Scotland’s criminal justice system (in private): The Committee will consider a draft report on the joint Auditor General for Scotland and Accounts Commission report entitled "An overview of Scotland’s criminal justice system".

Proposed future business At its next meeting it is expected that the Committee will take evidence from the Auditor General for Scotland in relation to reports he has recently published.

*S4M-01848 Liam McArthur: Fairer Charging for Islands’ Renewables—That the Parliament notes the Office of Gas and Electricity Markets (Ofgem) review of the electricity transmission network, Project TransmiT; welcomes its preliminary recommendations, which it sees as a step toward a fairer charging regime for projects on the Scottish mainland; hopes that these reforms will encourage investment in renewable technologies in Scotland, which it considers is home to the best wind, wave and tidal resources in the UK; believes that the charges quoted by Ofgem for Scotland’s islands could make development uneconomic and may harm the emerging wave and tidal sector there; underlines the importance of Scotland’s islands in the production of clean renewable electricity, and urges Ofgem to take action to ensure a fairer charging framework for Scottish islands during the transition to a low-carbon economy.

*S4M-01847 Kenneth Gibson: Insulin Pump Therapy—That the Parliament acknowledges the Scottish Government’s aims regarding the integration of continuous subcutaneous insulin infusion (CSII), or insulin pump therapy, in the treatment of type 1 diabetes, whereby a quarter of young Scots with type 1 diabetes will have access to the therapy, tripling the number of insulin pumps made available to more than 2,000 by 2013; highlights the lack of availability of insulin pump therapy in Scotland, where 27,910 people have type 1 diabetes and what it considers a degrading 696 (2.5%) receive CSII therapy, compared with NICE guidelines, which

suggest that between 4 and 14% of patients will benefit from the therapy, which involves a programmable device delivering insulin at a continuous rate to the body; considers that insulin pump therapy offers significant health and social advantages compared with the conventional treatment of multiple daily insulin regimens with CSII proven to reduce the risk of sever hypoglycaemia attacks and improve the patient’s quality of life due to the less disruptive and self-management nature of the therapy; highlights the progress of NHS Ayrshire and Arran in promoting self-management of diabetes and increasing the availability of CSII treatments, where a further 15 healthcare professionals have been trained on nationally accredited pump courses, delivering CSII treatment to 17 adults (0.9%) and 19 children (7.3%), with an additional 15 adults and six children set to commence CSII therapy in 2012, and considers that there is a need to further increase the availability and maintain the quality healthcare treatment of insulin pump therapy across NHS boards in order to achieve the 2013 target.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.
