*S4M-11382 Murdo Fraser: Dunkeld’s Lady’s Tree Crowned Scotland’s Favourite—That the Parliament recognises the Lady‘s Tree in Dunkeld on being crowned Scotland‘s favourite tree and hopes that the 100-year-old Scots pine can take the title at the European Tree of the Year Contest in February 2015; notes that the tree was nominated by the Scottish Wildlife Trust, which operates the Loch of the Lowes reserve; understands that the tree is home to an osprey, affectionately known as the Lady, which has laid an astonishing 71 eggs and fledged 50 chicks in the 24 years that it has nested in the tree; understands that the Lady Tree is a symbol of the conservation success story in the reserve, and notes that the Scottish Tree of the Year competition is organised by the Woodland Trust and is supported by the People‘s Postcode Lottery.

*S4M-11380 : Deregulation Bill - UK Legislation—That the Parliament agrees that the relevant provisions in the Deregulation Bill, introduced in the House of Commons on 23 January 2014, which would enable the investigation of tramway accidents in Scotland by the Rail Accident Investigation Branch and provide the Scottish Ministers with powers relating to races or trials of speed on public roads, in so far as these matters fall within the legislative competence of the Scottish Parliament or alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

that the award was granted in honour of Sir Nicholas‘s actions in helping 669 children, mostly Jews, escape from the Nazis in 1938-39 following the Nazi occupation of the Sudetenland and Czechoslovakia by arranging for them to be transported to the UK where they were placed with foster families; is aware that Sir Nicholas‘s kindertransports earned him the name, the British Schindler; notes that Sir Nicholas paid tribute to the UK for allowing unaccompanied children to come here through kindertransports, one of the only countries to do so at the time, and believes that Sir Nicholas, through his humanity and modesty, is fully deserving of the Order of the White Lion and remains an example to people of all generations to follow.

S4M-11365 : National Fertility Awareness Week 2014—That the Parliament notes that 27 October to 2 November 2014 is National Fertility Awareness Week, launched by the patient charity, Infertility Network UK; welcomes the aims of the awareness week, which are to highlight the extent of infertility and the impact that it can have on people‘s lives, explain the options that exist for people experiencing infertility, change the conversation around infertility and get more people talking about it; understands that one in six people in the UK struggle to conceive and over 60,000 cycles of IVF are performed each year, with fewer than 25% being successful; shows compassion and sympathy for people who experience infertility, which can result in depression, stigma and feelings similar to bereavement; understands that, after pregnancy, infertility is the most common reason for women aged 20 to 45 to visit their GP and that between 20% and 30% of cases of infertility are unexplained, and wishes every success to Infertility Network UK for National Infertility Awareness Week.

S4M-11358 Jackson Carlaw: Better Food for Patients—That the Parliament notes the Scottish Daily Mail‘s Better Food for Patients campaign promoting an improvement in the standard of food provided in NHS hospitals; expresses its concern at reports of NHS hospitals serving poor quality food and ready meals to patients; observes the findings of the Scottish Government‘s Estimates of Public Sector Procurement Expenditure on Food and Drink in Scotland 2014 that the food and drink budget for NHS Scotland declined from £32.6 million in 2011-12 to £29.7 million in 2012-13; supports a system of unannounced inspections in hospitals to report on the quality of food being provided, and calls on the Scottish Government to implement a review of NHS catering services to ensure that patients always receive appropriate nutritious food to aid their recovery.

Proposals for Members’ Bills

A member seeking to introduce a Member‘s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
